E. Pakistan food position remains satisfactory

Islamabad, June 12 (Pill):

Food position in East Pakistan continues to be satisfactory. The Provincial Government is likely to close the year with carry-over stocks of about 4 lakh tons of food grains on July 1,1971, says a press note issued by the Ministry of Agriculture and Works (Food and Agriculture Division) here today.

Due to disturbed conditions in East Pakistan, certain vessels stranded in East Pakistan ports and on the high seas carrying foodgrains for East Pakistan had been diverted to Karachi and other port in April 1971.

The quantities of rice and wheat so diverted were 40,500 tons and 123,500 tons respectively. As conditions have since returned to normal 7,000 tons of rice and 31,400 tons of 'whet, out of the diverted stocks have already been shipped back to East Pakistan. Arrangements are also in hand for shipment of the remaining diverted stocks of wheat and rice during Jute and July 1971.

16,396 tons of rice for E. Pakistan

A quantity of 16,396 tons of rice arrived in East Pakistan From Japan and West Pakistan during the first ten days of June. Of this quantity 10,437 tons of rice came from Japan, says a handout of East Pakistan Government issued in Dacca yesterday.

Dinajpur SDO arrested in India

It was learnt here yesterday that the Sub-divisional officer of Dinajpur has been arrested in India report APP.

He was insisting, it is started, to return to East Pakistan.

Further powers for Zone"B" DSMLAs

The Deputy Sub-Martial Law Administrators in East. Pakistan have been authorised to exercise powers of a police officer or a Magistrate First Class, according to a notification issued from Headquarters o1 Martial Law Administrator, Zone "E3"

Following is the text of the notification dated 8 June, 1J71.

1. "In exercise of the powers conferred upon me under Chief Martial Law Administrator Order No 19. 1 Lieutenant General Tikka Khan, do hereby further authorise all DSMLAs within lone 'B' area, to exercise the powers of a police officer or a Magistrate of the First Class under the Code of Criminal Procedure, 1898 (Act V of 1898) including the arrest, remand, detention in custody and committal lo civil prison of any person and investigation of 'offences.

2, "Attention of alt concerned is drawn to para 3 of the MIA) under reference which lays down that no action taken, thing done or power exercised under this order shall be called into question by or before any court, including the Supreme Court and a High Court."

Thant appreciates Pakistan's Co-operation

United Nations, June 12 (APP):

The United Nations Secretary General U Thant has expressed appreciation of Pakistan Government co-operation in all fields. He was speaking at a luncheon here on Thursday given by Mr. A.I. Osmany, Auditor General of Pakistan who is also Chairman of the United Nations Board of Auditors.

Referring to suggestions about his continuing in office after the expiry of the present term, U Thant said he felt no United Nations Secretary General should serve more than one term adding only the wearer knows where the shoe pinches.

Welcoming the Secretary General Mr. Osmany paid tributes to U Thant and thanked him for support and co-operation received in auditing the accounts of enormous and complex United Nations Organization and its ancilliary agencies. Also present al the luncheon were senior united Nations Officials members of the Auditors Board. Pakistan team, Mr. Rezaul Hasan and Mr. N.A. Jafery.

Bhutto meets party workers

Lahore, June 12 (APP):

The Chairman of the Pakistan People's Party (PPP), Mr. Z.A. Bhutto on the second day of his visit to the provincial capital yesterday met a large number of party workers from various places in the province and discussed with them the party matters.

The workers calling on him hailed from Lyallpur, Sargoclha Mianwali: Jhang; Multan; Rawalpindi, Gujrat. Sialkot and Multan.

Mr. Bhutto also received some member-select of the National and Provincial Assemblies and exchanged views with them. In the evening he left for Gujranwala by road where he was to participate in a reception by party workers. Mr. Bhutto was expected to return here late at night.

Transfer of power most essential

Gujranwala, June (APP):

People's Party Chairman Mr. Z.A. Bhutto, said yesterday that transfer of power to the elected representatives of the people was most essential.

Addressing workers, MNAs and MPAs-elect of Party in Gujranwala here yesterday evening, Mr. Bhutto is reported to have refuted the allegations that People's Party was undemocratic and said his party was the only party which had won the opinion of majority of people in West Pakistan and its success clearly indicated that its manifesto suited to people's temperament.

He said the needs of the nation were quite clear when in majority the people voted in favour of People's Party in the elections.

Mr. Bhutto who addressed workers of his party at Bajwa colony and Faisal Hotel called for curbing economic depression and putting an end to malpractices of bureaucracy, control of prices and affecting amendments in the prevalent laws. He said these were most essential for the relief of common man.

Mr. Bhutto said that People's Party being a truly representative party could only solve people's problems in a better and effective manner. He said it went to the credit of his party that it raised the slogan what, was wanted by the people and it would serve the people by striving hard to achieve its objective. It would also make the country self- sufficient in economic field.

Separatists responsible for E. Wing situation

Kishoreganj, June 12 (APP)

Maulana Syed Moslehuddin, Vice-president of East Pakistan PDP, has said the separatists were responsible for unfortunate situation in East Pakistan and paid high tributes to President Yahya Khan for the timely actions to protect national solidarity. Addressing about a dozen public meeting in the Sub-division early this week under the auspices of the local peace committees, he strongly condemned Indian attitude towards Pakistan, and said he indulged in the shameless activities of balatant interference in our internal affairs. An MPA -elect Mr. S.B. "Zaman, who recently severed his ties with the outlawed Awami League, Mr Nurullah. Khan Sahib Maulvi Badruzzaman, advocate Shafiqul Hossain Khan and Maulvi Md. Abu llias were among others, who addressed the public meetings.

The PDP leader said President Yahya Khan would transfer power to the peoples representatives and advised the people "to realise, who are responsible for the unfortunate situation in East Pakistan," He also urged upon the people to stand against the secessionists to defend the national integrity.

Mr. Zaman, the MPA-elect, strongly condemned the leaders of the banned Awami league for conspiring to break Pakistan and called upon the people to be alert against them. He expressed his firm faith that President Yahya Khan would transfer power to the people's representatives.

"The meeting addressed by the leaders were held at, among other places, cochihata, Manikhal, Sararchar, Kuliarchar, Chaysuit, Kalikaprasad and Bhairab Bazar railway station.

Heavy concentration of Indian Army posing threat to Pak nationals.

Rajshahi, June 12 (APP)

Heavy concentrations of the Indian Army along the other side of Pakistan border is posing a threat to Pakistani nationals there, it is learnt from loyal citizens of this town who went across the border during last turmoil created here by Indian intruders and came back here recently.

They said that all peace loving Pakistanis on the other side of the border were now determined to come back to their hearth and home but they are facing physical hindrances by Indians.

Since recent past those who returned said the Indian leaders were persuading those Pakistanis to stay there. They also said that Pakistanis returning to their homeland, were fired at by Indian Army.

Counter steps if inflow of refugees continue, Swaran's threat

Bonn, (APP-Reuter): Indian Foreign Minister Swaran Singh "Thursday night threatened that if the inflow of "refugees" continued, India might take counter measures.

In an interview on Deutchz welle Radio, Sardar Swaran Singh accused Pakistan Government of causing the influx by its policies.

He said the world must help India to bear the burden of the "refugees" from East Pakistan.

Mr. Singh, who arrived here earlier in the day for a three-day official visit, said he was touring the capitals of several nations to acquaint leaders with the situation in East Pakistan and the problems resulting from the "refugee" influx into India.

Sadruddin concludes three-day visit to East Pakistan

Prince Sadruddin Aga Khan, United Nations High Commissioner for Refugees, said here yesterday, that his 'job was to facilitate" the return of the Pakistanis who had gone to India, reports APP.

Talking to newsmen at Dacca airport prior to his departure for Islamabad after a three-day visit of East Pakistan, Prince Sadruddin said that he was given "full co­operation by the Pakistani authorities during his stay here."

"I am grateful to the authorities for taking me round" lie said referring to his visits to different areas to the province including the reception centres which have been opened by the government to receive the bonafide Pakistanis who had crossed over to India under the influence of false and malicious propaganda.

He said that he had detailed discussions with the officials here. During his visits to the reception centres the UN High Commissioner for Refugees had also talks, "with some of the returnees"

Earlier, Prince Sadruddin visited reception centre at Comilla where he saw the arrangement made for receiving the bonafide Pakistanis returning from India and also talked to the local authorities about the arrangement at the centre.

Most of teaching staff join duty

Most of the teaching staff and other staff of the schools, colleges, universities, boards and the directorates have joined their duty, according to a Provincial Government handout, reports APP.

A few of them, however, are still absent The Education Directorate has an announcement yesterday, reminded the absentees of the decision already taken by the Government that if they do not report for duty by 15th of June. 1971 , their services will stand automatically terminated and the posts will be declared vacant.

Plea to raise E. Pak Crisis in UN Council

London, June 12 (Reuter-): Britain's former Foreign Secretary Lord George Brown on Thursday last urged the Government to raise the East Pakistan crisis in the United Nations Security Council.

He cited the Middle East situation as a relevant precedent. The Labour Opposition Leader during questioning in the House of Lords, declared that. if there was a danger to the peace of the world the last two nations expected to raise it would be India and Pakistan.

"Shouldn't we look at the experience in the Middle East?" Lord George Brown asked, "we had to raise the matter because neither Israel nor anyone of the Arab side would."

US to airlift cholera vaccine

Washington, (Reuter): The United States will airlift to India one million doses of cholera vaccine to help combat the epidemic there caused by the influx of East Pakistani refugees; the Defence Department said yesterday.
