Constitution in line with verdict of people urged

East Pakistan National Awami Party (Requisitionist Group) in a meeting held at Central Shaheed Minar on Sunday demanded the forming of a Constitution in accordance with the verdict of the people in the general elections.

The Constitution must also ensure the rights of self-determination for the federating units, the party suggested. Acceptance of this principle, EPNAP felt, will end the present misunderstanding between region and region and will ensure a congenial atmosphere.

The quantum of regional autonomy should be clearly spelled out in the Constitution with Central Government managing defence, foreign affairs (political) and currency, EPNAP suggested. All other subjects should rest in the federating units which should have all other powers.

The meeting was held to protest against the "conspiracy of the vested interests" against the transfer of power to the elected representatives.

The meeting which started about 90 minutes behind schedule was addressed by Prof. Muzaffar Ahmed, Syed Altaf Hussain, Mr. Jiten Ghosh, Mr. Saifuddin Ahmed Manik, Mrs. Matia Chowdhury and EPSU president Nurul Islam.

EPNAP suggested a uni-cameral legislature but with enough provision to safeguard the interest of the minority units of the federation.

Sovereign Legislature

The meeting also suggested that all sovereign powers should rest with the legislature elected by the people on the basis of the adult franchise. The Head of the State should work on the advice of the council of ministers. The 17-point formula put forward by EPNAP also includes a call for a fully independent, sovereign, welfare state.

The meeting pointed out that a constitution on the basis of the formula suggested by EPNAP would not conform to the Legal Framework Order and, therefore, suggested amendment in the LFO.

These suggestions were contained in a leaflet issued at the meeting. It was signed by Prof. Muzaffar Ahmed and Syed Altaf Hussain on behalf of the party.

Mr. Muzaffar Ahmed, in his presidential speech, called upon the people to resist unitedly the conspiracy against the verdict of the people in the last elections and continue their struggle for the establishment of democracy in the country.

 

Free from Exploitation

He said his party aimed at establishing a social system free from exploitation and realization of autonomy for all the provinces in the country.

Referring to the results of the last elections Mr. Muzaffar Ahmed said that the people had voted for the Six and Eleven Points and not for the Boat (election symbol of the Awami League) or any individual.

As a result of the suffering during the last 23 years, the people voted the candidates of a single party and made them majority with the hope that equality and justice would be ensured, he said. Now it was the responsibility of the Awami League to fulfill their promises.

Mr. Muzaffar Ahmed warned that the people would never be bluffed because this was the year 1971 and not 1954.

Bitterly criticising the PPP chief Mr. Z. A. Bhutto, for his decision not to attend the National Assembly session in Dhaka on March 3, Mr. Muzaffar Ahmed said Mr. Bhutto's speeches were full of inconsistency.

Mr. Muzaffar also criticised Moulana Bhashani, Khan Abdul Qayyum Khan, Mian Momtaz Daultana.

He said the people voted in favour of the Six and Eleven Points programmes and if the present government believed in democracy, they should allow a constitution in accordance with the verdict of the people and the president should indicate such a constitution.

The NAP leader said the future constitution should be on the basis of equality of all nationalities and having the provision of right of self-determination with the power to secede.

He also demanded the power should be transferred to the majority party in the National Assembly.

Later a procession was taken out from the meeting place upto Bahadur Shah Park in the old city. The processionists raised different slogans.

 

Students Rally Today

The Dacca City Unit of the Chhatra Sangha will hold a students' rally at 11 a.m. today at the University Battala in support of holding the ensuing session of the National Assembly on Schedule and to "face the conspiracies of the vested interests against transfer of power to the elected representatives of the people."

 

Bhutto, other W. Pak MNAs urged to attend NA

Maulana Nuruzzaman, president Islamic Republic Party, has appealed to Mr. Bhutto, chairman People's Party and other M. N. A.s elect from West Pakistan, to take a realistic attitude to attend the National Assembly, reports APP.

He said the people should know the minds of the representative through parliamentary methods of co-operation and fair understanding. He said that Mr. Bhutto should not take on himself the brunt of the consequences of absence from the National Assembly to be held on March 3.

"East Pakistan have already been forced to form an adverse opinion about Mr. Bhutto and it is for him to prove his bonafides in favour of framing a constitution on the decision of the members in Assembly, he added.

 

Askari assures full co-operation to Sheikh Mujib

Nawab Khwaja Hasem Askari, chairman of the Pakistan Jute Mills Association and a former chief of the provincial branch of the Pakistan Convention Muslim League has assured full co-operation to the Awami League chief Sheikh Mujibur Rahman in his nation building efforts, reports PPI.

In a message published in the special issue of the Daily Ittefaq in connection with reception given in honour of the Awami League chief Sheikh Mujibur Rahman by the Dacca Chamber of Commerce and Industry Nawab Askari, who was a provincial Communication Minister under Ayub, said, "I have been glad to know of the reception arranged by the Dacca Chamber of Commerce and Industry in honour of our national leader and leader of the Awami League parliamentary party in the National Assembly Sheikh Mujibur Rahman. He has occupied a room in the heart of our people at an untold suffering and heavy sacrifice. His firm faith in his policy and unswerving devotion to the cause of the people have borne fruit.

The programme of the Sheikh have achieved absolute confidence of the people. On behalf of the Jute Mills Association I congratulate Sheikh Mujibur Rahman and assure him our fullest co-operation in his nation building efforts.

 

Mujib meets Ahsan

Sheikh Mujibur Rahman, the Awami League president, yesterday evening had an unscheduled meeting with the East Pakistan Governor, Vice Admiral S. M. Ahsan, at the Governor's House, reports APP.

The talk, lasting for about an hour, was the third in the series, the earlier two rounds having been held on Friday last on the Governor's return from Rawalpindi.

 

AL units asked to get ready for any emergency

A meeting of the Dacca city Awami League Working Committee held at the party office yesterday reviewed the present political situation in the country and urged the units of the party of "get themselves ready for any eventuality."

Presided over by Mohammad Serajul Islam, an MPA-elect and vice-president of the Dacca city Awami League, the speakers of the meeting discussed the organisational matters specially in the light of present political situation.

The meeting in a resolution called for preparation for any emergency and readiness to sacrifice everything for the realisation of the Six-point and 11-point Programme.

The meeting in another resolution urged the Dacca municipality to stop all distress-warrants issued for non-payment of municipal taxes. It also expressed its concern over the increasing anti-social activities in the city and urged the Government to take necessary step in this regard.

The meeting was addressed, among others by Mr. Fazlul Karim, vice-president, Gazi Golam Mustafa, an MPA-elect and General Secretary, Mr. Mansur Ahmed, Organising Secretary, Mr. Abdur Rahim and Mr. Shakiluddin Mozumder of the City Awami League.

 

Reasonable suggestions will be accepted : Mujib

The Awami League chief, Sheikh Mujibur Rahman, yesterday called upon the MNAs-elect from West Pakistan to come to Dacca for framing a constitution and said, "If any member presents to the Assembly something just and reasonable we will accept it."

Speaking at a colourful reception held in his honour by the Dacca Chamber of Commerce and Industry, the Awami League chief said that the best place for discussion on problems and the country is the National Assembly. "Let us come and discuss — president Yahya has given 120 days' time.

In an oblique reference to the PPP chief, Mr. Bhutto, Sheikh Mujib said, "they with 83 members are threatening not to come here". What if I with my 160 members do not go?" he said.

He said that the members of the National Assembly have been elected by the people for framing the constitution and not for giving any assurance to anyone. The Awami League cannot give any assurance on the Six-points, because, he reminded, the Six-points had now become the property of seven crore people.

The Awami League chief said that problems could not be solved by demanding prior assurance. Awami League had placed Six-points not only for Bengal. "What we want for Bengalees, we want the same for Sindhis, Baluchis, Pathans and Punjabs."

The rights of freedom and autonomy which we demand for Bengal on the basis of Six -points, are also our demands for the Pubjab, Sind, Frontier and Baluchistan. When I speak for the poor and oppressed people of Bangla Desh, I speak also for the oppressed people of the Punjab, Baluchistan, Frontier and Sind. "Then why do you hesitate to accept it (Six-point Programme)?", he said.

The Awami League chief criticised those who raised the bogey Pakistan in danger and declared amidst cheers that Pakistan would continue to stay and so the Bangla Desh, the Punjab, Sind, NWFP and Baluchistan and other parts of West Pakistan. He said, "So long they used to call us a secessionist. Today we are not secessionists. As we become the majority it is others who have now become secessionists."

Giving a detailed account of the continued exploitation on the people of Bangla Desh during the last 23 years, Sheikh Mujibur Rahman said, "Pakistan would not cease to exist. What would cease to exist is the exploitation of man by man.
