Pakistan urged to withdraw from Commonwealth.

Rawalpindi, (APP)

Maulana Ghulam Ghaus Hazarvi, General Secretary of Jamiat Ulama-e-Islam, has urged the Government to withdraw from the Commonwealth, because of Britain's anti-Pakistan attitude.

In a statement, he replaced by his party here he criticized British foreign secretary's recent statement which, he said, was tantamount to open interference in the internal affairs of Pakistan.

The MNA elect said the British radio and Press had been carrying on anti-Pakistan propaganda and it appeared that Britain was supporting Indian conspiracies against this country.

The Jamiat leader said the serious incident in which the Indian planes attacked Amarkhana in Dinajpur district of East Pakistan on July 3 showed that India intended to launch attack on Pakistan as in 1965 with the backing of imperialist powers.

But, he said, Pakistanis were fully prepared to face any challenge and would frustrate all attempts to undo Pakistan.

He called for reappraisal of the foreign policy and forging still closer ties with Muslim countries and China.

Pakistan protests imprisonment of Satkhira SDO

Islamabad, (APP)

The Pakistan Government have lodged a strong protest with India against the harassment and imprisonment of Mr. Khalid Mahmud, Sub-divisional officer, Satkhira, East Pakistan, without any jurisdiction.

A note handed over to the Indian High Commission here on Saturday said Mr. Khalid Mahmud crossed over to India as a result of disturbed conditions in East Pakistan. He was neither a criminal nor has he deliberately violated any Law.

It was the responsibility of Indian Government to arrange for his expeditious repatriation on humanitarian grounds but they took extra ordinary step of convicting and sentencing him on June 10 to one year imprisonment and fine.

The Pakistan Government have asked the Indian Government to take immediate steps to release Khalid Mahmoud and to arrange for his expeditious repatriation to Pakistan.

The note also said that his case and case of others like him who crossed over to India under abnormal circumstances should be treated strictly on humanitarian grounds.

The note regretted that India has not replied so far though they were reminded of the matter twice on May 21 and June 22.

Criticism of army action wholly unfair

Rawalpindi (PPI)

An official spokesman said in Rawalpindi today that lately the Pakistan Armed Forces have been subjected to unmerited criticism for their action in East Pakistan by a number of foreign visitors and correspondents. This criticism is wholly unfair and unrelated to the actual situation in East Pakistan, the spokesman observed.

He said that the swift and efficient manner with which the Armed Forces were able to quell the rebellion in East Pakistan had won them the administration of all the friendly countries causing dismay and frustration only to those who were out to destroy the very existence and integrity of Pakistan. Referring to a press statement made by the British Parliamentary delegation accusing the Pakistan Army of excesses in East Pakistan, the spokesman said: It was most unfortunate that responsible parliamentarians have thought it fit to malign the Pakistan Army on the basis of mere hearsay.

The spokesman referred particularly to the criticism of the Pakistan Army by Mr. Arthur Bottomley. This, he said, stood in sharp contrast to the observations of Mrs. Fill Knight member of the first British parliamentary delegation to Pakistan. In a press statement, Mrs. Knight appreciated the tradition and character of the Pakistan Army. She compared the Pakistan Army to the British Army and told the press that the later also acted swiftly and harshly when called upon.

The spokesman said that the Armed Forces were called out on March 25 to help the provincial Government restore law and order which had completely broken down following the civil disobedience movement of the Awami League. The Pakistan Armed Forces to the occasion in the best tradition of the well trained and devoted, force she observed.

Since the completion of their initial job of restoring law and order through out East Pakistan, the Armed Forces have  been effectively engaged in the task of defending the borders of the country against mercenaries saboteurs and infiltrators. They have also been assisting the civil administration in continuing to maintain law and order and bring the country back to the normal.

In addition the Armed Forces have also been rendering valuable assistance in restoring and repairing vital communications and helping the provincial administration with the task of relief and rehabilitation.

Concluding the spokesman said that the paramount national need was to normalise the situations in the country in the fullest sense of the term. The Armed Forces have been playing a vital role in this stupendous task and will continue to do so until they have completely fulfilled their mission.

West German parliamentarians visit Jessore.

A two-member German parliamentary delegation, now on a visit to East Pakistan, yesterday visited Jessore reports APP.

From Jessore they drove to Jhikargacha camp where they saw the returness from India and inquired about their health and experience in Indian camps.

The returnee Pakistani citizens said that their condition in the Indian camps was inhuman. Moreover, they always wanted to come back to their homes in Pakistan.

All the 37 returnees whom the delegation met were members of the minority community.

The delegation visited Benapole and saw the damages caused by the unprovoked shellings by the Indian border forces.

Before returning to Dacca in the afternoon, the delegation went round the Jessore town.

President invites Bhutto for talks

Karachi (APP)

 Mr. Z.A. Bhuto, Chairman of the people's party said here yesterday that he had received a call from Pesident Yahya Khan yesterday visiting him for talks.

Mr. Bhutto said, he had informed the president that he was leaving for Teheran at the invitation of the Iranian Govt. and on his return to Pakistan, he will attend the central committee meeting of the PPP due to take place in Rawalindi on July 15. "By then I would have chalked out our line of action in the supreme interest of the country," Mr. Bhutto said

The people's party chief who was addressing a press conference yesterday welcomed the coming dialogue with president Yahya Khan and said I will tell him (President Yahya) how the present crisis can be resolved.

It is a tremendous agony, it pains me terribly to see the present events in the country, Mr. Bhutto said.

Refugee Problem

Asked if, he had any plan to solve the East Pakistan's refugee problem, the people's party chief replied we can take many measures once we are given the responsibility.

After the elections you just cannot take arbitrary position. You cannot equate those who lost it," Mr. Bhutto said. He added I will, under no circumstances, betray the confidence of the people."

Mr. Bhutto said, "We should be called upon to assume our responsibility. It is the only political method of doing things." Right people must be in their right places, he added.

Asked if he proposed to visit East Pakistan, the people's party chief said that his party was planning a programme of activities in the Eastern wing. But he said, it is necessary first to establish political confidence.

A correspondent asked for his views on the reported merger plan of the three factions of Muslim League, Mr. Bhutto said they are welcome to come together but it should be a voluntary political effort. Mr. Bhutto said the three factions of the Muslim League posed no threat to the people's party.

"We routed them in the last elections. In some places we routed although they combined against us.

He said we are not at all bothered about their merger if it is voluntary.

Mr. Bhutto said our problems are the cumulative effect of the successive Muslim league governments.

The PPP Chairman said I do not consider the three factions of the Muslim League as sub-parties. If that is so then Awami League is also a sub-party of the Muslim League, where do you draw the line then." he asked.

He expressed the view that any merger of the three leagues' was pre-destined to fail.

He said: what we object to is the coercive method to do it. "Not at all" was Mr. Bhutto's reply when a correspondent asked him if the people's party was consulted while making the central budget.

But he said at the moment I am not commenting on the budget.

Mr. Bhutto recalled his remark which he said he had made to foreign journalist. He said he told the foreign journalist by November I will, either have effective control in government or I will go to jail.

Replying to a question about the reported political alliances between the people's party and some other political elements of Baluchistan, Mr. Bhutto said it was done at the initiative of the non-PPP political elements. If they want to stand out, it is up to them, if they back out they can do it".

Jalalabad team calls on Nurul amin.

A five member delegation of Jalabad Samaj Kalayan Samity and Sylhet sub-divisional Peace committee met the chief of Pakistan Democratic Party (PDP), Mr. Nurul Amin on Sunday last and discussed the problems regarding the communications, reports APP.

They suggested the immediate regularisation and improvement of cargo and launch services between Dacca and Sylhet.

They also suggested sending of more delegates from those thana of the district from where large number of people are working in the United Kingdom to apprise them of the real facts of the present situation obtaining in the country and counter Indian evil design and mischievous propaganda.

The delegation included Mr. Makbul Ali Choudhury, Peace Committee member and Mr. Shahabuddin of Homeopathic Medical Students Association.

Mateen welcomes Yahya plan

 Mr. A.T.M.Abdul Mateen, former Deputy Speaker of the National Assembly of Pakistan has welcomed president Yahya Khan's new plan for the restoration of democratic order in the country by transfering power to the elected representatives of the people. reports APP.

In a statement, he said that transfer of power with constitutional guarantees of justice of all sections of people, maximum authority to provinces to develop fully for early removal of disparity and a genuine federation with a viable centre for usher in social, economic and political condition favourable for rapid economic development of the country. The less developed areas would be particularly benefited by the measures spelled out by the president, he added.

The former Deputy Speaker particularly commended the president's forthright and clear declaration to defend the integrity and sovereignty of Pakistan under all circumstances. By this simple declaration, the President of Pakistan had merely echoed the inner voice, finer sentiments, noble spirit and firm determination of his equally brave and invincible nation, he said.

He said "all those who wish Pakistan well will surely welcome President Yahya Khan's new plan for restoration of democratic order in the country by transfering power to the elected representatives of the people. Viewed in the context of shattered conditions of administrative, political and economic structure of East Pakistan, Hindustan's bellicosity, arms build up and even her naked threat of war against Pakistan, President's plan aims at building the nation to a brave new Pakistan.

The plan also symbolises nation's intense urge for finding out a lasting solution to the complicated political problems of Pakistan.

After the break down of president's sincere and genuine efforts to arrange inauguration of the opening session of the National Assembly on 25th March for purposes of constitution making, president has now no other democratic methods but to set up a committee of experts to draft a constitution for Pakistan.

It, however remains a fact that our experience of constitution making in Pakistan has been very painful and bitter. President's desire to discuss and obtain opinion on various articles and provisions of the draft constitution with other experts, elected representatives, leaders of all shades of political and parliamentary groups will provide necessary democratic sanctity to the constitution. It is time there should be "finality in constitution making. The united Kingdom of Great Britain, a democratic country of west is being administered under parliamentary democracy even without a written constitution.

The operative guide lines and the directive principles as given by the president for future constitution of Pakistan are already accepted by the nation through its active participation in the first ever general election held under L.F.O. of 1970. The president's clear direction that the constitution must fully reflect the contents of Islamic ideology as well as the aims and aspirations of the people of all regions in making Pakistan a truly Islamic Republic should be welcomed by all patriots and our friends of crisis. It is also encouraging to note that efforts will also be made to preserve the very basis of the creation of Pakistan.

This step will meet the urge of all those who directly or indirectly participated in the struggle for establishment of Pakistan on the basis of  famous two-nation theory of Quaid-e-Azam Mohammad Ali Jinnah, founder of Pakistan against the combined opposition and might of the axis spearheaded by Indian Hindu congress.

I am sure that the silent majority of our nation will undoubtedly welcome president's plan to stop proliferation of political parties. Since the nation cannot anymore afford further experiments on political front, non-proliferation of political parties is therefore, a must to ensure discipline, stability in social, economic and political structures and democracy for peace and prosperity for all. The weary and toiling common man of Pakistan who actually represents Pakistan did not certainly want  political system are Institution which would generate patriarchism, regionalism, racism, seperatism, lawlessness, chaos, disorder and instability. They had a right to demand legitimately a system of constitutional Government in which they would get security of their life, honour and property prospects of betterment of their personal, economic conditions, better education facilities, opportunities for gainful employment and above all a genuine liberty enjoy fruits of Independence and benefits of development in one united strong Pakistan. People therefore, are not at all responsible for the subsequent painful events brought by the political parties. Ideological countries with one political party and others with two political political parties are found to be developing much faster than multi-party countries in the under developed areas of the world.

So, I hope, the experts of draft constitution who must be ginats in their line will surely keep in view Pakistan's twin national objects of security and development in the light of geopolitical compulsions.

President Yahya Khan who is the supreme commander of the nation's brave armed forces and Pakistan's Head of state is fully aware of his grave responsibility to the nation as well as his aligation to the founders of Pakistan and through them to the Muslim world to defend and preserve Pakistan for the greater glory of Islam from both external aggression and internal subversion. In his plan, the president has outlined various significant steps to reassure the nation and our helping friends abroad and told all concerned in very clear language that he would, undoubtedly, discharge his solemn responsibility to defend the integrity and sovereignty of Pakistan under all circumstances. By this simple declaration, the president of Pakistan has merely echoed the inner voice, finer sentiment, noble spirit and firm determination of his equally brave and invincible nation.

Normalcy fast returning to Dinajpur

Dinajpur (APP)

Normalcy is returning fast in all walks of life in Dinajpur district. In communication sector buses have started plying on all the routes in the district connecting sub-divisional towns and its suburban areas.

The number of buses is being increased daily. Train services from Dinajpur to Dacca, Dinajpur-Parbatipur-Khulna-Bonarpara-Santahar, Dinajpur-Setabgong, Dinajpur-Birol, Dinajpur-Panchagarh have been opening regularly but not as per schedule.

The attendance in the Government and semi-Government offices are increasing day by day.

Post and telecommunication are working satisfactorily. Junior high schools and primary schools have already started.

Satkhira normal

Satkhira, (APP)

Hats and Bazars are functioning normally as before in the whole sub-division.

All shops in town and at Mofussol areas are open. Daily necessities of life such as vegetable, fish and other articles are available at reasonable price.

Motor and other vehicles are running as before in the routes of Keshebpur to Satkhira via Patkelghata, Khulna to Satkhira via Jessore and Kaliganj to Satkhira. Businessmen are carrying on their business and bringing goods from Dacca and Khulna. Food grains such as rice, ata are distributing at the ration shops regularly. Attendence in all the schools of the sub-division is satisfactory. Normalcy has come back in the work of the civil and criminal courts.

Police being active the activities of the criminals have been curled to a large extent. Peace loving Pakistani citizens coming back from India, have devoted themselves to their respective occupations and the Government officers are rendering helps towards them to lead their normal life.

Mujib was in touch with India

That Sheikh Mujibur Rahman and the defunct Awami League were in communication with India before March 25, 1971 is being admitted by the Indian side. Well Known columnist, Chanchal Sarkar, in a post-editorial article published in Hindustan Standard, Calcutta dated June 22, 1971 says:

As on a side it should also be said that there was communication between people in touch with Sheikh Mujib and the Indian authorities, such communications are not new.

Attitude of US press deplored

Mr. Saidur Rahman, ex-MPA and vice-president, East Pakistan Muslim League (Qayyum group) and secretary, sub-divisional peace Committee, Gaibanda has deplored the attitude of a section of the American press and some congressmen to act against the interest of Pakistan.

In a statement he said yesterday people of East Pakistan are united to a man to thwart all attempts of big imperialist powers to say a word in the internal matter of Pakistan.

Statements of a member of British parliamentary delegation has caused great indignation in the minds of all patriotic East Pakistanis. By the action of some American press and some members of the congress together with the statement of a British Parliamentary delegation has proved beyond doubt that  these big imperialist powers are against the interest of the Muslim countries.

After the broadcast of President Yahya Khan people of Pakistan today have taken a vow that they will go on without foreign aid which has got any strings in the interest national prestige of Pakistan.

I would appeal to our president to take serious note of all these,  so that these big imperialist powers feel that Pakistan is a proud Muslim nation and she does not depend on the charity of hers but depend on the mercy of Allah.

I further appeal to president to take suitable measures for stopping all mischievous and false propaganda of All India Radio against Pakistan. The world should know that today complete peace and normalcy prevails in East Pakistan.

The administration has not taken any punitive actions against the patriotic people of East Pakistan, if any action has been taken, it is against India infiltrators and the anti-Pakistani elements.
