SBP permits clean advances of over Rs. 50,000 in East wing.

Karachi, aug 17 (APP): All the commercial Banks in East Pakistan have been permitted by State Bank to make clean advances of over Rs. 50,000 with immediate effect, it was officially Stated here today.

The present limit for clean advantaces permitted by the State Bank is Rs. 50,000.

In addition the State Bank has also decided to introduce a scheme for payment of cash subsidy to the banks with a view to enabling them step up their lending in that province on reasonable terms.

The scheme effective from July 1, 1971 will be applicable to all scheduled banks except Industrial Development Bank of Pakistan. Under the scheme, banks will be allowed 1.5 percent per annum as cash subsidy on the average advances in East Pakistan. The advances for this purpose include inland bills discounted and purchased, but advances to Government and semi-government bodies under counter finance arrangements and export bills discounted have been excluded.

According to a circular issued by the State Bank, at the end of every quarter the head office of the commercial bank will apply to State Bank for payment of cash subsidy. It will be calculated and paid by the State bank on quarterly basis on the increase in the average of admissible loans and advances during the quarter over the base period figure as furnished by the bank in the prescribed proforma.

The payment of subsidy will be subject to two conditions: (A) during the quarters subsequent to July-September, 1971 the average outstanding during a quarter shall not be less than the average outstanding of the previous quarter.

(B) At least 25 percent of the increase in outstanding in loans and advances over the base period figure is accounted for by small loans.

The State bank through another circular to all the Commercial Banks has recalled the measures taken as a result of the recently concluded bankers conference which included the lifting of credit restrictions. The State bank has asked them to take advantage of these relaxation to step up their lendings in East Pakistan and to soften and relax the terms of their loans and advances in East Pakistan.

The circular said it was noticed that banks sometimes showed a tendency to relate their advances in East Pakistan to their deposits in that province. No such tendency should exist either in thought or in action of it added. Banks in Pakistan operate on all Pakistan basis and introduction of any relationship between credit and deposit in any province is totally uncalled for, the circular said and urged this practice must be given up immediately.

The circular advised the commercial banks to sanction credit limits to their clients immediately in respect of Jute financing rate of interest on disbursements after August 1, 1971.

In respect of Jute advances should in no case exceed the rate of interest charged last year it asked. It further advised that the valuation of stocks should be at the market prices and markings should be reasonable.

It also asked them to provide finance against loose Jute and step up their advances to small traders and Beparis.

It said that one of the complaints of the trade in East Pakistan had been that because of the selective credit restrictions banks could not provide finance to them against bonus voucher entitlement. The selective credit restrictions for East Pakistan having lifted this difficulty should no longer exist and the banks should serve clients as best as possible.

16 more MNAs-elect asked to appear before SMLA

I   Lt. General Tikka Khan, Martial Law Administrator, zone 'B' has ordered 16 more MNAs elect from the various constituencies in East Pakistan to appear before sub-Martial Law Administrators of their respective areas at 8 a.m. on 23 August to answer certain charges against them under Martial Law Regulations and Pakistan Penal Code. according to notices issued from HQ MLA, Zone 'B' in Dacca yesterday.

If they fail to appear as directed they will be tried in absentia under MLR-40.

Five MNAs-elect namely Atwar Rahman Taluqdar, Mohammad Boytullah, Khalid Ali Mia, Shah Mohd. Jafarullah and A.H.M Qamruzzaman are to appear before sub Martial Law Administrator, sector 2, Natore while the remaining MNAs-elect namely Amirul Islam, Azizur Rahman, Akkas, AbuAhmed, Abzalur Rashid, Quamruzzaman, Iqbal Anwarul Islam, Subodh Kumar Mittra, Khandker Abdul Hafeez, Sohrab Hossain, M. Roshan Ali, Mohammed Mohsin and Sahiduddin will appear before sub Martial Law Administrator, sector 3, Jessore.

The following the texts of the notices:- Notice to Atwar Rahman Taluqder and Mohammad Boytullah, MNAs-elect, Rajshahi.

(1) Atwar Rahman Talukder S/O late Haji Jasimuddin Taluqder village Mathurapur, P.S. Badalgachi, Rajshahi.

(2) Mohammed Boytullah S/O Late Lal Mohammad Village-Chak Enayet, P.O. Naogaon. Rajshahi. to appear before SMLA sector-2 Natore at 0800 hours on 23 August 1971 to answer to the following charges:-

a.    Under MLR-9 16(a) for looting Bank at Naogaon and taking away sixty lacs of rupees, so looted, to India.

b.     Under PPC secs. 3021140 for taking leading part in the killing of peaceful citizens in Naogaon n which 35 families were butchered.

(2) If you fail to appear as aforesaid, you will be tired in absentia in accordance with the provisions of MLR-40.

Notice to Khalid Ali Mia, MNA- elect, Rajshahi,

(1) In exercise of the powers conferred on me under MLR-40,

a.    Under PPC sec. 3021149 for organising killing of West Pakistani members of EPR in BOP Rahanpur area.

b.     Under MLR-16(a) for ordering the pulling down of Pakistan flag at BOP Rahnpur and burning it.

c.     Under MLR-9 for looting of Bank of Rohanpur and carrying away five lacs of rupees, so looted, to India.

2. If you fail to appear as aforesaid, you will be tried in absentia in accordance with the provisions of MLR-40.

Notice to Shah Mohd. Jafarullah. MNA- elect Rajshahi.

Notice to Amirul Islam, MNA-elect, Kushtia.

(a) Under PPC sec. 302 and MLR-9 for organising murder and arson unleashed against non-conformists in which large number of houses were burnt and massacre on large scale was carried out.

b. Under PPC sec. 302 for causing innocent women and children to be dragged on the road and ultimately killed.

2. If you fail to appear as aforesaid, you will be tried in absentia in accordance with the provisions of MLR-40.

Notice to Azizur Rahman Akkas, MNA-elect Kushita.

(1) In exercise of the powers conferred on me under MLR-40.

a.    Under PPC sec.302 PPC secs. 373/109 and MLR-9 for organising attack on a Bihari colony in which women were raped and later killed, and setting on fire the said colony after large scales looting of property.

b.     Under MLR-9 and MLR-16.

(a) for organising looting of armory and distributing arms so looted to the hooligans.

2.    If you fail to appear aforesaid, you will be tried in absentia in accordance with the provisions of MLR-40.

Notice to Abu Ahmad Abzalur Rashid, MNA-elect. Kushtia.

(1) In Exercise of the powers conferred on me under MLR-40.

a.    MLRs-7 and 9 PPC secs. 302/109, 376/109 for organinsing looting of Alamdanga armory and distributing the arms to the hooligans who let loose an orgy of rape and murder of non-locals in which 600 people were killed.

b.     Under MLR-16(a) for indulging in anti- State activities.

Notice to Quamruzzaman, MNA-elect, jessore.

c.     PPC sec 302/109 for organizing the killing of innocent people residing in Jhenidah area.

Notice to Iqbal Anwararul Islam, MNA-elect, Jessore.

1. In exercise of the powers conferred on me under MLR-40.

a. for organizing the looting of National Bank of Pakistan, Jhenidah and taking way Rs. 2,29,21,500/- to India, so looted.

b. Under MLRs-9116 9a) and PPc sec 302/109 for collecting fire arm from private license holders by deceitful means, there by rending them helpless against this organized looting and killing.

Notice to Subodh Kumar Mittra MNA-elect, Jessore.

1. In exercise of the powers conferred on me under MLR-40,

c. MLRs- 10/16 9a) for harbouring Indian infiltradtors who committed inhuman atrocities.

Notice to Khundker Abdul Haffez MNA-Elect. Jessore.

Notice to Mohammad Mohsin, MNA-elect, Khulna.

I Lieutenant General Tikka Khan, HQA, S.Pk, PSC, Administrator Martial Law Zone 'B' order you Mohammad Mohsin S/O Late Tasimuddin, M.T. Road, Khulna to appear before SMLA sector-3, Jessore at 0800 hours on 23 August 1971 to answer to the charges under PPC secs. 302, 376/109 and MLR 16(a) for organising a slaughter house in Khulna where victims before being guillotined were tortured, women raped and children made to dig grave of their parents.

Notice to Sahiuddin, MNA- Elect, Kushtia.

1.    In exercise of the powers conferred on me Under MLR-40.

I Lieutenant General Tikka Khan, HQA S.Pk, PSC, Administration Martial Law Zone 'B' order you Sahuddin S/O Yakub Hussain, word No. 2, Meharpur Town, Kushtia to appear before SMLA sector-3, Jessore at 0800 hours on 23 August 1971 to answer to the following charges:-

a.    Under LRs-7, and 16(a) for organizing looting of Meherpur Police Station armoury and distribuding weapons to the miscreants.

b.     Under PPC sec. 122 for bringing a truck load of weapons and ammunition for India to fight with Pakistan Army.

c.     PPC sec. 302 and MLR-16(a) for killing SDO Chuadanga who was brought to Meherpur and for beating his pregnant wife.

d.     PPC sec. 302/109 for rounding up and killing all Behairs in the area.

2.    If you fail to appear as afroesaid you will be tried in absentia in accordance with the provision of MLR-40. 

India deploys more troops along East Pakistan borders

Islamabad, Aug 17 (APP): The daily Telegraph correspondent Clare Hollingworth has reported that India has no less than two army corps eight divisions with air support around the ragged frontiers of East Pakistan and thousands of half trained East Pakistani irregulars.

In a despatch published by the paper on August 4, Holingworth said; In addition to the Indian defence Force now deployed around the frontiers of East Pakistan the Indian Border security Force has been dramatically enlarged during the past four months from 18 to more than 3 battalions.

Hollingworth said: The rapid expansion of the force has posed training problems for the Indian Army and some of the recruits have, after a short initial course, seen trained in infiltration tactices with older and more experience member of the "Mukti Fouj' The "Bangla Desh' guerrillas.

Hollingworth further said that more than 50 training centres have been established in West Bengal and Tripura for the mostly Hindu boys who volunteer to leave the refugee camps to serve with the Mukti Fouj". All together some 40,000 other guerrillas are now in training."

India warned that Pakistanis will unitedly foil her evil design

Mr. AKhtaruddin Ahmed vice-president Pakistan Convention Muslim League, has warned India that the people of Pakistan would unitedly foil her evil design, reports APP.

In a statement he said "The Indo-Soviet Peace and cooperation agreement signed by their respective foreign MInisters on 9th August in Delhi is ample evidence of the fact that India never was nor is a non-aligned country. India always pursued a policy of aggression against and interference in internal affairs of its neighbours under the defence and economic umbrella of great power.

This agreement is nothing but a military pact only to further pressurise Pakistan to which the USSR has been duped into.

After the anti-Pakistan roles of the Stalin and Khruschev regime on Kashmir and other issues, the present Russian leadership had normalised relationship with Pakistan culminating in the Tashkhent Declaration Pak-Russian field of co-operation on economic and political spheres. Pakistan's policy of friendship to all enemity towards none was being more appreciated by the great powers.

But at a time when Pakistan was making more positive contribution to lessening of tension and confrontation between Eastern and Western powers, specially between great China and The USA in the interest of world peace, it is most unfortunate that Russia had gone jittery and jumped into bilateral pact overtly hostile to Pakistan. Russia has already armed India to the fleet with aircraft, naval and military equipment, but how this pact is going to help peace in this region.

If Indian wants to perpetuate its threat and infiltration into Pakistan with her men and arms so openly violating the international norms under the umbrella of Russia we can assure them that Pakistani people unitedly will foil her evil design once more like they did in 1965. Russia should realise that she had unilaterally deviated from Tashkhent spirit by this fact only to back Trojan horse and she should take immediate corrective measures to undo the apparent Indian aggression in East Pakistan.

If Russia does not like outside interference in what happens in Hungary, Poland or Mongolia. she should not do anything which amounts to interference in the internal affairs of Pakistan. If Russia is so keen she should see that the oppressed people like Kashmiris, Nagas, Mizos and Sikhs get their right of self-determination from India.

Normalcy in Sylhet

Sylhet Aug. 17 (APP): Three big industrial concerns of Sylhet; namely Fenchuganj Fertilizer Factory; Chhatak Cement Factory and Haripur Gas Field; are functioning normally.

The industry of Sylhet has started setting down with normal productions.

Harvesting of Aus. Crops. continues and farmers are busy tilling land for transplanting Aman crops.

Price of food stuff have come down to normal.

People every where are holding meeting under the auspices of local peace committees and taking measures against Indian agents with a firm resolve to eliminate them.

Indian has virtually waged war against Pakistan: Ghulam Azam

Lahore, aug 17 (APP): India has virtually waged a war against Pakistan and Pakistan should also reply her on war level, prof. Ghulam Azam, Amir of the East Pakistan Jamaat Islami, said here yesterday.

Talking to newsman at the airport on arrival from Dacca he said that India was supplying arms and armmunitions to miscreants in East Pakistan and sending armed infiltrators to their assistance to disintegrate Pakistan. The only way left for Pakistanis to meet aggression with force, he said and added we should not waste any further time and attack India and must capture Assam.

Prof. Ghulam Azam said that the recent military pact signed by India and the Soviet Union was clear indication that India desired to continue her aggressive designs.

He said the signing of the pact had made it clear that India had now changed her guardian, previously she had the backing of America but now she had gone in the lap of Russia.

The Jammat leader lauded the support given by the People's Republic of China during the hours of trial and said time had proved that she was the real and long friend of Pakistan. He said the people of Pakistan salute the Chinese people and would by the grace of God help them in the some manner as they had done.

Prof. Ghulam Azam expressed concern over the clearance of 88 Awami League MNAs elect and said it was surprising that the list included the names of those as well who were at present in India. He particularly mentioned the names of Capt. Shujaat Ali of Comilla and said Capt. Shujaat Ali was training guerillas in Calcutta for infiltration in East Pakistan.

He said that the Government should have cleared only those MNAs-elect who had not taken part in any way in anti-State activities, killing of non-Bengalish arson and loot.

When a reporter asked him whether the Jamaat would accept Awami League MNAs or MPAs elect who desired to join the Jamaat he said the doors of the Jamaat were always open to those people who can change their thinking.

Replying to another question he said the Jamaat had nothing to do with the merger of various political parties. The Jamaat, he said, would keep its entity as it could not accept ready made leadership.

People urged to keep vigilant eye on Indian agents and saboteurs

Khwaja Khairuddin, Convener of the central peace committee has urged the people to keep a vigilant eye on the saboteurs and the Indian agents, reports PPI.

According to a press release of the peace committee yesterday Khawaja Khairuddin was speaking at an Independence Day function of the Nazira Bazar Unit of the Peace Committee at the Nazira Bazar Physical Training Centre here on Sunday. The function was attended among others by Mr. Abdul Matin, Mr. Mohammad Serajuddin and Mohammad Ataul Haque, all of the peace committee.

Khwaja Saheb said that freedom and independence of the country could only be preserved by the active participation of the people of East Pakistan in the day to day affairs.

He said that the people of East Pakistan gave the out lawed Awami League the opportunity of translating their hopes and aspiration into reality. But he said the conspirators and Indian agents in the defunct Awami League had misused the opportunity and thus the people of East Pakistan had been deprived of the easy opportunity to get provincial autonomy.

In his presidential speech Mr. Abdul Matin said that the pressing question before the nation was the preservation of independence. He said, people must come forward and shoulder the responsibility of performing the task of undoing the evil designs of the enemies of Pakistan.

He said that the bog of "Bangla Desh" raised by the Indians could not continue for long as it appeared now, India could neither swallow nor vomit the issue created by herself.
