negotiate with the secessionist elements of East Pakistan, it was against our national

for the purposes of early restoration of democracy in Pakistan in order to counter
such pressure, power should be transferred to the elected representatives of the
people immediately, so that they could neutralise the anti-
Maulana Niazi also said that the external pressure on Pakistan also pointed towards the fact that Indian propaganda could not be countered at the people's level, since none of the elected representatives could go abroad in their individual capacity.
The PPP leader also stated that a delegation of his party would go to East Pakistan on August1, in order to assess the situation there. This delegation will be followed subsequently by more delegations.
During his stay here, Mr. Mohammad Yousuf Khan and Pir Sahib of Manki Sharif met him. Mr. Zafar Ali Shah, a PPP leader, also called on him.
Another report adds: Maulana Niazi, clarified here today that these was no "formal or important" meeting of his party in Kabul, as has been reported in a secion of the press.
In a press statement, Maulana Niazi, who arrived here last night enroute to Kabul, dispelled this impression and said that he was going to Afghanistan, because his party chief had called him.
He said that he was asked at his yesterday's press conference, at Rawalpindi whether there would be formal meeting of the party in Kabul and he had replied that informal discussions on the future plan of action of the party, was just possible, in view of the fact that almost all the members of the high command would be present there.
"When we get together obviously talk all sorts of things" he added.
The PPP leader emphasised that it was, therefore", "incorrect" to say that there was a formal meeting of his party in Kabul. Formal meeting will be held in Rawalpindi on July 15 when important issues will be thrashed out, he said.

Discussions on Pakistan's economic plans and the food situation were held today between top Pakistani officials and US team members accompanying Dr. Henry A.Kissinger, U.S. presidential Adviser.

The delegation, which consists of Mr. George C. La'chnce, Mr. Francis Andrew Brewin and Mr. Nelson Macquarrie, will fly into the capital in a special Canadian plane.
After a day's stay here, the delegation, to fly to Karachi en route to Dacca to see for themselves the situation in East Pakistan which is fast returning to normal.
The visit will give the Canadian Parliamentarians an opportunity to have first hand knowledge of Pakistan's point of view on the present crisis and the steps taken by the Government to resolve it. Some of the statement attributed to the Canadian parliamentarians in India and published in the Indian press have caused deep concern among political circles here. According to the statements ascribed to them by the Indian press, the delegation supported New Delhi's stand on the East Pakistan situation. It also reportedly expressed the view that the big powers should get together to exert pressure to bring about a change in the situation in East Pakistan so that the "refugees" could go back.
These circles said such an attitude by the parliamentarians of a country which had always taken a firm stand on the question of national integrity was in deed surprising. In this connection they called the violent reaction in Canada when late President Charles de Gaulle supported the movement for the liberation of Quebec in 1968. It was pointed out that their support to the Indian position on East Pakistan amounted to break up of Pakistan which was in contradiction to the national attitude of Canada on such questions.
Another reported remark which has caused resentment here is that the steps announced by president Yahya Khan in his June 28 broadcast were inadequate for the return of democracy and that he should negotiate a political settlement. These cirlces pointed out that the people of East Pakistan were the real and best judges. They had extended full support to president Yahya Khan. The people extended their unstinted backing as they realised that he had made every effort to accommodate the view point of various parties including the Awami League during his negotiations with political leaders in the National Assembly but Sheikh Mujibur Rahman shifted his stand and wanted a break up of the country which was contrary to the electoral mandate given to him.
President Yahya Khan, these circles said, was sincere in restoring democracy in Pakistan. He was responsible for the holding on the first even democratic elections in the country to lead up to a popular Government.
There circles expressed the hope that after their visit to Pakistan, the Canadian parliamentarians would convey an objective and impartial assessment of the situation to their Government and people.
Indian troops have kept up deliberate unprovoked firing on Pakistan territory in flagrant violation of the ground rules, according to information reaching here, reports APP.
There have been fresh reports from Rajshahi, Rangpur and Sylhet of shelling with mortars and field guns on Pakistan territory without any provocation whatsoever.
The Government of East Pakistan are understood to have most strongly protested against, more notes lodged with their such aggressive action in there counter parts in West Bengal. The Government of West Bengal have also been asked to inquire into these incidents and to award exemplary punishment to the culprits so that they refrain from such aggressive activities in future.

The State Department acknowledged yesterday that millions of dollars more US military equipment may be shipped despite a ban ordered by the US Government.
Democratic senator Frank Church of Idaho said in a Senate speech Wednesday that 35 millions dollars (15 million sterling) of military equipment was ready for delivery to Pakistan.
State Department spokesman Charles Bray questioned about this figure yesterday, said he believed it was "on the high side but he would not say precisely what the value of further arms shipment to Pakistan would be.
The ban on new licenses for arms supplies to Pakistan was ordered earlier this year.
Mr. Bray said it was impossible to put a value on arms equipment that might eventually go to Pakistan. The reason, he said, was that when a license was taken out it did not necessarily follow that the equipment would actually be purchased and delivered. The state department spokesman said he did not know the total value of the equipment for which licenses had been granted.
Military sales to Pakistan in recent years have averaged 10 million dollars (four million sterling) to 15 million dollars (six million sterling) a year Mr. Bray said.

Prime Minister Abdul Razzak categorically stated here on Wednesday that East Pakistan was an integral part of Pakistan and therefore the question of recognising an imaginary 'Bangladesh' does not arise.
He made this policy statement in parliament while answering questions from members of the ruling Alliance party.
Tun Razzak said Malaysia considered the East Pakistan situation as an internal affair of Pakistan and therefore did not like interference in such matters.
Those who come to the East Pakistan with open minds from outside cannot but be struck by the fact that life goes on normally. They will find people going about their business as usual what a striking contrast to all that they may have been led to believe! Dr. Rolf Meinecke a member of two man West German parliamentary delegation said that efforts should be made by the Pakistan Government to apprise the outside world of the correct situation in East Pakistan. The desirability of such efforts is undisputed, but the efforts do not always have the results one could reasonably expect. There seems to be a conspiracy to blackout on play down favourable aspects in depicting the situation in East Pakistan, which is not only under control but improving so rapidly that optimism is being restored and one looks to the future with confidence. However, some foreign papers seem to be determined not to see anything good. The suspicion that they want to foment trouble instead of helping in easing tensions is inescapable. Even letters written by Pakistanis and other in reply to rumor's articles and dispatches are not always published. How can the readers of these newspapers then have a correct picture?
Mr. Zuzayn Wittgenstein, the other member of the West German parliamentary delegation, said on Thursday that since India was creating fear and tension displaced persons were not returning in large numbers. India has been trying her damnest to prevent the return of these displaced Pakistanis.

They said in the context of the recent development there was no alternative left to the president but to introduce democracy in the way contemplated by him within the time fixed. There can be no compromise with those forces which had sought to undermine the territorial sovereignty of Pakistan. The president's broadcast reflects a gesture to accomodate the elected representatives provided the change their mind and express their resolve to string them the basis of Pakistan. Pakistan has come to stay. All attempts to undo Pakistan are to be counter acted in every conceivable manners. The way the president has displayed his keenness and desire to preserve Pakistan deserves our wholehearted support and cooperation. Islam provides the only basis for integration. The sooner it is realised the better.
In his broadcast the president has Indicated that the future constitution of the country would be based upon the principles enumerated in the legal frame work order. The Islamic minded parties also fought the election on the same principles as stated in the legal Framework Order. This part of the broadcast is in accord with the principle which provided the basis for opposition to the defunct Awami League. Therefore we are morally bound to stand by the president in his efforts to introduce a constitution based upon Islamic principles of Justice and fairplay.

Three planes carrying West German relief supplies for the East Pakistani refugees in India will arrive in Calcutta over the next four days, the West German Embassy said here today.
It said all the supplies would include five ambulances for the Indian Red Cross in Calcutta and 700 tents, water purification equipment and telephone exchange for a field hospital.
