Rogers confers with Thant on India, Pakistan situation

United Nations, (New York), Aug, 10 (Reuter): American secretary of State Mr. William Rogers and UN Secretary General U Thant conferred for almost four hours in two sessions yesterday on what Mr. Rogers termed "The very serious situation" in Pakistan.

He handed the UN chief a cheque for one million dollars (400,000 sterling), the first contribution by a number Government to the fund established to play the administrative costs of the UN sponsored relief programme in East Pakistan.

Sir Colin Crowe, the Chief British UN delegation was expected to deliver a cheque for 5000,000 sterling (12000,000 dollars) to U Thant today.

Mr. Roger's meeting with U Thant yesterday was devoted entirely, to the humanitarian aspects of the problem through the secretary of state said political problems would be discussed "eventually."

Asked by a reporter to comment on the new Soviet Indian friendship treaty and whether this would affect the India Pakistan situation Mr. Rogers said "Well we hope so we hope it will have on affect for the good, we hope that all nations will work together to deal with the humanitarian problem," he said.

A Communique said that U Thant and his guest had a "full exchange of view on the detailed needs of the two operations," in East Pakistan and for the refugees who are in India, and "on the modalities for meeting these needs."

The men "agreed that because of the serous situation, prompt action by the international community through the UN is required to meet this very grave humanitarian Challenge."

U Thant called for "Immediate contributions in cash and in kind" and thanked Mr. Rogers for yesterday's donation.

Mr. Rogers was accompanied by assistant Secretary of State Joseph Sisco, who was expected to take opportunity to lerning U Thant up to date on his recent talks with Israeli officials on the Middle East problem.

U.S. Ambassador to the UN George Dush and Assistant Secretary of State Sameul Palma in-charge of international organisation affairs were also in the party.

Though officials have emphasised that Mr. Rogers' visit to the UN is related mainly to international humanitarian efforts on behalf of East Pakistanis, observers saw political elements also.

They noted that the visit came as India and the Soviet Union signed a 20 year friendship agreement.

The US is known to be concerned about the possibility of a renewal of conflict between of Pakistan and India, and U Thant recently issued a warning of a possible confrontation.

In a memorandum to the security council, he called for more forthright action by the UN implying that he would like the council to consider the problem formally.

A canvass of the numbers found that no meaningful results could emerge from full scale council debate.

The UN has been concentrating on relief efforts for East Pakistanis including several millions who fled to India following disturbance earlier this year.

U Thant also has proposed that UN representatives be stationed on both sides of the border between East Pakistan and India.

Pakistan accepted the proposal but India rejected it.

Mr. Chartes Mace, Deputy UN High Commissioner for Refugees was among the group of advisers accompanying U Thant at today's conference.

Others included Under Secretary General Robert Guyer: in Charge of Special political Affairs, Assistant Secretary General Ismat Kiitani, in Charge of UN relief efforts and Mr. Briaim Urqhart, a top political affairs expert.

Mr. Maurice Williams, deputy director of the US Agency for International Development (AID) and Mr. Francis Kellugg, special assistant for refugee affairs were among those in Mr. Roger's Party.

US concern over Pak decision to try Sheikh Mujib

Washington, Aug 10 (Reuter): The American State Department yesterday voiced concern over the decision of the Pakistan Government to try Sheikh Mujibur Rahman on charges arising from the civil strife in East Pakistan.

Sheikh Mujib who was arrested last March after the Pakistan Army moved to crush a secesionist rebellion in East Pakistan, is to be tried by a special Military court for "Waging war against Pakistan," according to a Government statement released yesterday in Rawalpindi.

US state Department spokesman John King said, the views transmitted to the Pakistan Government some weeks ago when reports first circulated that he would be placed on trial.

'We have expressed to the Government of Pakistan our concern on humanitarian grounds," he said.

The State Department spokesman would not say specifically whether the United States advised the Pakistan Government against bringing Sheikh Mujib to trial.

The state Department spokesman declined comments when asked if the decision to try the East Pakistan leader in the wake of concern expressed by the United States means that Washington did not have political leverage with the Pakistan Government.

Asked if the United States believed that peaceful accommodations were still possible in East Pakistan, Mr. King said: "It would not be a Judge for us to make but we continue to be hopeful an accommodation would eventuate.

French Red Cross Collects $40,000 for East Pakistan

Paris, Aug 10 (AFP): The French Red Cross has collected over four million frances (about 300,000 pounds) for victims of the typhoon which hit East Pakistan last year and for refugees in the Indian refugee camps, it was disclosed yesterday.

From that sum 505,000 frances (Just under 40,000 pounds) has been given to the Red Cross League in Genera for the typhoon victims.

Another 2,270,000 frances (175,000 pounds) is to be spent on rice, children's food medicines and other necessities for the refugees.

Exchange of diplomats tomorrow

New Delhi Aug. 18 (APP): Indian diplomatic staff in Dacca and Pakistani diplomatic staff in Calcutta will return to their homelands simultaneously on August 12, it was reliably learnt here today.

The repatriation was arranged under the good offices of Swiss representatives. The actual move will be supervised by Swiss representatives in the two cities.

Heavy baggage and the record, in the respective offices are to be sent home later.

The diplomatic conflict and impasse were triggered by political situation in East Pakistan and the Indian reaction in favour of the rebels and against the Pakistani Government.

Qayyum calls for strict adherence to basic ideology of Pakistan

Rawalpindi, aug 10 (APP) Khan Abdul Qayyum Khan president of the Pakistan Muslim League (Qayyum Group), last night called for strict adherence to the basic ideology of Pakistan upon which he said, depended the existence of this country.

Deviation from this ideology, passed on the two-nation theory would be dangerous for the country, he told a special meeting of the local Rotary Club on the occasion of its independence anniversary dinner at a hotel.

He said it was the decision of the Muslims of the whole of the sub- continent that Hindus and Muslims were two different nations and that there should be a separate home land for Muslims where they could live in accordance with their own religious values.

Every country in the world, he said had its own ideology and none could allow anything otherwise in its territory.

He said attempts to deviate from Pakistan's basic ideology were responsible for the slogans of Bangladesh, Pakhtoonistan, "Jiay Sind," and greater Baluchistan.

Khan Qayyum complained of lack of effort to educate the young generation about Pakistan's ideology and pleaded that the subject to education should be kept with the centre for the purpose.

He said the country's education system should produce Muslim men and women who should have firm faith in the ideological basis of Pakistan.

Pointing out that the present Government in India claimed to be following secular and socialist polices, he said if the same things were to be adopted in Pakistan then what would be the justification for this country's separate existence.

The PML Chief also pointed out the Pakistan was passing through a very difficult period at present but, he said, there should be no disappointment and we learn to live dangerously.

Khan Qayyum disagreed with those who said that nothing had been done in Pakistan and asked such people not to forget the conditions of 1947. However, he said, there could be complaints but nobody should outrightly refuse to see anything done in the country.

He said it was the duty of well-off people to improve the condition of their less fortunate brethren.

Khan Qayyum paid tributes to the determination and sagacity of the Quaid-e-Azam in winning a separate homeland for the Muslims of the sub-continent.

He pointed out that the Quaid had to fight against not only Hindus and Britishers but also those of the Muslims who opposed the creation of Pakistan.

He said he himself had joined the congress in the spirit of fighting against the British rule and in the behind that all communities would get equal treatment but later on he saw the anti-Muslim designs of Hindus and was convinced that in a United India, Muslims would be second rate citizens. Therefore, he joined the Muslim League.

Khan Qayyum referred to the Soviet-Indian cooperation treaty signed yesterday and said due notice should be taken of it.

He said that treaty showed that the Soviet Union wanted to support every unjustified sand of India.

No Merger without council approval says Daultana

Multan, aug 10 (APP): Mian Mumtaz Mohammad Khan Daultana, President, Council Muslim League yesterday reiterated his party's stand that there could be no merger except with the approval of the councils of the three leagues.

The council League chief was talking informally to newsmen soon after his arrival from Lahore on a three day visit of Multan, Muzaffaragarh and Bahawalpur.

He was asked about the reports that he along with Mr. Fazlul Quader Choudhury  and Khan Abdul Qayyum Khan would address a public meeting at Karachi on August 14 and also hold merger talks on this occasion.

Mian Mumtaz Daultana said that the president, Karachi branch of his party has asked for his permission on telephone to associate the convention and Qayyum group of the Muslim League in organising a public meeting at Karachi on independence day. He had approved the idea to celebrate the day without party considerations.

Mian Daultana said he was sure if Khan Abdul Qayyum Khan or Mr. Fazlul Quader Chowdhury would be available in Karachi to address the proposed meeting, he himself would reach there on August 12, he added.

Replying to another question regarding controversy over transfer of power Mian Mumtaz Daultana agreed with the questioner that there was little difference between the points of view of various parties.

The president had made a definite promise to transfer power with three or four months Mr. Bhutto had also now agreed to this period while others had not raised any objection in this regard.

Mian Shahib said "We are on the verge of war. This was no time for political wrangling as the need of hour was to set aside political differences and unite for preserving the solidarity and integrity of the country", he added.

This has been happening in the history of other nations.

The British parties joined hands in coalition government sinking political differences to meet the challenge of Hitler's war of attrition, he remarked.

To another questioner he told that the meeting of the council of his party would be held soon simultaneously with a meeting of the council, convention Muslim League.

The venue would probably be Dacca each council, would first consider basic principles on which mergers could take place. On the same principles merger of Pakistan Muslim League Qayyum group could take place.

He said talks were being held in Dacca for cooperation among like minded parties which included Pakistan Democratic Party.

Mian Mumtaz Daultana was given a warm welcome on his arrival from Lahore at Multan cantonment railway station by his party workers.

IDBP ordinance amended

Islamabad Aug 10 (APP):  The President and Chief Marital Law Administrator General A.M. Yahya Khan, has promulgated on ordinance on August 5, providing for re-constitution of Board of Directors of Industrial Development Bank of Pakistan, says a PID hand out.

Following is the text of the ordinance:-

Ordinance No. XX of 1971 An ordinance further to amend the Industrial Development Bank of Pakistan ordinance 1961.

Where as it is expedient further to amend the Industrial Development Bank of Pakistan Ordinance, 1961 (XXXI of 1961), for the purposes hereinafter appearing.

Now, there, in pursuance of the proclamation of the 25the day of March 1969, read with the provisional constitution order, and in exercise of all powers enabling him in that behalf, the president is pleased to make and promulgate the following ordinance:-

Short title and commencement :-

1.(1)This ordinance may be called the Industrial Development Bank of Pakistan (Amendment) Ordinance, 1971.

(2) It shall come  into the force at once. Amendment of section 13, ordinance XXXI of 1969, hereinafter referred to as the said, ordinance, in section 13 for sub-section.

(1)     The following shall be substitution namely:-

(1)     The Board shall consist of the following directors, namely:-

(a)     The Chairman

(b)     Six persons to be appointed by the central Government as follows:-

(I)      One person serving under the central Government and

(II) Five persons serving under the provincial Governments of whom one Shall be from each province:

(c) Six persons elected, in such manner as may be prescribed by regulations. by the share holdes, other than the central Government, from amongst themselves so as to elect two from each Group of shareholders registered in the three registers maintained under section 8: and

(D) The Managing Director Amendment of Schedul 11, Ordinance XXXI of 1961.

(3)     In the said ordinance, in schedule ii for paragraph 1 the following shall be substituted namely:

(I)      The Karachi area comprising the whole of the provinces of Sind and Baluchistan.

(2)     The Lahore area comprising the whole of the provinces of the Punjub and the North West Frontier and the Islamabad Capital territory.
