US stand for United Pakistan; Washington Post

Washington, Aug. 25 (APP): Washington Post, in a special report from its staff reporter Stephen Kalidman, reported yesterday that the policy of the American Government is the maintenance of a United Pakistan and that the United States is trying to prevent a war between India and Pakistan.

Quoting Nixon administration officials, Kalidman said the key operative factor in this policy is the maintenance of a United Pakistan, which is generally considered the best short-term guarantor of stability.

Washington Post quoted state Department officials as pointing out that the operative policy of the United States Government vis-a-vis Pakistan is an effort to preserve the State of Pakistan on the Islamic basis on which it was founded.

The Washington Post report added: It is widely believed in Washington that president Nixon is sympathetic with this view and that he holds president Yahya Khan of Pakistan in extremely high regard and that he believes India is guilty of exacerbating the tense and still explosive situation on the sub-continent.

To help prevent famine in East Pakistan, added Washington Post, the United States has made available 360,000 tons of grain and three million dollars for chartering of ships to move it in East Pakistan.

Washington Post quoted state Department officials as having said "our goal is stability in the sub-continent. We have counselled both India and Pakistan to keep cool not to let the tension escalate in the border areas and lead to war. Stability means no war between India and Pakistan." Quoting interviews with the Nixon administration officials a Washington Post staff reporter said the United States was trying to prevent war between India and Pakistan and to maintain the equilibrium of influence with Russia and China through a policy of relief, restraint and accommodation.

Henry Named West Pak relief in Charge at UN

United Nations, Aug. 25 : The UN Secretary General yesterday announced the appointment of Mr. Paul Marc Henry a French Foreign service official, as Assistant Secretary General to take charge of the United Nations humanitarian relief operation to East Pakistan at the UN Headquarters.

Mr Henry, a former Assistant Administrator of the UNDP will be responsible directly under the UN Secretary General for overall mobilization and expediting of the international humanitarian assistance to East Pakistan.

His duties would involve the day to day running of the operation from the UN Headquarters including the coordination of various UN secretariat units concerned, communications with the UN Secretary Generals representative in East Pakistan and the inter agency working group in Geneva. He would also be in-charge of maintaining contacts with the Government and other donors.

A UN press release says the need for a full time senior officer has become all the more urgent with the substantial increase in the UN and agency personnel who will be assistaing in organisation, planning and implementation of the relief operations thus enabling the Secretary General to assure the donors and potential donors that all relief supplies reach the people of East Pakistan expenditiously.

UPI adds last week, U Thant appealed to all member nations to step up humanitarian assistance to the needs in East Pakistan. He also initiated, with US and British financing, arrangements for UN supervision to this aid within East Pakistan.

On Monday an UN official spokesman said that UN personnel were not restricted to Dacca and had freedom of movement throughout East Pakistan.

Bhutto hold talks with president

Rawalpindi, Aug. 25 (APP): Mr. Z.A. Bhutto, Chairman of the Pakistan People's Party, said his talks with the president here today had covered a "long range" of subjects and that the president had heard, "our point of view objectively and with a spirit of understanding."

Talking to newsmen on return from the president's House, Mr. Bhutto said the discussions which were in continuation of the meetings held last month will be continued.

He said the talks will be continued with the "relevant authorities of the Government" presidents Advisers tomorrow and day after.

The PPP chairman said he met the president alone from 11-30 to 1 P.M. when the principal staff officer to the president joined the talks. Mr. Bhutto returned to his hotel after in the afternoon.

Mr. Bhutto, who will be staying here for few more days, said: "I sincerely hope and pray that we arrive at equitable and just conclusions in the highest interest of the country and the people."

However, he said, if there is to be a song in the future it will be created by people who have an axe to grind and are not interested in the well being of Pakistan."

He hoped that such intrigues which had continued for the past 23 years will not be allowed to have their way in the current critical times.

Looking weary after his recent operation, Mr. Bhutto said, he had nothing more to add. What he had already stated in the recent past was quite sufficient, and "you can draw your own conclusions."

But, he added if objectively viewed, the conclusion will be that "we are with the people, and will stand by them in each and every respect."

Mr. Bhutto said: "I believe that we can put an end to the present tragedy. In order to do this we require understanding and appreciation from all quarters, and specially from our people because they are supreme."

He believed that the international position was also changing the better, and what was really required was people's political sense of direction, both internally and externally, this was what he had been saying and this was what had been indicated with the passage of each day.

Nurul Amin urges adequate amount from central fund

Mr. Nurul Amin, president of the PDP, urged upon president Gen. A.M. Yahya Khan to release adequate amount from the central fund to meet the flood situation in East Pakistan, reports PPI.

In a press statement here yesterday evening, he said: devastating flood in a large part of East Pakistan has caused loss of human life, cattle, poultry, immense damage to crop and rendered hundreds of people homeless and without provision while the provincial Government has shown its anxiety to render all possible help to the flood affected people as is evidenced by the keen interest taken by the Governor who has had an aerial survey of the affected areas. I would urge upon the president to release adequate amount from the central fund to meet the situation.

A large number of people will have to be fed till December when next crop is likely to be available. Houses building grant, medial assistance should go hand in hand without delay.

I also appeal to the philanthropic institutions both within and outside the country to come to the assistance of the unfortunate victims. I accord my deep sympathy for those who lost their lives and otherwise suffered from the calamity.

Muslims can't call Azan in Refugee camps

Comilla, Aug. 25 (APP): Muslims cannot call freely Azan or perform Namaz in Jamaat in the refugee camps in India, it was stated by some returnees.

Among many other stories of miseries in refugee camps most distressing is that the Hindus obstruct, pious Muslim refugees from calling Azan or holding Jamaats in the refugee camps. They further stated that despite repeated complaints to the authority by the Muslims they are faced with same problems.

Indians assisted by Jews in smearing campaign against Pakistan

Lahore, Aug. 25 (APP): A two member delegation of the Jamaat-e-Islami left here today for Karachi enoute to London to embark upon a tour of several European, Middle East, African and Arab countries and Persian Gulf State to refute malicious Indian propaganda launched by the Indian Mission in collaboration in East Pakistan on the situation in East Pakistan.

This was stated here at a press conference by Mr. Khalil Hamidi, member of the delegation which will be headed by Choudhury Rehmat Ilahi, General Secretary of the Jamaat.

Mr. Hamidi said the delegation would reach London on August 27 where it will also take part in the three day annual conference of the UK Islamic Mission beginning there on August 28. The members of the delegation would apprise the conference about the East Pakistan situation and also address meetings of Pakistanis residing in Britain. Mr. Hamidi said that they will stay in UK for about a week.

Besides UK, the Jamaat leader said the delegation is expected to visit West Germany, Switzerland, France, Forth and West Africa, Morocco, Libya, Tunis, Algeria, UAR, Turkey, the Lebanon, Kuwait and other Gulf states.

He said according to information reaching the Jamaat Headquarters from all over the world Indians had started smearing campaign against Pakistan, They were being assisted by the Jews and other forces who were the real enemies of Islam and Pakistan.

He said the sinister campaign of the enemies of Islam and Pakistan had resulted in damaging Pakistan's prestige among the nations and it was very necessary to counteract it by giving them the real picture of the situation.

He said so far the Jamaat had been rebutting this propaganda through correspondence with the heads of various countries, statemen, religious and other organisations including news establishments and through Jamaat sympathisers abroad. As a result, many news papers had supported the present regime and condemned defunt Awami League and Sheikh Mujibur Rahman for engineering a rebellion in East Pakistan. Various heads of religious and other organisations issued statements supporting the action against defunct Awami League and several statesmen condemned act of treason on part of Sheikh Mujib and secessionists. But he said it was not sufficient because of the feeding back of Indians with twisted, exaggerated and concocted version hence the Jamaat decided to send a delegation.

He said in English, American and some Arab newspaper's Indian version and  pictures fed by the Indian missions had appeared which gave incorrect, exaggerated and one-sided picture of the situation.

He said the propaganda launched by the enemies of Pakistan on such a methodical and systematic line had mad one thing crystal clear that their objective was to disintegrate Pakistan. He urged the Government to unmask the real conspiracy against Pakistan.

He said the Jamaat had also provided correct and up-to-date data about the secessionists. activities in the form of a memorandum to UK, USA, Canada, Denmark, West Indies, Switzerland, Germany, Argentina, South Africa C'eylon, Kenya, Tanzania, Ghana, Italy, France, Maldiv, Mauritious, Philipines, Korea, Cyprus, Cameron, Thailand, Japan and Burma.

Huda pleads for early merger of Muslim Leagues

Mr. Shamsul Huda, president East Pakistan Muslim League (Convention) urged upon all the provincial and district chiefs of three factions of Muslim league through out the country to take initiative and work out the merger of the three groups of the league without any delay, reports PPI.

Talking to PPI here Mr. Huda said that when all the Muslim Leagues and like minded people earnestly desired the merger, it has become a chrerished goal for us to achieve, and it must be achieved at the earliest possible time. And to do so not only the leaders of the Central Muslim Leagues but also those of the provincial and District Muslim Leagues must take the initiative to work out the merger and there by to give it an everlasting footing, he added.

He said that the leaderships of the convention Muslim League and Council Muslim League were trying to work out the merger, but it was rather deplorable on their part to isolate Khan Abdul Qaiyyum Khan. Whatever plan they were working out towards the merger they must do so in full consultation with Qayyum Khan, he opined and added, otherwise a sense of isolation was likely to precipitate among the leaders. This would mean, he continued, lingering and stumblling in the way of achieving our cherished goal.

Mr. Huda, deplored the role of Malik Muhammad Quasim, Secretary General of the convention Muslim League, in the working out of the merger. He said Malik Quasm met various political leaders including PPP Chief Mr. Z.A. Bhutto during his long stay in in Karachi, but he did not meet Khan Abdul Khan. Mr. Huda said it was really very surprising, how could the merger be easily possible when the leader of one faction was not taken into discussions from the very beginning.

Agreeing with Mr. Madani chief of the Karachi Council Muslim League, who has recently resigned from the party, Mr. Huda expressed his belief that somewhere in the leaderships of the convention and council Muslim Leagues there was some defect otherwise he told the merger would not be so delayed.

Mr. Huda said that all the factions of the Muslims Leagues must unite together to protect and preserve the solidarity, integrity and ideology of the country and Pakistan must go ahead from strength so strength.

Persuade Delhi to follow path of reason Indian leaders urged

Mr. Wahiduzzaman a former central Minister, has urged upon the Indian leaders to work hard and harder to persuade the Indian Government to follow a path of reason and bring about a lasting peace in the Indo-Pakistan sub-continent reports APP.

In a statement Mr. Zaman hailed the recent statements of Mr. C. Rajagopalachari; a former General Cariappa said a certain section of Indian leadership "Was indulging in words and acts of war between India and Pakistan". Such Indian leaders and the Indian Government were acting in a manner which "can ignite war" between the two countries at any moment.

Mr. Wahiduzzaman in his statement said, "The recent statements of Mr. C. Rajagopolacharia, former Governor general of India, and that of General Cariappa, former chief of the Indian Army, who have in unequivocal terms advised the Indian Government leadership to follow a path of peace between India and Pakistan. They have clearly stated that Indian Government should try to solve the vital internal political issues of India, rather than try to divert the Indian public attention from these issues by interfering in the internal affairs of Pakistan.

"I cannot but appreciate this saner section of Indian opinion for their much needed realisation of facts at this critical hours. The Indian leaders must realise and understand that Pakistan was achieved as a permanent solution for the peaceful co-existence of two different people.

"A certain section of Indian leadership today is indulging in words and acts of war between our two countries. Such Indian leaders and the Indian Government are acting in manner which can ignite war between India and Pakistan at any moment. What surprises me most that these leaders are asking for war without realising its consequences.

"President Yahya Khan and the Pakistan Army have demonstrated a great sense of tolerance and patience as a reply to such war cries from Indian leaders.

"I feel that the people of India and the people of Pakistan want to live in peace.

I also feel that a great section of the leaders of West Bengal have realised that the refugee problem of India is India's own creation and she should know how to solve this problem without involving herself to any further in the internal affairs of another country.

The leaders of West Bengal have also realised that the Indian Government have in the first place, created extreme pressures on the people of West Bengal by creating a refugee problem there. And now, the Indian Government is preparing West Bengal to be the home front for a war with Pakistan. I feel that this large section of leaders from West Bengal would if offered an opportunity to try to persuade the Indian Government leadership to desist from creating further chaos there and find a code of permanent peace in this region. World opinion today as I understand, is to urge India and Pakistan to maintain peace and create an atmosphere of human bondage.

"I once again urge Mr. C. Raja Gopalacharia, General Cariappa, leaders of West Bengal and other like minded leaders of India to work hard and harder to persuade the Indian Government leadership to follow a path of reason and bring about a lasting peace, which we can give to the coming generation of our two countries."

Time not propitious for civil government says, Rahmat Elahi

Lahore, Aug. 25 (APP): The Secretary General of the Jamaat-e-Islami, Chaudhury Rahmat Elahi, said here today that time was not propitious for lifting of Martial Law and setting up of any Civil Government without full authority or under the cover of Martial law would be a useless proposition.

Addressing a press conference "on the view point of the central council of the Jamaat-e-Islami which concluded its session in Lahore recently on the current political situation, he said the Jamaat did not except any good from the present National Assembly.

He said in the opinion of the Council of the Jamaat, only such a leadership and National Assembly could keep the country integrated which had deep and sincere faith in Pakistan ideology, was above regional and lingustic prejudices and was elected on the basis of separate electorate and two Nation Theory and majority party of which equally represented two wings of the country and their various parts.

He said it was not understandable to them that the people of the country, particularly those of East Wing could except that regionalism and parochialism would be discouraged in this country after 88 members belonging to the political party responsible for the East Pakistan tragedy have been allowed to retain their seats, coupled with the possibility of many more joining them. They were of the view that such action for the people of that wing at large.

Miscreants would be encouraged as their like minded persons would share power and such elements as were making frantic efforts to save the country's integrity by supporting and co-operating with the Armed Forces of Pakistan, would be disheartened.

He said the council was of the view that elections were held in the atmosphere of terrorism and were won on the basis of goondaism and by spreading mutual hatred. To expect the Assembly with two regional parties elected from East and West Pakistan on the basis of Joint electorate and with the support of non-Muslim minorities to keep the country united on the basis of Islam was more wishful thinking.

Last Chance

The Secretary General of the Jamaat said that the council was of the view that God Almighty, by saving East Pakistan has given the people of Pakistan probably the last chance to make amends and return to Islam which was the basis of demand for a separate homeland for the Muslims, of the sub-continent. The only course now left was to hold fast the thread of Allah, leave regional linguistic and other prejudices and to construct the future on the basis of Islamic principles of equality, fraternity and fair play. The problems of all parts of the country, particularly of the Eastern wing should be solved on the basis of justice. Those who advocated alien ideologies and formed regional, racial, linguistic or class hatred should be effectively stopped from sabotage.

Such a system of education should be introduced as would turn the young generation into true Muslims and patriotic Pakistanis, all mass media should be purged of anti Islam and anti-Pakistan elements, so that these Media should concentrate on educating people on the right lines.

He said the council wanted to make it clear to the entire world that Pakistani nation would not allow any foreign power to interfere in its internal affairs or to exercise any influence or pressure on Pakistan to change its ideology.

If India alone or backed by certain other power attacked any part of the country, the entire nation would fight like one man depending more on God's help rather than on its own resources as it did in 1965.

Later, the secretary left for a three week tour of Britain and Middle East countries.

British press attacked for deliberate anti Pak propaganda campaign

Pakistan solidarity Front in UK has attacked the British press for the pre-planned and deliberate anti-Pakistan propaganda campaign which, it said, was only aggravating the sufferings of East Pakistani people, reports PPI.

In an open letter addressed to "the British supporters of the so-called Banga Desh movement" and copy of which was available here yesterday the front convener Mr. Mohammad Hyat accused the campaigners of trying to destroy the sovereign independent Muslim State of Pakistan.

The letter said as East Pakistani "We are shocked at the pre-planned and deliberate anti-Pakistan campaign in the British press. This baseless propaganda campaign of your has only aggravated the suffering of our parents, relatives and families in East Pakistan.

"You would agree with us that we have more love and affection for our country, our parents, brothers and sisters than you are trying to show. It is a pity and a shame that you gentlemen are trying to be the guardian of our people when you have not been asked to do so.

"Your' hate Pakistan campaign", you help (in the form of men, money, materials, advice etc.), are criminal because you are encouraging and helping the enemy of our people and causing immense and untold suffering to our parents and relatives by disrupting the line of communications. You are adding fuel to the already burning fire which your friend and our enemy India has started. We are receiving letters from our parents and relatives that because of your pro-India propaganda our people are suffering.

"Gentlemen, it was not you, but our parents and relatives who voted the outlawed Awami League on the question of their six points. It is amazing that you people who deprived us of our rights of independence are becoming the champions for our salvation. Without knowing how to speak a word of Bengali you have become more Bengali than ourselves. Is it honest, is it pious, is it liberal, Is it sane, is it human?

"Gentlemen, your comments regarding so-called Bangladesh was neither desired nor recognised by our parents and relatives who were the actual electrotes and who form the majority in Pakistan. Gentlemen, some of you have not the slightest knowledge of our country, our people and our climate, then, how is it that you have become the arbiters of our destiny.

Crocodile Tears

"Gentlemen, not long ago your forefathers deprived our people of their freedom, changed their system of education and subjugated them. The imperialist "Britain deliberately deprived East Pakistanis of all  amenities of life, establishing all development in Hindu Bengal (Calcutta) and now you were shedding your crocodile tears for our well being. Is it not strange that you did not recruit East Pakistanis in the Armed Forces or in the civil service of pre-partition India. Kindly tell us if our reading of your history was wrong, if not, please tell us and our parents and relatives in East Pakistan who are still paying for what you did, why you are trying to destroy the sovereign, independent Muslim State of Pakistan.

"Our relatives also want to know from you gentlemen if it is because of Pakistan's support to the Arab cause that you are now trying to destroy the Islamic State of Pakistan.

"Do you gentlemen know that our people did not vote for the destruction of the Islamic state of Pakistan? Do you gentlemen know that outlawed Awami League had no point on separations? If You know this then the Islamic State of Pakistan, We know as free citizens and as members of the British parliament you are free to discuss the issue of Pakistan but are you not alive to the fact that you have no right what-so-ever to dismember Pakistan-a sovereign Muslim State? Advertise whatever you like in the "Times" or "New York Times" but do not pretend to speak for East Pakistan.

"You made aggression on Pakistan has now been exposed and the days to make or break a sovereign state by paper propaganda are over. Therefore, not only are the Pakistanis are Muslims everywhere are careful and courageous enough not to full or to submit to your propagandas.

I can neither dictate nor force you to abandon your hate Pakistan campaign but can only say that Pakistan is our beloved country and we shall defend Pakistan, no matter how much it costs us.

"You should be ashamed of yourself before using the zionist phraseology of genocide" when some of you and your partners are committing everyday genocide both in Palestine and in Ireland.

"If you are sincerely doing all this on humanitarian grounds then we suggest you take some constructive steps for more than 70 million people of East Pakistan and direct all your efforts and the funds collected for their benefit rather than adopting a destructive attitude by supporting a movement which will lead to further bloodshed and suffering of our people."

The letter ended with the slogan, "Long live Pakistan."
