Plea to instal Mujib as P.M.

Karachi, March 4 (PPI) : A group of common citizens yesterday appealed to the president to instal Mujib as the prime minister of Pakistan without further delay on provisional basis to solve the present grave crisis.

In a statement issued here yesterday they said that the present situation calls for immediate solution.

They suggested the LFO should be amended so as to provide a provisional constitutional framework on basis of points agreed by major parties. The representatives of the people should then be allowed to frame a viable and acceptable constitution without fixing a time-limit for it, the statement said.

EPUJ demands withdrawal of all curbs on press

The East Pakistan Union of Journalists yesterday urged the Government to withdraw all restrictions imposed on the press as it (Union) considered them against the principles of correct and objective reporting, reports APP.

The Executive Council of the Union at its extended emergency meeting held in Dacca yesterday under the presidentship of Mr. Ali Ashraf also decided that the journalists would clearly violate the orders of the managments or the instruction of the Govt. if they created impediment in the way of objective reporting.

The Union expressed its solidarity with the present movement and demanded immediate withdrawal of martial law from the country.

The Executive Council of the Union decided to hold a mass rally on March 6 at Baitul Mukarram and bring out a procession. The meeting expressed "its indignation" at the killing of people who are struggling against the Government.

The journalists also decided that they would boycott all functions of Radio and T.V.  if the expression of views and news is continued to be obstructed.

The Union also called upon the people to maintain communal harmony irrespective of language and religion.

The council also demanded the release of Syed Najiullah and Mr. S. Doha on grounds of health.

Implement Lahore Resolution, restates Bhashani

The chief of East Pakistan National Awami Party Maulana Abdul Hamid Khan Bhashani in a statement here today reiterated his call for the implementation of the Lahore Resolution and expressed hope that the Govt. would accede to the rightful demands of seven crore Bangalees by March 12, reports ENA.

Asghar demands early transfer of power to AL

Karachi March 4 (PPI) : Retired Air Marshal Asghar Khan, chief of the Tehriq-e-Istiqlal this evening demanded that power should immediately be transferred to Awami League, the majority party in the country to save Pakistan from disintegration.

Addressing a crowded press conference at the Karachi Press Club Asghar Khan warned that the country was "very close to disaster. "

While strongly opposing action in the eastern wing against the movement for restoration of democracy he said our hearts bleed when East Pakistani brothers are killed with bullets.

He said, the people in the western wing were strongly against the killings in the eastern wing and he for himself would not hesitate to give any sacrifice for the restoration of democracy in the country.

Death in current mass movement condoled

A meeting of the cross section of citizens of Dacca, representating people who have adopted Bangladesh as their homeland, held here yesterday afternoon at the residence of Mr. S. Rahmatullah condoled the death of people who were killed in the current mass movement.

Jamaat urges transfer of power

Provincial Jamaat leaders in a meeting presided over by Ghulam Azam in Dacca yesterday reviewed the present political situation in the country and expressed the view that situation would not turn normal till power was transferred to the elected representatives of the people, reports PPI.

Oali Ahad calls on Mujib

Oali Ahad general secretary of the Bengal National League and Dewan Sirajul Hoque, general secretary of the Pakistan Mazdoor Federation called on Sheikh Mujibur Rahman at his Dhanmondi residence on Wednesday, and held an hour long discussion with the Awami League chief regarding country's political situations.

Yahya urged to convene NA session

Karachi, March 4 (PPI): The publicity secretary of Tehrik-e-Istiqlal, Karachi, Mr. N. Ismail Mavani, in a press statement yesterday urged president Gen. A.M. Yahya Khan to fix date for National Assembly session immediately to save Pakistan from destruction.

He said that it would not look sound that a definite time-limit was fixed for the framing of the constitution within 120 days but no definite date was fixed for the meeting of the National A. to frame the constitution.

Mr. Ismail Mavani further said that after the postponement of the date for an indefinite period, the fear of disintegration of Pakistan was being visualised by the people due to the grave situation and happenings in East Wing of Pakistan.

KRP chief meets Mujib

Mr. A.S.M. Mofakher chairman of the Khilafat-e- Rabbani  party met the Awami League chief Mr. Sheikh Mujib at his Dhanmondi residence yesterday (Thursday) afternoon. They were together for about 40 minutes and discussed the political situation now obtaining in the country. After the talks Mr. Mofakher in a statement said that their discussions were held in a cordial atmosphere. He further said at this critical juncture of our history all of us should try to work together.

DU teachers criticise Dacca Daily

Fifty-four teachers of the Dacca University in a joint statement issued on Thursday criticised the role of a local English daily.

The paper, according to the teachers, painted a picture of lawlessness and anarchy in the province. The paper, the teachers said, made derogatory remarks about the people who demonstrated and protested spontaneously against the decision of the postponement of the session of the National Assembly.

The signatories to the statement included Prof. A.B.M. Habibullah, Prof. Muzaffar Ahmed Chowdhury, Dr. Khan Sarwar Murshid , Dr. Serajul Isalm Choudhury, Prof. Nur Mohammad Miah.

People congratulated for disapproval of NA postponement

Prof Ghulam Sarwar genaral secretary, Jamaat-e-Islami, Dacca, congratulated the people for their spontaneous disapproval of the postponemant of the Assembly session and urged upon the people's leaders to be cautious of the miscreants who resort to loot and arson, etc., taking advantage of circumstances, reports PPI.

Mr. Oli Ahad, general secretary Bangla National League, has taken serious exception to what he called the policy of gun-point suppression adopted by the administration to silence the voice of the seven crore Bengalees.

Ansar Ali

Advocate Ansar Ali, convener of the Uttar Bangla Prodesh Sangram Parishad has demanded the withdrawal of martial law from the country and transfer of power to the elected representatives of the people without delay.

Mr. Mukhlesuzzaman Khan, secretary general of Gono Aikya Andolon, yesterday called upon the president to convene the National Assembly session immediately in a week's time for solution of the National problems, says APP.

Wali NAP criticises postponement of women's election

Karachi, March 4 (APP): The working committee of the Pakistan National Awami Party (Wali Gr.) which concluded its meeting recently in Dacca criticised the Election Commission's directive postponing elections for the reserved seats for women in the National Assembly from west wing.

The meeting also criticised the postponement of the National Assembly session and urged president General Yahya to rescind his order in the larger interest of integrity and solidarity of Pakistan.

Artistes boycott radio and T.V.

Twenty one artistes in a joint statement issued on Tuesday announced their decision to boycott radio and television programmes so long the people of Bangladesh will be engaged in movements for the establishment of the democratic social order in the country.

The artistes said that although the seven crore people of Bangladesh have given a mandate for six and eleven points, the reactionary forces in the country are trying to sabotage the establishment of a democratic order in the country.

They appealed to all the artistes in the province to join this non-co-operation movement for the realisation of the people's demands.

The signatories to the statement are Laila Arjumand Banu, Afsari Rahman, Atiqul Isalm, Ferdousi Rahman, Mustafa Zaman Abbasi, Ghulam Mustafa, Hasan Imam, Zahedur Rahim, Altaf, Bilquis Nasiruddin, Hamida Atiq, Ajit Roy, Bedaruddin Ahmed, Fazlul Huq, Washedul Hoq, Syed Ahmed Hussain, Abdul Matin, M.A. Hamid and Anjumanara Begum.

Meeting

APP adds : Meanwhile the artistes from all walks of life at a meeting yesterday decided to boycott all the programmes of Radio and T.V. to register their protest against the postponement of the National Assembly session and the anti-people role of both the organisations.

Presided over by Begum Abbasuddin Ahmed, the meeting was attended by the film artistes, vocalists, staff artistes of Radio and TV. and technicians of the Film Development Corporation.

The meeting also appealed to all artistes to donate blood for the help of those who received injuries during the current movement. The meeting decided to hold a meeting at the Bangla Acadamy on March 6. A procession will also be taken out by the artistes after the meeting.

Complete hartal for third day

The people of Bangladesh government to resentment against the postponement of the National Assembly session as complete hartal was observed throughout the province for the third day on Thursday.

Awami League had given a call for a six day hartal from 6 a.m. to 2 p.m. everyday to protest the postponement of the National Assembly session.

In response to the call given by Mujib for non-cooperation movement the persons manning the telegram section in the Postal Department. did not receive any telegram till 2 p.m. yesterday. They resumed duties after 2 p.m. The trains did not move. There were no domestic PIA flights.

No report of untoward incidents was received from any area of the city. Educational institutions, commercial and trade establishments, factories and marketing centres, government offices remained closed. The telephone operators also did not book any distant calls till 2 p.m.

The vehicular traffic was off the streets till 2 p.m. The bus drivers between Dacca and suburbs also started plying for the first time during the last four days yesterday after the hartal hours.

ENA adds : Life did not return to complete normalcy in the provincial metropolis, commercial establishments remained closed even after the expiry of the hartal period in the afternoon. Touring the various parts of the virtually war-torn metropolitan ENA correspondent observed the signs of a revellious city. Road blocks and barricades raised by the people to obstruct communications are still there. Barricades were being however partially cleared in the afternoon.

The city dwellers are living through and animated suspension prepared to face any eventuality according to the need of the hour.

The Dacca Airport presents the most striking site of the desperate situation in the provincial metropolis. An ENA correspondent tried in vain to visit the airport in the afternoon. He was told that none but those holding tickets would be allowed inside the airport. But no civilian is learnt to have been able to purchase any ticket from the PIA authorities as the AIAC employees are also observing strike. The correspondent found the airport heavily guarded.

When the ENA correspondent went to the airport, Khandokar Mustaq Ahmed, vice president of Awami League also went there to "receive someone." He was also not allowed inside the airport and was obstructed. But subsequently an officer intervened and let him in.

A students rally at central Shaheed Minar was held under the auspices of the East Pakistan Student Union to register their protest against the postponement. The rally presided over by Mr.Nurul Islam, president of the Union was addressed by Begum Matia Chowdhury of the National Awami Party and Mr. Mujahidul Islam Selim, general secretary of EPSU. A blind student who attended the rally also spoke on the occasion.

Curfew lifted  in Dacca

The curfew has been lifted from Dacca city with immediate effect.

According to Dacca Betar Kendra (Dacca Radio Station) yesterday evening it has been announced by the authorities that there will be no curfew in Dacca city from yesterday.

Mujib congratulates heroic masses of Bangladesh

Sheikh Mujib yesterday congratulated the heroic masses of Bangla Desh for the stirring response to the call to protest against the conspiracy to perpetuate exploitation and colonial rule.

In a statement issued to the press last night Sheikh Mujibur Rahman congratulating " Our resolute people for having withstood the hardships and sacrifices which the continuing hartal imposes" announced certain extension of exemptions.

Following is the text of Mujib's press statement:

"I congratulate our heroic masses for the stirring response made by every man, woman and child of Bangla Desh to our call to protest against the conspiracy to perpetuate exploitation and colonial rule. The people of the world should know of the courage and determination with which the unarmed civilians of Bangladesh workers, peasants and students have demonstrated against the denial of their rights- even in the face of bullets.

also congratulate our resolute people for having withstood the hardships and sacrifices which the continuing hartal imposes on them. They must, however, remember that no people have attained freedom without extreme sacrifice. The people, therefore, must remain prepared to continue their struggle for emancipation at any cost.

While the hartal is to continue on the 5th and 6th March from 6 p.m. to 2 p.m., it is necessary to extend the following exemptions :

1) Government and non-government offices where employees have not as yet been paid their salaries should function between 2-30 p.m. to 4-30 p.m. for the purpose only of disbursing salaries.

Banks should function within these hours (2-30 p.m. to 4-30 p.m.) for the purpose of cash transaction within Bangla Desh only including payment of salary cheques not exceeding Rs. 1500. No remittance should be effected outside Bangladesh through the State Bank or otherwise.

The State Bank should take necessary action in this connection.

Ration shops and food suppliers should utilise this opportunity for their transactions.

(2) The following essential services are exempted:

(a)     Hospital and medicine shops

(b)     Ambulance cars

(c)     Doctors' Cars

(d)     Press

(e)     Press cars

(f)      Water supply

(g)     Gas supply

(h)     Electric supply

(i)      Local telephones and trunk telephones with other districts of Bangladesh

(j)      Fire service

(k)     Sweepers and scavenger trucks.

AL peace committees formed

Peace committees of the Awami League were formed all over the city yesterday to guard against any act of hooliganism, looting and arson.

The city  Awami League deputed a large number of Awami League volunteers in groups at different trouble spots of the city with the responsibility of maintaining peace and order in the respective areas.

The volunteers who wore the Awami League caps, were armed with sticks.

This decision was taken following the call of the Awami League chief, Sheikh Mujib to form such peace committees all over the city at his Paltan Maidan address on Wednesday.

The Awami League office asked the people of the city to dial the following telephone numbers in case they need help : 251343 and 242755.

Two more Bengali bulletins from Dacca Radio

Dacca Betar Kendra has introduced two more Bengali news-bulletins in addition to its local evening bulletins from Thursday.

The bulletins will be on the air at 8-55 a.m. and 1.30 p.m. everyday. The duration of the bulletins will be five minutes each.

The noon bulletin was on the air from Thursday while the morning bulletin will be on the air from this morning.

It may be pointed out here the All Pakistan news bulletins in Bengali originate from Karachi. There are six Bengali news-bulletins.

Factories to work after hartal

The Jatiya Sramik League has decided that mills and factories in the province which have been closed since Awami League's call for an eight-hour hartal between 6 a.m. and 2 p.m. should operate in two three shifts after the hartal hours in accordance with the convenience of workers.

The decision was announced after Sramik League leaders had called on Sheikh Mujib last evening to discuss the issue with him.

Nurul Amin rejects offer

Mr. Nurul Amin, chief of Pakistan Democratic Party, while rejecting the invitation for the conference of the political leaders called by the president here on March 10 has urged upon the people to continue peaceful movement, reports APP.

In a statement he appealed to people not to deviate from the peaceful movement and to organise and co-operate with local committees to prevent acts of lawlessness committed on persons irrespective of caste, creed, local, or non-local.

He also urged the president to summon the Assembly immediately as every moment was deferring the process of achieving the goal by the people through their elected representatives.

He said, "Another wrong step has been taken by calling a conference on 10th instant to resolve the constitutional issues.

Abul Hashim, a leader of Pakistan movement, T. Ali, a former control minister and Khwaja Khairuddin, president, East Pakistan Council Muslim League in a statement also urged the president to immediately convene the session of the National Assembly at Dacca for framing a constitution.
