United Nations, Dec. 8 (Reuter) : The UN General Assembly voted overwhelmingly tonight to call upon India and Pakistan to observe an immediate ceasefire and withdraw their armed forces to their own territories.
The resolution was approved by 104 votes to 1 1 with 10 countries abstaining.
It also urged intensive efforts to bring about conditions necessary for the voluntary return to their homes of the East Pakistan refugees in India.
Last night's resolution was opposed by India, the Soviet Union various Soviet bloc countries and Bhutan, the ting Himalayan State sandwiched between Tibet and China to the north, Sikkim to the west and India to the South.
Britain and France were among the abstainers, which also included Afghanistan, chile, Denmark, Malwai Nepal, Oman, Senegal and Singapore.
The British representative sir Colin Crowe, explained his abstention by saying that it was premarily for the security Council to find to solution to the conflict. Not all the possibilities before the Council had been exhausted, he said.
Jacque Cosciousco-
The United States and China again voted on the same side, in support of the resolution.
The Assembly acted at the end of a 12 hour debate necessitated by deadlock in the
security Council over the India-
The 15 nation Council failed to agree on a course of action after three days of starny public debate and intensive backstage consultation, and handed the matter to the Assembly.
Moral Pressure.
But diplomats were quick to point out that the Assembly's decision has no force other than to exert a certain moral pressure on combatants. whereas a security Council decision can be given the teeth of mandatory sanctions.
Their reservations were bolstered by Indian Ambassador Samar Sen. who told delegates the Pakistan Government must recognise the nationhood of Bangladesh and free detained Awami League leader Sheikh Mujibur Rahman if peace was to be restored.
No UN resolution could be implemented unless it was acceptable to the Government of Bangladesh. he declared.
Mr. Sen said the world body faced the problem of adopting a resolution but India's problem was the danger of annihilation of 'a neighbour.
Agha Shahi.
Pakistan's Ambassador Agha Shahi replied that India's avowed goal was to break up Pakistan and set up a Separate state of Bangladesh which would be subservient to India.
The Indian design-
US Ambassador. George Bush cataloguing the development of the crisis, said it originated with the use of force last March to suppress the secessionist movement in East Pakistan. But Since the beginning of the crisis it should also be clear that India bears a major responsibility for broadeing the crisis to put the effort of the UN to be come involved.
He said that the Indian Government had not welcomed the other last August by UN secretary Uthant to use his good officers in solving the crisis.
Ceylon's plan.
Ceylon put to the UN General Assembly yesterday a three point plan to end the conflict between India and Pakistan and settle the difference between them.
Ceylon's Ambassador H. S. Amerasinghe speaking as a friend and close neighbour of both the combatants suggested.
1. An immediate cease fire cessation of all military activities, and withdrawal of Indian and Pakistan troops from all sectors to their respective territories. This would mean the withdrawal of Indian troops even from any territory claimed by what has been called the Government of Bangladesh, he said.
2. An appeal to the Government of Pakistan to enter into immediate consultations with the acknowledged leaders in East Pakistan to reach agreement on measures and procedures which would enable the refugees to return to their homes in East Pakistan with reasonable assurances of immunity from reprisals.
In return those leaders should agree to revoke all secessionist demands and this would necessarily meand rescinding the declaration establishing a Government of Bangladesh, Mr. Amerasingle said.
3. The Indian Government should extend its good offices a in furtherance of a settlement which would relieve. India of the crushing burden of the refugee problem.
This however, would not give India the right to intervene in the internal settlement in East Pakistan." the ceylonese Ambassador said.
Tunisian Ambassador said the Assembly should stay in session until a decision was reached.
Earlier, Afghanistan Ambassador Abdul Rahman Pazhwak a former Assembly President successfully moved a 10 minute time limit on speeches.
The 131 nation General Assembly where there is no veto began emergency debate on the crisis little more than 12 hours after Security council voted to transfer the question to the UN General body.
Somali Ambassaddor Abdul Rahim Abby Farah who joined the ceasefire call and led the initiative out of the Council into the Assembly, told members that they must waste no time letting the world known how the organisation stands on this question.
The passing of the resolution s such gave no binding effects on the various parties involved. Although diplomats here were relieved that the world body had finally "done something" about the present crisis, they were realistic enough to admit that it was with the security Council, or party with big power consultation, that the only real hopes of mediation rested.
Any action by the Security Council will depend, however, on, the will of the Soviet
Union and China to allow peace-
Perhaps the growing fear here that the present conflict could escalate to involve other countries would give the Soviet Union and China common cause in moves towards a peaceful settlement.
Meanwhile, the situation on the battle field continues to take precedence over the
diplomatic inflighting in New York. The United Nations will perhaps be able to agree
on a major humanitarian steps to relieve the suffering of the innocents now caught
