3 ML sectors,  10 sub-sectors for East Pakistan

East Pakistan has been divided into three ML sectors and 10 sub-sectors, according to an announcement issued from Headquarters of ML Administrator, Zone "B" here today.

The new Sector Headquarters will be located at Dacca, Bogra and Comilla.

Following are the details of their jurisdiction:

A Sector-1

1)   Entire area comprising the civil divisions of Dacca and Khulna less Chalna port area.

2)   Headquarters —Dacca.

3)   Sub-sectors.

a.   Sub sec.1-Dacca Dist. with HQs. at Dacca.

b.   Sub sec. 2- Mymensigh & Tangail Dists. wth HQs. at Mymensigh.

c.   Sub sec. 3-Faridpur, Jessore & Kushtia Dists. with HQs. at Jessore.

d.   Sub sec. 4-Khulna, Barisal & Patuakhali Dists. less Chalna port with HQs. at Khulna.

B Sector -2

1)  Entire area comprising the civil division of Rajshahi.

2)   Headquarters -Bogra.

3)   Sub-sectors

a.   Sub sec. 5 —Bogra, Pabna & Rajshahi Dists. with HQs. at Bogra.

b.   Sub sec. 6— Rangpur & Dinajpur Dists. with HQs. at Rangpur.

C Sector -3

1)   Entire area comprising the civil division of Chittagong & Chalna port area.

President promulgates Newsprint Control Ordinance

Rawalpindi, April 25 (APP): The president has promulgated an ordinance for regulating the keeping of shortage distribution, disposal, acquisition and use of newsprint in the country.

The ordinance, called the Newsprint Control Ordinance 1971, shall extend to the whole of Pakistan and come into force at once.

Following is the text of the ordinance: The Newsprint Control Ordinance, an ordinance to provide for regulating the keeping, storage, distribution, disposal, acquisition and use of newsprint.

Whereas it is expedient to provide for regulating the keeping, storage, distribution, disposal, acquisition and use of newsprint and for matters ancillary there to :

And whereas the national interest of Pakistan in relation to the achievement of uniformity requires control legislation in the matter—

Now, therefore, in pursuance of the proclamation of the 25th day of March, 1969, read with the provisional constitution order; and in exercise of all powers enabling him in that behalf, the president is pleased to make and promulgate the following ordinance:

Short title, extent and commencement.

1.   (1) This ordinance may be called the Newsprint Control Ordinance, 1971.

      (2) It extends to the whole of Pakistan.

      (3) It shall come into force at once.

Ordinance to override other laws.

2.   This ordinance shall have effect notwithstanding anything to the contrary contained in the Essential Commodities Act, 1957. (III F 1957) or any order or other instrument made or issued thereunder or any other law for the time being in force.

Definition.

3.   In this ordinance unless there is anything repugnant in the subject or context.

(A)    Daily newspaper means a newspaper which is published not less than five days a week:

(B)    Newspaper means any publications printed on newsprint and published at regular month—and

(C)   Newsprint means printing paper, white or coloured, in reels or in sheets, unsized or soft sized. The fibre content of which comprises not less that 70 percent of mechanical wood pulp and which weighs between 50 to 54 grams per square metre.

Regulation of use of newsprint, etc.

4.   Except with the prior permission in writing of the central Government, no persons shall:

(A)    Use newsprint for printing or publishing any newspaper started after the commencement of this ordinance.

(B)    Use newsprint for printing or publishing any newspaper in excess of such quantity as the central Government may, by general or special order, prescribe in respect of such newspaper. or,

(C)   Use newsprint for printing or publishing any book, pamphlet, poster or other thing which is not a newspaper.

Dealing in Newsprint,

5.(1) The Central Government may, by notification in the official gazette, specify the dealers who shall be approved dealers of newsprint for the purposes of this ordinance.

(2)  Subject to an order under sub-section (3) upon the issue of a notification under sub-section.

(3)  Upon the issue of a notification under sub-section, (1) No dealer shall, except with the prior permission in writing of the central Government, sell or dispose of newsprint to any person other than :

(A) an approved dealer or

(B) a person who requires the newsprint

(1) for printing or publishing any newspaper started before the commence-ment of this ordinance or

(2) for printing or publishing any newspaper started after the commencement of this ordinance where the use of newsprint for printing or publishing such newspaper has been permitted under clause (A) of section 4 or (3) for printing or publishing any book, pamphlet, poster or other thing which is not a newspaper, where the use of newsprint for such printing or publishing has been permitted under clause (C) of section 4.

Men deputed to set up peace committees in Dists. sub-divisions

Representatives of the central peace committees are being deputed to the district and sub-divisional headquarters for setting up peace committee for fulfilling the mission of the central peace committee which relates to early restoration of normal life and educating the people to be vigilant against anti-state and anti-social elements and to counter the machinations of the rumour-mongers, says a press release, reports APP.

But if peace committees in any districts and sub-divisions are, by the time, formed on the initiative of patriotic groups and elements, such committees will kindly forward their names to the central office of the central peace comittee for due recognition.

The central committee will furnish report of recognised unit peace committee to the administrative authorities concerned.

Peace squads on behalf of the central peace commitee are moving in different parts of the Dacca city for creating more helpful atmosphere congenial for restoration of perfect normal life in the city.

Sixteen more unit peace committees in and around the city as per chart below have been formed.

Meeting At Mirpur

A representative meeting of all sections and old colonies of Mirpur was held yesterday under the presidentship of Diwan Warasat Husain Khan at Jame Mashid, Section No. 1 for constituting peace committee, according to a press release, repots APP.

Mr. Md. Samiuddin Khan was elected convener of the Mirpur peace committee with 76 members from all sections and colonies of Mirpur Messrs Abul Qusim Mahmood Ali, Abdul Jabbar Khadar and Major Afsaruddin, members of the central peace committee were also present in the meeting.
