Pakistan express concern over British MPs statement

Pakistan High Commission Salman Ali on Thursday called on Permanent under secretary of state, Foreign and Commonwealth, to express his Government's grave concern at the statement made by one of the members of the British parliamentary delegation, Mr. Toby Jessel, a Torry MP for Twickenham, that visited East Pakistan recently in which he had said that he could not advise Pakistani citizens to return home.

The High Commissioner strongly pointed out that while this advice would tend to frustrate not only efforts of the Pakistan, authorities but also of UN agencies engaged in coordinating relief work. It was also against the interest of those people who had been specially urged more than once by president Yahya Khan to return to East Pakistan.

Mrs. Jil Knight who has also just returned from her tour of East Pakistan said today that "I have been unable to find any evidence of Army massacres during the extensive tour of East Pakistan and I am convinced that president Yahya Khan is extremely anxious for return to normal life there.

She said that the army atrocities as claimed by others could not have been kept from her or the members of her team as "we travelled every where we wished, we talked to whom we wanted and we constantly changed our plans often at short notice."

Mrs. Knight has recently said in a signed article published here: "I now believe that a clever and highly effective propaganda campaign is being waged against Pakistan which is intended to make the people believe that conditions there are getting worse not better.

"Clearly, it would be much to the advantage of the extreme leftists of the Awami League and so-called Bangladesh supporters if, this were to be widely believed. Many people have been duped with false information. If fear continues to be generated successfully by those who wish Pakistan ill, return to sanity, safety and peace for thousands of innocent people there will be cruelly delayed."

India trying to dissuade Arabs, Africans from supporting Pakistan

India is stated to be putting extreme pressure on Arab and African countries to dissuade them from extending the kind of support and backing they gave to Pakistan at the end of the recent meetings charter committee of Islamic conference at Jeddah late last month.

Official delegates of Arab-Africans and Asian Islamic Governments, in a joint communique, had extended full support and backing to sisterly Pakistan in its efforts to preserve its national sovereignty and integrity and condemned foreign interventions in East Pakistan situation which was rightly framed by them to be Pakistan's internal affairs.

According to well informed diplomatic sources since the uanimous adoption of the joint communique at Jeddah, Indian government has particularly chosen Arab countries for its pressure tacties to penalise them for their support to Pakistan. Indians seem to exploit Arab's vulnerable position in their war against Israil and it is reliably understood that Arab Governments, specially the United Arab Republic is being told by New Delhi that in the event of their support to Pakistan Indian government might adopt an open pro-Israil policy in Arab Israil war and diplomatic confrontation.

Of course, this kind of threat to Arabs by India is not entirely new, such threats have been made in the past by New Delhi though discreetly and covertly whenever it found Arabs favouring Pakistan on any Indo-Pakistan dispute. But the latest attempts to browbeat Arabs are stated to be unprecedented.

It is, however, highly improbable if the Indians would really go that far to annoy Arabs which are a force to be reckon within the Middle East. Yet another important factor which is likely to keep the Indians within bounds in this matter is vast Indian commercial interests in Arab and other Muslim countries of the Middle East and Africa. When Arabs could get rids of American and British interest from their lands without giving much consideration to its resultant economic perils or serious diplomatic repercussion they could certainly effectively deal with with Indians in the event of New Delhi's open hostility to them and support to Israil.

Meanwhile what is to be acknowledged is the bold manner in which official delegates of so many Arab and African countries came out in open support for Pakistan is highly crucial stage of its history.

Apart from the fact that these countries were motivated by their desire to recognise justice in the present Indo Pakistan confrontation while extending support to this country they realised with equal urgency the fact that the survival of Pakistan was of immense importance to the Muslim World. And India's open hostile intervention in East Pakistan is no longer a secret in Arab and African countries apart from Muslim countries of Asia.

In fact, what happened at Jeddah assures enormously that the Muslim conference summit at Kabul in September this year will go to record eventful steps in way of consolidation of Muslim community around the world and it would be no less assuring that official delegate of Afghanistan which plays host at the next summit was among those who present at the meeting the two important committees of Islamic conference at the end of which came the most heartening resolution of support and backing to Pakistan.

Dacca city ML's council session next week

The city Muslim League (Convention) has decided to hold its council meeting in the second week of July to discuss various issues; reports APP.

In a press release the city Muslim League said keeping in view of the smooth functioning of the Dacca City Muslim League the following replacement made in the list of the office bearers of the organisation in consultation with the working committee members. The City Muslim League also decided to hold its council meeting by the 2nd week of July to discuss various issues and the problems facing the country as well as the organisational matters.

Regarding the unification of the three factions of the Muslim League in the country as an unit of Pakistan Muslim League under the leadership of Mr. Fazlul Quadar Choudhury; we shall be guided by the party high command and we feel strongly that it is appropriate time to take such a move to unite Muslim League under one banner for the greater interest of the country and the people of Pakistan. We are confident in this matter that our party president also thinking in the same line. Therefore; it will not be advisable for any member of our organisation to take individual move without clear directive from the party high command. The city Muslim League president has expressed surprise over the question of sending a team to West Pakistan in this regard as we feel that there are much more important problems facing the country now which deserves our immediate attention.

Talks with Yahya constructive, says Kellogg

Frank L. Kellogg, Chairman of the US Government inter agency committee for East Pakistan Refugee Relief said in Dacca on Saturday that his visit to Pakistan and his talks with President A.M. Yahya Khan and other senior officials were very constructive in providing a better perspective of the problems affecting East Pakistan says USIS press release in Dacca, reports PPI.

Mr. Kellogg, who is also special assistant to the US secretary of state for Refugee and Migration Afffairs, was commenting on the outcome of his six day visit to Pakistan. He said he was convinced that President Yahya and his Government were very desirous of having the displaced persons returns to their homes and resume their normal life. President Yahya: he said, outlined the practical steps the Government of Pakistan has undertaken in connection with the repatriation of refugee and relief work in East Pakistan..

After concluding talks with Mr. S.M. Khan, Foreign Secretary; Mr. M.M. Ahmed; Economic Adviser to the president of Pakistan and other officials in Islamabad; Mr. Kellogg came to East Pakistan for a first hand look at the reception centres established by the Government of Pakistan to receive and rehabilitate the returning refugees. He visited three such centres in Jhikargacha, Dinajpur and Comilla, in addition to meeting the Governor of East Pakistan. Lt. General Tikka Khan and other officials.

The Government of East Pakistan has been most co-operative said Mr. Kellogg. They have provided an aircraft which has permitted me to visit widely separate areas of East Pakistan and attain as comprehensive a picture as possible in the short time available.

Mr. Kellogg arrived in Pakistan on June 27 for this on the spot examination of East Pakistan refugee problem. Earlier, he visited India, and the UN Refugee Relief Headquarters in Switzerland.

Maulana Yusuf hails Yahya's broadcast

Maulana A.K.M. Yusuf, President, East Pakistan Chasi Kalyan Samity and convener, District Peace Committee, Khulna in a statement said, I well come the president's broadcast specially the four points which can categorically be noted, reports APP.

First, the transfer of power to the people's representatives without any delay, second, the firmness to maintain the sovereignty, territorial integrity and oneness of Pakistan at any cost, third, the making of the constitution of Pakistan on the basis of Islamic Principles and Pakistani ideology sufficient regional autonomy and fourth, the refusal of acceptance of foreign aid with strings.

He said, 'I admire the president, A.M. Yahya Khan for his high estimation of hopes and aspirations of the people of all classes and all regions'.

I also note that the broadcast has expressed the president as a true Muslim and a true Mujahid of a Islamic country like Pakistan.

He added. I express our heartful gratitude to the president and the Governor of East Pakistan, Lt. Gen. Tikka Khan for their sympathetic attitude towards the peasants of the country.

I assure the Government that the people will heartilly co-operate with them to materialise the scheme put forward by the president.

Maulana Jabbar

Maulana Abdul Jabbar, President, Pakistan Islamic Punarjagaran Sangstha hailed the plan and programme announced by the president Gen. Agha Mohammad Yahya Khan in his radio broadcast to the nation on June 28, 1971 in the background of the present political situation.

It is the most appropriate and suited to the need of the hour. The Maulana said, "I think that there is no other alternative to solve the problems of the country. It is a great satisfaction for democracy loving people that the president has expressed his keenness to restore the democratic life in the country within the shortest possible period. Now it is the duty of our patriotic people to co-operate in all respects so that the goal of the restoration of the democracy introduction of Islamic social justice and establishment of our political and economic rights be not missed further.

He said it is very good luck for the nation that the president has given greatest importance to the Islamic ideology as basic principle for framing our constitution. I hope that this will undoubtedly be appreciated by all the circle.

"Mounting Indian threat has to be met effectively" Asghar

Air Marshal (Retd.) Asghar Khan, convener of Tehrik-I-Istiqlal said in Dacca yesterday the "Mounting threat of Indian interference and her active attempts to create chaos and confusion in the country have to be effectively met." reports APP.

In a statement at the end of the visit to the East Pakistan, the Tehrik chief said it "is a matter of regret that the unbridled ambitions of some people have once again pushed our political structure over the brink."

He said he had directed the Tehrik members in East Pakistan to help in restoring normalcy and creating conditions in which the people of all linguistic, religious and racial groups can live together in peace, honour and harmony."

The retired Air Marshal said he had come to East Pakistan to establish contact with the workers of his party, to assess the political situation obtaining in this part of the country and to draw out a programme of work for the party in the context of the present situation.

He said during his stay in East Pakistan, he met large number of people representing various shades of opinion and associate with different political and social groups.

He said, as a result of these contacts I have come to the conclusion that the next three months are likely to prove crucial for the future of Pakistan.

"The upheaval in this part of the country has left its scars on the minds and hearts of people which have to be sensibly and carefully removed. The mounting threat of Indian interference and her active attempts to create chaos and confusion in the country have to be effectively met." People headed, have to be resettled and confidence amongst them restored. These tasks can only be carried out with the willing co-operation of the people and it is the duty of every Pakistani to create conditions in which normalcy can be restored.

"Government has to address itself to the task of removing the legitimate grievances of the people."

Tragedy

He said it was sad that our warning to approach the problem on national rather than a party basis was not heeded, resulting in a situation which caused much suffering to thousands of people. This is a tragedy without parallel for a country striving towards the democratic process.

The Tehik chief said "Seen in the context the programme now outlined by the president and chief Martial Law administrator reflects the failure of our elected leadership to evolve a formula for maintaining the unity and solidarity of Pakistan."

He added: "We in the Tehrik -i-Istiqlal are convinced that the situation demands that we approach the problems once again in the broad national interests and have therefore decided to work actively once more for reducing these tensions that have brought the country to its present state.

I have directed our members in East Pakistan to help in restoring normalcy and creating conditions in which the people of all linguistic, religious and racial groups can live together in peace, honour and harmony.

The Tehrik chief said, he was confident that his party will play its full part in restoring conditions in which we can once again hold our heads high as the citizens of a free state, in which all people enjoy equal freedom and equal opportunities, in which exploitations and oppression of all kinds is removed and a happy and prosperous society established.

Campaign against fifth columnists

The central Peace Committee has started a campaign against fifth columnist and saboteurs and is holding meetings of cross-section of people in Moffossol towns.

At Sunamganj Mr. Shahed Ali, Convener, Sylhet central peace committee addressed a cross-section of people at local basic Democracy Hall yesterday, when people took a solemn Oath to fight Indian infiltrators and their agents there.

The meeting at local Sarada Hall, a mammoth gathering of cross-section of people, professors, members of bar and political leaders was organised by the central peace committee. Here also they took a solemn vow to root out anti-state elements and restore normalcy in every sphere of life. The Sylhet Sadar Subdivisional peace committee, with Dr. Abdul Majid, Vice Chairman of Sylhet District council convener held several meetings where also people took a solemn oath to eleminate anti-state and anti social element.

Meanwhile, all the primary and secondary institutions in Sylhet sadar sub-division have opened and are running smoothly. Attendance in the schools is increasing while the madrasas are running full time with their full staff and pupils.
