India has been coming under heavy Soviet pressure and the Algiers communique suggested everything short of another Tashkent on Bangla Desh which the Soviets tell Pakistan is a bilateral issue and India that it is an internal affairs of Pakistan.
Few noticed that the summary of the Algiers communique put out by the Soviet Embassy in New Delhi takes care to keep out the crucial paragraph relating to India and Pakistan.
Soviet leadership
"In all fairness to the Soviet leadership it should be conceded that the Soviet Union never wanted a solution to the Bangla Desh issue outside the framework of the present Pakistan the Indian leadership took the country for a ride by making it believe that the Soviet position on Bengla Desh clearly implied on independent Bangla Desh. The handpicked correspondents who covered Mrs. Gandhi's Moscow visit have not had the honesty to tell the readers that there are for minological discrepancies between the Russian text of the communique and the English text. In the former the reference is to "Pakistan" while in the latter it is to "East Pakistan". Some of the correspondents possibly acting on a government brief, stretched East Pakistan to mean East Bengal. They read a mighty "advance" in Soviet position in India's favour with every sentence Mr. Kosygin spoke. When New Delhi could no longer keep the pretence that there has been complete identity of Indian and Soviet positions on Bangla Desh. Mrs. Gandhi tries to tell the country that one should no worry too much about what the Soviets say.

Military Advantage
"In any event a military conflict before mid November would be least advantageous to India and Gen. Yahya Khan knows this. The military advantage India had over Pakistan six months ago has marrowed down and its gains to be a check mated by war if it breaks out. Pakistan might try to grab the Kashmir valley or even cut it off from India while India would have no difficulty moving deep into East Bengal. It' India recognised Bangla Desh before entering East Bengal, Pakistan might recognise the "Azad Kashmir" Government as a sovereign entity and there will be four and not two parties to any ceasefire to be imposed.

Washing (APP): More details about Indian troops involvement in fighting in East Pakistan and motives underlying the Indian invasion, have been provided by a number of American newspapers.
The New York Times, in despatch from its New Delhi correspondent, said that although the Indian army along East Pakistan border was said officially to be taking only defensive action, 'High Indian officials mission of' diverting, distracting and harrassing Pakistani forces to give the 'Mukti Bahini' insurgents room for manoeuvre.
These officials also admit that Indian forces were giving active support to the guerrillas in some sectors.
The newspaper, in an article, said there had been recurrent temptation in India over yers to humble Pakistan once for all and remove her as potential military threat. That temptation has welled up during the last eight months.
The paper said Indian involvement in East Pakistan situation began with the provision of arms, training and sanctuary to 'Mukti Bahini.'
In recent weeks, the Indian involvement further intensified when along with increased flow of Indian arms to guerrillas, the Indian army gave more and more physical support to them and in the form of covering artillery and mortar fire, the Indian troops crossed into East Pakistan on brief strikes.
Finally, as of last weekend the Indian army started playing an active role though unacknowledged combat role, the paper said.
Now Mrs. Gandhi with the help of her Generals "would prefer to oust the Pakistani army from East Pakistan by means of military action that would remain below the level of outright war," the paper added.
Sunday Star
The Sunday Star quoted top ranking Indian officials as saying that they expected more Indian army intrusions into East Pakistan.
In a despatch from its New Delhi correspondent, the paper said that the Indians were using their armed forces both directly and indirectly in an effort to wrest East Pakistan.
The report said the Indian were engaged in what were actually offensive operations along the East Pakistan borders. These operations were being conducted by regular Indian troops inside east Pakistan, and not the 'Mukti Bahini' as the Indians would have the world believe.
Quoting Indian sources, the report said that apart from arming and supplying 'Bangla Desh' forces, regular Indian troops were providing some of their punch by operating with them into East Pakistan.
Referring to Indian attacks in Jessore area, The report said that the thrust at Jessore seems to have been intended to capture Jessore and establish it as capital for Bangladesh Government now based in Calcutta. Once that Government was on its own soil, India might officially recognise it and openly aid it with Indian army.
