NWFP Govt. gets power under MLR No. 22

Peshawar-, June 13 (APP)

The President of Pakistan has authorised the Government of NWEP to exercise powers under Martial Law Order No. 22.

An official handout issued here yesterday: said as a result of this authorisation the Provincial Government may require its employees the Government of that province.

British MPs call on Yahya

Rawalpindi, June 13 (APP)

The President, General A.M. Yahya Khan last evening received the visiting three member British Parliamentary delegation at the President's House in Rawalpindi.

War with Pakistan Dangerous

Islamabad, June 13 (APP)

India can go to war with Pakistan only if the people of India and with them the Government of India go completely mad, writer Nirod C. Choudhury, an eminent Indian Journalist in an article published by the Calcutta daily "Hindustan Standard" on June 6. Nirad, who has contributed a number of articles to the paper recently on Indian's role in the East Pakistan situation, said "The idea of a war between India and Pakistan over the happening in East Bengal is not only unsound and improbable, but also dangerous" and added, to make no bonus about its consequences, it will mean the end of Independence for both countries. Much as I distrust the Government of India, I credit it with this amount of common sense."

Nirad Choudhury severely criticised Peter Hazelhurst, Times London corespondent in India, for not only playing up the idea of an inevitable and general war between India and Pakistan but also predicting its results.

He said the Times correspondent is playing the port Of a publicity agent for the Government of India in order to serve curtain ends of India policy, his despatches with "all their unreliability as reporting and mischievousness as propaganda, fall within the framework of Indian policy of mountaining international pressure on Pakistan."

Nirad said, "Whether it is due to Mr. Hazell-iurst's personal commitment to India or to prompting from the Government of India, but, whatever tai(- inspiration. the writing itself is highly irresponsible.

Delhi decides to shift 25 lakhs to new camps

New Delhi, June 13 (Reuter)

India on Friday announced plans to move 2,500,000 East- Pakistan displaced persons away from border areas to 50 new camps with the help of an international airlift by planes of the United States, the Soviet Union, Britain and Australia.

But the Eastern state of Orissa turned down the Central Government, requested to take 30,000 from the north eastern border state.

The Orissa Government gave no reason for backing out its tentative agreement to meet the Delhi request. The coastal state lies to the south of West Bengal.

Central rehabilitation officials here said it had been decided to shift 2,500,000 people to relieve great pressure in West Bengal and the small territory of Tripura. The aim is to spread the heavy burden of caring for the persons to other parts of India,

Mr. Balgovind, a Deputy Minister of Labour and Rehabilitation said the East Bengalies would be moved to 50 large camps in the states of Madhya Pradesh, Orissa, Uttar Pradesh and Bihar. The Minister told Parliament they would be transported by air and soil and only those free of Cholera infection would be moved.

Special trains carrying displaced persons have already started moving out of West Bengal to an existing camp at Mana in Central India. 50,000 are to go there.

An American C-130 transport has made a trial run between Agartala, Capital of Tripura and Gauhati in Assam. The Pilot reported optimistically on the airlift possibilities. Two Soviet Anatov-125 are standing by in Delhi.

The Chief Minister of the north Indian desert state of Rajsthan said yesterday that it' some East Pakistan said yesterday that if some East Pakistan displaced persons were sent there, "we will try to do our best." But observers consider it unlikely that the Government will want to move them so far.

The Government of India has decided the displaced persons have to be kept, as far as possible, near the borders from where they came, for it is the firm intention of the Government that they should go back as soon as conditions are favourable Rehabilitation Secretary G. S. Khalon told reporters her(,.

He described some prospective camp sites as unstied air fields which had brick and cement barracks.

At others we may have to dump people and get their help when they are there to construct huts, he declared.

Farland calls on Governor

The U.S. Ambassador in Pakistan, Mr. Joseph F. Farland, now on a visit to East Pakistan, called of the Governor of East Pakistan, lieutenant General Tikka Khan yesterday evening reports APP.

Future constitution to ensure ideology integrity of Pakistan

Rawalpindi, June 13 (PPI)

Khwaja Khairuddin, President of the East Pakistan Council Muslim League has said that future constitution must ensure ideology and integrity of the country.

He was addressing the Rawalpindi Bar Association on Thursday. Mr. Bashir Ahmed Ansari, President of the Bar Association Presides over the meeting.

Khwaja Khairuddin urged President Yahya Khan to ensure that concerted efforts are made to revive the ideology which gave birth to Pakistan. He said that Islam was perfect code of life and Pakistan was achieved on this basis after making tremendous sacrifices Pakistan, he added could riot survive without its ideology.

He urged the President to complete his action which he has started to ensure the integrity of the country.

He said that the biggest mistake which "We committed during the last 23 years was that we failed to give emergence to a Pakistani nation.

The present situation was the direct result of this ignorance. Khwaja Khair Uddin said that the basis of Pakistani nationhood was riot language, geographical continuity, colour or race. The most important thing, he added was that "'we would frame a constitution which should make us true Pakistanis. he said that existence of Pakistan would be meaningless if "we could not achieve those ideals for which Pakistan was created."

He said that now "we again have the opportunity to reconstruct our country on our ideological basis. If this opportunity was riot avoided 'he warned it would not be possible to get it again.

He called upon the people to shun parochial regional and linguistic tendencies. He said that movements like, "Bangladesh" and Joi Sind, were in fact launched to erode the very foundation of Pakistan.

He urged the lawyers to arouse consciousness amongst the people to prepare them to make sacrifices for the integrity of the country.

He was of the view that recent elections in Last Pakistan were a force.

The Awami League, he said manipulated to cast at least 30 percent fake votes.

He said that the workers of the now defunct Awami league did not allow their opponents to turn up at the polling booths. Moreover, he added the workers of the Awami League present on the election booths forced the people to vote in favour of an Awami League candidate. He said that the people of East Pak never voted for secession. The fact of the matter he added, was that before and during the election campaign Sheikh Mujibur Rahman clearly said that he would maintain the integrity of the country and would not enact any law repugnant to Quran and Sunnah but after the elections he changed altogether.

He said that it was the duty of West Pakistanis to make best efforts to solve !he problems of East Pak. problems, he added could only be solved with affection and sympathy.

He said, we should take stock of the situation prevailing in the country in an objective manner. If this situation was not rightly take into consideration the very existence of the country would be in jeopardy, he added.

Mr. Shafiqul Islam, Vice President of the Council Muslim League while addressing the Bar Association said that people of' East Pakistan strongly believed in the ideology and integrity of the country and were prepared to render any sacrifice of those.

He said that the Government had no alternative but to take military action in order to maintain the integrity of the country. This military action, he added should have been appreciated by all the patriotic Pakistani.

He said that the resident had to postpone the National Assembly session because of evil intentions of Sheikh Mujib. he said that the Awami League created anarchy in the province from March 1 to March 25. On 26, he added. Sheikh Mujibur Rahman was going to announce independence which was toppled by the military action.

He said that normalcy was fast returning in East Pakistan. He placed that education structure of the country should be changed altogether. The new educational system must inculcate Islamic spirit in the younger generation. He said that Arabic script should be adopted for all the languages of Pakistan and teaching of Quran should be made compulsory in all the educational institutions. This he added would be a long way in ensuring the integrity of the country.

Most of staff join duty.

Most of the teaching staff and other staff of the schools, Colleges. Universities, Boards or the Directorates, have joined their duty: according to a Provincial Government handout, reports APP.

A few of them, however, are still absent. The Education Department yesterday reminded that decision already taken by the Government if they do not report for duty by June 15, 1971, their services will stand automatically terminated and the ports will be declared.
