Karachi, May 13 (APP): As a result of revision of financial arrangements between the central and provincial governments the share of East Pakistan in the central taxes and duties is more than that of West Pakistan, said a radio commentary broadcast here yesterday.
The commentary analysed the efforts of the Central Government to set East Pakistan's economy and allocate large finances to the East Pakistan Govt. to enable it to go full stream ahead to modernise its economy.
It said: for instance, the revenue of the East Pakistan Govt. has been increased by several revisions of the financial arrangements between the central and the provincial governments. These revisions took place in 1952 called the Raisman Award. When the Raisman Award itself was revised to make greater allocation to the provinces, then again in 1965.
Today position is that East Pakistan's share in the central taxes is the biggest ever. Further East Pakistan's share in central taxes and duties is higher than the share of West Pakistan.
East Pakistan's share in these taxes has risen for example from Rs. 15.90 crores
in 1958-
In the same period the share of the West Pakistan Government increased from Rs. 20.5 crores to Rs. 64.67 crores. The rise in West Pakistan is 215 per cent as against 362 per cent in East Pakistan.
The point to be borne in mind here is this : As a result of this revision of the financial arrangements between the centre and the provinces and the increased loans and grants in aid by the Central Government as well as the efforts of the provincial government itself, the revenue resources of East Pakistan have increased greatly.
For example, the East Pakistan Governments revenue resources were only Rs. 31.41
crores in 1957-
In the same period the revenue expenditure of East Pakistan rose from Rs 27,63 crores
to Rs. 283.23 crores. This means that the East Pakistan Government revenue expenditure,
as shown in its budget had risen by 925 per cent between 1957-
