PPP experts hold final talks with president's Advisers

Rawalpindi, Aug, 27 (APP): Talks between the president's Advisers and the constitutional experts of Pakistan People's Party concluded here this morning.

Today's meeting, the third since Wednesday lasted about an hour.

The first round of talks between the PPP experts and the president's Advisers was held on August 25th day Mr. Z.A. Bhutto called on the president. The second round lasting four hours was held yesterday.

A PPP spokesmen, Mr. Abdul Hafeez Pirzada, told newsmen that the talks related to constitutional proposals.

He said that Mr. Bhutto, who was scheduled to meet the principal staff officer to the president, Lt-General S.G.M.M Peerzada, this evening, will talk to the press about the discussions at the Islamabad air port before his departure at 1 P.M. tomorrow.

On return, the PPP experts met the party chief, Mr. Z.A. Bhutto, to apprise him of their discussions with the president's Advisers.

Those who took part in the talks from the Government side included Mr. Justice A.R. Cornelius, constitutional Adviser to the president and Mr. M.M. Ahmed, economic Adviser.

The PPP team consisted of Mr. Mohmud Ali Kausari, vice chairman of PPP. Mr. J.A Rahim, Secretary-General of the Party Mr. Abdul Hafeez Pirzada and Mr. Rafi Raza.

Five asked to appear before DSMLA Dacca

Five persons have been asked to appear before the deputy sub-Martial Law Administrator, Dacca, in connection with trials under Martial Law regulations and Pakistan penal code on September 10 at 0800 hours, according to notification issued by HQ DSMLA, sub sector 1 here, reports APP.

The wanted persons are: Sheikh Jainal of Dacca, Makbul of Barisal, Ali Akbar of Khulna, Rashid of Faridpur and Khalil of Dacca. If the persons fail to appear, they will be tried in absentia in accordance with the provisions of MLR 40, the notification said.

"In exercise of the powers conferred on me under MLR-40 I Brig Bashir Ahmed, DSMLA, Dacca order you Sheikh Jainal S/O Abdul Khalique Alias Kalu of Gacha Colony No. 11 ps. Tongi Dacca to appear before me on 10th September 71 at 0800 hrs. at MPA house, Dacca, in connection with the trial of Tejgaon PS case no 124(2) 70 under MLR--4OU/S 379 PPC. 

If you fail to so appear you will be tried in absentia in accordance with the provisions of MLR-40.

In excercise of the powers conferred on me under MLR-40, I Brig. Bashir Ahmed, DSMLA, Dacca order you Makbul S/O Karim of Lakhipur PS. Ghamd aria Dist. Barisal to appear before me on 10 September 71 at 0800 hours at MPA house, Dacca, in connection with the trial of Mohammadpur PS. case No 52 (2) 71 under MLR-16(A).

If you fail to so appear you will be tried in absentia in accordance with the provisions of MLR-40."

AL leaders in India under constant watch

Sylhet Aug. 27 (APP): President of the Jaintia branch of the defunct Awami League Dr. Fazlur Rahman has said that the leaders of the defunct Awami league taking shelter in India had been kept under constant watch by the Indian authorities.

Dr. Fazlur Rahman who returned to Sylhet recently from across the border further said that the leaders of the outlawed Awami League were not even allowed to visit the refugee camps.

A constant vigil was kept on the movement of these leaders to prevent them from returning to their homes in East Pakistan, added.

He said that mosques had been converted into camps to provide shelter to the Hindu refugees. Indian Muslims specially those belonging to the Jamiate-Ulemai-Hind were also being forced to support the so called Bangla Desh and hold meeting in its favour.

Time limit for MNAs elect to appear before SMLA relaxed

The defunct Awami League MNAs-elects who were ordered to appear before the sub-Martial Law Administrators of their respective areas between 22 and 26 August to answer certain charges under Martial Law Regulation and Pakistan penal codes will now report to SMLAs on September 1, 1971 at 8 a.m. it was officially announced here yesterday, reports APP.

The announcement further said that the time limit has been relaxed to enable the MNAs-elect to appear before the MLAs. The venue of appearance remains unchanged.

The date of appearance will not be further extended, the announcement concluded.

President anxious to see civil govt. in country,: Malik

Islamabad, Aug. 27 (APP): President Yahya Khan, is very anxious to see a civil Government in the country, Dr. A.M.Malik, special Assistant to the president, said here today.

He was replying to questions by newsmen at the Islamabad Airport before his departure for Karachi on his way to Dacca.

Dr. Malik who is special Assistant for East Pakistan refugees, met the President on Tuesday and Thursday during his stay in Rawalpindi.

Replying to a question about the returnees, Dr. Malik said that up to August 22, the recorded number of returnees came to about 1.55 lakh. The figure did not include many who had returned through unrecognized routes and could not be recorded.

He said that the most of the returnees were either rehabilitated or were in the process of rehabilitation.

He said all efforts were made to ensure speedy rehabilitation and particular attention was being given to what he called "psychological rehabilitation." of returnees.

Dr. Malik described the obstructions by India as the "greatest difficulty in the return of Pakistani displaced persons. "If they do not create obstructions, all the people will be back in there in a month or two." he added.

He said, the obstructions were both "physical and psychological." People were beaten up to prevent them from returning and he had personally seen several returnees with wounds.

Besides, the Indians deliberately spread rumours among the displaced persons, who were leading miserable life in the Indian camps, that they would be badly treated on return to Pakistan.

But, he said, despite the Indian atrocities the number of returnees had shown an increase.

He said, the returnees up to August 12 included about 42 percent Hindus. Later, the percentage of Hindus among the returnees up to August 20 was about 25.

About arrangements for the returnees, Dr. Malik said, these included required inoculation, transportation provision of clothes, bedding, food and other necessities. Families could cook their own food if they so desired. Transportation to homes was arranged by the Government. In case where the returnees wish to travel themselves they were paid an allowance per head for the purpose. Rupees 500 were granted per family were necessary, for reconstruction of houses, besides other assistance.

Dr. Malik said that at present 29 reception centres were functioning and the arrangements were designed to receive on average about 5,000 returnees daily.

In reply to a question, he said that no need was felt to increase the number of reception centres.

To another question, he replied that the process of the returnees reaching their homes was quick and no one stayed in the transit camp for more than three days. The returnees are themselves anxious to reach their homes, he added.

Question about outside assistance, he said that all help from organisations such as the Red Cross League. "CARE" etc. were routed through the United Nations.

He said, he had suggested to the president Representative of the UN commission for Refugees in East Pakistan. Mr. John Kelly, to pay visits to the villages to see for himself the progress of rehabilitation.

Dr. Malik said that Mr. Kelly had asked for three field assistants had not yet arrived.

He reiterated that the Government was doing everything possible to make sure that the returnees were quickly rehabilitated and restored in their normal vocations and pursuits.

Mirpur HMA office Bearers

Dr. Mohammad Serajuddin and Dr. Sharfuddin Ahmed Khan were elected president and General Secretary of the Mirpur branch of Homeopathic Medical Association at a meeting held here recently, reports PPI.

The meeting in a resolution expressed its determination to stand United for the integrity, solidarity and prosperity of Pakistan and urged on the Government to be strict in introducing the principles and ideology of Pakistan for which it was created.

Fifty thousand homeopaths of the country extend full support to the Government and desire immediate introduction of Islamic laws and ideology in the country.

Mr. Shahmsul Huda, president of the East Pakistan provincial Muslim League (convention), yesterday expressed his deep concern over the alarming flood situation in the province and urged upon the central Government to allocate sufficient funds to alleviate the sufferings of the affected people. In a statement he appealed to the Muslim League workers throughout the province to collect relief materials for distribution among the flood affected people, reports APP.

Plea for caretaker Ministry and Advisory Councils

The vice-president of East Pakistan Muslim League (Qayyum). Mr. Saidur Rahman, Ex- MPA. Thursday called upon the Government to appoint a care-taker Ministry at the centre and Advisory Councils, at Provincial level immediately, reports APP.

Supporting the plea made by Khan A. Sabur and Mr. Hamidul Huq Chowdhury for appointment of the care-taker Government, Mr. Saidur Rahman in a Statement said instead of holding bye-elections and transferring power to the elected representatives the Government should appoint such care-taker Ministry and Advisory Councils with "Leaders who have contribution in the Pakistan movements".

These arrangements at the central and the provincial levels should continue till complete peace was restored in East Pakistan, he added.

Following is the text of the statement issued by Mr. Saidur Rahman, Ex-MPA, vice president, East Pakistan Muslim League, member, Central working committee (Qayyum Group):

"In. support of the statement issued by Mr. Khan A. Sabur, Secretary General Pakistan Muslim League (Qayyum group) and Mr. Hamidul Haque Chowdhury an ex-Foreign Minister of Pakistan favouring appointment of care-taker Ministry at the central, I urge upon the Government to take a decision in the matter without any loss of time, India is virtually at war with Pakistan. Every day Indian forces are attacking our border with mortars, machine guns and highly sophisticated weapons. The Indian propaganda about the activities of so called Mukti Bahini and Guerrilla activities in East Pakistan is calculated to hoodwink the world opinion In fact India has been sending her agents and infiltrators to cripple East Pakistan, economically. India has geared up her activities after signing to recent treaty with Russia.

Today Pakistan has been passing through the most critical period of its history since its creation 24 years ago. To meet Indian's challenge of disintegration of Pakistan it is the duty of every patriot to support the Government and to give full co-operation to Armed Forces in crushing India's attack on Pakistan and also to wipeout anti-state and anti-social elements from Pakistan soil.

Greatest Hindrances

Any talk of lifting of press censorship, holding of bye elections and handing over of power to elected representatives at this stage will create greatest hindrances in solving the present problems and meeting the challenge and attack from India. The question of solidarity and existence of Pakistan should be uppermost in our minds. Besides six point programme of now defunct Awami League and secessionist movement launched by India has poisoned the minds of younger generation and masses. It is the essential duty of Government and National leaders who have made contribution for the achievement of Pakistan to launch a movement to clean the minds of younger generation and the ignorant masses. The back ground of the achievement of Pakistan and the ideology should be propagated in every nook and corner of East Pakistan. So instead of holding bye-elections and transferring power to the elected representatives Government should immediately appoint a care-taker Ministry at the centre and Advisory councils in the provinces with leaders who have made contribution in the Pakistan Movement, till such period the situation in East Pakistan becomes normal and complete peace is restored.

I appeal to president General A.M. Yahya Khan to pressure a very tough policy in completely wiping out the anti-social and anti-state elements from the soil of East Pakistan and teach India such a lesson so that India in future does no dare to interfere in our internal affairs. Any leniency this time will again cost us dearly in future. Let us March ahead for building up prosperous and strong Pakistan with principles as laid down in the Holy Quran and Sunnah and make Pakistan a real Islamic State. We are not alone. Allah has created Pakistan. Allah is with us.

Youth urged to enrol  Razakars, Mujahids

Maulana Sharaf Ali, General secretary East Pakistan Nizame-i-Islam Party, has called upon the Muslim youths to enroll themselves as Razakars and Mujihids to save the integrity and ideology  of Pakistan reports, APP.

Addressing a gathering at the Rahmat-e-Alam Mission, Dacca on Thursday evening. he traced the history of the creation of Pakistan and said that the leaders of the Pakistan Movement wanted to carve out a separate state for the Muslims. So that they (Muslims) could shape their destiny according to the tenets of Islam.

He, therefore, called upon the people to rise to the occasion and contribute their might to translate the ideas of Islam in their day to day life and make Pakistan the citadel of Islam. He reminded the audience that the leaders of the Pakistan Movement suffered much and lakhs of people of the sub-continent had to make supreme sacrifices for the achievement of Pakistan.

It was now our sacred duty to be equal to our faith by our deeds, he added.

He further said that peace in the strife torn world could be achieved only when we followed the path shown by our Holy Prophet (SM).

He appealed to the Government to implement immediately the fundamental Islamic laws in the country and do all the needful to eradicate the evils of poverty from the society.

Need to strengthen Islamic ideology of Pakistan underlined

Peshwar, Aug. 27 (APP): Prof Ghulam Azam, Amir of the East Pakistan Jamaat-e-Islami here yesterday underlined the need for strengthening the Islamic ideology of Pakistan in order to ensure lasting unity, between the two wings of the country.

Addressing party workers at the local Town Hall here last evening, Prof. Ghulam Azam said that the present political crisis in the country was the direct out come of the creation of Pakistan. He said that Pakistan came into existence in 1947 through Islam, and it would survive only if the nation strictly adhere to it.

He felt that the slogans of regionalism had recently taken the place of Pakistani Nationhood in East Pakistan, because no practical steps had been taken during the last 24 years to strengthen then the basis of Pakistan.

Sheer slogan mongering could be of little help in repairing the damage caused by a band of secessionists there, he said.

Hails Armed Forces

Prof. Ghulam Azam reviwed the present East Pakistan situation and paid tributes to the Armed Forces in Securing the integrity of Pakistan against heavy odds.

He reiterated that the people of East Pakistan, who had led the movement for creation of Pakistan could never demand "Separation". It was only a coterie of self-seekers and protagonists of Bengali Nationalism, who had let loose a reign of terror, loot, arson, in East Pakistan, with the help of India, which was yet to reconcile to the establishment of Pakistan, he added.

AL atrocities

He thought that the death toll, during the 25 days of non co-operation movement of the defunct Awami League would be more than what had been given out in the white paper, recently published by the Government. On the situation in East Pakistan, he said that the people who had firm faith in Pakistan, were made victims of repression, murder, loot, arson, by the Awami League workers who were aided by armed infiltrators from India.

He said that India had sent large quantities of weapons, explosives and infiltrators from different routes particularly Akhaura, Chaudanga and, Brahimbaria in order to help the defunct Awami League secessionist elements.

Prof. Gulam Azam said that when the Pakistan Army moved in the armed infiltrators and miscreants ran for their lives and the army secured the entire territory of East Pakistan. Army against heavy odds including unabated Indian interference on the border and infiltration of miscreants to disturb the peace of the area.
