Return-home call works wonders: Large inflow of Pak citizens from across border

The return home call of East Pakistan Governor has worked wonders as evidenced from the large inflow of Pakistani citizens from across the border in the western sector of areas bordering India, writes APY's special correspondent on return from tour of Jessore, Kustia and Khulna districts.

The one-way traffic of the influx has just been reversed inflex canavans of' frustrated, disillusioned and dejected Pakistani Citizens returning to their names with cherished memory of their happy days in own country. According to the returnus interviewed at Meherpur, Jikargacha and Satkhira areas, the process of crossing over the border by the East Pakistanis has virtually slopped.

The returning Pakistani citizens said that the grant of general amnesty through and earnest return call of Pakistan authorities coupled with the return of normal life in the country were the reasons for the change of the course.

Pakistani citizens giving long and woeful tales of atrocities suffered at the hands of volunters and Hindu inmates said that Indian authorities were quite upset over the sudden upheaval in their calculated plan of action and had been harassing in various ways the Pakistani nationals so that they could on for some time more.

The returnees said the sudden announcement of demonetisation of Rs. 500 and Rs. 100 currency notes had caused a great dent all over the areas.

They said the business of the Indian traders from Afganistan, Dubai and other Persian Gulf areas who had flocked in the border areas to real) a rich harvest of profit in money exchange were in great lurch. Those traders had been exchanging Pakistani currency notes giving Indian rupees thirty or even less for one hundred Pakistani rupee notes and their big customers were among those who carried looted money. According to rough estimates nearly 75 crore were looted from State Bank of' Pakistan, scheduled banks and Government treasuries. Indian traders were accuring their luck for venturing to thies easy money-making business. Muslim businessmen going from East Pakistan have equally suffered as they thought to retain their currency notes with them instead by accepting Rs. 30 (Indian) for Rs. 100 Pakistani notes.

Pakistani citizens who had come over to Pakistan at the earliest opportunity have by now settled down in their respecting homes.

They were mostly agriculturists and petty traders from the border area. They have resumed their farming vocation with renewed zeal and confidence in their future.

Relaxing at the Satkhira reception camp, Pulin Krishna Mistry of Dakop (Khuina district) told that he had to work as day labour to earn some money to keep 11 members of his; family just alive.

He said that condition in the camps in Idian was simply awful and he saw no other alternative but return home. He said that his mother was not at all prepared to leave for good and returned home disregarding all impediments.

Kalu Mondal of Fatehpur (Jessore district) who lived at anndanga camp gave a pitiable look when he began taking of miseries encountered in an Indian camp. The outbreak of cholera causing innumerable death, he said, had cast a poll of gloom all over the refugee camps.

Kazi A. Wahid of new settle colony Jessore said he could realise the importance of home and the value and dignity of a free citizen when he was in India. He said that his eyes as of thousands others had now opened and the treacherous and perilous game of India had been exposed.

Sheikh Mujibur Rahman and Pakistan deal

(By Abul Kalam Monzoor Murshid)

(The following has appeared in the daily News, Kuwait, recently)

The present political crisis in Pakistan has created a confusion amongst some sections of people as to whether president Yahya Khan is Justified in arresting Sheikh Mujibur Rahman, banning the Awami League and taking military action to check deterioration in the situation.

To reach a right conclusion one has to know the historical background of the political movement in East Pakistan with special reference to the birth and ideology of Awami pleague.

The present Awami League had its birth as the Muslim Awami League at Dacca (Narayangonj) on the 23th June 1949 with moulana Abdul Hamid Khan Bhasani (The President of the present East Pakistan National Awami Party-propeking group) as its president, Mr. Sarnsul Haq, a student leader as the General Secretary, and Sheikh Mujibur Rahman as the Joint Secretary. It is partinent to point out that phrase "Muslim" was subsequently deleted to open the gate for the Hindus. At the time the population of East Pakistan was 40 million including 10 million Hindus.

After the death of Mr. Shamsul Ilaque in 1953 Sheikh Mujibur Rahman become the General Secretary of the Awami League. It goes to their credit that they actively participated in the struggle for the independence against British. In 1947 when Pakistan came into being they could not assest their leadership under the leadership of Quaid-e-Azam Mohammad Ali Jinnah consequently they had to break away from the Muslim league. therefore the very root of secession was inherent in Awami league which confirmed its anti Pakistan inspiration when it dropped the name of Muslim from its name.

The Hindus as a community who had been dominent class before independence in East Pakistan could never reconcile themselves to the very conception of Pakistan. However, they could not migrate to India and leave behind their property and assets. But what they intelligently did was to divide the families and send half of their relations to Calcutta to live in the subsistence cashed from the soil of East Pakistan and maintain a political liaison between Dacca and Calcutta. Thus the influx of the Hindus in the Awami League sowed the very seed of separation between the Muslim brothers. Fortunately, the late Mr. Hussin Shaheed Suhrawordy Came over to Pakistan and took over the leadership of the Awami league and tried to give it a Pakistani image.

With the appearance of Mr. Suhrawardy, Maulana Abdul hamid Khan Bhashing leftt scene started his own League of which he is still the president since his boyhood Mujibur Rahman was closely associated with Mr. Suhrawardy and all his political learning were therefore supposed to have been guided by him. That is why he is sometimes called the political child of 'Suhrawardy.

After Late Mr. Liaquat Ali Khan the first prime Minister of Pakistan, Mr. Suhrawardy was the only personality in Pakistan who could claim the leadership of both East and West Pakistan. he was the Prime Minister of Pakistan from 1956-57. He died in 1963. During his time the second constitution of the Islamic Republic of Pakistan was passed in 1956.

Prior to becoming the Prime Minister he had to sit in the opposition at least for half a decade. Even in those days he did not utter a single word against the ideology and integrity of Pakistan. The motto of his political life was to see a strong Pakistan. Integrity, solidarity and security of Pakistan was his primary consideration. In connection with the solution of Kashmir dispute it was he who asked pandit Netiru to take lessons from the History of India before wageing warfare with Pakistan, It was he who openly declared that Muslims during their rule of 800 years over the soil of India fought many a battle with the Hindus but did not lose a single battle to the Hindus.

It was again he who brought the resolution on One Unit in 1955 to do away with the feelings of provincialism like Punjabi, Sindhi, Balucbi and Pathanin West Pakistan and unity it into a single province.

It needs no emphasis to say that he never believed in parochialisin or regionalism in 1953 when the question of shifting Pakistan's capital from Karachi to Gadap near lasbella in West Pakistan came up some of the followers of Awami League deinanded that the capital should be shifted to Dacca. Mr. Suhrawardy was the first man to oppose it saying "Capital should remain in Karachi" this is what the father of the Nation wanted. Although the principle of representation on the basis of population (56 percent East and 44 percent West Pakistan) could be incorporated in the 1956 constitution which was presented to the nation by Mr. Suhrawardy, he could not even think of this idea in the better interest of Pakistan. Instead he introduced the system of party (50:50) to enable the people of both the wings to enjoy the benefits of political and economic freedom equally he few exam.

In the light of the few examples out of many let us examine his "political child", Mujib.

I-Ie never wanted to become the leader of the two wings of' Pakistan. Even after the election when the president of Pakistan addressed him as the future Prime Minister of Pakistan and the people of West Pakistan congratulated him as such, he did not think it necessary to visit West Pakistan. he introduced himself as the leader of "Bangla Desh". He never advocated the cause of the people of West Pakistan unless it was so needed by his political motivation. His theory of 'Bengali nation' was against the political conception of Pakistan. his advocacy for establishing trade and economic relations with India without the solution of [lie Kashmir dispute and the Farakka Barrage issue in "Bangladesh" was against the national interests of Pakistan.

Every leader from West Pakistan admitted without any reservation that disparity existed between the two wings and East Pakistan should be given their due share in all walks of life. Even his formula for the representation on population basis was accepted on the basis of which he fought the last December election and secured 167 seats against 169 in East Pakistan out of total assets of 303 in the National Assembly.

Again on the basis of this population theory East Pakistan could get 56 percent as against 44 percent of west Pakistan in the economic and industrial fields. East Pakistan could dominate the Central Government, by an absolute Majority. Still why he did not like to have a strong centre and instead on having virtually two independent states under the shadow of a confederation or weak centre is really open to question.

A comparative study between the year 1966 and 1971 seems to be necessary to see Mujibur Rahman in the true perspective. In 1966 he was found to have been implicated in the Agartala Conspiracy by the Government of president Ayub Khan. He was reported to have conspired in colusion with India to dismember Pakistan. The following were the charges against him:

1. They would enlistmen from armed forces, ex-service men and civilian to build up an armed spearhead.

2. They would recured arms and funds from local sources as well as from India.

3. They would also create general political dissatisfaction by propaganda.

4. they would fix and opportune moment to take over strategic points by force. The Representatives of these conspirators accordingly held a meeting with the Indian representatives on 12th July 1967 to procure funds, arms and ammunition at Agartala in the Indian state of tripura across the eastern border of East Pakistan.

On the above charges Sheikh Mujibur Rahman with his 34 other accompanies was imprisoned under the Public Safety Ordinance and tried by a special tribunal for his offences. To his good luck as lete as september 1968 Ayub's Government was irrietrievably shaken by the students and workers movement in West Pakistan. The entire national life was paralysed. People from all walks of life became so much fed up with the bureaucratic Government of Ayub that they raised slogans for the release of all political prisoners and return to parliamentary democracy. As a result the Agartala Conspiracy case was withdrawn and he was released on 22nd February, 1969.

President Ayub Khan is no longer on the Political scene but the people are still in the field and they have seen enough since the electoral victory of Mujibur Rahman to be convicted that the charges levelled by president Ayub Khan were 100 percent correct. I hop they no longer blame Ayub Khan. They have seen India Openly supplying arms and ammunitions sending infiltrators, opening clandestine radio at the river Hoogli and at the office of its Deputy High Commissioner at Dacca, massing of six Army Divisions on Pakistan's borders in the Eastern wing, harassing of Merchants and pilgrim ships on the high seas, banning of civilian fights by Pakistani, as well

as foreign airlines from one wing to the other, resolution of Indian parliament and statements of Indian parliament and statements of Indian leaders who have welcomed the disturbances in East Pakistan as the "Opportunity of the century" for India to undo Pakistan declaration of so-called "Bangladesh" Government at Calcutta, sending of Indian Emissary to London as a representative of "Bangladesh" capturing of Pakistan Deputy High Commision at Calcutta attacking newly appointed Deputy high Commissioner of 'Pakistan in a hotel at Calcutta, the race of Indian Ambassadors in Moscow, New York and other places suking assistance and recognition of their immaginary "Bangladesh."

Is there anything more to show that the Agartala Conspiracy was not just an accusation? After all how India could dare to encroach upon the sovereignty of neighbouring country? Undoubtedly there was some conspiratory pre-arrangement with India and sheikh Mujibur Rahman was the who established this link.

So far as Indian is concerned it is not very difficult to appreciate their evil intentions and machinations. She has never reconciled herself to the creations of Pakistan. Whenever she got an opportunity she spared nothing to undo the partition of the sub-continent right from 1947, she has launched a systematic campaign which exposes her basic hostility towards Pakistan.

A typical example of this attitude could be seen in the resolution of the working committee of the powerful Jana Sangh in its meeting of March 1, 1965. The resolution stated the Jana Sangh has always felt that partition must be annulled and Pakistan liberated. That must be the nation's first objective. To achieve this objective thrust a war upon Pakistan."

Thank God, Indian's expansonist dream was nipped in the bud(?). She was given such a lesson the pangs of which she could not forget till today since then on the one hand she has been building up a gigantic war machinary and on the other hand has been carrying out a vicious and vociferous propaganda campaign to malign and destroy Pakistan.

Dr. Ram Manohar Lohia, a prominent socialist leader said in 1965 in lok Sabha :"Unless Indian forces had got completely demoralized. East Pakistan Should be only a matter of four or five days." Mr. Frank Anthony, an Independent member of Parliament said in Lok Sabha "India could take East Pakistan easily" and "cut West Pakistan into pieces." To achieve her aggressive design India has always been on the look out for another opportunity after 1965. But this time she wanted to thrust upon Pakistan not only a political war but also a disastrous economic: war. Their main aim was to cut Pakistan into pieces.

It is pertinent to note that the economy of Pakistan is interdependent on both the wings. No wings can survive economically without the help of the other. Indian machination was therefore to strike a fatal blow to the economy of Pakistan. They had therefore to find out a traitor like Bakshi Ghulam Mohanlmad and Ghulam Sadiq of Kashmir in East Pakistan. Naturally their choice fell on Sheikh Mujibur Rahman who had also been looking for external help to undo Pakistan.

Does it mean that the people of East Pakistan also Joined hands with him? East Pakistan is a land of rivers and contract with a population of 75 milion. 95 percent of them live in the remotest villages. The percentage of' literacy, according to 1961 census report is 17 percent. Most of whom are again towners, can any one even think

that this illiterate mass can understand the six points of Mujibur Rahman which are reproduced below:

Point I. The constitution should provide for Federation of Pakistan on the basis of the Lahore Resolution and Parliamentary Form of Government with supremacy of ligislature directly elected on the basis of universal adult franchise.

Point II. Federal Government shall deal only with two subjects viz. defence and Foreign affairs and all other residuary subjects shall vest in the Federal States.

Point III. Two separate but freely convertible currencies for wings may be introduced.

Point IV. The power of taxation and revenue collection shall vest in the federating units and the Federal Centre will have no such power. The Federation will have a share in the state taxes for meeting the required expenditure. The consolidated Federal Fund shall come out of a levy of certain percentage of all states taxes.

Point V. There shall be two accounts for foreign exchange earnings of the two wings. Earnings of East Pakistan shall be under the control of East Pakistan Government and that of West Pakistan Government. The foreign exchange requirement of the Federal Government shall be met by the two wings either equally or in a ratio to be fixed. Indigenous products shall move free of duty between two wings. The constitution shall empower the unit Governments to establish trade and commercial relations, set up Trade Missions and enter into agreements with foreign countries.

Point VI. There shall be a militia or para military force for East Pakistan controlled by the province.

The above mentioned six points need thoughtful consideration about their implications and consequential off shoots of their being practically accepted. The feasibility of two sovereign states under a Federation, with two separate currencies, with two separate Reserve Banks under a crippled Centre, Whose existence would depend upon the mercy of the federating Units who will have the power of taxation and revenue collection and maintain paramilitary troops to their own command can not but strike a fatal blow to the very principles of' sovereignty of Pakistan. Is there any patriotic citizen in any country who should like to divide the country into two independent units determined to bring disaster to the solidarity of the country?

Motivated by this ill-conceived objective Sheikh Mujibur Rahman wanted to play with the sentiments of the people. No doubt the people of East Pakistan are very poor but they have a good heart. The poor economy of East Pakistan was the legacy of the British rullers which was shattered by the flood havocs from time to time, negligence of the Central Government and the step-motherly treatment both in the public and private sectors. The people of food, clothing and shelter more concerned with the question of food, clothing and shelter than anything else on Earth. The last disaster being the worst in the history of natural clarity devastating East Pakistan added further to the pangs of their stavation and provided a good grond for their explaitation by Mujibur Rahman.

The inner significance and inherited spirit of six points was hard to be digested by the illiterate masses. They are too good Muslims. They believe in the saying that " Allah likes proverty." Therefore they never blame anyone for their sufferings except cursing their fate. Such being their philosophy of life they believe in the integrity and unity of their country is a part of their fundamental belief. To divide the country for any reason what so ever would be unthinkable for them. To them the appeal of six points was to provide two square meals per day and that is why they crowded behind Sheikh Mujibur Rahman and cast their votes one after another like a flock of sheep jumping into the river without knowing its dangerous consequences. How they can be blamed when Mujibur Rahman himself said "the people of the West Pakistan understand our problem and are sympathetic with us. In fact the people of West Pakistan have love and affection for us. The natural love and affection for us. The natural love and affection runs like a story thread which binds us together and can never be snapped."

If they even knew that with this slogan, Sheikh Mujibur Rahman would take them to the Indian traps , they would have preferred death to starvation. Their only folly was that they could not recognize the wolf under the skin of ship.

Secondly, Sheikh Mujibur Rahman inherited the popular support of Mr. Suhrwardy whose ideology was the integrity of Pakistan and in whom they placed their sacred trust. Therefore people at large thought that Sheikh Mujibur Rahman can not go off the track established by tis political father.

Had they ever known that their confidence in him was preparing to lead them into the enemy camp across the border they would have dug out Mujib's Political grave for him rather than provided him with the opportunity to become the prime Minister of Pakistan.

It was perhaps too late for the people for the people unmask his ugly face.

Separation of Pakistan was not an issue in the last election. The main problem facing the country was the restoration of democracy. The sooner the better was the heartfelt urge of president Yahya Khan to transfer power to the elected representatives of the people. The people elected their representatives but they never gave mandate to any party to frame a constitution that would dismember Pakistan. The very foundation of a constitution is based on the sovereignty and security of' a country on which there can not be any compromise.

Sheikh Mujibur Rahman had not courage to show his hand at once. But as soon as his real designs were exposed he stood discredited in the eyes of his compatriots including certain members of his own party who were shocked to cause where Mujibur Rahman had intended to lead them right into the arms of India. So it is for the worthy readers of these lines to see how different was the political father from his supposed political off spring.
