According to Mr. Brohi, the first thing should be for Yahya to promulgate an order, "effacing" himself as the chief martial law administrator and becoming a constitutional head of the state under a provisional constitution.
Secondly, the president should call upon Mujib, the leader of the majority party in the NA to form the Govt. at the centre.
Thirdly, the NA should function only as the national parliament during a specified period, following which a constitution could be made.
Elaborating his formula, Mr. Brohi said that the arrangement would make Mujib and the Awami League insiders in the government and would enable them to rule the country and to get a stable constitution made for the country.
Mr. Brohi said he had come to Dacca at the invitation of friends in the Awami League to offer legal advice on constitutional issues, which he said he had already tendered. He said friends could always call him because they have a claim on him.
Mr. Brohi left Dacca for Karachi yesterday afternoon.

It was observed that the recent law and order situation in East Pakistan was caused by Hindus including Indian infiltrators and some miscreants.

Khandakar Mushtaque Ahmed, vice president, East Pakistan Awami League, said yesterday that a nation which did not pay due respect for its leaders could not exist long; he added that the best way to pay homage to a departed leader was to carry forward his mission through a successful end, reports PPI.
The Awami League leader was addressing a mammoth public meeting held under the auspieces of the Narayanganj city Awami League at the Town Hall Maidan yesterday afternoon. The meeting was organised to condole the death of Khan Saheb Osman Ali, a founder member of the Awami League and a veteran freedom fighter. Scores of processions, lathis and staves in hand marched the city streets before they reached. The venue of the meeting which was addressed among others, by Maulana Abdur Rashid Tarkabagish, and Mr. Mizanur Rahman, organising secretary of the East Pakistan Awami League.
Maulana Abdur Rashid Tarkabagish, the oldest member of the Awami League, paid a rich tribute to the memory of Khan Saheb Osman Ali. He quoted verses from the Holy Quran and popular poems in support of his services. He said that the Khan Saheb left us when the Bengalees were fighting for their emancipation. He called upon the people to follow the ideals of the late leader.
The meeting further condemned the firing and killing by the army on unarmed people at Chittagong Rangpur, Rajshahi, Joydevpur and other places.

But the crowd that had formed at Farm Gate, Tashturibazar, in front of Pak Motors, DIT Supermarket and outside Hotel Intercontinent were entirely different. Sheikh Mujib and Yahya had an unscheduled fifth round of talks yesterday at the president Bhavan for "clarification of certain points" in respect to the discussions they had in their earlier meetings.
At the end of the 70 minute talks, Sheikh Mujib told newsmen at his Dhanmondi residence it was "neither a sudden nor a surprise" meeting. He said that since" he was here and I am here, we could meet whenever any clarification was necessary.
Sheikh Mujib declined to answer when asked to elaborate the clarification sought for. He said the meeting was for certain clarifications regarding the discussions we had before. We are discussing many points," he added.
Sheikh Mujib who may have another round of talks, today with Yahya was accompanied by his party General Secretary Mr. Tajuddin during his meeting with Yahya yesterday.
Mr. A.K.Brohi, an eminent jurist, had called on Sheikh Mujib at Mujib's residence about an hour before the Awami League cheif's unscheduled meeting with president Yahya.
Meanwhile, political circles indicated that the Awami League is firm in its demand that any political solution of the present constitutional impasse would have to be preceded by withdrawal of martial law.
The determination of Mujib to continue the present movement till "Our goal is achieved" again found repeated expression as he addressed as many as eight processions which converged on his residence yesterday.
Addressing one of these crowds Sheikh Mujib said the movement for the emancipation of the people of Bangla Desh from all exploitations would continue till "we can live as free citizens of a free country." The days of colonial exploitation is gone. He, however, cautioned the people that in their movement they should maintain peace and discipline. "We cannot betray the blood of the martyrs, but, at the same time, we have to remember that only a disciplined and peaceful movement would lead us to our goal.
He also reiterated his call for a preparedness on the part of 75 million people of Bangladesh for greater sacrifices, if it is necessary, for achieving their cherished goal.
