Indian troops and their agents, Supported by Indian artillery yesterday made five abortive attempts to intrude into East Pakistan, reports APP. Two attempts were made in Sylhet and one each in Chittagong Hill Tracts.
Rangpur and Dinajpur.
All the attempts were preceded by intense shelling by Indian guns and mortars.
According to details, a patrol party near Salki. South-
Similarly, mixed groups of Indian soldiers and their agents supported by Indian artillery, tried to intrude into chhatak and Kamalpur border areas in Sylhet, Kurigram in Rangpur and Rangarch in Chittagong Hill Tracts. They came in a force of approximately 250 near Chhatak. 130 near Kamalpur, 200 near Kurigram and 150 near Rangarch. They suffered 8 dead near chhatak, 1 1 near Kamalpur 22 near Kurigram and 15 near Rangarch. Three Pakistani soldier were wounded in these clashes.
Meanwhile, reports from other border areas show that Indian artillery lobbed 1.525 shells in 22 villages yesterday killing 14 innocent men, women and children. The shelling of border villages was reported from Noakhali. Comilla. Sylhet,
Mymensingh, Rangpur, Dinajpur. and Rajshahi.
The affected villages are, Sripur and Fulgazi in Noakhali. Argango, Nayapur, Harimangal and Saldandi in Comilla, Kalighai., Karamatnagar Lakshmipur. Mandalbagh and Radhanagar in Sylhet. Akipara. Kamalpur and Haldigrarn in Mymensingh, Baraipur, Salai, Khanpur. Barakhata. Amarkhana to Rangpur. I Hilli in Dinajpur and Eklaspur and Nazasia in Rajshahi.
Paris, Nov. 12 (PPI) : New York Times correspondent Sydney H. Schancery has reported that the Indian troops crossed twice early this month into East Pakistan to what the Indian officials claimed, silence Pakistani guns that were shelling Indian territory.
In a New Delhi despatch published by the daily International Herald Tribune. the correspondent said the Indian official spokesmen deny it but unimpeachable Indian military sources have confirmed that at least 100 Indian troops crossed the border into East Pakistan on October 31 and November 1 near Kamalpur. A border town in the northern Indian state of Tripura.
The correspondent said on Indian Government spokesman insisted that die Indian soldiers had definitely not crossed frontier as they had "strict orders" not to
do so. But high Indian military sources confirmed that Indian forces did enter Pakistan territory. However, they declined to disclose the exact number of troops involved, their weaponry or casualty figures.

It is believed that considerable headway has already been made by Pakistan in securing in principle agreements of several states willing to extend foreign assistance on individual basis. Among such countries are inevitably some of those which are members of the consortium. Among countries with whom Pakistan is likely to conclude bilateral agreements in next six to eight weeks are Japan. Italy, France and West Germany.
It may be recalled that the consortium has been extremely apathetic to Pakistan's demand for development aid over past three years or so as result of which practically no fresh commitment was made by the consortium. Even Pakistan request that the government may be allowed necessary moratorium for debt repayments in foreign exchange has not been given a proper hearing.
A district attempt to employ aid as lever for political ends has been noticeable in manner in which the consortium has been dealing with Pakistan's legitimate economic aid requirements. As against this one has to acknowledge that the economic assistance from the socialist countries, including the Soviet Union with which political relations are not by any means very smooth for some time has been free from such political vagaries.
Chinese assistance has been almost on unprecedented terms and basis but even the Soviet assistance, it is authoritatively learnt, has continued unhindered since East Pakistan crisis.
It can be hoped that the prospects of having bilateral economic aid agreements with a number of countries from the West and continuation of assistance from the socialists countries would have salient effect on the consortium also in course of time.

Addressing a mammoth crowd near the musical fountain on Haji Abdullah Haroon Road here, The People's Party leader further warned the Indian Government against her continued interference in Pakistan's internal affairs and acts of aggression and said that if India tried to thrust a war on Pakistan. it would not remain confined to the borders of India and Pakistan.
He said India would be well advised not to misinterprete the out come of his recent visit to china to her advantage. "1 have returned home from Peking after successfully accomplishing my task entrusted to me by President Yahya Khan and the people of Pakistan." he added.
He said that China had once again assured of its fullest and all out support to Pakistan in the face of naked Indian aggression against Pakistan's integrity and solidarity. He said that only time would show how far his recent visit and mission to Peking was successful.
He said that Chinese support to Pakistan in the September war of 1956 and her continued support ever since were sufficient proof of her friendship with Pakistan.
He reiterated that his mission to Peking had been successful. In this connection

The people of Pakistan, Mr. Bhutto said, would repeat the history and beat back the Indian aggressors if they ever dared to cast their evil eves on Pakistan. The Indian rulers should realise that they could never materialise their evil designs through war.
He condemned the recent statement of Indian Defence Minister Mr. Jagjivan Ram that India after occupation of Pakistan's big cities, would not vacate them. He said that if it came to war between the two countries fighting would not be continued to the Pakistani army alone. Every citizen of Pakistan, Mr. Bhutto said. would fight out Indian aggressors in each and every village town, city and streets.
He said that the Indian warlords should know that the government and the people of Pakistan were not so weak and become the victim of Indian aggression. He repeated that if war was forced on Pakistan, it would be a people's war against the Indian aggressor, "Let it be" dama dum must qalander Mr. Bhutto's remark was loudly applauded by the large cheering crowd.
Mr. Bhutto advised the Indian rulers not to have any wishful thinking and false hopes that they would be able to grab Pakistani territory in the event of war. He reminded the Indian leaders of their fantastic claims during the 1965 war about the "capture of Lahore. He paid tributes to the valiant Pakistan forces and said that the forces and the people were fully capable of defending every inch of the sacred soil of their motherland.
The People's party leader said that the Indian Premier had transgressed her limits to interfere in Pakistan's internal affairs. He remarked :"Khan makah mai garam ho gai haiz)" (she has unnecessarily lost her temper).
He said that Mrs. Indira Gandhi could not before the people of France or for that matter world opinion by making speeches in French language (apparently, he referred to Mrs. Indira Gandhis speech in French during her Paris visit). "If she can make speeches in French language, I can also Speak in French even in German.
Mr. Bhutto then spoke a few sentences in both French and German languages. lie said that India itself had tied up her hands by entering into a treaty with the Soviet Union. He warned that India would have to pay a high price for that treaty. lie said that Pakistan had also concluded such treaties with big powers, but their futility proved later on.

Mr Bhutto said : "I serve notice on India to putt away her weapons and stop threatening Pakistan with war. If there is any war forced on us by India. it will be a final and total war. We are not prepared to be subjugated by the Indians."
He added :"lf we have committed some mistakes in the past. we alone are capable of rectifying them. India does not have a right whatsoever to interfere in our internal affairs and gave a particular solution on Us. Pakistanis are a brave, dignified and independent people. They are not prepared to be dictate from outside. this is our outlook and discretion whom to arrest and whom to let off'."
At this stage Mr. Bhutto asked his audience if they were fully prepared to protect the country's honour integrity and solidarity.
The gathering said with one voice "yes, yes definitely." Mr. Bhutto ridiculed the six rightist parties alliance and said that the elements who suffered humiliating defeat in the last elections, were now conspiring against the people and their elected representative. He said : " I want to make it clear in categorical terms that the Pakistan people's Party has majority in West Pakistan." He warned that if there was any government formed other than that of the majority party, it would be toppled within 40 days.
Mr. Bhutto said that in comparison to the six rightist parties "paper alliance" the Pakistan People's party had forged alliance with the workers . students. intelligentsia, journalists and peasantry. 'Our alliance is with the people working in the mills, factories and agricultural forms." he added.
He said that Mr. Nurul Amin, chief of the Pakistan Democratic Party instead of becoming the "Ameen" of the six party alliance had made Maulana Abdul Aha Moududi "Ameer" of the alliance Maulana Maudoodi and his party. Mr. Bhutto. charged were against Pakistan.
Mr. Bhutto said he and his People's party did not believe in "palace intrigues". "Our politics in the people." He said when the people surmount their difficulties,
several persons come forward to claim credit After the September war of 1965, there were many "heroes." "Where have they gone now," Mr. Bhutto posed a question.
He said "Wherever the country faces crisis we have to tackle that situation." He termed the present crisis as "grane and serious." The situation in East Pakistan and worsened. The economic condition was also bad. The people's party wanted to give full attention to these aspects for a lasting and effective solution, he added.
lie said his demand since March this year for transfer of power was based on his sincere wish to solve the national crisis.
Transfer of Power.
Mr. Bhutto said he was surprised that those political elements which opposed his demand for democratisation of Government a few months ago, were now demanding transfer of power earlier than scheduled. He lamented this glaring absence of standards and principles among political elements opposing the peoples Party.
Mr. Bhutto said that the present regime had also realised that transfer of' power was being delayed. After all Assemblies. Ministers and governments were required by every state. lie said that there were three or tour persons at the helm o( the affairs, not by themselves solve all the problems of a big country like Pakistan.
He said that if and when power was conceded to the peoples party he would not be crowned or get any big treasure. "I know we have to solve so many problems power is not a bed roses, these days."
He added "after coming to power the peoples party will redeem all its pledges made to the people. If will stop ejectment of peasants, dismissal and retrenchments of the workers and peasants their due rights."
Mr. Bhutto, however, said for all this. there is only one condition. I should get full and whole hearted support and cooperation from you."
He added : "Without the support and cooperation of the people we can not take a single step toward."
Mr.Bhutto said that his party would not coalesce with the "rejected and defeated" elements in the formation of the government.
He said his political adversaries were making hue and cry on his party's securing six National Assembly seats uncontested in East Pakistan. "This is a political game which requires political consciousness. We are politically conscious and know the game much better than they do. Our opponents can not beat us on this pitch." he added.
He said that certain vested interests were trying to create rift between the Sindhis
and "Mohajirs." He made an impassioned appeal to the people to forge complete unity
among different sections of the population and frustrate the evil designs of the
vested interests. "For God's sake, I appeal to the two sections of the population
not to fall a prey to the conspiracy being hatched by anti-
Mr. Bhutto said that he was convinced that if the leaders hip was sincered that it the leaders hip was sincere and devoted the present difficulties of the country could
be over come. Pakistan will be the biggest Islamic country with its people happy and prosperous if the leadership sincerely works for it."
He said he recently visited china after six years and found tremendous progress there. He said that poverty and illiteracy in Pakistan would also be eliminated by his party after coming into power.
Tributes to China.
Earlier, during a brief half of his procession in front of the local office of the Chinese consulate General Mr. Bhutto paid tribute to the China's firm support for Pakistan in the event of naked Indian aggression.
The Sino Pakistan friendship, the people's party leader said was historic. "We don't need any formal treaties and pacts for this historical friendship between the two peoples,,.
He said that the policy of China was based on certain principles rightousness, truth, fairplay and justice.
The friendship of the two peoples was not motivated by any expediency he added. He said that the Government and the people of China and the Pakistan People's party believed that no country had a right to interfere in other countries internal affairs. It was against the Panch Shilla."
He said that china was a true friend of Pakistan. China does not want that Pakistan should be dependent for anything of others. He said :"Our foreign policy is independent in character. Ours is on independent state and we would not like to be dictate from any side.
Mr. Bhutto said Pakistan is were grateful to the Government and the people of China for renewing her support and help to Pakistan in the letters hour of trial and t tribulation.
Mr. Bhutto released four pigeons. On his arrival Mr. Bhutto was given a tremendous reception at the station. He was taken into a gaily decorated truck which spearheaded the procession, the party workers carried party flags and the national stay of the People's republic of China, portraits of Mr. Bhutto an(] Chairman Mao Tse lung. A number of Placards were inscribed with slogans condemning India and her warlords more cries against Pakistan. The crowd raised slogans of "Pak China friendship Zindabaad," long live Chairman Mao". "We had China's victory at the United Nation's etc.
Islamabad, Nov. 12 (APP) : The Government of Pakistan has strongly protested to the Government of India against the harassment of a Pakistani merchant ship M. V. "Bhairab" by an Indian aircraft last month.
In a protest note delivered to the Indian High Commission here on Tuesday, November 9, Pakistan has demanded from India to "take immediate steps so that such provocative acts which violate the sreden of high seas do not recur in future."
According to the note, a Pakistan merchant ship M. V. "Bhairab" was buzzed by on Indian aircraft when the ship was in The position of latitude 05 5 1, degree cast (05 51, degree north and long 86 15, degree east.
The Indian aircraft flew past the ship, at about bridge height at 1312 hours on 9th October, 1971, the note added.
united Nations. Nov. 12 (APP.) : The West German Government is contributing five million German marks in cash to the United Nations Relief Operation in East Pakistan it was announced last night.
The announcement said eight weeks ago, the Government of the Federal Republic of' Germany informed the UN secretary General that it had on a bilateral basis donated 27,000 tons of wheat valued at about three million dollars.
The total aid rendered to date by West Germany to the population in East Pakistan, represents a cash value of approximately US dollars 4,203.000.00.
Karachi, Nov. 12 (APP) : Khan Abut Qayyum Khan, President of the Pakistan Muslim league, yesterday urged President General A. M. Yahya Khan to abolish the political parties Act to pane the way for the merger of the three factions of the Pakistan Muslim league.
Addressing a party workers meeting in the Party's central Office here. the PML leader said that the political Parties three factions had already taken place at the lower level lie said that the political parties act was a big hindrance in the way of members belonging to the three factions of the league to sit together in the Assemblies.
Khan Qayyum said that the Act was a part of the old constitution of 1962 Which was rejected by the people and was no longer in force.
He urged President Yahya Khan to abolish the Act so that a final merger of the three leagues could be completed. the Muslim league leader, however, exhorted the Muslim league workers to work unitedly without waiting for the formal announcement of the merger at the top level.
He emphasised that it was the call of the time that all the political parties should stop shinging mud on each other India, Khan Qayyum added had unleashed a war of aggression against Pakistan and it was the duty of the political parties to direct their energies and resources against the common enemy Bharat which was out to wreck Pakistan during the last 25 years.
Khan Abdus Sabur Khan, General Secretary of the Pakistan Muslim league (QML) yesterday in a statement said, if Indira Gandhi chooses to escalate the cold war to a hot war, she will receive stubborn resistance reports APP.

Indian infiltrators have already caused colossal damage to our communication and our economy. Her agents have almost every day been performing ghastly horror in East Pakistan killing and maintain men women and children. By now it is crystal clear even to foreign observers that the Bangladesh `Mukti Bahini' is but a composition of Indian regular and irregular forces with some misguided East Pakistani youth parying only the secondary role of their baggage carrious and cooks.
Many of such Indian agents who have been captured by our forces have admitted that they were sent by India Government to destroy network of bridges and railway track constructed at huge expenditure in foreign exchange and for hurling high powered explosives in marketing places, schools and colleges causing death of innocent and poor civilians.
Mrs. Indira Gandhi takes pride in the performance other troops and yet cries for the solution of the humanitarian problem that she has caused. She glibly talks of peace yet refuses to withdraw massive array of her troops from the border and augments her defence potential and reinforce her troops on the borders of both East and West Pakistan.

The leading Indian daily, Indian Express. recently carried on article by J. Y. Kirpalani saying. "what Bangladesh accepts or obliged to accept may or may not solve Our difficulties."

Washington, Nov. 12 (APP) : Senator Edward Kennedy urged on Wednesday that the United States undertake initiatives to help achieve a political settlement in East Pakistan and to relieve the millions of displaced Pakistanis now in India.
Besides providing aid for the refugees, Mr. Kennedy said the United States should facilitate a meeting by the International Red Cross with Sheikh Mujibur Rahman.
Mr. Kennedy said such a visit should provide in formation as to the fate and welfare of Sheikh Mujibur and "contribute to a reduction of tension throughout the area.

contributions announced during October bring the total British contribution, for the relief' of the people of East Pakistan to Y. 16.75 million, or nearly 20 crore rupees. In addition, British voluntary organisations have provided over 1 million or more than 1.2 crore rupees.
Nearly 2.4 crore rupees has been put at the disposal of the United Nations Relief Organisation in Fast Pakistan and this being used to provide vessels and vehicle for the distribution of food in areas of shortage. The British contributions is otherwise being spent on the relict of East Pakistan refugees still in India.
Theses contributions make Britain by far the world's second largest outside contribution after the United States.
Nandail (Mymensingh), Nov. 12 : The East Pakistan Minister for Works. Power and Irrigation Mr. A. K. Mosharraf Hossain, advised the People to be fully aware of the great dangers inherent in India's two prolonged aggression on Pakistan and accordingly be prepared to meet them aquarely.
Addressing a large public meeting at Nandial Railway Station 3 miles away from here on Monday. Last, the Minister explained that the two prolonged attack by India constituted physical aggression and ideological and cultural subversion against Pakistan being performed by the latter. This, lie said is a new strategy of India to destroy Pakistan after being defeated in 1965 war and through many other efforts.

Islamabad. Nov. 12 (PPI) : The Indian Weekly Raiance has urged India to accept President Yahya Khan's proposals for direct talks with India or mediatory efforts of the United Nations to help reduce tension on the borders and faciliate the return of `refugees to their homes in East Pakistan."
The weekly said India's "Persistent refusal" to have "any talks with Pakistan directly or through the United Nations to reduce tension between the two countries had no justification and no good could be expected to accure from it.
The weekly referred to President Yahya Khan's proposals, and he said he wants to enter into a dialogue with India to facilitate the return of Pakistani refugees to their homes in East Pakistan. He has also been inviting the UN help in one way or the other to reduce tension between the two countries.
But lndia "has rejected all these offers on the ground that these are meant to help Pakistan in changing the very nature of the Bangladesh issue.
The Indian weekly said that the time had now come when "India should boldly accept offers mediation or direct talks, making it clear from the very begging that its chief concern in Bangladesh is only the return of refugees."
London, Nov. 12 (PPI) : In creased evidence of augmentation of Indian arms deliveries to guerrillas following Russian assurance of replenishing Soviet weapons to India and growing cohesion between guerrillas and Indian armed forces has been provided by the Daily Guardian of London.

Bonn, Nov. 12 (DPA) : India may consider diplomatic recognition of 'Bangladesh' if this services a "useful purpose." Prime Minister Mrs. Indira Gandhi said last night.
On the second day of her official visit to West Germany Mrs. Gandhi rejected the allegations that India was aiming at, satisfaction of all peoples in the Indian subcontinent.
It was up to the population of "East Bengal" to decide which way to go, she said. The Indian Premier said that the Pakistan Government. itself was to blame for interference in Indian affairs by forcing nine million Bengalis to the their home country.
West German chancellor Willy Brandt, after a second round of talks with Mrs. Gandhi today announced that he would send a message to President General Yahya Khan. of Pakistan.
Mr. Brandt refused to specify the contents of the letter which would be sent several days after the Indian Premier's departure.
In her talk with Mr. Scheel, the Premier explained the grave consequences on her
country's economic and social situation of the mass-
refugees and discussed India's wish for a trade agreement with the European Common Market.
At a dinner last night, Chancellor Brandt emphasised that wide measure of agreement had been reached in the talks with Mrs. Gandhi.
He, however, hoped it would be possible to avoid a military confrontation with Pakistan.
Lisbon, Nov. 12 (APP) : A leading Lisbon daily. Diario Demicias. has accused the defunct Awami league and India of Thwarting President Yahya Khan's efforts for the restoration of civilian rule in the country.
The daily, in an article, said that the Awami League attempted to transform East
Pakistan into "independent republic" rejecting the "regular democratic process which
would have met the pressing aspirations of the Bengali people politically as well
as socio-
"Unfortunately," the daily said. "Sheikh Mujibur Rahman learned heavily on the support from the Indian Union whose Government found in the Awami League a good instrument to weaken the Pakistani nation."
The daily held India squarely responsible for the East Pakistani refugee problem.

The daily called for a high level international supervisory body composed of specialised agencies to administer the assistance being provided for the displaced persons as it was feared that there exists the risk of its misuse if administered by the people in New Delhi.
