Islambad : Dec. 10 (APP) : In cables sent separately to the President, International Committee of Red cross and the President, league of International societies, Geneva,
Pakistan's Foreign Secretary has drawn their attention to the heinous acts being committed by the Indian Air Force by indulging in indiscriminate bombing and strafing of civilian population causing serious loss of life and widespread damage to public and private property.
Following is the text of the Foreign Secretary's cable :
I would like to draw your immediate attention to the fact that Indian aircraft over the past several days have indulged in indiscriminate bombing and strafing of civilian targets, causing serious loss of life and injuries to civilians as well as widespread damage to public and private property.
Among the series of heinous acts committed by the Indian Air Force agent the civilian population are the following :
1) Bombing the central Government Hospital in Rawalpindi causing widespread damage and distress to the patients December 7th at 1 1 p. M.
2) Use of napalm in raids on the civilian airport of Dacca, Causing heavy loss of
life and injury Dec. 7th).
3) Attacks on various residential areas in Karachi killing 201 persons on December 7th alone, including a large number of women and children.
4) Starfing of city roads in Karachi and Rawalpindi which have in normal times
a heavy concentration of people.
5) Dropping of time bombs in residential areas which have caused death of
several unsuspecting civilians.
6) Strafing of passenger trains at several railway stations killing many passengers and wounding several others. As a result of there deliberate acts the total toll of civilian dead and wounded including women and children in the last two days has amounted to at least 305 dead and over 451 injured.
I am constrained on behalf of the Government of Pakistan to lodge the strongest possible protest against these criminal and premeditated acts which violate all norms of international law and which militates in particular against the Geneva convention relative to the protection of civilian persons in time of war of August 12, 1949, and to request Your Excellency to take all steeps within the limits of your statuary jurisdiction to prevent the further infraction of these laves by senseless and deliberate acts of violence against the civilian population.
I may mention that the Government of Pakistan has acted with complete restraint and imposed operational restrictions at the cost of reduced effectiveness in order to avoid needless damage of civilians.
Since the time periods convered in the telegram, the Indian Air Force has considerably steped its illegal and criminal acts directed against the civilian population including deliberate bombing and strafing of a jute mill in Admamjee Nagar (East Pakistan) which killed 500 people on December 8, 1971.
