India obstructing return of refugees, says Tikka

Karachi, (APP)

Lieutenant-General Tikka Khan, the Governor of East Pakistan, said here today India was still creating fear and score among the East Pakistan refugees willing to return home.

Talking to newsmen at the Karachi Airport during his 45 minute stop-over on his way to Dacca from Lahore, he also said India was obstructing the return of East Pakistan refugees to her advantage.

He said the East Pakistan Government on Its part had set up reception centres along the border areas to receive the returning refugees. These camps, he said, were providing food, medical aid and shelter to the refugees and later taken to their original places.

He said that due to Indian restrictions on the recognized routes, the returns of the unrecognised routes. he said during his recent meeting with prince sadruddin, the United Nations High Commissioner for refugees, he brought the Indian attitude towards the returning East Pakistani, to his notice. He said the United Nations official was also trying to see that the refugees were also allowed to return through the recognised routes.

AMNESTY

He said his Government was affording all facilities to the returning Pakistan nationals. "I have even gone a step further and offered a general amnesty so that the people may come back without any fear and score."

In reply to a question, the Governor of East Pakistan said there was definitely something behind India's move to shift some of East Pakistanis to the interior probably because their camps on the border areas were overcrowded, He however, said there was definitely something behind this move.

India, Lieutenant-General Tikka Khan said, was interested in keeping some of the displaced persons.

If India gives preference in settlement to a section of the displaced persons it is her outlook, he said and added that Pakistan on its part was ready to well come all bonafide Pakistani refugees irrespective of cast, creed and religion.

He said majority of the people crossed India from near the border areas where India had created panic and scare among the people and encouraged them to crossover. He said that nearly 10,000 Pakistanis might have come back by now but I hope that with the setting up of more reception camps and added facilities, more and more would be coming back in the near future.

In reply to a question, General Tikka Khan said that Pakistan would be needing more medical supplies for the displaced persons.

Pakistan would welcome all foreign help for the people of East Pakistan through the United Nations. "We have enough doctors and medical personnel but require more medicines," he said and added the world body had graciously agreed to extend help to Pakistan in this behalf.

British MPs praise Yahya's sincerity

Mr. Tinn, a member of the British parliamentary delegation last night paid rich tributes to president Yahya Khan for his forthright and sincere efforts to hand over powers to a civil government. Speaking at a dinner given in honour of the delegation by the Chamber of Commerce and Industry, Karachi, he said that his (president's) efforts were, however frustrated unnecessarily at a heavy coast of the people of Pakistan.

He said that one thing that impressed him much about president Yahya Khan was that enjoyed the supreme power but he demonstrated tremendous amount of tolerance.

The president, he added, went too far to meet the demands of the chief of the outlawed Awami League Sheikh Mujibur Rahman.

Mr. Tinn, who is a labour member of the British Parliament said that any objective student of politics would recognise how deeply genuinely President Yahya Khan was committed to a civil Government.

He recalled the meeting of the delegation with the President and aid it was "most fruitful". The President explained the whole things in a forth-right manner without any hesitation.

British MPs call on Yahya

Rawalpindi, (APP)

The three-man delegation of member of the British Parliament, on their return from East Pakistan, again called on the President, General Yahya Khan, at the President's House here this evening. The secretary, Ministry of Information and National Affairs Mr Roedad Khan was also present at the meeting.

The delegation consists of Mrs. Jill Knight, Mr. James Tinn and Mr. K. James Kilfidder.

Soon after arrival, the British Parliamentarians called on the Foreign secretary Mr. Sultan Mohammad Khan. The delegation had met the Foreign Secretary on Monday last before flying to Dacca.

Tikka Khan back in city

The East Pakistan Governor, Lt. Gen. Tikka Khan: returned to Dacca yesterday afternoon after a five-day visit to West Pakistan, reports APP.

During his stay in rawalpindi the Governor attended the meeting of the National Economic council And the Governors' Conference.

Protest Lodged

Islamabad,

Pakistan has loged a strong protest with the Government of India against the intrusion and unprovoked firings on Pakistan territory by the Indian Army.

A protest note communicated to the Indian High Commission here yesterday said that the Government of Pakistan reserved the right to claim compensation for the loss of life and property resulting from the firings.

The note said that on 10th June 1971, East Pakistan CAF border outpost in Jaintiapur (RH 3498) and its surrounding area in Sylhet district were attacked there times by the rebels who came from the Indian territory the rebels were actively supported by the Indian BSF and regular Army elements. The Indian artillery intermittently fired approximately 800 rounds of field and medium artillery and heavy mortars from 0600 hours to 14.00 hours. As a result of this firing. a large number of innocent civilians living in the area were killed and injured.

The protest note added that on the same note added that on the same date the Kasba (RM2827) and Rajpur (RM-2807) areas in Comilla district were also shelled by the Indian field artillery with heavy mortar without any provocation whatsoever, resulting in casualting of innocent civilians.

Sadruddin meets yahya

Prince Sadruddin Aga Khan. United Nations High Commissioner for Refugees, had a meeting with the President, General A.M. yahya Khan at the President House here today.

The Economic Adviser to the president Mr. M.M. Ahmed was also present during meeting.

Yahya likely to visit East wing next month

President General A.M.Yahya Khan is likely to visit East Pakistan in the Middle of next month, Lieutenant General Tikka Khan, the Governor of East Pakistan said here today.

Talking to newsmen at the Karachi Airport during his stop over here on his way to Dacca, he said that during his recent meeting with the President, he apprised the latter of the over all situation obtaining in the Eastern wing of the country.

He said that the President proposed to visit East Pakistan by the Middle of next month.

E. Pak team to go abroad to counter Indian propaganda

Karachi, (PPI)

The East Pakistan Governor, Lt. Gen. Tikka Khan confirmed today reports that a delegation of prominent East Pakistanis was being sent out to counter the Indian propaganda abroad.

He said the delegation will be led by former Foreign Minister Hamidul Haque Choudhury and will induce Mr. Mahmud Ali, Vice President of the PDP, Justice Nurul Islam and DR. Sajjad Hussain Vice Chancellors of the Rajshahi University.

All these persons had a meeting with the President in Rawalpindi on Friday. He said the delegation will explain the actual East Pakistani situation to the outside world.

The delegation would tour various countries details of which are currently being worked out.

Political leaders urged to forget differences and unite to help Govt.

Major-General (Retd.) A.G. Jilani, a prominent leader of the NAP (Wali group) and an MPA-elect, has urged the political leaders to forget, for the time being, their inter party differences and unite Whelp the Government in its efforts to restore normalcy in the country.

Addressing party workers at village Surkhadreri in Swabi Tehsil on Thursday he asserted that at a time when the country was passing through its gravest crisis let us all unite in one grand coalition to overcome the dangers threatening the motherland .

Anyone who became oblivious of this need of the hour and tried to create disunity among the people by slandering or maligning his opponents was "consciously or unconsciously" thwarting the efforts of the Government, he emphasised.

The NAP Leader criticised those who changed misrepresented the NAP policy with regard to co-operation with the Government in its efforts to restore normalcy. He stressed that the NAP had decided to fully co-operate with the Government and shall help them to overcome the damages threatening the intigrity and solidarity of the country. The crisis facing the country is not of the present Government making, but it is the result of wrong political and economic politics purchased in the past, he remarked.

Referring to the economic backwardness of the province, Gen. Jilani Called for generous cultural allocation to make up for the past neglect. He also called for provincialisation of autonomous bodies like WAPDA, WPIDC, ADC and some similar instituions, and preferential treatment of the backward regions to the province.

He also took exception to the concentration of wealthe in few hands, and called for nationalisation of banks, insurance companies and heavy industries to ensure, what he termed; equitable distribution of wealth in the country. Gen. Jilani also castigated he critics of the slogan of " Bread, clothes and shelter", and emphasised that Islam does not decree that people went about naked, hungry and shelterness. he stated hat Pakistan come into being to ensure realisation of Islamic way of life which envisaged provision of the basic necessities of life for the masses. If this were not done, neither would Islam becomplete nor would the purpose of the creation of Pakistan be accomplished, he asserted.

Concluding, the General exorted upon the Party workers in particular and the people in general not to be misled by the malicious propaganda of the party opponents, and unite to help the Government to overcome the grave crisis confronting the country.

Canadians urged to contribute to aid refugees

A newly formed national relief consortium urgently appealed to Canadians on Wednesday to contribute 2.5 million US dollars to aid Pakistani refugees in India.

Representatives of eight established Canadian relied agencies held a joint press conference at Down own hotel to announce the formation of the combined appeal for Pakistan relief.

Call to cooperate with Armed Forces

Dacca District Peace Committee in its meeting held here on Thursday urged all peace loving people to come forward and work for maintaining complete peace and normalcy in the areas of the district and to co-operate with our gallant Armed Forces in dealing with the anti social elements, reports PPI.

The meeting formed strong Peace Committee with 24 members with Mr. Abdul Awal ex-MNA as convener, the prominent member of the committee were Mr. Mia Zher ex­MPA, Mr. Abdul Hakim Vikrampuri, Mr. Abdur Rahman Bhuyyan ex-MPA, Mr. Mostan Khan ex-MPa and Mr. Abdur Mataleb Bhueyan ex-MPA and others.

20 persons arrested in Karachi for raising objectionable slogans

Karachi (PPI)

Twenty persons were arrested under MLR 16 A and 76 by the police here today at the Cantonment Railway Station for raising objectionable slogans against a political party.

The arrest were made following the arrival of Ahmed Raj(?) Kasuri, MNA-elected and Chairman, Pakistan people's party (Raja progressive Group) when a rival group started raising slogans in favour of Mr. Z.A. Bhutto. The train in which Kasuri arrived was late by the hours. He was accompanied by Mr. Naveed Malik, a leader of his party.

According to the police. of his compartment, his party leaders and workers welcomed him. Meanwhile, another group of people standing nearby raised slogans.

Mujib's failure to compromise led to tragedy

Failure of Sheikh Mujiibur Rahman, leader of the defunct Awami League to compromise had brought about the "great tragedy" in East Pakistan, Mr. James Tinn, a member of the three-members, British Parliamentary delegation, said here yesterday.

He was giving his impression of a three clay visit to East Pakistan at a reception given in honour of the visiting British Parliamentary delegation by the English Speaking Union of commonwealth (Pakistan Branch) a local hotel this evening. Mr Tinn a Labour member of the British Parliament, expressed the hope that "lessons

have been learned" and "as time passes" a statesman of national stature would emerge in Pakistan to lead "this great country" to peace, prosperity and happiness.

India still very active to undo Pakistan

Mr. Hamidul Huq. Chawdhury former Foreign Minister has said that though mauled and frasted in her designs, the Indians are still very active in the pursuance of their evil designs of undoing Pakistan.

He warned that we are still in the thick of the crisis and any complacency would be suicidal. He was addressing the local bar Association here today.

Cholera deaths among refugees

Calcutta (AFP)

West Bengal Health Minister Jainul Abedin confirmed yesterday that 50 East Pakistanis had died of cholera during the past 24 hours in the border areas of the state.

He told audience that so far 506 people had suffered from the disease.

He said that the disease which was originally confined to the border was now spreading to other parts of West Bengal.
