Jamaat for enforcement of MLRs.

Lahore, Aug. 21 (PPI): The Central Council Majlis-i-Shura of the Jamaat-i-Islami has expressed deep concern over deterioration of law and order situation and urged the law-enforcing agencies of the Government to promulgate the Martial Law regulations strictly for the creation of a peaceful atmosphere in the country.

The council met here on the fourth consecutive day under the chairmanship of Maulana Abdur Rahman, Deputy chief of the Jamaat.

In a resolution passed at today's session the council observed that if peaceful atmosphere was not created under the cover of the Martial Law, the functioning of any civil government would become extremely difficult. It was all the more necessary when the Head of State had expressed his view in clear terms that his sole aim was the restoration of complete democracy, it added.

The Jamaat Council said if the proper attention was not paid towards improving the situation, Fascist elements would disrupt the public peace in West Pakistan as had been done in the East wing.

The Council maintained that the chief Martial Law Administrator after taking over the government had announced that it was the responsibility of the Armed forces of Pakistan to create an environment of complete peace and normalcy.

A lot of work was to be done in this connection when tendencies of murder, abduction, murderous attacks in law courts and escapes of convicts from the Jails were increasing.

Smuggling of heavy quantity of ammunition and the illegal manufacture of firearms would further aggravate this situation it added.

The Jamat Council said no doubt the Government has issued Martial Law Regulations 60 and 78 to control the Law and order situation but these had become ineffective because the administration could not enforce the Regulations strictly. The result was the disruption and disturbance in the economic, political and social life of the country.

The Council warned if the Government did not adopt drastic means to improve the situation it would disappoint the people of their future and would result in constant crisis in the country.

Qayyum authorised to take steps on ML merger move

The East Pakistan members of the working Committee of Pakistan Muslim League (Qayyum) at an emergency meeting yesterday authorised the party chief Khan Abdul Qayyum Khan to take necessary steps towards merger of three factions of the Muslim League and any other organisation, reports APP.

The meeting passed a resolution authorising Khan Abdul Qayyum Khan to adopt all necessary methods, devise and work formulas and take all such steps that might be "conducive to the unification and integration of the three factions of the Muslim League and any other organisation, and whatever action he takes for fulfillment of the aforesaid objective, will be deemed to have our full and unstinted support and approval."

The meeting also authorised the secretary General of the party, Khan A. Sabur to render all assistance on behalf of the meeting to the president in connection with the merger move.

President over by the Senior vice president of the Party, Mr. Mofizuddin Ahmed a former provincial, Minister, the meeting was held at the Dhanmondhi residence of Khan a Sabur.

The Secretary General of the Party gave a resume of talks he had held with the leaders of the other two factions of the Muslim League and other organisations. He apprised the members of the situation obtaining in the country.

The members expressed their approval to his suggestions for strengthening the Muslim League and on other political matters."

India condemned

The meeting in a resolution strongly condemned the ultra belligerent and bellicose attitude of the Indian warlords and their heinous designs to subvert the territorial integrity of Pakistan.

The meeting commended the Armed forces of Pakistan for their heroic performances in crushing and wiping out the Indian infiltrators and anti-state elements from the rural areas of East Pakistan.

The meeting expressed its firm resolve to flight out the Indian designs and warned India that in case she chooses to launch war against Pakistan Inshallah in that event the war will be fought on their soil.

The meting called upon all Muslim Leaguers in the particular and the people in general to co-operate fully with the Armed Forces in weeding out all anti-state elements and in restoring and repairing the economy and communication of the country. The meeting also adopted a number of other resolutions.

Floods

The meeting also expressed its sense of alarm and anxiety at the deteriorating flood conditions and thanked the Governor, General Tikka Khan, for his vigilance and for providing timely help and succor to the stricken people.

Qayyum's Role

According to a press release the meeting recalled with a sense of pride the heroic and relentless struggle of their leader, Khan Abdul Qayyum Khan for preseration of Pakistan and sustenance of its ideology. After the 1955 election when the Muslim League was almost routed and its leaders retired to seclusion, it was the Khan-e-Azam who courageously under took the task of resurrection of the Muslim League as its electing zeal once again united the Muslims under the banner of the Muslim League and the organisation was rescued from the stupor of inertia and frustration and pulsated with new vigour and enthusiasm."

"The members are reminded of the largest ever held processions led by Khan Abdul Qayyum Khan in both the wings strirring the dormant and moribund strings of Muslim Nationalism and Islamic faith and inspiring Muslim League workers to action."

"After the promulgation of the Ayub constitution and restoration of the political parties, Khan Qayyum Khan was the lawful and constitutional president of the Pakistan Muslim League in as much as the Muslim League had not been banned but remained in suspension during Martial Law should have been in due course restored to life in 1962."

Reiterating their unflinching confidence in the leadership of Khan Qayyum the meeting expressed its resolve to restore the old glory of the Muslim League. The meeting was fully convinced about the need and urgency of the unification of the factions of the Muslim League to effectively meet the challenge of time and thwart the villainous Indian aggression.

In view of the intensity of monsoon, and disruption of communications in the province the meeting thought it was not possible to hold a session of the council of the Pakistan Muslim League (Qayyum) at short notice for taking decision on the merger move. The resolution said that in view of the fact that unification move could brook no further delay, the meeting having earlier ascertained the views of the council members by telephonic contacts resolved to authorise the party chief to take necessary steps for merger of the three leagues.

The meeting  was of firm opinion that it was the Muslim League that had wedded the Muslims into a nation and inspired them to fight for Pakistan, and it alone could now save and secure Pakistan.
