Amin, 11 other leaders meet Gen, Tikka, Assure co-operation in

restoration of complete normalcy

A delegation of twelve leading political leaders of East Pakistan, headed by Mr. Nurul Amin, called on Lt. Gen. Tikka Khan yesterday afternoon. The delegation included Maulvi Farid Ahmad , Prof. Ghulam Azam, Khwaja Khairuddin, Mr. Shafiqul Islam and Maulana Nuruzzaman.

The leaders assured the martial law administrator of their full co-operation in the early restoration of complete normalcy in Dacca and other parts of the province. To that end, they offered to form citizen committees in Dacca to dispel unfounded fears from the minds of the people.

The East Pakistan leaders also condemned vehemently India's interference in the internal affairs of Pakistan and denounced the baseless and malicious Indian propaganda.

Welcoming the offer of co-operation from the delegation, the ML Administrator spoke of the measures being taken by the administration to resuscitate economic life to East Pakistan. He said that everyone would have to work hard to make up for the losses caused by the recent economic inactivity.

Referring to the participation by the civil servants in the recent "non-co-operation movement" the ML Administrator said he appreciates that it was under duress that they did so. He directed those who have not yet been able to report for duty to resume their work immediately. He said he had already issued instructions that these employees should be paid salaries even for the period when they were on strike.

He also emphasised the need for the speedy rehabilitation of those dislocated as a result of the activities of the anti-state and anti-social elements. He also promised all possible  government assistance in this humanitarian task.

Gen. Tikka Khan said that there was no food shortage in the province but he cautioned if the transportation of foodgrains was hindered by miscreants, some areas might have to face difficulties for which responsibility would rest on the elements.

He again advised the people to refuse to give quarter to such miscreants and anti-state and anti-social elements and to report their presence to the ML authorities. He reaffirmed that the ML authorities would continue to give complete protection of life and property  to all peace-loving citizens.

Curfew hours in Dacca further relaxed

As conditions in East Pakistan get more and more stable the people are regaining confidence and life in Dacca, other towns and the countryside continues to improve.

The curfew hours in Dacca have been further relaxed by two and a half hours from today (Monday). The curfew hours to be effective from this evening will be from 7.30 p.m. to 5.00 a.m.

The flow of daily necessities of life from the interior into Dacca is gaining momentum. The increased supplies of fresh vegetables, fruit, milk , meat and poultry are having a salutary effect on the prices.

Banks have been transacting increased business. In Saturday's transactions there were more deposits than withdrawals. Post offices too are having  to look with increasing load of work.

Attendance in offices of the Govt. and autonomous and semi-autonomous bodies also continues to improve. More policemen have reported for duty. They include traffic policemen looking after the growing vehicular and pedestrian traffic in the city. Hospitals, government dispensaries and other public health institutions are functioning normally. Garbage collection and street cleaning are now well-taken care of as the sanitary staff is back on the job. The Dacca Municipality has intensified measures to prevent seasonal epidemics and has begun inoculating and vaccinating the people on a large scale. Seven leading newspapers of Dacca which resumed publication several days ago have been appearing regularly and have increased the number of their pages.

Meanwhile, the ML authorities have said the New Delhi Radio report that most of Dacca city has been razed to the ground is nothing but one of its patently absurd falsehoods and shows the extent of distortion to which the official Indian Radio can stoop in misrepresenting facts. They say that the gradual return of normalcy in the city gives the lie to this beseless Indian propaganda.

Indian MP's call for recognition, aid for 'Bangladesh'

Rawalpindi, April 4 (APP): Demand for concrete action to back up the resolution on East Pakistan was raised by several members in Indian Parliament according to an All India Radio broadcast monitored here. The broadcast said, members demanded that India "should recognise the Government of "Bangladesh".

Mr. Krishna Menon, a former Defence Minister speaking in Lock Sabha said, India should immediately recognise the new "Government". India must go to the rescue of the people of East Bangal on humanitarian considerations."

He said such a recognition is also necessary in India's own interest. "All Pakistani military build up in East Bengal could lend to foreign intervention as has happened in Viet-Nam."

In Rajya Sabha, Mr. Daya Bhai Patel (Swatantra) said that "The resolution on East Bengal passed by parliament must be backed by concrete action."

Mr. Bankey Bihari Dar (PSP) and an independent member and Mr. P.C. Mitro (Congress) were among those who wanted India to recongise the "Government of Bangla Desh", Mr. Mitro said, India should send volunteers and material support to East Bengal.
