Following is the English rendering of the talk broadcast by the Governor of Pakistan Dr. A.M. Malik from Radio Pakistan, Dacca at 8.15 p.m. on 3. 12.71 :
Dear countrymen Assalamu Alaikum
Three months back from today I took over as Governor of this province at a critical juncture of our national life. As head of the caretaker Government it was any primary responsibility to restore law and order and normal life in the province in order to pause the way for establishment of a democratic Goverment with the elected representatives of the people. We are indeed grateful to all classes of people in the society for the sincere cooperation they have been extending to us in performing this onrous duty. Through indiscriminate work of sabotage and threat the agents of' Hindustan are now trying to disrupt law and order situation and disrupt the normal flow of life inside the province Regardless of the miseries of crores of people in this country, They are after destruction of the whole economy of East Pakistan in order to achieve their ends. A large number of our patriotic citizens have also died at the hands of miscreants engaged by the enemy. I pray for their souls and extend my sympathy to their bereaved families.
But inspite all this, the peace loving people of East Pakistan are working hand in hand with the Government and the armed forces to preserve the unity, integrity and security of country with undaunted courage and unshakable determination. No praise is too high for them. My invinciable brethren in East Pakistan, I only salute your courage and morale.
You may have recalled that after talking over as Governor of this Province I first issued an appeal to those of our citizens who perforce crossed the borders to return and the proceeding few months have been seen this appeal being renewed on a number of time on behalf of my Government. Despite false propaganda and obstacles created by Hindustan, about two and a half lakhs of Pakistani citizens response to our call and they have been rehabilitated in their have returned so far in their homes. Those who were forced by circumstance to cross the borders arc citizens of this country: They are our brothers. It is quite natural that they should return to their own land in their own homes, amidst cries of their friends and relatives. The more they will delay in coming back the more will be their sufferings. I am aware of the helpless and intolerable life our brothers and sisters. Are living in the refugee camps in Hindustan away from their own land and people. I have absolutely no doubt in my mind that they are all eager to return and would return at once if there were opportunities. But Hindustan, who has now completely thrown away her mask, is saying openly that she will not allow the Pakistani refugees to return to their own country unless there was a solution of her own liking. Intact. it has now been clear to people in all countries of the world. That Hindustan is using the refugees to seek her own political and economic interests. So, to those of our brethren who are held up in Hindustani refugees camps once again my appeal is, beware of the intention of those who want to achieve their selfish interests at the cost of untold sufferings of lakhs of innocent and helpless people like you and try by all means to return to the honorable life of your home land by breaking through their trap of conspiracy.
High time
As a matter of fact, it is high time not only for those who are living an intolerable
prison life on the other side of the border, but also for the people of East Pakistan
to delve deep into the motive of Hindustan. Hindustan has not only refused to allow
our citizens to return to their homeland, butt without any declaration of our she
is now launching full fledged armed attacks on East Pakistan from all sides. These
aggressive actions of hers have created such a situation in our borders as may lead
any moment to the out break of an allout war between the two countries. There is
hardly any doubt that such an all-
journals in Hindustan hersey have advised their Government to refrain from the path
of war. In this connection it may be worthwhile to quote the note warning issued
to Mrs. Indira Gandhi by Mr. Munibjee the brother of Late Prime Minister of Hindustan
Mr. Lal Bahadur Sastri. He says, "Mrs. Indira Gandhi's policy of repressing. The
East Pakistani refugees, her refusal to allow them to return to their homeland on
the plea of humanitarian grounds and the attempt to grab a chunk of East Pakistan
territory to establish the socalled Bangla Desh have now fully exposed before the
world the vile conspiracy to undo Pakistan." I would also like to remind the Prime
Minister of Hindustan that she should heed, in the greater interest of the sub-
Provocative Activities
It is, however, unfortunate to note that the provocative activities of' the Hindustan army along our borders during the last few days do not suggest any change in the attitude of the Government of' Hindustan. The Pakistan army have been showing great restraint and have only taken a defensive role. A large number of our innocent civilian population have become helpless victims of the aggression of Hindustan army. In echoing the voice of seven crores of people in Fast Pakistan let me say it to the Government of Hindustan in clear terms that they should not mistake our restraint and patience as weakness. Each and every citizen of Pakistan has now decided his course of action. They are now fully aware of the nefarious design of India. We the citizens of Pakistan are proud of the undefeatable moral and haunted courage with which our valiant armed forces have been repulsing every attack of the enemy. Each and every patriotic citizen of East Pakistan is now solidly behind our brave soldiers to give a crushing reply to the enemy aggression. They are fully prepared to make any sacrifice to preserve the independence and honour of their motherland.
Friends, let me remind you once again that we are in the threshold of-
In this connection I would like remind our traders and business community of their special responsibilities. In the interest of the country and the people of they must Sec that in this hour of crisis supplies and prices of essential commodities remained normal. Government will surely give them all possible help and assistance in this regard. I am assistance in this regard. I am sure that they will discharge their duties honestly and there shall be no such situation as would compel the Government to taken any stringent measures.
Another Important Point
In the present circumstances I would like to bring home to all sections of people still another important point. The enemies have been trying by all means to create hatred and dissenson amongst and religion. Therefore, each one of us should remain on guard, so that, enemy provocations could not Create any breach in Our unity and feelings of harmony.
In conclusion let me once again remind my fellow brethren in East Pakistan that we are faced with a great challenge. Let us, therefore, resolve to the name of Allah to put an end to all hatred, malice, distrust and bitterness of the past and unite together to give a befitting reply to external aggression. May He give us the strength to tide our the present crisis and to preserve our existence as a proud, strong and united nation. Ameen.
Pakistan Zindabad.
New Delhi, (AFP) : Indian Prime Minister Mrs. Indira Gandhi declared here yesterday, in an obvious reference to developing British Press criticism of the Indian attack against East Pakistan that it did not worry India at all as to who called her aggressor when she had not committed any aggression.
Speaking to congress Party workers who called on her to express their support. Mrs. Gandhi said. "Times have passed when any nation sitting three or four Thousand miles away could give orders to Indians on the basis of their colour superiority to dears they wished. India has changed and she was no more a country of natives.
The Prime Minister recalled that Britain had 'made the mistake' of calling India an aggressor during the 1965 Indo Pakistani conflict.
'But now,' she said, 'They should see for themselves the facts. sequence of events, the happenings in 'Bangladesh' and the situation on the Indo Pakistan borders.'
Mrs. Gandhi added : 'My only expectation from Britain is that it would take an
objective view of the situation.
Commenting on British Press criticism of the Indian attacks, she said: Time have changed during the last five years. If any country thinks that by calling Lis aggressors it can pressure us to forget our national interests, then that Country is living in its own paradise and it is welcome to that.'
Mrs. Gandhi stressed that India today was determined to do 'What is best in our national
interests and not what these so-
Mr. Gandhi reiterated that the problem of 'Bangla Desh' could be solve only by asking the Pakistani Army to vacate 'Bangla Desh,' so that the millions of people who had left their homes and hearths could go back and pursue their life peacefully.
As for peace in the sub-
Mrs. Gandhi stated she was opposed to the Pakistani efforts to get United Nations observers into East Bengal. She said, a large member of foreign dignitaries had visited the borders of East Bengal and seen the plough of the refugees. The Prime Minister said that when Pakistan moved her troops to the Indian frontier there was not a whisper by any of these nations or the United nations. But from the Time India had brought her forces to protect her territories, there was a hue and cry that peace was in danger, she said, adding 'I do not understand there things.'
Mrs. Gandhi also stated that she did not think the UN observers could function as it had been made plain by the 'Bangla Desh Government' that it could not guarantee their safety.

UN ensure that any territories occupied by Pakistan are vacated?'

Mrs. Gandhi said these countries which are today shouting about India interfering in the internal affairs of Pakistan had interfered in the affairs of other countries whenever it suited them, and here when we have not done any such thing, we are being accused of it well, it should not worry us much. Even a country like China interfered in other nations' affairs.
She said there is a charge that India is allowing the Mukti Bahini (East Bengal rebels) to operate from her soil. How can we check it? Our border with East Bengal is so long that even if India deployed her entire army, it would not be able to stop them.
Referring to reports that US arm aid to India would be stopped, Mrs. Gandhi said the world should know that Indian would not compromise her national interests for the sake of a little help or aid from here or there, 'India is a nation of proud people', she added.
Mr. Gandhi cautioned the people that a 'long drawn war was' likely and asked them to keep their heads high, face the times with courage and be prepared to make sacrifices. She also stressed that India was much stronger today than during earlier periods of fighting between India and Pakistan.
