Islamabad Aug. 30 (APP): Nearly fifteen percent exports from Pakistan to the United States will be affected by the American decision to increase import duty, as a result of president Nixon's save the dollar plan.
According to official statistics available here today, the exports which will be
liable for increased US tariff will be in the range of Rs 50 million on the basis
of the 1969-

The US President Nixon announced on August 15 temporary suspension of dollars convertibility into gold held by foreign central banks. He also announced a 90 day freeze on wages and prices, and a ten percent surcharge on imports.
It was clarified that the items which are currently entering US duty free or under Quota arrangements, will remain exempt but the rate of the import surcharge is still a matter of confusion here.
It is still not known whether the increase is ten percent of existing tariff or in addition to it. On a ten percent exixting import duty either it can mean eleven percent, ten plus one or one or twenty percent, ten plus ten, in the later case, the effect on export to US. Pakistan and other countries could have serious effect and amount to raising one of the steepist tariff walls in this country. Certain officials are inclined to understand the later interpretation.
Pakistan exports to the United States were 11.76 percent of its total global exports
in 1970-
The items which will continue to enter the United States are those in the duty free category or ones which are under quota and are unaffected by August 15 Nixon announcement. Ten of these items are under duty free category and three under quota.
These items include: (Value in Rs.) ...Fish prawn and shrimps Rs. 27116000 Raw cotton Rs. 815000, Raw jute including waste and cutting Rs. 17457000, raw wool Rs 3500,000, animal hair Rs. 3268000 cotton waste Rs. 1889000 and jute fabrics Rs. 2206,38000. The remaining three duty free items are cotton inters, Guar gum and cereals Guar splits).
The unaffected quota items are cotton manufactures Rs. 46395000, garments and hosiery Rs. 68,03,000 and cotton yarn and thread (not known).
Peshawar Aug 30 (APP): Khan Abdul Quyyum Khan president of the Pakistan Muslim League here today announced that there was no question of merger of the three factions of the Muslim League and said that the talks of merger must come to an end now.
Inaugurating his party office, in Qinsa Khanbi Bazar here, Khan Qayyum said that he had made the announcement after careful consideration after consulting his party friends and leaders. Let there be no doubt or misgiving in anybody's mind on the issue of the merger now, he emphasised.
Khan Qayyum analysed various stages of negotiations for merger and said that the leadership of the two factions wanted their councils should decide the issue, They wanted merger at the leader's level behind closed rooms. His party stood for merger at worker's level.
They wanted to sprinkle water on the tree of the Muslim League on where as we wanted to give water to its roots so that it could develop, he said.
Khan Qayyum asserted that as far as the convention Muslim League was concerned former president Ayub Khan who was also chief of the league faction, had dissolved its council. Besides Mr. Fazlul Quader Chowdhury, its acting chief had resigned from its presidentship after suffering defeat in the last general elections. Similarly Malik Mohammed Qasim, its General secretary was also defeated in the elections.
Even earlier Mr. Fazlul Quader Chowdhury was expelled from the party. In spite of this, he said, wanted equal representation in the United Muslim League.
He said that Malik Mohammad Qasim held prolonged negotiations, with him and his partymen at Abottabad on July 27 and had promised to inform him after discussing the issue with his partymen. The PML was still awating his response, he said.
Role of CML
He also discussed the role of the Council Muslim League and its president, Mr. Mumtaz Mohammad Khan Daultana with regard to the merger, and said that the cries for merger raised by Daultana after March 26 last was only to cover up his previous conduct in the national politics. This cry was also raised by him, to confuse the people, as a large number of the CML workers had started coming to PML, after having been disappointed with the leadership of their party.
The PML Chief also accused Mr. Daultana of having ganged up for the release of Sheikh Mujibur Rahman and withdawal of Agartala conspiracy case, with Khan Abdul Wali Khan, Sardar Shaukat Hayat, Air Marshal (Retd.) Asghar Khan and Maulana Mufti Mahmud, during the round table conference, convened by former president Ayub Khan in February 1969.
He asserted that the Agartala conspiracy case was withdrawn and Sheikh Mujib released only on an ultimatum by these leaders. Had this case come to some conclusion, there would not have been armed rebellion in East Pakistan in March 26 he said.
Pact with Wali
Besides, Mr. Daultana maintained a mysterious silence on six points throughout the election campaign. He held prologned negotiation with Sheikh Mujib whereas the PML leadership refused to meet him. Mr. Daultana also had a pact with Khan Abdul Wali Khan, president of the National Awami Party. He also had a pact with Mr. G.M. Syed and had himself photographed with Mr. Abdus Samad Achakzai.
But he said as soon as Sheikh Mujib was arrested and the Pakistan Army cracked down on the rebels and secessionists in East Pakistan Mr. Daultana started raising cries of merger with like minded parties.
He wondered, as to how PML turned into a like minded party of Mr. Daultana when he had more inclination towards Sheikh Mujib? Before March 26 this cry was nothing but to confuse the people, and to cover up his unwarranted conduct in the national politics in the past.
Khan Qayyum also said that a meeting of the chiefs of three factions was to be held in Karachi on August 12 but it was Mr. Fazlul Quader Chowdhury who did not turn up although he and Mr. Daultana had reached Karachi for the meeting.
Khan Qayyum said in the light of all this there could be no question of merger of three factions. He emphasised that it was a wrong approach to bring about merger through the councils of the factions. He had met lakhs of workers of the three factions throughout the country and he was convinced that they wanted them to get together at once. It was therefore, logical that the workers should start uniting without caring for the approaches and attitudes of their leadership.

Khan Qayyum said that the PML was pitted against the Pakistan People's party, which had contradictory stands on the various issues. He failed to understand the logic that the PPP would give to the poor after snatching from the rich but its leadership would not part with their wealth and lands.

A Series of successful raids in various parts of Dacca city on Sunday night led to the recovery of a substantial quantity of arms, ammunition and explosives bearing Indian Markings.
Several persons have also been rounded up in this connection.
The raids were carried out on receipt of valuable information provided by patriotic citizens.
The arms and ammunition recovered last night include guns, sten guns pistols and cartridges besides grenades, mines and explosives.
Sepoy Benod Kumar of 77 Indian Border Security Force Admitted in a Radio interview on Sunday that he was captured within Pakistan territory on August 18 soon after his company had infiltrated into the Rajshahi border area to what he called "Ambush Pakistan Army."

Sepoy Benod Kumar, 27, who belongs to Khar Singh (Darjeeling) disclosed that his battalion was commanded by Lt. Colonel P.B. Mukherji and the Adjutant was captain K.S. Murti. He said he belonged to the F. Company commonded by Captain Y.D. Singh.
Narrating details of infiltration, Sepoy Benod Kumar said that when his company entered Pakistan, they were divided into different parties and his party was under command of subedar Chakarwari. They were equipped with light machine guns (L.M.G), rifle automatic weapons, he said, "We took position about half a mile inside Pakistan near Kalfatipur, he said.
At about 5 a.m. on August 18 they encountered Pakistan troops suffered heavy casualties he said, there after, they started running for their life he added. "I jumped into a pond to save myself but was apprehended," he further said. At the time of his arrest, he was in possession of one light machine gun and 300 rounds, he said.
While jumping into the pond, a bullet flew past his head injuring his forehead. "Immediately after arrest, I was provided first aid," he said.

Quayyum Khan assures all facilitiea for promotion of sports
Peshwar, Aug. 30 (APP): Khan Abdul Qayyum Khan, President of the Pakistan Muslim League, here yesterday assured power would provide all facilities for the promotion of sports in the country.
Replying to an address of welcome, presented to him by Mr. Abdul Baai, secretary of the Tehmas Khan Memorial Football Tournament on its conclusion at the Afghan club grounds, Khan Qayyum pointed out that during his tenure as chief Minister he paid full attention to its promotion and built a stadium in Peshawar.
He said that it seemed that sports lovers in the city could not make any benefit out of the stadium. If the PML come into power, it would ensure that a similar stadium was also build in the city.
Speaking highly of the discipline displayed by the football fans, Khan Qayyum said that it showed that the nation was awakened and could achieve its objectives by ways of discipline, unity and order in their ranks.

Rawalpindi, Aug. 30 (APP): A meeting of the Refugees Council of All Jammu and Kashmir Muslim conference ruling party of Azad Kashmir, yesterday adopted a resolution saying that the president Azad Kismair cabinet had failed to solve the problems of the people, particularly those of Refugees.
The resolution was adopted in the presence of the Azad Kashmir president, Sardar Abdul Qayyum Khan after over a dozen speeches on the problems of Kashmir refugees.
Moved by Sardar Mohammad Yousuf, a party leader, the resolution requested the three member presidium of the ruling party's working committee for a "positive step" in this matter.

Talking about the rally organised by Pakistan in the Trafalgar square on the Independence Day Mr. Mahmud. Ali said according to the local British population it was the largest after the second world war.
Regarding the response of the British and the BBC to the great event he said while the British press failed to take a significant note of it, the BBC devoted less than a minute to reporting what had happened at the rally.
Big Rally
Mr. Mahud Ali said the attendance at the rally had surpassed all expectations. Though the time for the rally fixed was 3 PM people started gathering there long before the scheduled time. The square was full to the brim when he arrived there. There was hardly a place even to stand either.
Five hundred buses had been hired by the Pakistanis firing in all parts of Britain to reach London for the rally. According to an estimate 25,000 people arrived in London only by buses for the rally. In the words of Mr. Davis, a British MP who addressed the rally Mr. Mahmud Ali said there should be no doubt left in Britain that Pakistan Exists with both East and West Pakistan.
Asked about the change in the attitude of various governments towards Pakistan he said their attitude was always relative to the strength a country commanded. The secret of Pakistan securing a respectable place in the comity of nations lay in its having a strong government. If Pakistan failed to do so others would continue to take advantage and make Pakistan accept their dictates, he remarked.
General Impression
Regarding the general impression prevailing abroad he said the people there thought that the autonomy was demanded by the people of East Pakistan did not want to concede it. Also the majority party in Pakistan had been denied the right to rule.
He said during the course of his speeches he had made it absolutely clear that autonomy was never in question. Pakistan was born as a federal State with Government in the provinces and at the centre shere at may have been some dispute about the extent of autonomy but even that had been resolved.
Regarding the objection that majority party had been denied the right to rule he said he had told the foreign people that this party had worked for secession of East Pakistan from Pakistan.
The question of secession had never come up before the electorate while the defunct Awami League was mustering support.
Asked about his views on restoring civilian government in Pakistan he said there should be no question of restoring it in one wing. If any change in the set up was under contemplation it should be no question of restoring it in one wing. If any change in the set up was under contemplation it should be simultaneous and on national basis. Elaborating he said if a representative government was proposed to be ushered in immediately or a civil government was being thought of it should be both in East and West Pakistan.

Demand for NA dissolution, fresh polls supported
Karachi, Aug. 30 (APP): Mir Abdul Baqi, Baluch, a political leader yesterday supported the demand of Khan Abdul Qayyum Khan: professor Ghulam Azam and other political leaders for dissolution of the National Assembly and ordering fresh elections under the new constitution.
In a statement he, however, said that the elections should be held after the country is clearly steered out of the recent international conspiracy.
He said the results of the first ever general elections in Pakistan would thus be nullified but the nation has also no other alternative.
Mir Baqi Baluch said even those members who have been benevolently cleared by the Government to retain their seats in the Assembly are not returning despite repeated appeals and assurances by the Government.
This alone should have been enough for those in authority to realise the unsurmountables gulf between their good wishes and the hard facts of life: he added.

In a press statement here on Saturday he said the majority of those members of the outlawed party who have now got Government clearance were not present in East Pakistan.
Moreover the atmosphere was not conducive for holding bye elections in the East Wing therefore, there was no justification of calling the Assembly into session.
