19 border villages shelled by Indian artillery.

Nineteen border villages in East Pakistan were shelled on Sunday by the Indian artillery from across the border, without any provocation, killing 23 villagers and injuring 14, reports APP.

At least 42 houses were destroyed or badly damaged.

The Indian troops fired 1,650 shells into these villages using medium guns. field guns, recoilless rifles and heavy mortars.

Among the affected villages, 12 are located along the border Syhet. These villages are : Amlighat, Parashuram, Chaddagram, Belonia. Gangadhor Bazar, Morchatali, Saldanadi, Kaimpur, Alinagar, Chatlapur. Dhalai and Karmachar. Four villages were affected along the Western border. They are : Mandra. Benapole. Chuttipur and Jamalpur, Katra, Barakhatra and Kamalpur were shelled in the north.

The Indian soldiers in Balurghat and Syampur also fired from across the border at the Pakistan troops in Khairapora and Hilli areas but no damage was done. Pakistan troops did not fire back.

Razakars kill five Indians agents, capture six.

Razakars yesterday had three encounters with Indian agents in different parts of the province. They killed five of them and captured arms arid ammunition including one heavy machine-gun and six boxes of small arms and ammunitions. reports APP.

In Dacca district, Razakars encountered a party of Indian agents near Baradam, north of Mirzapur. They killed two Indian agents and captured three. They also recovered 16 rifles and 23 grenades from them.

Another report from Comilla said that Razakars clashed with a batch of Indian agents near Karum Bori, South of Nasir Nagar. Three Indian agents were killed and one heavy machin-gun, four sten guns and 108 grenades were captured.

The third encounters is reported from Dhakadakshin, East of' Sylhet, were Indian agents clashed with Razakars. Three Indian agents were captured while others ran towards the border. They also left behind six rifles with 4150 rounds, 143 mines and six boxes of ammunition.

11 more provisionally elected to East Pakistan Assembly.

Eleven more candidates were provisionally declared elected unopposed to the East Pakistan provincial Assembly by-election Commission reports in Dacca yesterday.

The election Commission was yet to receive reports from 58 PE by election constituency. Saturday was the last date of withdrawal of nomination papers.

Out of the 1 1 candidates elected unopposed, there are only six candidates of the six party alliance. In one seat PE-28 (Dinajpur six) the alliance had not set up any candidates but Mr. Mahbubul Alam who was declared elected from the constituency belongs to Nizam-e-lslam Party which is a constituent party of the alliance.

Nizam-e-Islam candidate Mr. Ishaque Ali Khan Has been returned from PE-29. While convention Muslim league candidate Mr. Loqman Hakim was elected from PE- 167. The party affiliation of Mr. Abdul Wadud elected from PE-30 was not immediately known.

Till yesterday the partiwise break-up of the 46 candidates elected unopposed are : Jamaat-e-Islami 14, Pakistan Democratic Party six, Convention Muslim league seven, Qayyum Muslim league five. Nizam-e-Islam party four. Council Muslim league six, Independent four and party affiliation not known one. One candidate of the Pakistan people's party has so far returned to the East Pakistan provincial Assembly.

Mahmud Ali to meet Thant today. 

United Nations, Oct, 31 (APP) : The Leader of Pakistan's delegation to the UN General Assembly Mr. Mahmud Ali, is meeting secretary General U Thant on

Monday. Pakistani Sources said yesterday.

Mr. Mahmud Ali returned here on Wednesday after a visit to Pakistan during which he met President Yahya Khan. U Thant made public on October 27 a Communication sent by him to the President of Pakistan and the Indian Premier in which he offered the use of his good offices in the potentially dangerous situation between the two countries. The following day a United Nations Spokesman stated

that the Secretary General wished to make it clear that the offer of good offices not mediation was made on his own initiative. The offer. he said should be viewed ill ill(, context of memorandum of July 20 sent by U Thant to security Council, expressing concern about the possible consequences of the situation involving Fast Pakistan.

Indian and Pakistani troops exchange fire on E. Wing border. 

New Delhi, Oct, 31 (Reuter) : India yesterday reported several cases of exchange of fire some of them major with casualties . between Pakistani and Indian troops on the borders with East Pakistan in the past few weeks. writes Ram Suresh,

This is the first time that the government has admitted border fighting involving Indian troops in the present tensions between the two countries and it is seen here as an indication that Indian troops have moved closed to the boundary.

Officials had maintained till now that all the border clashes with the Pakistani troops in East Pakistan since the out break of the "Bangladesh" rebel movement there had involved only the para military Indian border security force.

But a Defence Ministry spokesman said at a major Press briefing here yesterday that Indian troops had repulsed several alleged Pakistani attacks on ill(, eastern borders, in one case using mortars and artillery.

He also said that there had been 138 cases of ceasefire violations by Pakistan and Kashmir between October 1 and 26. Though there were sonic intrusions and firings, the violations were mostly of construction benders. trenches and observation towers too close to the ceasefire live.

All the violations of' the ceasefire agreement which came into force after the 1965 war over Kashmir had been reported to the United Nations observers in the area the spokesman said.

He said there were however no incidents, of consequence on the international borders in the West, where also Indian and Pakistani troops arc facing each other, separated only by the of two miles at places.

If(- said there had been no withdrawal of Indian troops from the forward positions they had occupied in the past I'M weeks following the massing Of Pakistani troops on the frontiers.

He did not specifically say whether Indian troops had also broken ground rules but he said when the Pakistanis moved forward the Indians also had to move.

This correspondent, who has toured the Punjab borders with West Pakistan, has seen Indian forward positions as close as a mile from the border apparently in violation of the ground rule under which no regular forces are allowed within I'M,

miles of the border.

Second phase of by-elections starts today.

The second phase of by-elections for the Fast Pakistan provincial Assembly starts today with the filling of' nomination papers for the remaining 88 constituencies, reports PPI.

Nomination papers to be filed today will be scrutinized on November 2. Candidates can withdraw their nomination till November 7, the last date for withdrawal.

In all 193 seats of 310 member house fell vacant because of either death or disqualification of the members mostly elected on the outlawed Awami League tickets in the last general elections.

By-Election have been phased by the Election Commission. In the first phase elections to 105 seats have been arranged, filling, scrutiny, and withdrawal of the nomination papers for the first phase have already taken place and a total of' 46 candidates so far have been provisionally declared elected unopposed.

Actual polls in both are due in December next.

Contributions for E. Pak refugees in India.

United Nations, Oct. 31 (APP) :The United Nations announced Friday new contributions from Australia and Denmark for the Refugees in India. Sir Laurence McIntyre of Australia notified Secretary General U Thant Thursday that Australia would give 2.5 million Australian dollars in additional aid for that purpose-2 millions in items for the refugees and 500,000 as a cash grant to the UN High commissioner for Refugees. Prince Sadruddin Aga Khan.

The total equal about 2.873.563 us dollar.

Danish Ambassador Ottor. Borch notified U Thant Tuesday that Denmark had transferred to the High Commissioner 2.5 million Danish Koroner to help the refugees in India. that equals about 33,783 dollars.

U.K. Contribution.

Great Britain has informed Secretary General U Thant that its total Contribution for assistance to East Pakistan refugees in India and UN relief in East Pakistan amounts to 16.75 million pounds (40.2 million dollars).

The United Nations made the figures available friday by releasing the text of a letter to U Thant from Ambassador sir Colin Crowe.

Sir Colin said 14.75 million pounds (35.4 million dollars) went for East Pakistan refugees in India and the rest for the relief in East Pakistan.

It was announced Oct. 28 in the I louse of Commons that the latest Contribution was 7.5 million pounds (18 million dollars) to the UN High Commissioner 101 - refugees.

2 nominated for PA by-elections.

Mr. Nurul Amin, President of the Pakistan Democratic Party, yesterday announced nomination of' two candidates in Chittagong provincial Assembly constituencies to contest the coming by-elections, reports APP.

According to the announcement, Mr. Nurul Anwar Chowdhury will contest the by-election in PE-285 Chittagong 5 constituency and captain (Retired) Bakhtiar in PE-280 Chittagong -8 constituency. Both the candidates who belonged to the Pakistan Muslim league (Convention) were nominated by the six political parties. The parties are : PDP, Three factions of Muslim league, Jamaat and Nezam-e-lslami

200,000 tons of high protein food for E. Wing. .

The Hague, Oct. 31 (APP) : Nearly 200.000 tons of high protein food were shipped to Chittagong with the M.S. Kaukhali from Rotterdam yesterday for E. Pakistan the Netherlands Red Cross Society announced here.

The Red Cross said the shipment, worth 77.000 dollars would be distributed in East Pakistan among people who were still suffering from the effects of the catastrophic floods last November and from the effects of the disturbances.

PML (council) secures 2 more seats in PA

The Pakistan Muslim league (council) secured two More seats in the

East Pakistan Provincial Assembly out of 35 members who were declared elected unopposed earlier, according to the Election Commission sources here yesterday, reports APP.

The Election Commission sources said Messrs. Mofazzal Ali (PE-66 Pabna-8 constituency) and Khaliduzzaman (PE-75 Kushtia -8) who were earlier declared elected as Qayyum Muslim League nominees actually belonged to the Pakistan Muslim league (Council). "This  was typographical error the Commission sources added."
