46 IAF Planes Destroyed Fierce air battles over Dacca : 7 planes downed.

Rawalpindi, Dec. 4(APP) : The Pakistan Air Force made a total bag of 46 Indian aircraft and captured five Indian pilots alive till eight tonight. an official spokesman said today.

The spokesman said that the figure did not include the number of Indian aircraft which might have been destroyed on the ground in attacks on Indian airfield.

The spokesman said 29 confirmed kills included eleven SU-7, one Gnat, five Hunters and twelve jet fighters of a type yet undermined.

Eight Indian aircraft destroyed but yet unconfirmed includes three canberras, four US-7s and one Hunter.

Besides these, nine Indian planes were damaged. These were one canberra, two­Su-7s, one Hunter and five other types of jet fighters.

Seven IAF aircraft have been shot down and seven have been damaged in air battles and dog fights on the skies of East Pakistan, according to unconfirmed reports in Dacca. It will be possible to confirm these reports after films shot by gun cameras have been processed.

Out of the seven aircraft, which have been shot down at least two have been destroyed by ack fire.

A Rawalpindi report adds : the Pakistan Air Force has taken the entire Indian Air Force on and a fierce air battle is raging since yesterday when Pakistan took measures to halt the creeping Indian aggression.

In the air battle fought over entire West Pakistan and a radius of 15 miles over Dacca Air port the total Indian losses till 11.20 on the morning to Saturday were 20 aircraft destroyed and five damaged. Eleven Indian air bases and two radar installations had been hit by the Pakistan planes. Pakistan losses were two sabres over Dacca airport with the pilots safely back in Pakistan. The 24 Indian raids were over Sargodha sharkot, Peshawar, and Mawripur. The civil airport of Islamabad had also been attacked while a petroleum installation in Karachi harbour was also hit.

Pakistan Air Force pases and installations did not suffer any damage. The Indians had used the mixed bag of aircraft but no MTGs had yet been Sighted. The aircraft used in the current air battle were canberras, ahunters, Gnats and SU-7s.

The India and raided Dacca air base and airport area five times. In the battle which ensured their losses were one S. U. 7 and one canberra lost and four Hunters and one Canberra damaged. Their losses over west Pakistan were two canberras, four Hunters, ten SU-7 one Gnat and one unidentified air craft.

The government spokesman declined to given any figure of detatils of the damaged cause to Indias aircraft during the rais on air bases. as information was yet to be gathered.

The four bases attacked besides seven named last midnight were Bikanir, and Jamnagar.

He said the airbattle was still raging. More reports had come in but he wanted to stick to the figure received till 19.20 A. M.

Islamabad Airport.

The Indian Air Force SU-78 made a raid this morning at Islamabad civil airport.

The aircraft strafed the area resulting in civilian casualties but no damage to the airport or any other installations.

The Soviet built, planes were chased and one of them was seen failling with a trail of smoke at a short distance from Rawalpindi.

A government spokesman asked about it said they has sent scouts to the proble site of the wreckage and would confirm only when they had received their report.

Indian thrust brought to a grinding halt

Rawalpindi, Dec. 4 (APP) : An official spokesman said here today. "The first concerted thrust by India against Pakistan launched on Friday along West Pakistan borders has been brought to a grinding halt."

He said Pakistan defenders have been able not only to halt effectively the escalated Indian aggression, but also made tactical gains inside the enemy territory.

The defenders have inflicled heavy punishment on the aggressor. One hundred and twenty eight soldiers including one officer have been captured so far.

The spokesman said fighting is taking place on a board front extending from Poonch in the north to Rajasthan in the South.

The spokesman said, "Our troops took the enemy on all fronts and punished him hard."

On the situation in the East the spokesman said "Fighting continues on and along East Pakistan borders."

He said the two targets of the enemy around East Pakistan were Panchhagarh and Nageshari in the north, and Jiban Nagar and Chaugacha in Jessore sector in the west.

The spokesman also said, "The Indian push in the Sialkot, Lahore and Rajsthan areas has been brought to a grinding halt. "In the Sialkot area our troops, while defending our territory, are also reported to have made tactical gains," he added.

He said "reports of fighting are coming from all areas and our troops are firmly in control of the situation."

According to him, "The Indian pressure on all the sides of East tively met," and there is no Pakistan border is being effec-significant change in the situation in East Pakistan."

The spokesman said there was artillery shelling in the Lahore sector today. Some movement of the Pakistan troops was involved in that area. After halting the Indian attack "We have made some tactical gains there.

An official spokesman made the following statement on India Pakistan fighting.

"Our armed forces, in a day of severe fighting along west Pakistan border made some more tactical gains inside the Indian territory. The Pakistani troops are pushing the Invaders back into their territory.

At a number of places they are now well inside the territory and operating from here.

In the Hussainwala are our troops captured the Kariser-e-Hind Publia Memorial. The enemy put in attacks to retake the memorial but failed in the face of the superior tactics of our troops.

Mid Night Briefing session.

An earlier report adds : Indian has extended their aggression to the whole of Pakistan by launching a full scale attack on West Pakistan around noon, a government spokesman announced at a midnight briefing session on Friday night.

The government spokesman said that West Pakistan had been attacked at four places while the ceasefire line had been crossed by the Indians at two places, the air forces of the two countries had action.

The spokesman said the Indians have escalated the war and extended their aggression to the whole of Pakistan not satisfied with their aggression in East Pakistan Indians have now attacked West Pakistan at several points at about noon today. The regular Indian troops moved towards our border post man, need by Pakistan Rangers. On being challenged they opened up with small arms wounding some of our men. The Rangers fired back on the invaders in self defence.

The Indians subsequently opened up with their artillery which took place almost Simultaneously in the shakorgarh salient, the Kasur border, Husseiniwala headworks, chhamb and Rahim you Khan opposite Rajasthan deep into Punjab.

The Indians also mounted military action in Poonch area about two hours later. From 14-30 to 15:00 hours on ward the Indians started mounting attacks with massive artillery support. The Indian ground action was supported by the Indian Air Force. Our aircraft retalited and struck a number of' Indian forward airfield. close to our border. The Pakistan Armed Forces are taking the necessary counter measures to meet the Indian challange.

This evening the Pakistan Air Force bombarded a number of forward Indian airfields including Amritsar, Pathankot Avatipura and Srinagar. The Pakistan aircraft flew back safely at their airfields.

Full picture of operations is yet to emerge. Reporters are still pouring in.

Yahya calls upon Armed Forces to destroy enemy in his territory.

Rawalpindi , Dec. 4 (APP) : President Yahya Khan said today our force will not only drive away enemy from our territory but destroy him in his own territory.

President said we are at war with treacherous enemy.

President General A. M. Yahya a Khan called upon the Armed Forces of Pakistan to attack the forces of evil involved in the all out attack on Pakistan and punish them heavily like the retribution of almighty God.

In his eight minute address to the nation at noon the President expressed itself' in the biggest and last bid to achieve the aim of destruction of Pakistan. Pakistan had shown patience and restraint but "time has come that we give crushing response to the enemy."

While the President spoke the air and ground force of Pakistan were already busy in combatting the Indian attack.

Referring to the position on the various war fronts the President said "the valiant and courageous members of our Armed Forces have stopped the advance of the enemy through their bravery and unprecedented gallantry."

The President quoted from the glorious history of the Muslims said that the Pakistan Armed Forces underterred by the numerical superiority of the enemy are fighting the enemy bravely at every front in accordance with the traditions of the ghazis of Islam. They Knew what victory in war did not depend upon armaments or numberical superiority but on religious faith, lofty purpose and blessings of God.

"Our Armed Forces are determined not only to expel the enemy from the soil of Pakistan, but to pursue him into his own territory and destroy him there. God willing," he said.

Concluding, he appealed to the nation to remain calm and asked everyone to do his duty towards the defense of the country.

Following is the English translation of the broad cast to the nation by the President Yahya Khan, at 1200 noon today.

My dear countrymen : Assalam -o-alaikum.

Our enemy has once again challenged us. The Armed Forces of India have launched an all out attack against Pakistan on several sectors.

India's late and enemy for Pakistan is well known to the world. It has always been India's endeavour to weaken Pakistan and destroy it. The latest and most serious aggression by India is her biggest and last bid to achieve that aim. We have shown great patience and restraint but the time has come that we give a crushing response to the enemy.

Twelve crore mujahide of Pakistan.

You have the blessings and support of Almighty Allah. Your hearts are ful of the love of Holy Prophet. The enemy has once again challenged our self'-respect. For your survival and honour rise up as one man and face he enemy like an invincible rock, yours is the cause of truth and justice.

Inspired by your unfitching faith and confidence in the righteousness of your cause attack the forces of evil like the retribution of Almighty God. Show the enemy that each Pakistani is determined to defend his motherland. The valiant and courageous members of our Armed Forces have stopped the advance of the enemy through their bravery and unprecedented gallantry. Undeterred by the numerical superiority of the enemy they are fighting him bravely at every front in accordance with the traditions of the gharis of Islam. They know that victory in war does not depend upon armament or numerical superiority but on religious faith loftly purpose and blessings of God. Our Armed Forces our determined not only to expel the enemy from the soil of Pakistan but to pursue him into his own territory and destroy him there, God willing.

Our lion, hearted `Jawans' blew the Indian invaders to bits in 1965. This time, God witting, we shall hit the enemy even harder than before. We are fighting with a perfidious and ruthless enemy and shall defend home land whatever the sacrifices involved.

We are confident that in this struggle for the independence and integrity of our homeland, we shall have the sympathy and support of our friends and of all countries that stand for peace and justice. they will no doubt condemn Indian aggression and up hold our just struggle for self preservation.

My dear countrymen and my dear mujhids' of land, Naval and Air Forces, it is at such moments of trial that nations shine in the fulfillment of their destiny and achieve their objectives through the strength of their faith and the determination of their conduct in over coming of difficulties. I ask you to remain calm. Each of you to make his contribution towards the defence of the country. Hold firm to national unity and remember the promise of Almighty Allah that if you are steadfast in the path of Justice. He will bless you with final victory. Advance and strike at the enemy with the rallying call of Allah-O-Akbar God is with us.

Pakistan Zindabad.

IAF Planes raid civilian population : 25 killed, 119 injured.

Lahore, Dec. 4 (APP) : As the Indian Air Force aircraft Twenty five civilians were killed and 119 others were wounded raided several places through out the Punjab province.

At least four civilians were killed and several injured in a village of Peshawar as a result of dastardly attack on civilians population by the Indian aircraft.

Five houses were also reduced to shambles.

At least four civilians were killed and several others injured in village Tehkal Payan as a result of the dastardly attacks on the civilian population by the Indian aircraft early this morning.

Among the dead included two women.

Fine houses were also reduced to shambles when the Indian aircraft unloaded itself of the petrol tanks.

Lt. Gen. K. M. Azhar Khan Governor of N. W. F. P. visited the village this morning and talked to the villagers.

He was cheered by the villagers as he dressed in his military uniform arrived at the houses.

The Governor went round the houses which were burnt.

He was accompanied by the Provincial Home Secretary Mr. Massoodur Raoof.

A Party of newsmen which visited the scene saw the villagers removing the rubble and collecting the wooden beams.

The villagers talked to newsmen in high morale and condemned India for its traditional cowardly act of attacking the civilian population.

Talking to newsmen Gen. Azhar said that it appeared that the Indian-1 pilot got scared by Pakistan Air Force planes unloaded his aircraft in nervousness to get away from the interception. The petrol tanks, he said, fell on the village.

Another petrol tank fell in the fields of village Tehkal Bala. The Governor saw the wreckage of both the petrol tanks.

Meanwhile hundreds of Peshawarities throunged the two villages to see the wreckage of the tanks.

Enthusiastic men and women young and old maintained beline on all the paths leading towards the two villages.

Villagers Attacked.

A report from Multan adds : Indian Air Force planes this morning attacked civilian population near shershah, a few miles from Multan, and fired at innocent villagers. As a result on the attack two children and one old women were injured, it was officially stated.

Pieces of rockets recovered from the site indicated them to be of Russian origin. His unwarranted attack of civilian population by the Indian Air Force has been widely condemned.

A Lahore adds : The Indian Air Force Planes today attacked a passenger train at Nurpur railway station near infive deaths and injuries to Narowal.

This criminal attack resulted twenty innocent civilians including women and children.

According to another report the Indian planes also attacked a church in Sialkot and caused damage to the building.

UN council meeting to discuss conflict.

United Nations, New York, Dec. 4 (APP) : The Security Council will meet tonight to discuss the India-Pakistan conflict, it was officially announced here.

The meeting was convened after eight Security Council members called for an 'Immediate and urgent' session to examined the situation created by the conflict between India and Pakistan.

The meeting is scheduled to begin at 2.00 GMT. The more to being the issue before the security Council involved an about face by the United States, which had been holding out for bilateral mediation.

Secretary of State William Rogers announced in Washington today that the United states has called for on urgent meeting of the United Nations Security Council to try to half the fighting between India and Pakistan.

A State Department spokesman said the Soviet Union had not been consulted before the American decision.

Earlier appeals to both belligerents from President Nixon for a ceasefire and nutual troops with drawal had been fruitless.

President Yahya Khan replied to Mr. Nixon's most recent message. The terms of his letter were not disclosed.

Indian Prime Minister Indira Gandhi had simply acknowledge receipt of the Nixon note.

Announcing today's decision the State Department said, deterioration of the situation in South Asia poses a threat to international peace and security.

US Ambassador to that UN in consult George Bush had been instructed in consultation with other members, to call for an urgent meeting of the UN Security Council.

The motion for a security Council sessio, in the form of a letter to Talor Kamara of Sierra Leon, who is current President, was signed by eight members united states Britain, Somalia, Japan, Argentina, Nicaragua, Belgium and Italy.

Other current council members are Burundi, China, France Sierra Leone, Svria, the Soviet Union and Poland.

The United States the Soviet Union, France, China and Britain sit as permanent members with the veto rights.

Earlier today, State Department spokesman Charles Bray expressed the hope that neither the Soviet Union nor China which respectively support India and Pakistan would use their veto's.

Pak Army ordered to strike and go as deep as possible.

Rawalpindi, Dec. 4, (APP) : A Government spokesman last night announced that the Government had freed Pakistan Armed Forces from the restrictions which forbade them from crossing into India, while fighting defensive battle.

The spokesman, answering questions at the briefing, said that India had launched aggression to the whole of Pakistan.

The spokesman made it clear that the Indian aggression had started on November 22. In the defensive action the Pakistan forces had their had tied as they were ordered not to cross into India. Now the Indians has launched a massive attack on West Pakistan borders.

The Pakistan Army now had been ordered to strike and go as deep as possible, as a result of this Indian escalation.

The spokesman disclosed that the Pakistan Air Force fields. Besides four airfields of Amritsar, Pathankot Avantipura and Srinagar, others raided were Uttarali in Rajasthan. Ambala in Haryana state and Agra in Uttar Pradesh. Agara air base, home of the Canberra bombera, is 300 miles inside the Indian territory.

All the Pakistan planes returned safe to their bases. There were no air battles. There were no interceptions. There was ground fire but our planes were not hit and all the planes returned safely to their bases in Pakistan.

The Pakistan Air Forces will attack the military targets. Pakistan Air Force had never attacked cities. Their targets were always militarily meaningful, tile spokesman added.

Question - Answer.

Question : Will you say that the Pakistan Air Force made a pre-emptive strike?

Answer : Pre-emptive is not the correct word. It could not be applicable in the present situation because Pakistan had already been attacked. The attack had started on November 22. The fighting in West Pakistan started at mid day with Indian attack and the Pakistan's air action came later.

Question : Could you tell us how the attack started ?

Answer : As I have told you they attacked a Ranger's post. The ground rules are that in the event of a firing the two parties get together and discuss the matter. In the present case when Pakistan Rangers tried to contact the other party they found Indian regular troops on the other side and for from talking they opened fire.

This happened at a number of places which showed that the attack was preplanned by the Indians.

Question : Did the Indian enter your territory :

Answer : Yes.

Question : Could you tell us the first place where Indians attacked ?

Answer : I do not know.

Question : Is any Indian territory in Pakistan hands?

Answer : I hope so. The position will be clear today. Temporarily some places can be in one hand, then it can change hands. This can happen more than once.

Question : Will Pakistan land forces cross the border?

Answer : The PAF has already done so and put Indian airfield in forward areas close to Pakistan border out of action. This should also be considered applicable to the land forces.

Question : Is it an all-out war ?

Are you moving the United Nations?

Answer ? The President is broadcasting today, such problems may be dealt by

him.

Question : has any formal declaration of war been made ? Is there any announcement about enemy deploying?

Answer : We will have to await the President's announcement today.

The spokesman asked the correspondents to keep it in mind that the attack on west Pakistan borders was a continuing situation because Pakistan had been attacked in the eastern province on November 22.

Asked about precautionary measures the spokesman said that civil defence precaution has been ordered for the country.

Before the spokesman read out his statement he said, "It has happened. We have been attacked It is the 1965 story all over again."

The mid night briefing was attended by national correspondents as well foreign correspondents present in the city.

5 pilots captured alive

Rawalpindi, Dec. 4 (APP) : Pakistan Air Force has captured five Indian Air Force pilots alive, three in East Pakistan and two in West Pakistan, an official spokesman said here tonight.

He identified the three Indian pilots made prisoner in East Pakistan as Dr. Bhutaini, Flt. Lt. Kenneth lemontere and Flt. Lt. Choman.

He said soon Dr. Bhutaini No. 5070 belongs to 221 Squadron of Su-7 aircraft which is normally stationed tin Barili but presently at Pannagarh base near Calcutta.

Flt Lt. Kenneth Lemontete (No. 10482) is from 14 squadron of Hunter air craft based at Kalai Kunda.

The spokesman said particulars of the third pilot Flt. Lt. Choman could not be determined so far.

The two pilots captured in West Pakistan are Flt. Lt. G. M. Sharwala and Flt-Lt. tombay, their particulars were not given.

UK papers criticise Indian invasion.

London, Dec. 4 (APP) : The British newspapers today came out with strong criticism of Indian invasion of West Pakistan and also exposed its game in putting the blame for it on Pakistan.

The daily Express said Mrs. Gandhi's pretention to innocence and being a victim cannot fool anybody because by extending Indian offensive to West Pakistan she has attempted to put an to the existence of Pakistan altogether.

But this both "a crime and a blunder" she has committed, the paper said, adding can poverty striken Indian sustain in all out war?

The newspaper scotsman refuted Mrs. Gandhi's claim that Pakistan has launched a fullscale war on India. It said being much weak militarily and in political disarray, Pakistan would be foolish indeed to attack India.

The Newspaper said, all events of the past few weeks Mrs. Gandhi's diplomatic fours and Indian military movement on the frontiers abundantly indicate that India was preparing to settle accounts with Pakistan and Mrs. Gandhi might have chosen this time as an opportune moment to do this.

The newspaper further said some of the recent utterances of Mrs. Gandhi and her ministers were hard to swallow. A "liberated" and self governing Bangladesh may he the best solution to the refugee problem, the paper said, but the appeal to force and the double talks of Indian ministers gives their intentions away.

India fears intervention by China.

New Delhi, Dec. 4 (Reuter) : Lt. Gen. Jagjit Sing Aurora, India's Eastern Command chief, told newsmen in Calcutta that he was concerned over the possibility of Chinese intervention on the eastern borders of India.

In reply to a question, he told a press conference we are concerned very much about Chinese intervention. We cannot afford to let our guard down, particularly on the Tibetan border.

People urged to remain united.

Iswardi, Dec. 3 : The East Pakistan Minister for Basic Democracies and local Government, Maulana Mohammad Ishaque, observed here that, patriotism was a part and parcel of faith (Iman) and as Muslims we were taught by the Quran and Sunnah to be. inspired with the highest sense of patriotism. He was addressing a big gathering here on Tuesday last.

The Minister said that it was imperative for every able bodied person to tight against the enemies of Islam who were out to destroy Pakistan, the largest Muslim state of the world. Either we would line with prestige and dignity or we would perish but under no circumstances would we allow the Indian imperialists to fulfill their nefarious design, he added.

Maulana Ishaque urged upon the people to remain united irrespective of caste, creed or language one might speak and lend all support to the armed forces.

Referring to the rising trend of prices of different essential commodities the Minister advised the traders and businessmen to refrain from hoarding, black marketing and profiteering. Stern action would be taken against them if anybody would try to exploit the situation, he said.

Indira dragging people into war, accuses China.

Hongkong, Dec. 4 (Reuter) : China has accused Indian Prime Minister Mrs. Indira Gandhi of encouraging her people to risk their lives for the aggressive policy of the Indian Government.

The New China News Agency Issued a commentary on the speech by the Indian Premier on Thursday, although it did not mention her broadcast last night accusing Pakistan of launching all out war.

The agency quoted Mrs. Gandhi as saying the withdrawal of Pakistan troops from the eastern half of the country and from all borders with India was the only solution to the current crisis "Indira Gandhi Flagrantly demanded once again the withdrawal of Pakistan troops from Pakistan territory.

The agency added : Making a show of force she said that the Indian troops are much stronger today than they were.

"Indian Prime Minister Indira Gandhi openly called on the Indian people Yesterday (Thursday) to risk their lives for the aggressive policy of the Indian Government, urged them to carry out a longdrawn war against Pakistan it added.

Khulna women condemn unprovoked aggression

Khulna, Dec, 4 (APP) : complete solidarity and unqualified support said by side with the menfold towards the gallant armed forces for the defence of Pakistan was expressed in a big women's rally held here yesterday at the local municipal park.

The meeting servely condemned the unprovoked aggression by India on the borders of East Pakistan and wanton killing of innocent children, women and public at the border areas.

The meeting which was organised by women's Resistance Commute of the East Pakistan Federation of labour took solemn oath to sacrifice last drop of their blood along with their men not only to safeguard the integrity of Pakistan but also to silence the Indian guns once for all. The speakers called upon the women of' all walks of life to come out and join hand with their mentolk in the hour of the greatest national crisis when the existence of Pakistan is at stake. But the y reiterated that the 12 crores people of Pakistan both men and women and children have stood as one men on the side of their brave armed forces to crush India. Mrs. Zia Arifs convenor of Women's Resistance Committee who presided over the rally in her eloquent speech which was punctuated by various slogans from the audience declared that no forces in the world could achieve their evil design to disintegrate the solidarity of Pakistan and added that the 12 crore people of Pakistan with their firm faith in Islam cannot be defeated.

She further maintained that armed forces had inflicted crushing defeat to Indian Army during 1965 war which they should not forget and disist from their ill design to come to armed conflict with our armed forces. She said that Pakistan is a peace loving country but would not tolerate any aggression from any quarter and have the power to crush them in the event.

Earlier, women brought out a big procession which parade the streets of the town with festoons and chanting slogans against Indian imperialism.

The women brache of the East Pakistan Federation of labour formed a Women's Resistance Committee with Mrs. Arefin as Chairman of the Committee. The rally was addressed among others by Mrs. Nazma Razi. Mrs. Arefin, Mrs. Fonard MuCti, Miss sola Arif and Mrs. Noor Jahan.

Indian parliament approves emergency.

New Delhi, December, 4 (Reuter) : The Indian Parliament today unanimously approved the proclamation of a state of emergency in the country.

The proclamation was issued by President V. V. Giri lastnight .

The emergency measures give the Government unlimited powers.

Parliament today approved a `Defence of India' Bill, which gives legal sanction to the emergency powers assumed by the Government under presidential proclamation.

The forty clause bill empowers, The police to arrest any person and detain him for two years with out a trial.

It authorizes the Government to requisition any private immovable property during the emergency.

The bill empowered the Government to issue rules to control 'publication of news and information' if so required in the interest of the security of the country.

The Government also can seize any press if it publishes materials prejudicial to the defence of the country.

US stops military aid to New Delhi.

Washington, Dec. 4(APP) : Secretary of State William Rogers was keeping a close eye on the fast deteriorating situation in the Indian sub-continent Friday night, as the US Government announced and added that it was completely cutting of military aid to New Delhi.

State Department spokesman Charles Bray announced that the administration had cancelled export licences covering some 11.5 million dollars worth of telecommunication and other electronic equipment as well as spare plane parts.

The decision followed a similar state Department move that Wednesday banning the issue of new export licences for arms to India and cancelling pending arms supplies.

Military aid to Pakistan was stopped previously following developments in the country's eastern wing last March.

Rawalpindi, Dec. 4 (APP) : Mr. Z. A. Bhutto the PPP Chairman, made it clear that his party would not have anything to do with Jammat-e-Islami. Muslim league or the United Coalition Party (VCP) in the national government. He. was addressing a public meeting at liaqat Gardens here yesterday afternoon.

He said that his party was talking the "bitter pill" in the larger national interests.

Mr. Bhutto said according to norms of democracy if a people's representative from East Pakistan were to be prime Minister, People's representative from West Pakistan should be President. and in the case of a people's representative from East Pakistan as President, the prime Minister should be a people's representative from West Pakistan.

But he said, in case of Mr. Nurul Amin he had only one seat (on the basis of December 1970 elections) and we know how by-elections in East Pakistan have taken place." However, his party was prepared to make sacrifice in case of East Pakistan in view of the present situation created by Indian aggression and the conditions in Eastern Wing.

Mr. Bhutto said his party had conveyed its final decision to President Yahya and it was not for him to move promptly.

He hoped the President would not delay matters.

Conspiracy

Mr. Bhutto said time was running out and an "international conspiracy" was being hatched to stage another Tashkent but he added as long as he was alive he would not allow this to happen. This is my pledge to you and the nation.

He cautioned the intellectuals, lawyers, journalists and the masses at large to beware of this sinister conspiracy. Efforts were being made to create condition so that either the Tashkent Declaration of 1966 was implemented or another Tashkent like conference is held where big powers like Soviet Union impose a decision of their choice on Pakistan, he said.

But, he said, he under stood the "chess board of international politics" and it would be effectively countered if he was associated with government.

Mr. Bhutto said he would wait for the President's decision till tomorrow (Saturday) and them proceed to Lahore." "We will then turn every house into a fortress and fight the enemy."

Propaganda

Mr. Bhutto said the delay made in the transfer of power since March last ins pile his party's demand has provided the enemy time to train guerrillas and carry out propaganda against Pakistan all over the world.
