Rawalpindi, aug. 19 (APP): Mr. Muzaffar Hussain, secretary to the National Assembly secretariat has been appointed chief secretary to the Government of East Pakistan with immediate effect it was officially announced.
On transfer from the Government of East Pakistan Mr. S.M. Shafiul Azam chief Secretary, Government of East Pakistan has been appointed Secretary National Assembly Secretariat at Islamabad with immediate effect.
Islamabad, Aug. 19 (APP): India decided to oust all foreign experts and relief workers from areas bordering East Pakistan, because spying was suspected to be their main job, according to the Indian weekly link of Calcutta.
The weekly in its issue of August 1 said: One of the reasons for the decision is the feeling often substantiated that quite a few of the foreign experts have rushed to the area not entirely to help relief, spying was suspected to be their main job. There were indications that even the US supply aircraft were used more for aerial photography in the border areas.
Mairobi, Aug 19 (Reuter): President Yahya Khan said in a newspaper interview published here yesterday, that he welcomed United Nations Secretary General U Thant's proposal to station UN observers along the East Pakistan India frontier.
He described India's rejection of U Thant's proposal as unreasonable.
President Yahya made his comments in an interview at Rawalpindi with the Editor of the East African Standard, Mr. Kenneth Bolton.
The Pakistani leader accused India of trying to hinder East Pakistani refugees from returning to their homes and alleged that there was continuous shelling and mortar fire at various points along the border to help rebels and infiltrators.
The rebels and infiltrators were being trained and sent back into East Pakistan and this could be seen if UN observers were posted in the area, he said.
India opposed Pakistan's creation and would seize upon any opportunity to bring about Pakistan's destruction.
Karachi, Aug. 19 (PPI): The US Government has agreed to give Rs. 500,00,000 for emergency relief programme in East Pakistan, Mr. Maurice J. Williams, Deputy Administrator for the Agency of International Development (AID). said here to night.
In an exclusive interview with POI on his arrival from Islamabad he said that during his meeting with president Yahya Khan and high government officials, the progress of relief and rehabilitation activities in East Pakistan, including the role of the United Nations, was discussed.
Mr. Williams pointed out that emphasis has been laid on the relief work. "I am very much impressed with the all out priority which the Pakistan Government is placing on relief programme in East Wing," he observed.
The US official said, "every effort is being made by the Pakistan Government to ensure adequate supply of food in the province."
He said that the Pakistan Government was trying its best to stimulate economic activity
in East wing. Replying to a question he said the US Government will be pleased to
help Pakistan in all possible manner. He pointed out that the Primary contribution
of US Government to Pakistan was the movement of food to this country under the PL-
Mr. Williams said other contributions totaling 79 million dollars (39 crore rupees) including charters for coastal ship to carry food from the ports to inland areas are also been provided by his Government. Three coasters have already arrived while 13 will reach East Pakistan in September, he added.
He said that 360 tons of food grains were on its way to East Pakistan from America. He said he was told by Pakistan officials that their Government is preparing a long term planning programme. He said he might discuss it with the high officials later.

Libya have great respect for Pakistan and fully appreciated its stand on the crisis
in East Pakistan, Maulana Mufti Mahmood, Secretary-
Mufti Mahmood, who led a three member delegation to these countries was talking to newsmen at the airport on return here last evening Maulana Ghulam Ghaus Hazarvi; Secretary General of JUP, West Pakistan also returned by the same flight.
He said that the people of these countries considered Pakistan as a pillar in the Muslim world and prayed for its solidarity and strength.
Mufti Mahmood said that the delegation stayed for about 18 days in the UAR during which the members met people from various walks of life and explained to them the true facts about the East Pakistan crisis.
He said that the delegation was specially invited to the revolution Day function in Cairo on July 23 where the UAR president Anwar Saadat in his speech particularly mentioned Pakistan for its support in the Arab cause.
Mufti Mahmood said that the nation also participated at a gathering of students from 73 countries in Alexandria. He explained the gathering at length Pakistan's desire for greater unity among the Muslim countries. He also explained the present crisis in East Pakistan and evil designs of India.
He said that the people of UAR felt that Pakistan was on the right path. They were very keen to see Pakistan a strong country.
Mufti Mahmood said that the people of Libya were very much sympathetic towards Pakistan and prayed for its strength.
In Saudi Arabia he said, the delegation spent about 10 days. The delegation particularly met the East Pakistanis working in Saudi Arabia and informed them about the facts.
In the present day world, a state on the basis of linguistic nationalism cannot survive, observed Mr. Hashimuddin Ahmed, a former provincial Minister in his presidential address at a symposium held on August 14 at the Pakistan Council Momenshahi Centre in observance of the 24th anniversary of the Independence day, reports PPI.
Explaining the contention according to a delayed despatch he said that in the past this was tried in 1905 over the partition of Bengal to create a state on linguistic division of the people but this was subsequently annulled by the British in 1911 on insistence of Hindus and again it was thrown back by the congress in 1956 (Cabinet Mission Plan) and congress was such hypocrite that they were now fanning linguistic nationalism for East Pakistan which they opposed earlier on two occasions.
He said if linguistic nationalism is correct Indian premier must be prepared to parcel out India into various sovereign states such as Sikhistan Draviristan etc.
He further said, geopolitically East Pakistan is so placed that it can never survive as an independent state. He appealed to all to realise the sinister designs of our enemies and called upon all to work whole heartedly for building a stronger Pakistan.

Taking part in discussion Mr. Fakhruddin Ahmed said we celebrate this day of days with a heavy heart. But he said we are confident Pakistan has got its rebirth and Pakistan will remain on the map of the world till eternity.
Mr. Hatem Ali Talukder in his speech said we have to keep faith on our destiny and work devotedly for solidarity and prosperity of Pakistan— epitome of our hopes and aspirations.
Mr. Azizul Haque said Pakistan itself is the guarantee of the economic welfare of us. All sinsiter designs against solidarity of Pakistan must be foiled. Without United Pakistan we will be all rendered destitutes, he warned.
