Another Soviet veto paralyses UN Council.

United Nations, Dec. 6 (Reuter) : Russia, with its second veto in less than 24 hours, last night paralysed security Council efforts to get a cease-fire between India and Pakistan.

The Council adjourned shortly after the Soviet action and were planning a final bid today to obtain unanimous agreement on a ceasefire resolution.

Plans to transfer the problem to the General Assembly, where there is no Veto, were held in abeyance while delegates consulted on a last chance draft introduced by Italy.

This would have the UN Council call "upon the Governments concerned forth with, as a first stop, for an immediate ceasefire," leaving other questions implicity, withdrawal-Until later.

The resolution which Russia vetoed last night was submitted by Argentina, Belgium, Burundi, Italy, Japan, Nicaragua, Sierra leone, and Somalia. The US, China, and nine other members voted for it. The Soviet veto came shortly after the Council rejected a Soviet resolution containing a call on Pakistan forces to stop acts of repression in East Pakistan.

Russian threat to veto two more resolutions designed to bring about an IndiaPakistan cease fire, including the first ever draft submitted to the Security Council by the People's Republic of China, still remains alive.

Soviet Deputy Foreign Minister, Mr. Jacob Malik said the only acceptable. resolution to Russia was its our draft which blamed Pakistan for the situation and its actions in East Pakistan.

The security Council last night rejected a soviet proposal containing a call on Pakistani forces to stop "acts of violence" in East Pakistan.

The probability of a continued deadlock prompted the consideration of moves to lay the issue before an emergency special session of the General Assembly where there is no veto.

Council members could take the issue there for debate within 24 hours by invoking the so-called "uniting for peace resolutions."

This resolution was initiated by the US in 1950 as a device to enable the UN to act when the Council was paralysed by a veto. Nine affirmative votes would be required.

It was not known immediately whether the US said to be considering the move could command that majority.

The resolutions threatened by Mr. Malik's declaration were separate draft submitted by China and by Belgium, Italy and Japan.

The Chinese draft would have the Council condemn Indian aggression against Pakistan.

Russian Bid Rejected.

Monday might the council rejected a bid by Russia to seat representative of the self-styled "Bangladesh delegation." Indian Ambassador Samar Sen said it was essential that its views be heared.

AFPs adds : Chinese representative ttung ttua attacked a Soviet suggestion that representatives of "Bangladesh' should be invited to address the council.

Huang Hua argued that the proposal to her Bangladesh representatives was substantive, but not a proce rural one thus it came within the scope of China veto. The Chinese representative described the Soviet-Indian support of Bangladesh as 11 subversion" aimed at the disintegration of a sovereign state. It was an into lerable violation of the UN chatter which was parallel to the United states attitude to Separate Taiwan from China in the United Nations.

In reply the Soviet representative Jacob Malik accursed China of' attending the Security Council not in order to co-operate with its other members but merely to attack the Soviet Union.

Asked by a foreign correspondent if the Indian troops would have an easy access to Dacca, the General said that River Brahmaputra was a good obstruction "Such as we have obstruction of Sutlej after crossing Fazilka for marching towards Delhi.

USSR not to remain indifferent

A comment on the India-Pakistan conflict issued by the Government news agency Tass reminded Pakistani leaders of "the grave responsibility that they assume following this dangerous course."

Indian aggression causes uneasiness in many countries.

Peking, Dec. 6 (APP) : India has committed "a large scale aggression on Pakistan at the instigation of the Soviet Government", The New China News Agency (Hsinhua) said in a commentary.

The Indian aggression has created the present grave situation" in the lndoPakistan sub-continent and caused "concern and uneasiness" in public opinion ill various countries the commentary added.

"People are closely watching how far the signatories to the Soviet-Indian treaty are ready to go on the road of military adventures," the Chinese News Agency said.

"Under the most energetic encouragement and support of Soviet revisionist social imperialism, the Indian government becomes overwhelmingly arrogant. It has since November 21. Hagrantly dispatched large numbers of troops to launch incessant and massive armed attacks on East Pakistan and West Pakistan and occupied Pakistan territory beyond the borders," the commentary said.

Giving the background of the Indo-Soviet complicity in launching aggression against Pakistan the NCNA said that just as expected after the signing of the SovietIndian treaty. The Soviet Government exerted pressure on Pakistan by stepping Lip its meddling in the affairs of Indo-Pakistan sub-Continent in the field of public opinion and in the diplomatic and on military spheres. It instigated and supported the Indian Government in a more indisguised manner in carrying out subversive activities. and armed aggression against Pakistan.

Indian claim denied : Destroyers.

Karachi, Dec. (APp) : An official spokesman here last evening ??? the Indian claim that two Pakistan Navy destroyers had been sunk by the Indian Navy.

The spokesman said that Russian missile boats of "OSS. class," supplied by the Soviet Union to the Indian Navy in the recent past, last night hit a destroyer of I he Pakistan Navy.

When his attention was drawn to the enemy's claim that the Indian warships steamed into Karachi Port itself, the spokesman described it as "simply ridiculous" saying that this, claim is absolutely baseless and untrue.

China strongly denounces Indian aggression.

United Nations; Dec. 6 (Hsinhua) : Huang Hua, permanent representative of the People's Republic of China, on the UN Security Council, spoke at the council' urgent meeting Saturday evening, strongly denouncing, the Indian Government's armed aggression on Pakistan and gross interference in Pakistan's internal affairs and reaffirming the resolute support of the Chinese Government and people for Pakistan's just struggle against India's military aggression and political subversion.

Huang Hua said, "of late the Indian Government has openly sent troops to invade East Pakistan and provoked large-scale armed conflicts thus aggravating tension in the India-Pakistan sub-continent and Asia. The Chinese Government and people express serious concern over this and is closely following the development of the situation.

The question of East Pakistan is purely the internal affair of Pakistan, in which no one has any right to interfere. It is impermissible for the Indian Government to ??? armed aggression against Pakistan by using the question of East Pakistan as a pretext.

2. The Indian Government statement asserts that it has sent troops to East Pakistan for the purpose of self-defence. "This is a sheer gangster logic. The facts show that it is India which has committed aggression against Pakistan, and not Pakistan which hasmenaced" The security of India. According to the logic of' the Indian Government, any one can use the pretext of self defence for incading other countries. In that case, what guarantee is there for the sovereignty and territorial integrity of various countries.'

3. The Indian Government asserts that the purpose for its sending troops to invade East Pakistan is to help the refugees of East Pakistan to return to their homeland. This is utterly unternable. At present, there are in India large number of so-called refugees from Tibet, China. The Indian Government is also grooming Dalai Lama, the chieftain of the Tibetan counter-revolutionary rebellion. According to the Indian Government's assertion are you going to use this also as a basis for aggression against China?

4. The Pakistan Government has proposed that the armed forces of the two sides withdraw from the border respectively and disengage and that the question of the refugees of East Pakistan be settled through negotiations between the two Governments. This is entirely reasonable. However, the Indian Government has unwarrantedly rejected it. This shows that the Indian Government has no intention at all to settle the question of the refugee of East Pakistan, but wants to capitalise on this question as a pretext for further sub version and aggression against Pakistan.

He pointed out, the Chinese delegation maintains that according to the United Nations Charter, the Security Council should strongly condemn the aggressive acts of the Indian Government and demand that the Indian Government immediately and unconditionally withdraw all the Indian armed forces form Pakistan.

He said finally on behalf of the Chinese government I wish to state that the Chinese Government and people firmly support the Pakistan Government and people in Their just struggle against Indian aggression. Here I wish to point out to the security Council, the United Nations and the people of the world that the Indian Government's current acts of aggression have been perpetrated with the support Of social imperialism. This is borne out by an abundance of facts. I reserve the right to speak further on this matter.

IAF pilots frightened to come low.

The Indian Air Force pilots have become so dreadfully frightened of Pakistani ack-ack gunners and dare-devil PAF pilots that they have virtually abandoned their low-flying attacks on Dacca Airport since Sunday, writes APP's war correspondent Altof Yawar.

The correspondent says after losing six out of total of 16 planes from the morning of Saturday to the morning of Sunday at the hands of the peerless ack-ack gunner manning various posts around Dacca airport and the PAF base the Indians have started taking high-level strike and their targets, as compared to first day's attack when he Indian planes repeatedly did low flying on Sunday and yesterday they mostly flew very high to escape the hitting range of the ack-ack guns. Once on Sunday when one Indian pilot did try to come low it was hit by the groundfire and his plane was destroyed.

Yesterday only once did wave of Indian plane try to fly low but on as low as they were on Saturday.

And during their high flying Sorties they were effectively tackled by the sabre on Sunday. One sabre pilot shot down one canberra plane just when it was going to enter that height to which the sabre cannot react then another sabre pilot superbly chased a MIG-22, but because of its high celling range and speed it slipped out of the gun range of the Sabre. The sabre pilot who chased the MTG said fit(, rat saved himself narrowly. He said a sabre coming close to 2000 ft. to a MTG-21 was just like a scooter running on the hills of a car. The speed of the MTG is just about the double of the sabre and so is the ceiling.

The PAF pilot yesterday again put up a scintillating performance of dog fighting against the superior Hunter plane over Dacca but luckily the higher speed and ceiling saved them f
