Sadruddin against stopping aid to Pakistan from Yahya Syed

London, June 30: "I am not convinced that stopping aid is the best way to achieve results," said prince Sadruddin, U.N. High Commissioner for Refugees commenting on the suggestions that aid should be used to pressurise Pakistan.

Addressing a press conference here this morning he said "such sanctions might provoke Governments". He added it does not work as one must distinguish between Governments and people for whom such aids are given.

Commenting on Indian charge on being biased, Prince Sadruddin said, "I am an international civil servant and my impartiality should be assessed by the international community. I enjoy the unanimous support of the international community as I was elected High Commissioner and re-elected by the General Assembly. My nephews, followers are both in India and Pakistan, more in India and I feel that my contact with India and Pakistan, is an added advantage in the present context. I am not pro-Pakistan or pro-India I am pro-refugees and they are my constituents, Governments take me as an international civil servant and I am judged by them as such."

Asked further a comment on reports in Indian press doubting his impartiality, the Prince said , "I was misquoted and out of context in Indian press for which I am not responsible. But the situation since been clarified. Conditions in areas which I visited in East Pakistan had returned to normal. I could not visit the whole country because of lack of time. What is needed is the restoration of confidence which the president of Pakistan is trying to do."

He disclosed that his officers are already in Dacca helping authorities in rehabilitation work. He rejected the idea of U.N. presence saying that was entirely up to the respective Governments to consider as this can't and should not be done with request from independent and sovereign Government. Up till now we are only concerned with the humanitarian problems.

Prince Sadruddin said: "There is no food shortage in Pakistan." He said, "but there is distribution problem for which the Pakistan Government has asked for boats."

Normalcy prevails all over Bakerganj Dist.

Barishal, June 30 (APP): Normalcy prevails all over the district of Bakerganj including urban and rural areas.

APP correspondent based in Barisal on return from Mofossil areas writes that all sections of people highly appreciated the timely action taken by president of Pakistan in safeguarding the solidarity and integrity of Pakistan against expansionist and evil design of India and anti-state elements. People in general are co-operating with our gallant armed forces in bringing back peace and normal condition in every sphere of life. All government, semi-goverment offices and autonomous bodies are functioning smoothly. Almost all employees including minorities have resumed their duties and working hard to make up loss caused by anti-state elements during last disturbances. All primary and secondary schools have been functioning properly. Most of the teaching staff including females joined their duties and boys and girls students are attending their classes regularly. Those who left town due to uncertain atmosphere are now returning their homes and efforts are in hand to resettle them.

Communication

All kinds of communication have been restored, steamers, launches, and buses are plying regularly connecting Barishal with Dacca, Chittagong, Khulna, Faridpur Patuakhali and other districts.

People are now easily moving from one place to another and businessmen also carrying goods and daily necessities from different places. As a result price of essential commodities which shot up have come known.

Cultivators are making serious efforts to increase production of food for making the country self sufficient. There is no apprehension of food shortage in the district. Food staff and their relief articles are being distributed to the affected people of Bhola and other places of the district.

Peace committees have been formed at district, sub-divisional Thana and Union levels. Members of peace committees are making frequent visit in rural areas and holding public meeting for keeping up morale of people everywhere. People were found very much confident and co-operative in all matters. People expressed their firm determination of sacrifice, everything even their lives for the cause of country. With a view to maintaining internal peace, training of village defence teams have already started in various places of the district. Young and patriotic people are found very much enthusiastic to participate in training of village defence teams organised by district peace committee. An independent Bengali weekly "Barishal Darpan" is being published regularly for educating people to local, national and international affairs.

Chalna again pulsating with life

Chalna, June 30 (APP): The port is again pulsating with life following the restoration of normal working conditions after the period of crisis that started in March.

The Mongla area was cleared of miscreants and anti-state elements as early as the first week of April. The Pakistan Navy then took measures to rehabilitate the port.

Radio communications were restored work on rehabilitations of port area was cleaned up and buildings, craft and equipment were repaired.

In less than a week of the start of the rehabilitation work the port started functioning.

Pakistan Navy, in co-operation with private shipping companies whose craft were also used recovered more than 400 craft some of these from very difficult and distant creeks and brought them to safety. More than 50 privately owned ships whose staff had deserted to escape atrocities at the hands of the miscreants, were also recovered and put to use to prevent the waste of national assets.

In addition, about 100 foodgrain barges, which had been hijacked by the anti- state elements, were recovered.

Ten craft belonging to the port which had been lying un-repaired for long due to the disturbed conditions, were repaired in the port workshop without loss of time.

The naval presence went a long way in restoring the confidence of the workers and boosting their morale. In the past few weeks efficiency has beaten all previous records.

The port now has a capacity for six ships. During the month of May, 19 ships called at the anchorage. They embarked 55,540 tons of cargo and disembarked 10,230 tons.

The utilisation of the Roosevelt Jetty has been stepped up and the facilities are being put to the maximum use. Arrangements are in hand to handle special cargo assignments.

Under the guidance of the Martial law authorities a plan has been drawn up to provide accomodation to 3,000 port workers and 2000 other persons in healthy surroundings.

5000 tons of Sindhi sugar for E. Pakistan

Karachi, (APP)

 The Government of Sind has supplied 5,000 tons of sugar for shipment to East Pakistan to meet the requirements, says a hand-out.

About 35,000 tons of government reserved quota of sugar is available with the sugar mills in the province which will be supplied as and when needed by East Pakistan.

The provincial government has also procured about 2.9 lakh tons of rice so far on behalf of the central Government for supply to East Pakistan.

Because of good wheat crop in the province the Government will supply about 17,000 tons of wheat to the province of Baluchistan, the hand-out said.

India sowed the seed of Bengali nationalism

Gaibanda, June 29

A public meeting organised by the Sadullapur Thana Peace Committee was held in the local high School ground recently.

Addressing the meeting, Mr. Saidur Rahman Ex-M.P.A., Vice President, East Pakistan Muslim league (Qayyum Group) and secretary Sub-Divisional Peace Committee Gaibandha, narrated the History of Pakistan movement. He recalled the supreme sacrifices made by the Muslims of the minority provinces for the achievement of Pakistan.

He reminded the audience that India patronised language movement in 1952 and through some Mirjafars, sowed the seeds of Bengali nationalism. Through 1954 election with the help of outlawed Awami league, India tried to undo Pakistan but failed. India waged war in 1965. But due to timely action of our gallant Armed Forces, India suffered crushing defeat. Failing in all attempt, they took the last chance through the General Election with the help of unpatriotic elements to undo Pakistan.

He bitterly criticised six-point programme of Awami league which was aimed at disintegrating Pakistan. The timely action of our gallant Armed Forces came as a great relief to the patriotic citizen of the country he added.

Continuing Mr. Rahman said that defying all sorts of mean and false propaganda complete normalcy has been restored in East Pakistan within the shortest possible time. Today, he said every East Pakistani was prepared to crush the evil design of India.

In conclusion, he urged upon the people to thwart all Indian attempts of harming Pakistan. Mr. Abdur Rais Ahmed, member of the sub-divisional peace committee, Gaibandha, also addressed the meeting.

Yahya's broadcast widely hailed

Maulana Asharaf Ali, the General Secretary of East Pakistan Nizam-e-Islam Party in a statement said the plan and programme announced by the president General Yahya Khan in his Radio broadcast to the nation yesterday the back ground of the present political situation and its future prospects, is most appropriate to the need of the hour reports APP. He added: Under the present circumstances there is no other alternative to solve the problems the country is facing now."

Maulana Ashraf Ali further said, "it's a matter of great satisfaction for democracy loving people that the president has expressed his keenness to restore the democratic life in the country within the shortest possible period. Now it is the duty of our patriotic people to co-operate in all respects so that the goal of restoration of democracy, introduction of social justice and establishment of our political and economic rights be not missed further."

The president has given greatest importance to the Islamic ideology as a basic principle of the constitution. This will undoubtedly, be appreciated by all circles he concluded.

Mr. Abul Quasem, General Secretary of Pakistan Council Muslim League, welcomed President Yahya's broadcast to the nation and said that in the circumstances the promulgation of a constitution by the president on the basis of ideology is the only alternative.

He said, "Pakistan being an ideological state can subsist only on ideology. And hence the constitution of Pakistan must provide for one single party founded on the basis of Islam and ideology following examples of ideological states of USSR, China and Muslim state of UAR.

Nuruzzaman

Maulana Nuruzzaman, President of Pakistan Islamic Republic party and acting president, Pakistan peace and welfare council in a press statement expressed great hope that the patriotic leaders and the ever innocent peace loving masses of the country will take the best advantage of the address of Yahya Khan which came as the unfortunate sequel to the destructions which had overtaken this wing of Pakistan during the early months of this year. The Maulana said the president has been realistic in suggesting most measured steps towards lasting, fruitful and effective scheme of transfer of power to the peoples' elected representatives at a suitable climate which must be created by the representatives as the Islamic Character of the constitution of the Islamic Republic of Pakistan and integrity of one Pakistan are not negotiable.

Mr. Mohammad Shafi MNA-elect and prominent leader of the Pakistan people's party said yesterday.

Quasem

Chishiton, June 20: Mr. Mohammad Shafi MNA elect and a prominent leader of the Pakistan People's Party, said here yesterday that the president Yahya Khan's announcement regarding the transfer of power within four months time and setting up a experts' committee for constitution-making has put an end to political upheaval in the country.

In a statement, he said this step by the president was bold, courageous as well as timely.

Answering a question, he said there was no reason to suspect the good intentions of the president.

Abdul Haque

Maulana Abdul Haque, MNA-elect from Nowshera has welcomed the Presidential broadcast, and said president Yahya Khan's stand on foreign aid reflected the nation's resolve to zealously safeguard the country's sovereignty. In a press statement he also landed the setting up of a committee of experts to frame a constitution, on the oasis of the Islamic ideology.

Maulana Ehteshamul Haq Thanvi yesterday welcomed president Yahya Khan's rejection of aid that has political strings attached to it.

In a press statement here yesterday president reflected the aspirations of the people of Pakistan.

He said that Pakistan would become strong and prosperous if the country pursued a policy of self reliance.

He recalled the efforts made by president Yahya Khan during the last two years for the peaceful transfer of power to the elected representatives of the people.

The Maulana said the plans of transfer of power were impeded because the recent happenings had threatened the very existence of Pakistan. He said it was infinite mercy of almighty God and the timely intervention of Pakistan's armed forces that saved Pakistan from disintegration.

He said after India's failure in her attempts to cause damage to Pakistan, some countries had threatened to stop Pakistan's aid.

He said in the absence of an understanding between the majority parties it was the logical course for president Yahya Khan to give a constitution to the country. He said that the integrity and solidarity of Pakistan cannot be sacrificed for the sake of demonstration.

The Maulana welcomed president Yahya's plans that only those political parties which were national in character would be allowed to contest in the bye-lections. This, he thought, would help in the merger of the three factions of the Muslim League.

US military equipment for Pakistan

Washington, (Reuter)

Four of five vessels carrying licensed US military equipment will be leaving for Pakistan during the next month or two, US officials said yesterday.

However, state Department spokesman Charles Bray said the cargo was all equipment that had been Licensed for sale to Pakistan before the United States clamped down its embargo on March 25.

He said one ship was already being loaded with a cargo of items duly licensed according to the US Ammunition Control List. Other officials said may be four or five shiploads would be leaving for Pakistan over the next one or two months.

The embargo on arms sales to Pakistan was stiffened in March because of the fighting in the eastern region.

Mr. Bray said military items that had been duly Licensed and turned over to the Pakistan Government or its agents prior to March 25 could be shipped. But no new Licences had been issued since then and none that had expired had been renewed.

1.47m dollars US grant for relief in cyclone hit areas.

Islamabad (APP)

The United States today granted Pakistan dollars 47,00,000 in foreign exchange for relief, reconstruction and rehabilitation work in the cyclone disaster areas of East Pakistan, it was officially stated here today.

At the same time the US granted another one million dollars to help defray cost of hiring coastal vessels for augmenting transportation system of East Pakistan. The United States has now committed dollar 7.5 million the amount especially appropriated by the American Congress for East Pakistan cyclone damage relief.

One grant for dollar 4,700,000 was for the provision of goods and services for one or more relief and reconstruction activities. Priorities among the projects will be determined by the reconstruction board of East Pakistan. Projects for which the money can be used include construction of low cost housing, construction of community cyclone shelters, repair and reconstruction of coastal, logistic and transportation equipment and services including small craft for transport of food and other commodities from larger vessels to coastal islands. The funds might also be used for low cost housing materials and technique and for relief administrative service.

The second grant for dollar one million is to assist in financing the foreign exchange costs of chartering coastal vessels with crews to help transport food and other items throughout East Pakistan, including the cyclone disaster areas.

An initial grant of dollar one million also for chartering of vessels was made on June 10. Under that agreement arrangement for four vessels have already been made.

The agreements were signed by Mr. S.S.Iqbal Hossain, secretary, Economic Coordination and External Assistance Division and the American Ambassador Mr. Joseph Farland on behalf of their respective Governments.

1200 more DPs return

About 1200 more displaced Pakistani nationals re-entered East Pakistan through recongnized and unrecognised routes, reports APP.

Of these returnees, about 800 hundred crossed over into Chouddgram area of Comilla district bringing the total of displaced persons returning to this area to about 2,500. These displaced persons are setting down in their hearths and homes and starting their normal avocations.

Of the remaining 400 persons, 200 crossed over into Dinajpur district, 50 into Sealdah area in Brahmanbaria sub-division and 150 others in Khulna, Jessore, Kushtia and Rajshahi districts.

Kellogg calls on S.M. Khan

Islamabad,(APP)

The visiting special Assistant to the United States' Secretary of states for Refugees and Chairman of the US inter-agency on East Pakistan, Mr. Frank L. Kellogg, called on the Foreign Secretary, Mr. Sultan Mohammad Khan here today.

Mr. Kellogg is here to ascertain Pakistan's views about arrangement for return and rehabilitation of displaced persons. He has already visited refugee camps near Calcutta.

During his talk here, it was suggested to him to visit Dacca and see for himself arrangements and facilities available in East Pakistan for welcoming the displaced persons.

It was pointed out that the process of return of displaced persons depended on India's willingness to treat it as humanitarian question. At present India was exploiting this matter for political and propaganda purposes which is prolonging the sufferings of displaced persons and delaying their return and resettlement.

Iranian daily hails Yahya's decision

Tehran (PARS) : July 2

Tehran Journal the Leading English Daily of Iran, yesterday hailed president Yahya Khan's decision to form an expert's committee for drafting the constitution.

Commenting editorially the paper said in doing so president Yahya has amply demonstrated the sincerity of his pledge that he takes "fresh steps" towards re-introduction of democracy which in fact he had set out to do when he assumed power with obvious reluctance in March 1969.

The editorial further observed Yahya's plan to have new constitution prepared by a committee of experts which he would then present to the National Assembly for approval and amendment does in fact appear to be the wisest solution to the political problems of Pakistan.

The editorial added: "It is pretty obvious that before March upheaval in East Pakistan, Yahya had uppermost in mind the most democratic method as opposed to the most practical one of arriving at a solution to the problem."

"While the president has not lifted the ban on the Awami league as a party he has still tried to present a solution of the utmost fairness by allowing those Awami Leaguers who did not sympathise with Sheikh Mujibur Rahman's secessionist attempt to take their place in the National Assembly when it is Summoned shortly."
