Governor visit Natore, Chauadanga and Rajshahi

Lieutenant General Tikka Khan, Governor, East Pakistan and Martial Law administrator, Zone 'B' yesterday visited Chauadanga, Nator and Rajshahi, says as ISPR press release.

He was accompanied by Mr. Bagat EL-Tanil, Chairman of the co-ordination committee for inter-Agency Relief Operation of United Nations, Mr. Glan E. Haydon, his assistant and consultant, Mr. P. Stanissis of League of Red Cross societies and Mr. Mohammad Ali, Relief Commissioner.

The Governor during his day's visit, met the local civil and military officials and members of peace committees. He discussed with them the law and order situation, position of food stocks, restoration of means of communication and rehabilitation of people's confidence.

He was told that the entire Rajshahi Division had been cleared of trouble makers and the people had returned to their homes. The food stocks were adequate, shops open, government offices functioning and essential normally operating.

Good work appreciated

Talking to the members of peace committees at various places, he expressed his appreciation of good work done by them in maintenance of peaceful conditions and rehabilitation of people's confidence. He advised them to form the authorities about the presence of miscreants so that law enforcing agencies could deal with them appropriately.

The people everywhere greeted the Governor enthusiastically and raised patriotic slogans like Pakistan Paindahad' and 'Quaid-i-Azam zindabad'.

At Chuadanga, the Governor also visited the reception centre and found it fully equipped with necessary facilities to receive the returnees. He insected the accommodation and medical facilities. He also met some of the returnees and talked to them informally. The head of a family who reached the camp yesterday, told the governor that he had earlier tried to reach his homeland through the recognised route, but he was stopped by Indian authorities. He later managed to cross back into East Pakistan through an un-recognised route, he added. He further said that he and other returnees were well looked after at the centre.

The Governor also distributed Lungis, Sareees among the returnees.

Full Medical Cover

On enquiry from the Governor, the Medical Officer of the camp said that full medical cover was provided to all the returnees and there was no case of serious sickness and or epidemic. He added that few returnees, who arrived at the camp some time back, were suspected of Cholera but they were immediately protected.

Addressing members of peace committee at Rajshahi, the Governor said that the people of this province had made valuable contribution to the creation of Pakistan and they gave no mandate any individual or a political party to undo it. They voted for provincial autonomy but their support was misinterpreted by the defunt Awami League as mandate for dismemberment of Pakistan. The timely intervention of armed forces, with the active co-operation of the people, saved Pakistan from disintegration, he said and added that now all efforts should be directed towards building Pakistan strong and prosperous.

General Tikka Khan particularly appreciated the efforts of the peace committees in restoration of peaceful conditions and rehabilitation of people's confidence.

The Governor said that he was aware of the fact that about 1,000 convicts and undertrials who were systematically let loose from different jails in March last, were harassing the peaceful citizens at certain peaces. He said that the administration was taking necessary measures to track them out and take them to task. He solicited people's co-operation in this behalf. He told the members of the peace committees that Razakars were being raised and trained to assist the law enforcing agencies in dealing with these elements appropriately.

Later, General Tikka Khan visited Rajshahi University. He was informed that nearly entire University staff had reported for duty. The University is scheduled to re-open on August 2.

The Governor who is also chancellor of the University, later drove through the University campus.

General Tikka Khan returned to Dacca in the afternoon.

Bhutto again demands transfer of power

Karachi (APP)

Mr. Zulfikar Ali Bhutto chairman of the Pakistan People's Party today reiterated his demand for the transfer of power to the people's representatives to tide over the present crisis facing the country.

Addressing a press conference at his residence here this evening, Mr. Bhutto said Pakistan who facing the worst crisis in her history, "It requires a political approach to overcome it specially in view of the people's support my party is capable surmounting the present problems, Mr. Bhutto said, "The situation is fluid, I don't think that country has faced a more serious crisis than the present one. I don't think any other country has faced such a crisis."

The peoples party chief said, "It requires popular leadership and genuine political approach."

He, said "The people of Pakistan have earned their right to rule themselves."

Good Advice

Mr. Bhutto recalled president Yahya Khan's advice to Sheikh Mujibur Rahman, leader of the now defunct Awami League to either form a Government of his own or form a coalition with the minority group of West Pakistan or to enter into grand coalition with the Pakistan people's party.

"That is a good advice, I hope he (President Yahya Khan) remembers it for the future, "Mr. Bhutto added.

Mr. Bhutto said that his party was a national political party. "It is an embodiment of the movement of Pakistan. It has roots everywhere in the country. InshaAllah let us see how events unfold in the country in the coming months, he added.

The PPP chairman said that the nation and particularly the people of West Pakistan had reposed confidence in his leadership "I will never fail them in future. We stand committed to our pledged to the people. The people will win their rights."

No Hasty Comments

Asked if he would like to comment on president Yahya's broadcast in which he spelled out his plan for the transfer of power Mr. Bhutto said, "I do not want to make any hasty comments."

He said, "I will certainly take everything into account." Mr. Bhutto said that he was in consultation with leaders of his party on president Yahya's broadcast and this will be the main issue at the Central Committee meeting of the people's party scheduled to be held in Rawalpindi on July 15.

Replying to a question about the reported split in his party Mr. Bhutto said , "You will see. I don't think there is any split in my party," he said. I one or two members have quit the party it was no split.

He said recent visits to the Punjab by his party leaders were "overwhelmingly successful." He said his own recent visit to Baluchistan was productive. "Time will tell you. In a few months you will see if there has been any split in the PPP,' Mr. Bhutto said.

The peoples party chairman recalled that his movement against the former president Ayub Khan came when he had no political party or any members of the Assembly. We embarked at that time like a voice in the wilderness," he said. Adding that his dialogue was with the masses of Pakistan. "I can reach them any time."

But he said that it was the general situation in the subcontinent that bothered him. He said that at the moment he was faced with a similar dilemma as at the time of the Tashkent Declaration in view of the Indian threats, political responsibility should he transferred to the people's representatives, he added.

Jordan plane with relief goods due in Karachi today

Karachi (APP)

A Jordan Air Lines (Ali a) aeroplane will arrive here tomorrow with about ten tons of medicines and other relief goods for East Pakistan.

The relief goods have been collected by the Pakistan Jordan Friendship Association. Mr. Khalid Abu Hasan and Mr. Akram Abu Zaid, President and members of the association respectively are coming personally with the relief goods to present them to the Government of Pakistan on behalf of the people of Jordan.

MNA-Elect back from India

Satkhira, (APP)

Advocate Abdul Gaffar, MNA elect, returned to Pakistan from India yesterday as reported the local authorities at Satkhira.

NAP Council to meet in Dacca next month

Karachi (PPI)

Mr. Mahmudul Haq Usmani, General Secretary, National Awami Party (NA Wali Khan Group) has said here at the meeting of the National council of NAP will be held in Dacca some time next month to discuss the resignation of the party's chief Khan Abdul Wali Khan.

Talking to PPI here today Mr. Usmani said the meeting will also discuss the latest political situation in the country. He added that the meeting of council was also necessary after the broadcast of president Yahya Khan.

Replying to a question Mr. Usmani said that the date had not yet been fixed. However, said that as soon as conditions return to normal in East Pakistan, the meeting would be immediately convened. "The situation in East wing will return to normalcy within a month or two, the meeting will then take place," he added.

He said that he would he leaving for East Pakistan shortly to see the situation there and then fix a date for the meeting after consulting members of the council from East wing.

In reply to a question Mr. Usmani said according to the constitution of the party the meeting of the council was to be held in East wing. Mr. Usmani further said that on his return from East Pakistan he would visit Punjab and NWFP to meet his party leaders and workers.

Peace Committees working in full swing in Sylhet

People of all walks of here have unflinching faith in the president of Pakistan and have hailed his recent declaration to give the country a constitution based on Islamic ideology and to do away with foreign aids with strings.

The peace committees formed at district, sub-divisional, Than and Union levels are working in full swing to maintain law and order and rehabilitate economic life in the district. In the meantime communications have been restored, trains are running regularly between Sylhet and Chhatak, Sylhet and Sajibazar, steamer and Launches are plying between Sylhet and Dacca and district headquarters is connected with sub-division and than headquater by launches and buses.

Economic activities are also in full gear, farmers in all the areas are busy looking after their crop. There is abundant supply of fish, vegetable, jack fruit and pineapple in the market. All Government, semi-Government and autonomous bodies are functioning smoothly with the resumption of duties by their employees. All high schools and primary schools including girls schools have been functioning regularly.

The people who left town due to uncertain conditions have since returned and resettled.

MPA elect quits AL

Patukhali (APP)

Mr. Mujibur Rahman Talukder, MPA-elect from Patuakhali has severed all connection with the outlawed Awami League. He has , in a statement, said he had no knowledge of the Awami league move to disintegrate Pakistan.

Mr. Rahman reiterated his faith in the unity and solidarity of Pakistan and highly appreciated the timely action of President Yahya Khan for maintaining the solidarity and integrity of Pakistan.

He also strongly condemned nefarious Indian aggression on the borders of East Pakistan.

Abul Bashar

Another report says: Mohamad Abul Bashir, a former senior Vice-President of the outlawed Sadar (South) sub-divisional Awami League, Chittagong has severed his connections with the Awami League and pledged to work for the integrity and solidarity of Pakistan.

He has also invited all the patriotic people of Pakistan to support the Martial Law administration in the interest of the country.

Mr. Bashir said that he had previously no knowledge of any secret pact between Awami League and India in utter disregard of the basic principles of the creation of the Muslims.

He said that from the recent events it was evident that India was trying her best to separate East Pakistan from the West Pakistan so as to fulfill their evil desire.

Mr. Bashir said that he now fully realised these designs and strongly condemned the nefarious activities, which posed a threat to the existence of Pakistan.

Serious Provocations

All her actions lead to the conclusion that India is back on escalating a situation which is already highly dangerous. Violation of Pakistani territory by Indians continues unabated despite the strong protests that have been lodged by Pakistan. Indian intrusions and firing into Pakistani territory have become a regular feature. Indian Air Force aircraft intruded six miles into Pakistan air space and straffed and machine gunned Amarkhana in Dinajpur district on Saturday. This was followed up heavy shelling of Amarkhana by 120 mm mortars from the Indian side.

Unprovoked attack on Pakistan by Indian aircraft is a most serious concern. The situation, as we have repeatedly said, is explosive. Anything can provide the spark for a conflagration that might not be limited. It is dangerous to play with fire, but that is exactly what India is doing. One should have thought that India had learnt her lesson after the war of September 1965, when she achieved her sinister ends by treachery and surprise. But apparently she has not.

And she is now being egged on by Western news media many of whom are not only highly partisan but terribly vicious. Not that India needs much encouragement. But what are many of these Western news papers and other news media up to? It should be clear even to the meanest intelligence that they are not interested in solving problems but in furthering their own ends by aggravating problems. No one who is actuated by humanitarian considerations would contribute to the mounting tension and suggest war. War, as president Yahya Khan has tressed one or more than once, solves nothing. But this should not be taken to mean that Pakistan will put up with violations of her territory. This is a sign of confidence and strength Pakistan has shown commendable patience in spite of provocations. But if war is forced on Pakistan, India will get a fitting reply. Pakistan is an ideological state, a homeland that was wrested from the British and the Hindus. Pakistan will consider no sacrifice too great for safeguarding and preserving the integrity of the homeland won after such tremendous sacrifices. India and her friends are reckoning without the Pakistani spirit, which instead of being daunted by odds accepts them as challenge.

Peace meeting in Sunamganj

A peace meeting was held at Sunamganj under the presidentship of Mr. Monsur Ali, Chairman Sub-divisional Peace committee here recently. Among others, advocate Gulam Jilani, PDP leader and Mr. Hafiz Lutfur Rahman of Jamit-e-Islam spoke on the occassion.

The Speakers of the meeting, while appreciating the timely action of the armed forces, appealed to the audience for giving wholehearted support to the present regime. They also thanked the president for his timely address to the nation. Mr. Afbuddin of Sunamganj, a leader of now defunct Awami League renounced his connection with the defunct Awami League and made a fervent appeal to the keep away from ghost elements who were responsible for the present crisis in the country.

Two German MPs in city

A two member German parliamentary delegation arrived in Dacca yesterday, reports APP.

The delegation will stay in East Pakistan up to July 7, and visit different parts of the province.

Begum Noon returns to Lahore after E. wing visit

Lahore (APP)

Begum Viqar-un-Nisa Noon, chairman, West Pakistan Red Cross Society, returned to Lahore today after a ten day visit to East Pakistan. She had gone there accompanied by Mr. Stanssis, special Assistant to the Secretary General, League of Red Cross Societies, Mr. Henrik Beor and Mr. Hogstrom of the League of Red Cross Societies who came to Pakistan at the invitation of the Pakistan Red Cross Society and the Government.

Hogstrom will be posted to East Pakistan to help in the further improvement of the early warning system and the cyclones reconstruction work in co-ordination with the over all government plan.

Mr. Stanassis is touring the affected areas and will be returning to Geneva via Lahore and Islamabad in few days, to give his report and recommendations to the Pakistan Government and to the League of Red Cross Societies, Geneva, so that the aid for the reconstruction programme which amounts to several million dollars still available from sister Red Cross Societies can be continued.
