Dacca becomes graveyard for Indian planes.

(By Our Staff Reporter)

For the invading Indian Air Force Dacca on Saturday became the inevitable graveyard. The Indian warplanes which kept coming over to Dacca in waves after waves met their doom in quick succession.

It was a day of great rejoicing in Dacca when the IAF Planes were downed one after the other. People enthusiastically watched the heroic defence provided by the Pakistan Air Force planes and the anti-aircraft guns from the ground Jubilant slogans rent the sky as they made the IAF planes their forget.

In fact the persistent and desperate Indian air attack for ten hours beginning on 3 a. M. on Saturday became the most remarkable morale raiser for the people of Dacca who watched the air battle from housetops and balconies and broke out into wild cheers as the daring defenders of our skies, the PAF men, showed superior skill and manoeuvre in chasing, hitting, destroying and downing the dastardly attackers.

The air battle over Dacca once again brought to the people the confidence that right being on our side, ultimate victory will be ours.

The people who had shown extreme courage and confidence rushed in thousands to the site of a wrecked Indian plane which fell close to one of the main throughfares of the city and raising patriotic slogans went close to the wreckage even while the flames were rising and the plane were exploding. They also embraced and kissed the jawans of the army who were maintaining a vigil of the site.

Greatest attraction.

The site them turned into a visitors, greatest attraction an unending stream of people including foreigners. UN personnel posted in Dacca and journalists kept on coming to it till dusk.

The bits and scrips from the wrecked planes thrown about near the road were collected by people as souvenirs.

A great deal of excitement was also caused in the neighbourhood as the Indian pilot parachutting from the burning plane was seen coming down. People soon surrounded the area till the armed forces took the bailing out IAF personnel into custody.

Despite the mad attacks by the Indian warplanes life in the entire city remained normal. Vehicular traffic kept on the road as usual. Shops and bazars were doing their normal half day business on Saturday. In fact even infact of imminent danger from the air during the raid by the Indian war planes, the people were in a holiday mood and joyur.

Unbounded Enthusiasm.

APP. adds : People of this capital city of East Pakistan displayed unbounded enthusiasm and tremendous courage during Indian air raide on Saturday.

Altaf Jawar App's war correspondent writes : "I have rarely seen people of a city showing high spirit and morale in a situation like this except in Lahore during 1965 Indo-Pak war. In Dacca the runway out of use and at same time destroy our airbase. But luckily they totally failed to achieve any of their objectives.

No shopkeeper drew his shuter and I hardly saw a Deccaite talking cover during the raids. Their unlimited enthusiasm did not end at this. Whenever they saw Indian aircraft in aerial combat being hotly chaseed out by our fighters of scoring a direct hit at them they shouted Spirited slogans of "Allaho Akbar," "PAF zindabad" had India's doomsday has arrived, slogans of "Pak Fauj Zindabad" Echoed as the y saw the Ack Ack gunners shots hitting the bulls eye and the Indian planes seen going down in flames.

Then in their eagerness they used to rush to site of wreckage of an Indian plane in whatever means of transport available. Those without transport used their feet the most inspiring occasion was when our gunners shot down on Indian fighter. The fighter fell in the compound of an Agricultural Departments employee's quarter at north western corner of Second capital by highway leading to Aricha. Without waiting for all clear sign thousands of people of Dacca particularly those living in nearby areas thronged the site.

"I was with a party of journalists inspecting site of another wreckage of Indian plane by the side of airport runway when we saw the Indian plane hitting the ground behind the second capital. We rushed to the new site and with in ten minutes we were on spot. But the site on Dacca. Aricha road was jamed with people who wanted to get closer to the flaming wreckage.

The entire road was blocked by people rushing to have a book at debris. They included men and women alike. They did not even care for the barbed were fence around the house where the downed plane lay in ruins and climbed over to reach the plane.

Indian Pilot

A crowd of youth were Surrounding the Indian Pilot who had bailed out of the lane after being hit and landed very near his own plane. The pilot in a dazed condition completely shaken was given protection by the Pakistan Army men and armed Razakars an angry crowd wanted to beat him but the armymen succeeded ill whisking away the captured Indian pilot. The pilot was blind folded and taken away at him and calling names.

With next ten minutes another wave of Indian fighters went past their target starting and shelling. But none among the huge crowd took shelter. although there were places in vicinity to do so in trenches, bushes etc. I asked a sari-clad young housewife who had just arrived to see the wreckage in a brand new Toyota ill company with her husband what brought her to the place. She seemed to take my question for a serious affront to her spirit and courage.

"Who would not like see the people to cheer up the Pakistan Armed forces fight with the Indian aggressors even failed to subside or throw damper on a locality where the Indian fighter planes killed two civilians, critically injuring another two during their sortes.

The four were in process of taking shelter in compound of a hostel near the airport area Indian warplanes hit the building. The news spread immediately in the area but even then in the subsequent, raids the people of the area came into to shout spirited slogans when they saw the Indian planes hit by groundfire.

As for that minority of educated and sophisticated people who are civil defence oriented they took the raids with complete calm and confidence least showing any sign of nervouseness or panic or scare. In their protected places. They carried on their work as usual and none abondoned the task he was doing.

Russia vetoes cease-fire resolution in UN council.

United Nations, Dec. 5. (Reuter) : Russia cast its veto for the 106th time today to oppose the adoption of a U. S. proposal that the security Council calls for a cease-fire in the Indian sub-continent and the withdrawal of troops.

Eleven members voted for the resolution. Britain and France abstained. The Soviet Union and Poland cast negative votes.

The veto came after a long emergency session of the council on the situation in the Indo-Pakistan sub-continent.

The security Council paralysed by the Soviet veto in its efforts to bring about an immediate cease fire in the Indian sub-continent adjourned until 2-30 P.m. today (1930 GMT).

Soviet Deputy Foreign Minister Jacob A Malik said his first impression of the draft introduced by US Ambassador George Bush was that, "once sided unacceptable."

He said it was aimed at shifting responsibility "from the right place to the wrong one."

Earlier, the debate was marked by a further exchange of harsh words between Mr. Malik and Chinese Ambassador Huang Hua.

Mr. Huang siding firmly with Pakistan, said, the council should strongly condemn the "act of aggression by the Government of India." and demanded the immediate, unconditional withdrawal of Indian troops from Pakistan.

He also asserted that Indian "aggression" had been launched with the support or "social imperialism," the term the Chinese have been using about Soviet policy.

Earlier, Belgium, Italy and Japan jointly proposed that the Security Council calls on India and Pakistan, "forthwith as a first step," to order a ceasefire and half all military activities.

They submitted their resolution after it became apparent that either a Soviet veto or the lack of the required majority would prevent adoption of a more comprehensive US Draft calling for a cease fire and troop withdrawals.

The United States formally proposed lastnight that the security council calls on the Governments of India and Pakistan to take all steps required for an immediate cessation of hostilities."

Under the American proposal the council would call on both governments and others concerned to exert their best efforts towards " The creation of a climate conducive to the voluntary return of refugees to Fast Pakistan" and call on States to refrain from any action that would endanger the peace in the area.

Both Governments should respond affirmatively to the secretary General's offer of his own good offices to secure and maintain peace in the sub-continent and he should report to the council as soon as possible on implementation of' tile resolution.

The US resolution proposed also that the 15 nation body calls for immediate withdrawal of armed personnel present upon the territory of the other on their own sides of the India-Pakistan borders."

Secretary General UThant should be authorised at the request of the Governments of India or Pakistan, "to place observers along the borders to report on the implementation of the ceasefire and withdrawals"

Bush.

Introducing the resolution, Mr. Bush told a standing room only audience in the tense council chamber. "This body cannot accept recourse to some This problem."

The "immediate cessation of hostilities and the withdrawal of forces were essential conditions for progress toward political solution in East Pakistan.

The time was apts when any state could justifiably resort to war to bring about change in a neighbouring country that might better suit its national interests as it saw them.

The US was prepared to Support appropriate and effective measures by the council to bring about ceasefire and withdrawal so that conditions might be created for progress towards a political solution conductive to a lasting peace in the area.

Huang Hua.

Countering the U.S. proposal Chinese Ambassador Huang Hua declared that the Council should strongly condemn "The act of aggression by the Government of India and demand that the Indian Government immediately and unconditionally withdraw its troops from Pakistan."

He said the chinese Government and people resolutely supported the Pakistan Government and People in their just struggle against the Indian Government and its aggression."

This "aggression" had been launched with support of social imperialism" Mr. Huang said.

This was the term that Chinese Deputy Foreign Minister Chiao Quang hua used in his recent bitter denunciation of Soviet policy.

Soviet Deputy Foreign Minister was seen to be scribbling notes on a scratch pad as Mr. Haang denounced India.

At one point, the Chinese delegate said India was pursuing the "untenable" doctrine of sending troops to made East Pakistan to help in the repatriation refugees.

Jacob Malik.

In reply, Mr. Malik of USSR said that Russia had developed friendly relations with both India and Pakistan and any chatter about social imperialism is playing into the hand only of the imperialists."

It was this kind of "chatter, prattle and demagogy", that defended imperialism and its policy of aggression, including the establishment of aggressive military blocks which drew into themselves numberous countries, including Pakistan.

It was because of the application of force and terror against the people of East Pakistan that millions of people had been compelled to leave their homeland, forsake their property and flee to India as political refugees.

Earlier, the Security Council, meeting in the emergency session on the IndiaPakistan conflict, rebuffed Soviet bid to grant a hearing to a representative of the self styled "Bangladesh delegation" from East Pakistan. The 15 nation council up held a ruling by its President, Sierra Leone Ambassador Ismael B. Toylor- Kamara, to defer a decision on the request untill a later meeting but the hour long procedural skirmisl was considered a foretaste of more serious problems that might have to he over come before the world body could take substantive action in the crisis.

Agashahi

Pakistani Ambassador Agha Shahi first speaker in substantine debate last night, said it was up to the Council to "make India desist from its war of aggression." Only those means which it devised that were consistent with Pakistan independence, Sovereignty and territorial integrity and with the principle of non intervention in its domestic affairs would command Pakistani support and cooperation, he warned.

A U.N. Spokesman had barely finished reading the text of the new draft to reporters than it was announced that Russia had submitted a further resolution.

Russia sought a Council call for a political settlement in East Pakistan which would inevitably result in session of hostilities."

The Soviet draft proposed further a call on the Pakistan Government "to take measures to cease all acts of violence by Pakistani forces in East Pakistan which have led to a deterioration of the situation."

Text of Resolutions.

The following is the text of the draft resolution submitted by the United States on Indo-Pakistan conflict.

US blames India.

Washington, Dec. 5 (APP) : A high-ranking state Department official last might put the blame for the fast deteriorating situation in the Indian sub-continent squarely on the New Delhi Government's shoulders.

Speaking in the after math of the United states decision to join seven other members of the UN Security council in calling for an emergency meeting, the official, who asked that his name be with held, told journalists.

"We believe that since the beginning of the crisis Indian policy in a systematic way has led to perpetuation of the crisis, a deepening of the crisis and that India bears the major responsibility for the border hostilities which have ensued."

In a statement at President Nixon's key Biscayne retreat, his official spokesman, Ronald Ziegler, said Mr. Nixon hoped for an 'immediate ceasefire' and the withdrawal of `forces from foreign territories.'

The President was being constantly briefed on developments in the lndoPakistan conflict, and conferred yesterday morning with special foreign Affairs Adviser Henry Kissinger, Chairman of the Washington special group, an Emergency Situation Task Force.

It includes the secretaries of state and defence, the Chairman of the Joint Chief of staff, the Director of the central Intelligence Agency and other high officials.

It was on the basis of recommendations and findings submitted by the group which met yesterday morning for a final assessment of the situation that Ml-. Nixon, who had previously been holding out for bilateral negotiations, decides to take the matter to the United Nations.

He added that the United states was in the process of assessing its entire Indian aid economics programmes.

In an earlier statement, Secretary of State William Rogers confined himself to noting that Indian troops had crossed into East Pakistan.

The official went on to say that the decision to take the conflict to the security council was intended to bring about a ceasefire as quickly as possible. But security Council action should also serve as the starting point for a political solution of the conflict.

The Soviet Veto. (editorial).

The people in Pakistan and in fact all peace loving people in the world will view with dismay the Soviet Union use of the veto in the Security Council of the United Nations to block a move made by some members of the council which was apparently intended to restore peace in the sub-continent disturbed by India's blatant belligerency and open aggression against her peaceful neighbours, Pakistan and which has now escalated into an all out undeclared war between the two countries. The latest Soviet move would confirm the suspicions of Pakistanis as well as many neutral observers of the international scene that the recent RussiaIndian treaty was not exactly what it was claimed or intended or intended to be, namely a move for the preservation of peace in the subcontinent and the region, as it can now be seen it has helped to bloster India's aggress its warlike preparations for attacking its smaller and peace loving neighbour, Pakistan. After the present move all that the Russians have been saying about their interest in world peace and their championship of the cause of the under privileged will have to be seen in terms of what they are worth in practice.

Not that the resolution sponsored by the United States in the Security Council was such as world have entirely been favourable to Pakistan and as such Pakistanis should feel sorry for its being vetoed. As the text of the resolution reveals, it failed to recognise the fact of the Indian aggression against Pakistan and indirectly equated the aggressior with the aggressed. That even an innocuous resolution, which sought to throw the responsibility for peace, equally on the aggressor and the aggressed could not be acceptable to the Russians indicates that the reason for its nonacceptance could not be any concern for peace in the world or in a region or any higher motive but the fact that sole proposals in the vetoed resolution were not to the liking of India, the Soviet Union's new ally. It would be recalled that the proposal to withdraw the forces from the respective borders and the posting of UN observers on both sides of the border, which the resolution proposed, had already been accepted by Pakistan and rejected by India. In fact so far as the placing of neutral observers by the UN is concerned President Yahya had agreed to their coming to the Pakistani side of the border even if India did not want them on its side.

The Security Council paralysed, for the time being at least in its effort to bring about a ceasefire Meanwhile India, with all her military might, is pushing ahead with her aggressive war against Pakistan, bombing and killing innocent villagers, hitting trains, roads and bridges, and bringing death and devastation into the sub continent, the whole of which could be engulfed in the flames of war if India's destructive hands were not checked. In fact the rising flames could extend beyond the sub-continent and then one would not know what the conflagration would amount to.

lt is for the peace loving people every where in the world to see the threat to world peace that the Indian aggression on Pakistan poses. They should also clearly realise the responsibility of the world body at the moment. So far the Pakistanis are concerned, they know they are capable of defending their honour, national integrity and ideology. Believing in peace ideologically as their very faith indicates, they can also annihilate those who force a war on them.

And would throw back the aggressors from their sacred soil. Whatever might be the amount of sacrifice needed to do this. Pakistanis have full reliance on their faith, confidence in themselves and in their friends who have stood with them in their hour of peril. They are and amounted and will face up courageously With every situation that the enemy India cunningly creates and her friends could unwittingly support. As President Yahya rightly said our cause is just, right is with us and so is Allah's infinite mercy.

Compelled by the irresistible desire to watch the dog fights people instead of taking shelter come out of their houses and start on roof tops to see the aircraft chase each other.

Two youth were killed while two ladies fainted and another twenty were injured in village chhe Pind near walton yesterday as the Indian aircraft strated the Walton Airport and dropped rockets. Two deaths under similar circumstances were reported from layallpur.

Three persons had died in Multan. While another two in Lahore due to strafing.

'This is no bravery but foolishness' the authorities say. They have warned the people against this habit. `It is not only against their interest and safety of the people themselves but also hinders the Pak aircraft fighters to take on the enemy planes adequately' they added.
