Saboteurs can't be well wishers: Tikka's call to isolate anti-people elements

Lt. Gen. Tikka Khan Governor, East Pakistan and Martial Law Administrator, zone 'B' said in Rangpur yesterday that those who try to disrupt means of communication and cause damage to industrial installations cannot be the well-wishers of the people.

General Tikka Khan was addressing the numbers of peace committee at Rangpur.

The Government was accompanied by Dr. A. M. Malik special Assistant to the president and Mr. John R. Kelly, Representative of UN High commissioner for Refugees.

Elaborating his point the Governor said that disruption of means of communication can only create difficulties in reaching foodgrains to the people and suspension of power supply may result in slowing down industrial production and consequent unemployment of factory workers.

Isolate these anti-people elements and report their presence to the authorities," Gen. Tikka Khan urged the people.

He also commended devoted efforts of peace committees in helping weeding out trouble makers and maintaining peaceful conditions.

The Governor said that peace committees, which are a non political institution, are making concerted efforts in all parts of the province to help maintain peace and rehabilitate people's confidence. He added that Razakars were also rendering a useful service by defending their own areas against trouble-makers as well guarding bridges and culverts.

Talking about returnees, the Governor said that the president had repeatedly said that bonafide Pakistanis who had gone across during disturbances are welcome back home.

Reception centres have been set up to receive them and adequate funds have been earmarked for their rehabilitation. "But India does not allow them to come back." The Governor added.

Elaboration, he said, "When we set up reception centres to receive our people, India established check-posts on the other side to stop them." He added she also rejected the proposal of posting UN observers as their presence would have disclosed Indians real intentions. The Governor further said that one of the objectives of frequent Indian shelling was to keep the borders disturbed so that displaced persons do not return to their homeland. In spite of it, ....

Addressing a separate gathering of district officials, the Governor directed them to reach the common man to know his difficulties and to solve them with utmost speed and dedication.

He added that hard work and dedication were the only yard stick judge of an officer's performance.

Later, Gen Tikka Khan flew to Dinajpur where he met the members of peace committee and the local officials.

Advise to the people

The Governor, who visited the town for the first time since he took over in March expressed his sympathies for those who had suffered at the hands of miscreants before the Army secured the district. He advised the people to "heal the wounds" and work hard unitedly for the security and prosperity of Pakistan.

The president of the peace committee told the Governor that sincere efforts by the civil and military authorities had achieved good result Normal work  had started in all walks of life and people's confidence had also been rehabilitated.

The Governor informally discussed with members of peace committee some of their local problems and sympathetically considered their suggestions to solve them.

The Governor also expressed his grief and sympathy for the victims of a bus tragedy which had taken place near Dinajpur on Wednesday morning. A bus bringing returnees from Birole Border to Dinajpur Reception centre was blown up by Indian Agents. The Governor also visited civil Hospital where the wounded passengers were under treatment.

The Governor returned to Dacca in the evening.

Three foreigners hurt in bomb blasts in city

Three explosions in the lavatory of Hotel Inter Continental last evening resulted in injuries to three foreigners it learnt here yesterday.

Madani shot dead by Indian agents

Maulana Syed Mohamood Mustafa al Madani, a renowned religious leader and vice-president of East Pakistan Nizam-e-Islam Party, was shot dead by Indian agents while he was addressing a gathering at 8 p.m. at village Abdullahpur near Mir Kadim, Dacca, on August 10, reports APP.

According to a press release of Nizam-e-Islam party Maulana Syed Mahmood Mustafa Almadani was the Senior vice president of the East Pakistan Niazam-e-Islam party and a prominent member of the central working committee of All Pakistan Markazi Jamiat-e-Ulema-e-Islam and Nizam-e-Islam party.

Maulana Madani, aged about 70, was a prominent religious and spiritual leader well known to the whole of Muslim world. Originally born at Medina, the holy city of the Holy prophet, he came in this sub-continent about, 50 years ago and there after he settled in the district of Bakerganj about 32 years ago. He actively participated in the movement of Pakistan and devoted himself to the Tableegh of Islam. He was the founder patron of the Mahmudia Madrasah, Barisal and Mustofavia Alia Madrash, Bogra. He patronized hundreds of Islamic educational institutions in this part of the country, the number of his spiritual followers in East Pakistan will be some lakhs.

He left behind his wife, four sons and three daughters.

Indian agents blow up bus carrying DPs: Two killed

Dinajpur, Aug 11: Indian agents today blew up a bus bringing returnees from the border to the Dinajpur Reception centre.

Out of 40 passengers, one Rahela, 10 died on the spot and 31 others were wounded eight of them seriously. One of the wounded persons, an 11 years old boy who could not be identified, expired in civil hospital, Dinajpur, where all the wounded persons are being given Medical treatment and other facilities.

Lt. Gen. Tikka Khan, Governor of East Pakistan and Martial Law Administrator. Zone 'B' who was on a one day tour of the area was deeply grieved to hear the sad news.

He immediately went to the civil hospital where he met the victims of the tragedy. He sympathised with them and talked to them individually. He was deeply moved to see blood stained survivors, mostly women and children, groaning with pain. Some of them were on oxygen and a few in the operation theatre. Others had received initial dressing.

Gen. Tikka Khan directed the local civil and Martial Law authorities to provide all possible help and assistance to the victims.

The unfortunate incident took place at about 10 a.m. today near Pulhat, about four miles from Dinajpur, when one of the three buses bringing returnees from Birole border to Dinajpur town, hit a mine planted on the road by the Indian Agents. The authorities, later, recovered six more mines from the vicinity of the scene of tragedy.

Dr. A.M. Malik special Assistant to the president and Mr. John R. Kelly, representative of UN High Commissioner for refugees were also with the Governor when he visited the civil Hospital.

Kelly, Malik visit Comilla

Comilla, Aug. 11 (APP): Mr. John R. Kelly, representative of the United Nations High Comissioner for refugees along with Dr. A.M. Malik, Special Assistant to the president of Pakistan visited Comilla yesterday.

They visited the places hit by the Indian shelling at comilla town and talked to some affected people in Sadar Hospatal, Comilla.

Mr. Kelly talked to some patients who were seriously injured by Indian shelling the representative also inspected the reception centre at Comilla.

The Deputy Comissioner, Comilla apprised them of the working of the centre. They met some members of the peace comittee and local elite in the circuit House. The visitor left for Dacca in the afternoon.

Tunku favours UN peace body: Pak refugees

Kuala lumpur, Aug. 11 (AFP): The Seceretary General of the Islamic secetariat Tunku Abdul Rahman today suggested the setting up of a United Nations Peace Commission to suspervise the repatriation of Pakistani refugees from India to their homes in East Pakistan.

The Tunku, who had discussed the problem with Indian premier Mrs. Indira Ghandhi in New Delhi last week said he was "much worried" over the India -Pakistan tension due to the refugee problem.

He described the situation was "very explosive". He said he was in touch with UN secretary General U Thant to solve the refugee problem.

The Tunku repeated his earlier allegation that while Pakistan was ready to receive the refugees back, India was not willing to cooperate in facilitating their return.

Britain donates 1,209,500 dollars for E. Pak relief

United Nations, Aug. 11 (Reuter): British Ambasador Sir Colin Crowe handed over to secretary General U Thant yesterday a Cheque for 1,209,500 dollars for humanitarian relief in East Pakistan.

It was in response on to U Thant's appeal of June 16 to all member Governments for help and represented the first part and a pledged donation of one million pounds.

Sir Colin told U Thant "It is our sincere hope that money and others supplies so urgently required, and to speed these to the stricken area as quickly as possible.

We also hope that this example will be followed by other governments, whether or not they have already pledged support for your appeal and that it will thus soon be possible to ameliorate the alarming and horrifying conditions which so many millions of people are at present suffering."

Indo-Soviet pact a hostile act, says Bhutto

Karachi, Aug. 11 (APP): Mr. Z.A. Bhutto Chairman of the PPP described the defence treaty between USSR and India as an aggressive and hostile act intended to jeopardise the interests not only of Pakistan but of China as well.

Talking to newsmen at Hilal Clinic here yesterday, where he underwent an operation for hernia, he said that the Soviet Union after having failed to realise her objectives in the Middle East had now tagged her political interests with India.

Mr. Bhutto said the Soviet Union had turned wild and become disheartened at the likely harmonization of relations between the United states and China.

The Chairman of the PPP said that Pakistan had played a vital role in the establishment of contact between the US and China.

He warned India that in spite of her defence pact with the Soviet Union the brave Pakistanis would never be cowed down by her talk and empty threats.

He said the treaty between Mr. Gromyko, the Soviet Foreign Minister and the Indian foreign Minister, Swarn Singh was comparable to a pact between the USSR with Hitler.

He said that after president Richard Nixon's announcement about his willingness to establish contacts with China, the Soviet Union had started realising that she had been left in isolation in world affairs.

He recalled that sometime past China was also feeling herself isolated in the world politics. She had however gained grand and the situation concerning her relations with the would countries was now completely a changed one.

Under the Changed conditions vis-a-vis China's friendly contacts with the world countries he felt the Soviet Union was....

Repatriation of diplomats today

Islamabad, aug. 11 (APP): Pakistan and India have reached an agreement on the modalities of the repatriation of the staff of their respective defunct sub-missions in Calcutta and Dacca, it was officially announced today.

The staff of the sub-missions will be repatriated simultaneously tomorrow Pakistani staff and their families will be flown from Calcutta to Islamabad by an Iranian Airways aircraft, which is likely to reach here at about noon tomorrow.

The agreement between the two Governments has been reached through the good offices of Switzerland.

An earlier Reuter Report from New Delhi said officials of the Indian Deputy High Commission in Dacca will fly to New Delhi in two planes, Swiss and Russian and diplomats from the Pakistani Deputy High Commission will return from Calcutta in an Iranian aircraft, the sources said.

Pakistan closed its mission in Calcutta after it was seized by East Pakistan is describing themselves as representatives of the "Bangla Desh".

At the same time Pakistan asked India to close down its Deputy High Commission in Dacca and both ceased functioning on April 27.

Maulana Bhashani seriously ill in Calcutta Jail

NAP leader Moulana Abdul Hamid Khan Bhashani is now lying seriously ill in a Calcutta Jail, according to some Pakistani nationals who have recently returned from India, reports APP.

Maulana Bhashani who had an attack of pleurisy has not been receiving regular and necessary treatment. He has recently become very weak. He is not given any reading materials like newspapers or books.

Further reports reveal that Mr. Mashihur Rahman, General secretary of Bhashani NAP who had been to India recently, was not allowed to meet the Maulana. Nor the son of Maulana Bhashani was permitted to see his father.

Power transfer talk not relevant  in present situation

Multan, Aug 11 (APP): Mian Mumtaz Mohammad Khan Daultana, president (Council) Muslim League yesterday said that India had started an undeclared war against Pakistan which demanded from every Pakistani to eschew party Politics and make a national effort to face this grave situation.

Addressing party workers here at district branch of the Party, Mian Mumtaz, Daultana said that the talk of transfer of power was not relevant to the present situation.

He said his party firmly believed that only democracy was the best course for the country but at the same time its considered preservation of solidarity and integrity of the country as the most urgent need of the hour. The Nation could not afford to indulge in any experimentation at this critical stage of its history, he added.

The Council Muslim League agreed with the assertion of Khan Abdul Qayyum Khan that the merger of three Muslim Leagues could not be decided by the three leaders of the parties. He however added that Khan Qayyum was very vague when he talked about unity of workers. The highest representative body of the workers was the council which alone could decide about the principles of merger, he added.

Mian Sahib said the campaign of unification against leaders of other League should also be stopped otherwise the gulf would widen. He repudiated allegation that his party ever indulged in drawing room politics and said it was his party alone which stood in open confrontation with every dictator including Ghulam Mohammad Sikandar Mirza and Ayub Khan.

He also denied charge that he had ever supported the six points. He rejected every point of the six-point programme and considered it tantamount to undermining the integrity and solidarity of the country.

The council League chief emphassised that only Islam was the basis of nationhood for the people of Pakistan. The course of present crisis was that the vital factor of our national existence has been forgotten.

The Council League chief of Pakistan had complete faith in Pakistan and Islam. Only few traitors playing as stooges of India had tried to misled them.

The fact was that the Bengalis were the vanguard in Pakistan movement and their loyalty to the ideology of Pakistan was above any suspicion. Mian Dultana rejected regionalism, Communism, Fascism and socialism and said these foreign ideas had no place in Pakistan. Any body who wanted to follow these ideas could do so by leaving this country.

Enrolment of Razakars going on

Moulvibazar, aug. 11: The enrolment of Razakars and Mujahids is going on in the sub-division in full swing, meanwhile many of them have already been trained and doing their job efficiently.

Recently a member of the Moulvibazar Peace Committee produced a rifle to the convener, Sub-division Peace Committee which was recovered from a notorious dacoit who had been absconding since he was let loose from a Jail in March last. The convener sent the rifle to the local authorities. Several rifles, guns and bullets were also recovered by the members of the peace committee and handed over them to the authorities.

PPP team to visit E. Wing

Karachi, Aug. 11 (APP): Seven-member team consisting of "Important leaders" of Pakistan People's Party is expected to visit East Pakistan towards the end of the current month to contact qualified members of the defunct Awami league and the people of that province.

This was stated here yesterday by the PPP information secretary. Maulana Kausar Niazi after a 19 minute meeting with Mr. Zulfikar Ali Bhutto, chairman of the Party. at the Al-Hilal Hospital.

Replying to newsmen's questions Maulana Niazi said that the composition of the team had yet been finanlised. It would consist of six to seven important party leaders.

He said that Mr. Bhutto would go to East Pakistan after the visit of the PPP team.

Answering a question Maulana Kausar Niazi said that the PPP was in constant touch with the MNAs of the defunct Awami League and other East Pakistan Partiots through "our friends and PPP workers in the province. Asked if the PPP team would meet the MNAs individually or collectively, he said, that this question would be decided by the team on the spot. he, however, said that every reasonable means would be used to meet the MNAs and the people.

Tokyo confec slates Indian bid to exploit East Pak situation

Lahore, Aug 11 (APP): The 17th world conference against "A" and "H" Bombs held in Tokyo from August 1 to 7 was also a scene of confrontation between Pakistani and Indian delegates on the situation in East Pakistan, according to details available here.

The conference was attended by the delegations from 16 countries and 10 international organizations Mr. Saleem Tahif represented Pakistani organisations.

Afro-Asian Peoples Solidarity chief Mr. Harsh D. Malwaya spoke for India although in fact he was member of the delegation of the Helsinki based World Peace Council.

Mr. Saleeem said conference stated the Indian move to exploit the conference for maligning Pakistan by raising the issue for so called Bangla Desh."

The majority of the delegates appreciated the contention of Pakistani delegate that Indian representative had tried to subvert the anti-atom bomb conference only for the sake of advancing India's political interest.

Mr. Saleem Tahif reminded the delegates that situation in East Pakistan was purely internal affair of Pakistan and as an independent and sovereign people they would not allow anybody to interfere in their internal affairs.
