Indian attack repulsed : 6 captured and 24 killed.

The Pakistan troops yesterday threw back an attack by the first Naga Battalion of 4 Mountain Division of Indian Army near Dharmadaha in Kushtia district. reports App.

six-Indian soldiers including one non-commissioned officer were captured while 24 others were killed.

The Indian attack was supported by Indian artillery. They also had with them several hundred Indian agents who suffered 48 dead in the clash. 

Pakistan suffered 4 killed and I wounded Among the casualties are also EPCAF personnel and Razakars who displayed great courage and steadfastness in the action. 

Our troops captured a sizeable quantity of arms and ammunition including one mortar, two light machine guns with 16 magazines of ammunition one recoiless rifle. 40 rifles, 70 grenades and one very light pistol. The very light pistol is normally used for flashing success signal in a military operation.

The Indian battalion and Indian agents crept into the border are a of' Kushtia district under the cover of' darkness and dug in then- positions. Indian artillery. Meanwhile continued shelling Pakistan positions in the area.

Yesterday morning Pakistan troops and EPCAF personnel launched an attack and threw back the intruders.

Another report from Comilla said that Indian artillery shelled Kalampur area last night followed by a battalion attack yesterday morning. The attacking force consisted of Indian troops and their agents. Tire Indian artillery provided covering fire to the invaders from across the border.

The attack was repulsed. Thirty five Indian agents were killed and several others wounded.

Meanwhile, Indian artillery continued shelling border villages in comilla. Sylhet, Rangpur and Jessore districts. Nearly 1950 shells landed in 18 villages killing 36 villagers mostly women and children Two soldiers in the neighbouring area were also wounded.

The effected villages are Arganga, Mandalbag. Sarapur. Latu, Atgram and Radhanagar in Sylhet. Ramchandra, Salki, Barakhata, Gosanipur and Amarkhana in Rangpur and Kakdanga, Dupakhali, Maslia, Ichhakhali and Chaugacha in Jessore district.

Pakistan warns India.

Islamabad, Nov. 13 (PPI) : The Government of Pakistan has again protested to the Government of India against the continuous and unprovoked firing and shelling on Pakistan territory by the Indian army in gross violation of the ground rules.

In a protest note delivered to the Indian High Commission here today. Pakistan warned India of the consequences that may follow from such wanton acts of unprovoked Air firing and mortaring by the Indian forces.

It pointed out 31 incidents of serious violations of Pakistan borders by the Indian army from October 25 to November 3. 1971, involving considerable loss of life and property in East Pakistan.

Taking serious views of these incidents, the note added, Pakistan India that it reserved the right to claim compensation from the Government of India for damage caused to life and property in East Pakistan (uncompleted).

Malik asks India not to abstract refugees returning home.

Bogra, Nov. 13 (APP) : East Pakistan Governor, Dr. A.M. Malik, today asked the Indian Government not to obstruct Pakistanis willing to return home and respond to the appeal of President Yahya in the greater interest of both the countries.

Addressing a cross-section of people here the Governor expressed his firm belief that exponents of independent Bengal must be repentant for their folly and seeing through the game of outside forces but unfortunately they were unable to return home because of Indian determination to utilize them for political purpose.

The Governor hoped that good sense would prevail on the part of Indian leadership in allowing the displaced Pakistanis to return and defusing border tension so that both the countries could avoid on all out war which he said, would bring misery to crores of people in the sub-continent and destruction to all that had been built over the years.

The Governor reminded the misguided section of people that the present situation was the outcome of Indian conspiracy who were never reconciled with the creation of Pakistan and were determined to exploit every opportunity to crash it.

He pointed out that at the initial stage India thought that Pakistan would not last as a stable state but when Pakistan had marched forward with the passage of time belying their expectations they were now applying other tacties to undo it. But he declared that little did not India know that no sacrifices was considered too great by the Muslims while defending their territorial integrity and upholding the cause of their faith.

Explaining the reasons for Indian attempt to extend its hegemony over East Pakistan the Governor said that during the British period this part of our country was the hinterland for Calcutta and as such mills and factories were built there at the cost of Fast Bengal and even all essential commodities were supplied from here. But he pointed out that after independence things were totally different. Life in East Pakistan was cheaper than that of West Bengal where the minimum price of rice was Rs, 80 per maund these days and similarly prices of other essential commodities were exhorbitantly high. That is why he said India was all out to grab this part of Pakistan to improve their own lot. But unfortunately, he maintained a section of our own people had failed to see through the Indian game and allowed themselves to be played into their hands. He made it absolutely clear that Hindustan could never be the friend of Pakistan where Muslim citizens were subjected to inhuman torture and suppression wheareas Hindus in East Pakistan were living quite peacefully. As such he impressed upon the misguided leaders of so-called Bangladesh the need for realizing the fact that had India achieved its object of annexing this part of the country they would have to become simply slaves of India loosing their identity as a nation once for all.

Concluding the Governor asked all sections of people to sink their differences and unite as rock to defend the solidarity and integrity of the country.

Mr. Habibur Rahman, MNA-elect, speaking on the occasion appealed to the bonafide citizens who had crossed the border to return home and work for restoring peace and economic activities in the country. He also thanked the Governor for undertaking the responsibility of running the affairs of the province at this critical time.

Tributes to Razakars.

Earlier, addressing the Razakars at the local Police line ground , the Governor paid tributes to them for their patriotic spirit and tremendous sacrifice in defending the solidarity and integrity of the country.

He reminded them about their two told duties of defending the territorial integrity and crushing the anti-social elements and hoped that they would live up to the tradition of 'a true Muslim in performing their noble duties.

The Governor referred to activities of miscreants who obstructed students going to their classes and said that those who stood in the way of providing education to children were enemies of the country. lie also mentioned about activities of unscrupulous traders who were in the habit of raising prices and creating their artificial scarcity and thus trading on human miseries. lie hopped that the Razakars would effectively deal with such bad elements as well and help create a peaceful and congenial atmosphere for the people. 

The Governor made a pointed reference to unprovoked Indian shelling on Pakistan villages resulting in casualties of civilian population and also their tactics in sending infiltrators to disrupt communication to kill innocent citizens by exploding bombs and also to rob of public properties. In this connection, he also referred to recent incidents at Dacca where even small school students were not spared by them. He appealed to this misguided section not to play any more into the hands of enemies and restrain from such activities at least during the month of holy Ramzan when Muslims were supposed to observe restraint in this month in all directions. lie once more called upon those who had crossed the border to come home and celebrate their Eid with their kith and kin as it may not be possible for them to celebrate the festival in Hindustan. Later, the Governor held meeting with the officials to acquaint himself with local problems.

The Governor also visited constructions of houses for the affected persons during the disturbances.

The Governor's programme was rounded off with a visit to the 'Mazar' of late Bogra Mohammad Ali where he offered `fateha.'

He returned to Dacca in the afternoon.

Rogers expresses fears.

Hostilities may break out soon between India-Pakistan.

Washington, Nov. 13 (Reuter APP) : Secretary of State William P Rogers yesterday expressed fears that hostilities might breakout soon between India and Pakistan.

The United states had asked both sides to exercise maximum restraint. Mr. Rogers told a luncheon.

He said the United States was very concerned about the buildup of military forces in the border areas between India and Pakistan.

The Nixon administration has previously expressed concern over rising tension between India and Pakistan, but Mr. Roger's remarks yesterday appeared to view the situation in more urgent terms.

"We are apprehensive that these clashes at the border might lead to the out break of hostilities in the days ahead," Mr. Rogers said.

Mr. Rogers who was addressing a luncheon meeting of the National Professional Journalistic Society said in response to questions that the United States was doing everything it could to prevent a war. Obviously it war breaks out, we will do everything we can to stay out" he added.

"We have no intention of getting into any other war."

Mr. Rogers said the United States was using quiet diplomacy in both India and Pakistan, seeking to defuse the border tensions which have built up in recent week.

Both sides have traded charges of border incidents and shelling in recent weeks. Asked if India's position on the world affairs would change especially in light of' new Indo-Soviet friendship treaty, Mr. Rogers said that Prime Minister Mrs. Indira Gandhi had reassured the US administration on this point during her visit to Washington last week.

Mrs. Gandhi said that the Russian treaty did not affect the policy of non­alignment Mr. Rogers told the luncheon. "We have no reason to doubt that, he added.

The Secretary of State also said US relations with Pakistan were not harmed by the administration's decision on Monday to suspend further shipments of military spare parts to the Government in Islamabad. 

"The United States had previously been permitting' shipments licensed before the troubles broke out in East Pakistan last March.

M-E Peace takes.

APA adds : US secretary of State also urged that the Mid-East peace talks be held with representatives of the parties "in close proximity" so that they can exchange views quickly.

He said the method of getting the positions of the mid-East rivals by long distance from their capitals used earlier in the effort for a solution has been "a very cumbersome procedure."

The difference between the two sides since the US sponsored diplomatic effort got under way with the ceasefire have now been brought to a point where a faster negotiating process in needed, he said.

Rogers spoke of the US effort for a mid-East assessment as one of a wide range of peace initiatives being conducted by the Nixon administration.

He said the US Government, has never before had more "Comprehensive and intensive efforts" for peace than the Nixon administration is making and that President Nixon has "achieved in the world position of leadership for peace bringing about possibilities or peace in this generation.

Salt Talks.

On other diplomatic fronts, Rogers said US and Soviet negotiators renew strategic arms limitations talks (SALT) at Vienna Monday and "we have every reason to believe these negotiations will result in a successful conclusion.

He said the negotiators focussed on antiballistic missile (ABM) curbes in last Summer's Helsinki negotiating round and will discuss offensive weapons in greater detail at Vienna.

Washington has urgently counselled both sides in the India-Pakistan dispute "to exercise maximum restraint" Some fear warm may breakout between the two if moderation is not observed by both sides in the East Pakistan situation.

Instructions about trenches.

It his been decided by the Government that slit trenches should be dug with immediate effected in the compound of public buildings, by the road side and near parks and markets places in all important towns of the province for the purpose of

taking shelter during the air raids. Trenches should also be dug in the countryard of' privvote buildings where such buildings arc not strong enough. In this connection, it is necessary to remember the following instructions.

(a) The best place for shelter during on air-raid is the dwelling house itself it is sufficiently strong. Please select a small inner room on the ground floor with a minimum number of doors and windows for this purpose.

(b) Please remove the glass panes of windows and barricade them. Alternatively, this strong pieces of liner about one inch in with should be posted crosswise on the glass panes.

(c) The trench should be of the following specification :

(i) It should be of 'W' shape each arm should be of 8ft in length, 2 ft. in width and

4 ft. 6 inches in height.

(ii) The sides of the trench should be vertical such a trench of 'W' shape will

accommodate 16 persons.

(iii) If the number of users is smaller, please dig a'V' shaped slit trench with 2 arms only, each arm being of 8th in length 2 ft. in width and 4ft. 6 inches in depth.

(d) Please contact the local civil Defence authorities for advice or clarification.

Razakars save three bridges. 

Razakars yesterday saved three bridges on Madaripur Barisal road by successfully defying raide by Indian agents, reports APP.

The bridges are located near North Chandsi. Dhamsar and Batajar. 

Another reports from Comilla said that about 50 Indian agents crossed into Pakistan territory and concentrated in Bardan border area north of Gunati railway station. Razakars raided the place in the early hours of Saturday morning. They killed 2 Indian agents and captured five. Others ran across the border leaving behind 16 rifles with 3300 rounds of ammunitions. one machine gun, one stengun, 121 grenades and 160 pounds of explosives.

Border situation a virtual state of war : S M Khan.

United Nations, Nov. 13 (Reuter) :The head of Pakistan's Foreign Affairs Ministery, Mr. Sultan Mohammad Khan, said today the situation on the border between India and East Pakistan was "virtual State of war."

Speaking to UN correspondents during a visit here to Pakistan delegation to the UN General Assembly, Mr. Khan said :"there is mortaring and shelling from the Indian side, and on two recent occasions even tanks have been used by the Indians."

He said there had been repeated incursions into Pakistan territory from India, and threatening and warlike statements by Indians in responsible positions.

Mr. Khan declared :"This is a virtual state of war. We hope and pray that it will not expand in scope and dimension."

The Pakistani official said the question of bringing the Pakistan problem before the security Council was constantly under consideration by Pakistan, but whether such a move would be made depended on how the situation developed.

Mr. Khan, who ended a four day visit to Peking last Monday with a Pakistan delegation led by former Foreign Minister Zulfikar Ali Bhutto, said China had stated categorically that if Pakistan was subjected to aggression Peking would help defend Pakistan's sovereignty and territorial integrity.

"A statement issued in Peking last Sunday was in keeping with chine's publicly declared policies in this regard," Mr. Khan said.

The Pakistani official, who also visited Moscow recently, said the interpretations being placed in Moscow and New Delhi on the Indo-Soviet treaty of friendship were quite different.

India was openly saying that the Soviet Union was with her in any future conflict with Pakistan, but the Soviet Union had stated that the pact was not directed against any third country but was intended to improve the prospects of peace in the continent.

"In the frequent exchange of- views we have been having with the Soviet Union the latter have assured us of then- desire to maintain friendly relations with Pakistan.- he said.

Mr. Khan, who is going on to Washington, Ottowa and West Germany after leaving New York, said he did not intend to ask the US administration for spare parts of further arms for Pakistani forces.

The preponderance of Indian military strength over Pakistan was there for all to see "I do not say we do not need military hard ware, but we respect the position of our friends and if we cannot fulfill our requirements we are not in the habit of complaining about it," he said.

"But Pakistan must see that what is needed for its security is obtained from one source, if not from another."

Asked if Pakistan had any fresh proposals to secure a return of the East Pakistani refugees in India, Mr. Khan, said Pakistan appreciated the enormity" of - the problem, but untill there was co-operation between India and Pakistan it was difficult to see how the refugees could go back.

Entire Muslim world to back Pakistan if India launches war.

Lahore, Nov. 13 : Ch. Rehmat Ellahi, Secretary General of Jamaat-e-Islami. Pakistan, has said if India invaded Pakistan not only people of entire. Muslim world but some very important Muslim countries will come to aid of Pakistan with men and material to light Indian aggression shoulder to shoulder with Pakistan. These big Muslim countries, he said, had required military resources at their command and they would place them at disposal of Pakistan Government.

He was addressing a press conference in Lahore this morning to explain his impressions of their two and a hall month foreign tour during which they visited 10 countries including UK, France, Turkey, Lebanon, Egypt, Libya. Saudi Arabia, Kuwait, Qatar and Abu Dhabi. He was accompanied during tourtion of Israilis on Indian side. Arabic section of Jamaat-e-Islami's central office. Ch. Rehmat Ellahi said that they had found during town that extent of Indian propaganda against Pakistan was much more than it was being felt in Pakistan. He said that tire main purpose of hostile Indian propaganda was to bring in disrepute the good name of Pakistan Army whose brave soldiers are the main target of Bharati propagandists.

Other aspect of anti-Pakistan campaign was active participation of Israelis oil Indian sided. Jews all over world have eared up their resources to finance and actively aid Indian based Bangladesh movement. So much so that few shopkeepers were offering 25 percent commission on goods sold to those East Pakistanis abroad about whom they make sure that, they were pro-Bangladesh. He disclosed that some of the British employer were giving preference to only those East Pakistani who were already to who were sympathies for Bangladesh.

Mr. Rehmat Ellahi complained that foreign publicity initiated by Pakistan to counteract Indian propaganda was not effective and suggested that delegations comprising newsmen from Pakistan should go abroad to explain Pakistan stand to their colleagues in foreign countries. He said that most of the Indian Ambassadors abroad Known language of country to which they are assigned but on this count also we are lagging behind. He expressed opinion that it was not necessary that all foreign missions should be headed by career diplomats and said Pakistan team should go abroad on official and unofficial level to explain Pakistan's stand. He said that Jamaat-e-Islami would soon send another delegation which will also include representatives from East Pakistan.

India urged to accept Yahya's proposals.

New Delhi, Nov. 13 (APP) : The Indian weekly Radiance has urged India to accept President Yahya Khan's proposals for direct talks with India. mediatory efforts of the United Nations to help reduce tension on the borders and facilitate the return of refugees to their homes, in East Pakistan. 

The weekly said India's persistent refusal to have any talks with Pakistan or through the United Nations to reduce tension between the two countries had no justification and no good could be expected to accrue front it.

The weekly reffered to President Yahya Khan's proposals and said he wants to enter into a dialogue with India to facilitate the return of Pakistani refugees to their homes in East Pakistan. He has also been inviting the U.N. help in one way or the other to reduce tension between two countries but India has rejected all these offers on the ground that these are meant to help Pakistan in scaling the Bangladesh issue.

The Indian weekly said that the time had now come when India should boldly accept offers of mediation or direct talks making it clear from the very beginning that its chief concern in Bangladesh is only the return of refugees.

Boomerang

The Indian weekly Radiance has said that India's support to East Pakistani secessionists has boomeranged and told the Indian Government now to get ready to meet the challenge from the secessionist elements with in Indian states.

These elements in Indian, the weekly said. were supporting the right of the people of East Bengal to secede from Pakistan not because they were interested in the people of East Pakistan, but, because they were preparing in making similar demands at a later date in the country.

These elements were bent upon dismembering Pakistan only to pane the way for the dismemberment of India itself, the weekly added.

Already, the Indian weekly pointed out. the Marxist communist party in India was reported to be giving serious thought to starting a political movement throughout the country to demand the right of secession to the states from the Union of India.

The CPM asserts that India is not one nation but a conglomeration of nationalities and hence these nationalities should have the right of secession.

The weekly said that the ruling party in the state of' Tamil Nadur. Dravidia, Munnreritra. Kazagram, had also given hints of' its thinking in the issue and the report of Rajmannar committee set up by the party to go into the question of centre state relations was bound to cause a lot of headache to the Government of India whenever the party would decide to launch the movement demanding the acceptance of recommendations of this committee.

The Rajmannar committee had recommended autonomous status for the self rule with greater power resting with them and only minimum powers with the centre.

Nurul Amin asks people to shun provincialism. 

Multan, Nov. 13 (APP) :The PDP chief Mr. Nurul Amin has called upon the people to shun provincialism parochialism and factionalism in order to reconstruct Pakistan in Accordance with the wishes of the Quaid-e Azam and according to its basic ideology.

He was replying to an address of welcome presented to him by the citizens of Multan at an iftary party this evening. He said he was visiting West Pakistan with the idea of uniting all like minded parties which believed in the Islamic ideology the basis of Pakistan.

He said, it was his endeavor to make Pakistan stronger and stronger in order to fulfill the trust of Quaid-e-Azam as also to enable the country to put up a united front against Indian aggressors, the arch enemy of Pakistan.

Mr. Nurul Amin thanked the people of Multan for the warm welcome accorded to him.

He also thanked the people of Vehari on whose behalf a cheque for Rs. 2.551 was presented to him for helping the cyclone affected people of East Pakistan.

The PML Chief', Khan Abdul Qayyum Khan, who also spoke called upon the people to ponder over the question why people had drifted away from the ideology of Pakistan.

He said the main reason is that the party which made Pakistan lost contact with the people as a result the masses lost hope and confidence in it.

The PML chief severely criticised PPP and said Pakistan Muslim league believed in the Islamic ideology, whereas PPP was propagating socialism, which was the negation of Islam.

He posed question to PPP since India also believed and practised socialism then what was the necessity of' having separate identity of Pakistan. He said the joint front of like minded rightist parties believed in the Islamic ideology of Pakistan and would fight tooth and nail for its ture presentation.

Qayyum Khan said who gave the mandate to Mr. Z.A. Bhutto to speak on behalf of tile whole of 'West Pakistan. He said perhaps. Mr. Bhutto was forgetting that there was no West Pakistan, as one unit has since been dissolved.

He said, he would admit that Mr. Bhutto's party had majority in the Punjab and sind only "but he cannot speak for the people of NWFP and Baluchistan."

Khan Abdul Qayyum Khan said Mr. Bhutto is touring various countries as self-appointed Foreign Minister of Pakistan. He described his visits as "artificial aspiration" not only for himself. but also for his party which was gradually losing ground.

He also criticised the PPP chief for advising the coup not to criticised the Big Powers. He said he would not care a fig for international opinion and aid if it was against Pakistan's interests.

Pakistan may break if power not given to E. Wing, warns Amin.

Lahore, Nov. 13 (PPI) : Mr. Nurul Amin, President of' the Pakistan Democratic Party, said here today that he was warning in the interest of the nation that if this time some body from East Pakistan was riot entrusted with power Pakistan might never remain united.

Addressing the inaugural function o1' 'The Pakistan Front' he said as the situation was coming out at present it seemed that East Pakistan might have a majority in the National Assembly and even in that case if East Pakistanis were riot able to get power, their already deeply ingrained misgivings in this regard would widen and frustration mount and this might ultimately culminate in the breakup 01 Pakistan.

The people of East Pakistan, he further said, would then think that Sheikh Mujib was their real leader and that a conspiracy was hatched to keep him out of power.

Mr. Nurul Amin appealed to West Pakistanis that they should try to understand the 'psychology of the people of East Pakistanis who left that all along it had been the gentlemen from West Pakistan that had ruled over them. It might be just an accident that whenever there was a chance for transfer of power to East Pakistanis something happened and they were deprived of it this feeling in them became stronger when Khwaja Nazimuddin was illegally dismissed by a Governor, who belonged to West Pakistan. So they were bound to think that Sheikh Mujib was removed from the scence through a conspiracy if this time also. They were unable to get power, he added.

Bhutto warns India to desist from warlike acts.

Hyderabad, Nov. 13 (APP) : Mr. Zulfikar Ali Bhutto today warned India to desist from its warlike acts.

The Pakistan People's party chairman declared that Pakistan did not believe in solving her problems through war. However, if a war was thrust on Pakistan India would taste the worst defeat of her history.

Mr. Bhutto was addressing a huge crowd at Hyderabad railway station while on his way to Karachi by Tezgam yesterday morning.

He said Pakistan firmly believed that difference between countries could not be resolved through war. Such differences could only be solved through peaceful negotiations, based on mutual understanding equality and justice. Quoting the example of the World War 11, Mr. Bhutto said Germany failed to achieve what she wanted through war. On the country. the Germans had to pay a heavy price for imposing war on their smaller. neighbours.

Full throated slogans of "Fiay Bhutto Sada Fiay" and "People's Party "Lindabad" greeted the People's Party chief as the train carrying him steamed into the station three hours behind schedule.

Mr. Zulfiqar Ali Bhutto who looked tired called for greater national unity to meet the challenge thrown by India. lie said if war was forced Pakistan if would not be restricted to this sub-continent. It's flames might engulf the whole world. he added.

He said India was collaborating with the enemies of Pakistan and wanted to isolate Pakistan in the world.

He said it would be India's greater folly if she thinks that she could succeed in her objectives.

He declared Pakistan was not alone and India would always find China with us. China, he said, was a trusted friend and would give full support in case of aggression.

The chairman of the Pakistan People's Party said his party was committed to serve the people and would do everything with in its power not only to restore the sovereignty to the people but also to remove the economic disparity.

He said the PPP was the first to lit the flame of consciousness in this country and shook the people from their slumber. He maid it clear that the PPP would not share power with those rejected by the people in the last elections.

He cautioned the people against the conspiracy to keep the People's Party out of power. He made it clear that if a Government which did not enjoy the confidence of the people and comprising others than the chosen representatives of the people was thrust on us then it would not be allowed to function more than 40 days.

He said he had come to Know that self-seekers were fomenting friction amongst the Sindhis and non-Sindhis to achieve their objectives. He said a pour Sindhi and a non-Sindhi were both victims of the same exploitation and the PPP stood for both of them.

The People's party Chairman also addressed gatherings at Tando Adam and Kotri railway stations.
