Pakistan to welcome UN aid for East Wing when required

Islamabad, May 12 (APP): The President, General Yahya Khan, has welcome UN Secretary -General U Thant's offer to provide assistance to East Pakistan through the world body and its specialised agencies but emphasized that such assistance would have to be administered by Pakistan's own relief agencies, "who are well-prepared and well-equipped to undertake the task."

Replying to the UN Secretary-General U Thant's letter to him, the president said that adequate supplies of medicines, foodstaffs and other daily necessities of life were available in the eastern part of the country.

Appreciating the Secratary-General's deep personal commitment to humanitarian principles, the president said he was also fully aware of the responsibilities of the UN: in the field of international and social co-operation.

The president said the Armed Forces of Pakistan having restored the law and order in the eastern part were now engaged in assisting the provincial administration in realief and rehabilitation operations.

He pointed out that Indian and western press reports of heavy casualities and widespread destruction and misery were highly exaggerated, if not altogether tendentious.

ML order No. 122 clarified

The following clarification is made by the MLA zone "B" regarding possession of the fire arms, etc.

MLO zone "B" order No. 122 is further clarified as under:

Any person holding a licenced fire-arm may carry the same for his personal safety or protection while travelling from one district to another with the prior written permission of the MLA of the area concerned, says a press notification.

US aid for 'refugees' in W. Bengal

                                                                                                                        Washington, May 12 (APP/ Reuter): The US will provide up to 2,500,000 dollars in food and other assistance as an initial American contribution to relief efforts for East Pakistanis who have reached the Indian side of the border, Senator Edward Kennedy said yesterday.

The Massachusetts Democrat told a congressional hearing on the East Pakistan situation that the State Department had advised him of this new aid authorisation.

The US is already providing emergency food aid for about 217,000 refugees in West Bengal, using the distribution facilities of the Care and the Combined Church World Service Luthern World Federation.

On the Indian side of the border, representatives of the United Nations High Commission for Refugees are handling relief needs at the request of the Indian Government and are developing a plan for international action.

The State Department, which confirmed that the US was providing relief for Pakistani refugees in West Bengal, said it would replenish the stocks.

Officials said the US effort was part of the international relief assistance that was being organised by the UN at India's request.

Bogey of "refugee comps" in India unmasked

                                                                                                                                Sylhet, May 12, (APP): Reports reaching here from across the border have unmasked the bogey of "refugee camps" being raised by India to hoodwink world opinion and cover up its own part in uprooting the population on both sides of the border, writes APP special correspondent Mohammad Afzal Khan.

According to these reports, the so-called refugee camps set up by India in some cities of West Bengal contain Indian border population which has fled from West Bengal, Tripura and Assam border areas as well as the families of the proteges of India in East Pakistan who were encouraged by Indian interventionists to cross over the border for various reasons.

These reports have revealed that the large scale movement of Indian Army divisions along Indo-Pakistan border since India openly came out to intervene in the affairs of East Pakistan, have spread scare among the Indian population in border areas adjacent to East Pakistan from where large number of people have fled to the interior.

Another main factor which helped dislodge Indian border population was the bloated accounts being daily blurted out by Indian Radio of the Pakistan Army's operation against Indian infiltrators and their collaborators in East Pakistan.

The imaginary tales of the ferocity of Pakistan Army against civil population as given by All India Radio and Indian newspapers simply backfired to frighten its own people residing so close to the areas where Pakistan Army is busy eliminating anti-state elements and sealing infiltration routes from India. The people of Indian border areas have thus fled to the safety of the interior in great panic and confusion.

Another section kept in these camps, according to these reports, comprises of families of a large number of leaders and workers of the defunct Awami League and other anti-state elements who were given very facility by India to cross the border.

The main objective was to allow a measure of mobility and freedom to Saboteurs to devote them selves exclusively to the task of carrying out sub-version in East Pakistan unconcerned about the welfare of their families.

During its recent operation heap of documents and circumstantial evidences have come up which proves the complicity between the Indian interventionists and the defunct Awami League to arrange exodus of the families of the subversive elements to Indian town. I have personally seen many such documents during my visit to various parts of the province.

One such letter which I saw in Jessore was seized by the Pakistan Army from Meherpur border town of Kushtia district. The letter was written by the chief of AL, Kazipur, M.A. Samad to the SDO Meherpur who had also joined the anti-state elements. The letter sought to regulate authorised movement of AL workers and other people to India.

The letter reads: To the SDO Meherpur Kushtia district. Subject: Control of authorised movement of workers of AL.

Dear sir, it has been observed that the people from Bangla Desh are going to India without any proper indentification with the plea that they are AL workers. We have also observed that many vehicles are passing through Kazipur Border outpost having the same plea. In view of the fact it is now high time to control these sort of unauthorised movement and such arrangements may please be made to issue proper identity cards to real AL workers.

Attendence in schools steadily improving

The attendance in the secondary schools in and around Dacca has been steadily improving day by day since the opening of the schools on May 8. The schools were opened with holding of Milad Mahfil.

The position of attendance in some of the schools in the city is near normal while in others including the Central Government High School for Boys in Motijheel, Dacca; had been gradually improving with the restoration of communication linking Dacca city with the rest of the province.
