Repatriation of DPs: Pakistan accepts proposal for UN observers on border

Geneva (APP)

Pakistan has accepted a United Nation's proposal for the stationing of UN civilian personnel in both India and Pakistan to facilitate the repatriation of displaced persons to East Pakistan, diplomatic observers disclosed here today.

The proposal envisages the stationing of representatives of the United Nations High Commissioner for Refugees, in camps in India, on both sides of the Indo Pakistan border and at reception centres in East Pakistan.

India Rejects

AFP reports from New Delhi: India has rejected suggestions that United Nations observes should be stationed on both sides of the East Pakistan border to supervise the return of refugees, official sources said here yesterday.

The suggestions were understood to have been made by United Nations Secretary-General U-Thant and United States officials during meetings with Indian representatives.

The sources said India had informed other countries which sponsored such a move that it would consider their continued support for it as "unfriendly act."

They  said that a few observers on the border would not be able to achieve anything concrete, and their presence would only give a false facade of security.

The sources suggested that the presence of UN observers might be intended to help Pakistan overcome the "Liberation" movement rather than encourage the return of refugees.

The dispatch of observers was also reported to have been sought by UN High Commissioner for Refugees, Prince Sadruddin Aga Khan.

The sources indicated that India would be prepared to accept "some neutral presence" in refugees centres, but that this would be considered only after peace and normal conditions had returned to East Pakistan and a civil administration acceptable to the people had been established there.

The number of refugees entering India was continuing at rate of about 40,000 a day. The sources said, and the total was now estimated at nearly nine million.

Armed Forces and people ready to meet Challenge : Ajmal warns India

Sylhet (APP)

Mr. Ajmal Ali Choudhury, ex-central Minister, has warned India that if war was thrust on Pakistan, she would not find only the Armed Forces of this country but also the people ready to meet the challenge and face any eventualities.

In a statement issued here he deplored the attitude and policy adopted and said that it was high time Pakistan Government should consider suitable steps against flagrant violation of international obligations.

One can very well ask whether there is any justification to remain in the Commonwealth any more.

Mr. Choudhury said, "Pakistan at the moment is passing through a great test we have gone through a very critical time of national crisis. Thank Al-mighty, the bold and timely action of the President and thanks to the heroism of our Armed Forces, we have met the Challenge of the enemies of Pakistan firmly and effectively and although it may take some time more to heal up all our wounds. Things are moving fast towards normalisation but we must remember the enemies within and outside are still vigorous for destruction is quite alive to the situation and ready to face any challenge from whichever quarter it comes. It is the bold and firm line of action that has saved our hard earned independence and saved the Muslims of East Pakistan from the slavery of the Hindus again. The nation as a whole should be grateful which they fought the internal and external enemies of our country particularly the Armed Indian infiltrators.

Mr. Chowdhury said, we should take lesson from what has happened in East Pakistan and prepared ourselves to build up our country on the principle on which Pakistan was achieved after great sacrifices.

We achieved Pakistan, the largest Muslim state of the world, under the leadership of Quaid-e-Azam and let me say that the People of Pakistan will die fighting but will never allow the enemies of Pakistan to destroy our country.

India is arming to the teeth and has pointed her guns towards East Pakistan and giving us constant threat of war India should know that war is not the solution. Pakistan does not want war and is maintaining utmost restraint inspite of serious provocation. But if war is thrust on us, India will not find out only the Armed Forces of Pakistan, but also the people Pakistan ready to meet the challenge and face any eventualities and no amount of sacrifice will be considered too great to maintain the integrity and solidarity of our country.

Be Vigilant

Every Pakistani should be vigilant as all of us know the vigilance is the price of freedom and it is our foremost duty to see that we exist as an independent and sovereign nation and do not allow history to repeat its darkest chapter which made our forefathers slaves for 200 years, he added.

I want to say with all the emphasis at my command that Pakistan is one and no power on Earth can divide us as in oneness, lies our salvation. We have given ample proof of our strength and solidarity before and if our enemies repeat the same blunder which they did in 1965 they will be suitably dealt with.

Pakistan will not tolerate any foreign interference in her internal affairs. The attitude and the policy adopted by the British Government and its press of interfering in the internal affairs of Pakistan is highly objectionable and most regretable. It is high time that Pakistan Government should consider what suitable steps should be taken against such flagrant violation of international obligations of non-interfering in the internal affairs of any country.

One can very well ask whether there is any justification to remain in the Commonwealth any more.

It is our foremost duty at the present moment to make Pakistan a strong, prosperous and powerful country in the world and if need be to make the supreme sacrifice. I am happy to see that the Government is making all possible efforts to stablise the economic condition of East Pakistan and I appeal to our countrymen to stand solidly behind the Government and help the administration in their great task.
