90,000 DPs back home

About 90,000 Pakistani nationals have by now returned to their homes from across the border through recognised and unrecognised routes despite obstruction created by Indian authorities, reports APP.

According to official sources, among the arrival, 72,000 have come through unrecognised routes and 18,000 through reception centres in the bordering districts.

The non-Muslims returnees total 36,000 and most of them crossed over into Sylhet district. Inflow of the returnees have been increasing with the return of normalcy in the province and due to the miserable condition in which they are passing their days in Indian camps.

30,000 refugee children on verge of death

Calcutta (APA)

A top Indian health official said Friday 300,000 East Pakistani refugee children were on the verge of death because of severe malnutrition. A fresh outbreak of cholera also was reported to be taking about 70 lives a day.

"This is worse than Beaver," said Dr. Hiralal Saha. Director of Health services in West Bengal state, referring to the widespread deaths caused by protein defficiencies during the Nigerian civil war.

Saha, in an interview with the Associated press said of 1.2 milion refugee children in West Bengal below 10 in age 600,000 were suffering from malnutrition. "Half of these, or about 300,000 are at the point of death and will die any time unless they receive large amounts of vitamin immediately," he said. But, he warned "even if we save many children's lives those under four years old may already have suffered permanent irreversible brain damage.

"Don't send us money to buy high protein foods here, he said in an appeal for foreign assistance during the interview. 'We don't have enough of these vital foods for our own population, and the price of these foods is going up because of the demand."

"What we need are emergency shipments from abroad, codliver oil, butter, salad oil, milk powders.

Saha said the malnutrition was striking the children in such large numbers because they were not receiving any special, protein-rich diets. He said they receive, instead, the same food rations, although in smaller quantities, given to adults mainly rice and vegetables, neither of which has much protein content.

Indian allegation of airspace violation completely baseless

Islamabad (APP)

Pakistan today denied India's allegation that Pakistan aircraft violated the Indian airspace on Tuesday last.

Official sources here described the allegation as completely baseless, without foundation and mischievous that two Mirage jets had flown at only 500 feet over the airport at Srinagar.

An Indian protest note against the alleged violation by Pakistan aircraft was understood to have been handed over to Pakistan's High Commissioner in India. The note has not yet been received here but it would undoubtedly be rejected.

It is obvious that New Delhi has made the allegation to cover up her nefarious in East Pakistan where border areas are shelled from the Indian side without any provocation almost daily. A number of persons were killed and many others wounded in Comilla on Tuesday last as a result of the Indian shelling.

Besides ground violation, Indian aircraft also violate Pakistan's airspace. On July 15, Indian military aircraft violated the air space over East Pakistan three times and Pakistan lodged a strong protest with India. Earlier on July 3. Indian Air Force aircraft had strafed Amarkhana in Dinajpur district of East Pakistan which also provoked a strong protest from Pakistan.

PPI adds: It may also be pointed out that New Delhi rulers have got unnerved over their miserable failure to internationalise the East Pakistan situation. Their direct support to secssionist elements had failed to produce favourable results as Pakistan.

Army has resarted the normalcy after crushing the Indian infiltrators and miscreants.

As India was facing mounting world pressure not to complicate the situation.

Against this background the Indian Government have decided to hurl threat to beat Pakistan, and increase tension in the sub-continent.

Peace depends on establishment of rule of law : Yahya

Islamabad (APP):

President Yahya Khan has said that peace in any society whether of individuals or independent states must ultimately depend on the establishment of a rule of law.

The President said this in a message to the chairman of the fifth World Peace through Law conference, in session in Belgrade from July 21.

President Yahya Khan said that there was a complete recognition of the need of international cooperation for the achievement of peaceful world order based on the principles of the charter of the United Nations.

Navy chief visits Chandpur

Vice Admiral Muzaffar Hasan Commander-in-Chief, Pakistan Navy, visited Chandpur yesterday morning, reports APP.

During his few hours stay there vice Admiral Muzaffar Hasan met military and civil officers and members of peace committee. They apprised the Pakistan Navy chief of the measures taken in the area for the maintenance of peace and harmony. They also informed him the steps taken to purge the area of the anti-state elements.

The Deputy Commissioner in particular referred to the normal functioning of the Government departments. He said that practically all the Government servants were attending to their duties.

Vice Admiral Muzaffar Hasan, who was accompanied by Rear Admiral M. Shariff, Flag officer commanding East Pakistan had a short river cruise on board a Pakistan Navy patrol craft before returning to Dacca.

The Navy chief left Dacca yesterday afternoon for Karachi at the end of his five day visit to East Pakistan.

Lt General Tikka Khan Governor of East Pakistan and Martial law Administrator, Zone B, Rear Admiral M. Shariff, Flag officer Commanding, East Pakistan, and other senior military officers saw him off at the Airport.

Properties of AL leaders: Auction today

The moveable properties the Leader of the outlawed Awami League, Tajuddin Ahmed and two others convicted by special Military court No. 1 will be sold on public auction here by the Government on July 25, it was officially announced here, reports APP.

The successful bidders will have to deposit the full amount of the bid money on the spot after the bid is closed and the articles will be delivered then and there. The authority, however, reserves the right to accept or reject any bid without assigning any reason. All moveable and imoveable properties of the three convicted persons have already been attached.

The moveable properties which will be put on auction on July 25 comprise some household effects like furniture, steel almirahs and books.

The programme of auction as annoucned are:

1. Properties of Tajuddin Ahmed will be sold at 2 P.M. at 751, Satmasjid Road, Dhanmondi Residential area.

2. Properties of Abidur Rahman, proprietor 'The people," at 11 a.m. at 251/B, Dhanmondi Residential Area, road No. 22 and

3. Properties of Abdul Mannan of Mansur Villa, 110, Shidheswari, District Dacca at 9 a.m. at Ramna police station.

The auction notice has already been published in four Dacca daily newspapers.

The moveable properties of Tajuddin, a two storied building on nine Kathas and ten Chattak land at 751, Satmasjid Road, Dacca at 11-30 a.m. Bidders can inspect the building on July 26 and 27 from 10 a,m, to 5 p.m

The successful bidder will have to deposit the 50 percent of the bid money on the spot and balance within three days when delivery of the possession will be made. The authority reserves the right to accept or reject any bid without assigning any reason.

Tajuddin Ahmed was tried alongwith four other including A.M. Nazrul Islam and Tofail Ahmed in Absentia under MIR-40 by special Military Court No. 1, Dacca, Mymensingh and Tangail and all the accused persons were found guilty and sentenced to suffer rigorous imprisonment for 14 years each and confiscation of fifty percent of their properties. The sentence having been confirmed by MLA zone 'B' has been duly  promulgated by the special military court on June 7 last.

The main charges, however, stands against Mr. Tajuddin and four others and they will be tried on apprehension.

EMK criticised for releasing cables on E.Pak situation

Washington, (APA)

The US State Department on Friday said the release of cablegrams by senator Edward Kennedy concerning East Pakistan's food situation could effect the US ability to deal with the problem.

Press officer Charles W.Bray said it will be "difficult to continue discussions on East Pakistan if the Chairman continues to abuse of confidential communications." Bray was referring to a series of state Department cablegrams Kennedy made public on Thursday during a hearing by his sub-committee. The cablegrams were from US officials in East Pakistan.

People urged to guard against Indian designs

Faridpur (APP)

The Speakers at a largely attended public meeting held recently in the District council Hall under the auspices of the District peace committee urged upon the people to be on guard against the imperialist design of India which had been making constant endeavour during the last 23 years to isolate Pakistan and cripple her economy. Mr. Afzal Hossain, advocate and chairman, District peace committee, Faridpur, presided over the meeting.

Among those who addresed were by Mr. Anwarjan Mia, Mr. Adeluddin Ahmed, MNA -elect, Kazi Khalilur Rahman. Advocate, Mr. Majibar Rahman, Advocate, and Mr. Amiruzzaman, Advocate.

The members of the outlawed Awami League told the audience that they had supported the economic programme of the Awami League and were not at all aware of the secret design of the party to disintegrate Pakistan which was created after great sacrifices.

They condemned the idea of the cessation of East Pakistan in collaboration with India, a die hard enemy of Pakistan. They appealed to the people to help maintain complete normalcy and to work hard to rebuild the country and her economy.

Mr. Afzal Hossain explained elaborating the circumstances which compelled the Muslins of Indo-Pak sub-continent to fight for the creation of Pakistan.

He also detailed how during the last 23 years the Hindus exploited the market of East Pakistan and drained out money into India causing serious damage to the economy of the Province.

He urged upon the people to go ahead with fresh- zeal to rebuild the economy of the country on a sound basis. He also urged upon the people not to be misled by India which wants to disintegrate Pakistan in her own interest.

The meeting rounded off with a number of resolutions condemning India for her shameless interference in the internal affairs of Pakistan through armed infiltration and malicious propaganda against Pakistan and urging upon the people to protect national property from destruction by miscreants and to work hard to safeguard the unity, integrity and ideology of Pakistan.

UN aware of Pak refugees situation in India : Wood

London (Reuter)

The United Nations was fully aware of the Pakistani refugees situation in India and there was no need for British representations to the world body, Overseas Development Minister Richard Wood assured Parliament on Thursday.

Mr. Wood told a questioner that India estimated there were now more than 6,750,000 refugees and the cost of maintaining them for six months at 167 million sterling.

"The United Nations estimates that , By July 4, international (Relief) contributions, through the UN and directly, were about 70 million sterling, the Minister added.

Call to help Govt. in maintaining normalcy

Mr. Rana Khudad Khan, a council Muslim League leader form Sahiwal, has said that the greatest need of the hour was to help the administration of president Yahya Khan in maintaining normalcy in East Pakistan, reports APP.

Addressing a meeting of the council Muslim League and convention Muslim League workers in the city on Thursday, he said that the country was passing through most difficult period. Martial Law authorities are doing their utmost to tackle economic and administrative problems in the possible manpowers. Therefore, every Pakistani is duty bound to give fullest co-operation to make their efforts fruitful. "NO personal or factional interest or ambition should be allowed to stand in the way of this vital national necessity," he stressed.

Mr. Khudadad Khan also stressed the need for bringing the three factions of Muslim League together to serve the interests of the people better.

US encouraged by Pak acceptance of UN proposal

Washington (APP):

Mr. John Irwin, Under Secretary of state told senate's judiciary sub-committee on Refugees yesterday that president Yahya Khan had welcomed proposal for posting United Nations observers in East Pakistan-India border to facilitate return and rehabilitation of East Pakistani refugees, but Indian Government had not accepted the proposal.

Irwin, who appeared before senate sub-committee consisting senator Edward Kennedy, Senator Hiram Fong and Senater Charles Mathias, said figure of seven million refugees having come to India from East Pakistan was an Indian figure and it was impossible for United States to check it accurately. Similarly, Pakistani claim that 45,000 to 50,000 refugees had returned home, he added was harder to check.

Mr. Irwin agreed with the view expressed by senator Fong that military action and guerilla raids in border areas worked as deterrent to return of refugees to East Pakistan.

Chairman of State Department's Special Comittee on refugees, Francis Kellog, who recently visited India and Pakistan and saw refugee camps, said United States felt encouraged by Pakistan's acceptance of proposal for posting of United Nations observers on both sides of East Pakistan-India border to help return of refugees. Kellog said, during his recent visit to East Pakistan and West Bengal he did not see evidence of any guerilla activity or open fighting on ground inside East Pakistan. He said, rumours of warlike activity were heard on both sides of border and there were no United Nations observers in border areas.

Mr. Irwin said 1,05,000 tons of wheat from United States, earlier diverted to West Pakistan because of fighting in East Pakistan were now on way to Pakistan's eastern province. United States he added, had made another 3,60,000 tons of wheat available.

Razakars kill 4 miscreants in Sylhet.

Razakars are vigilantly defending our village specially in border areas, suppressing bad elements and saboteours.

Razakar's recently killed four miscreants, wounded and caught three when they attacked village Karaver in Beani Bazar P.S., the Razakars valiantly resisted them and they fled away leaving four dead and three injured.

Daultana opposes transfer of power

Sheikhpura (APP)

Mian Mumtaz Mohammad Khan Daultan, president of Pakistan Muslim League (Council) yesterday strongly criticised the demand for power transfer because he said, it would be harmful for the country at this critical juncture.

Addressing party workers here he said transfer of power should take place in both parts of the country simultaneously when there is complete normalcy in all spheres of life.

The persistence of majority party of West Wing (PPP) in demanding transfer of power at this stage would be an indiscreet act, he said. He said the People's Party should adopt realistic attitude, take serious note of the situation and devote themselves to protecting the country.

The CML chief paid tributes to the Armed Forces for frustrating the malicious designs of India and other enemies of the country in East Pakistan.

Ten airlines offer to carry goods free  for E. Pak refugees in India

Generva (Reuter)

The United Nations High Commission for Refugees here announced yesterday that ten airlines had offered to carry goods for East Pakistani refugees in India free of charge on their regular flights to India.

The High Commission, through which aid organised by the United Nations and its specialised agencies is being channelled, said the airlines' offer was also open for goods sent by the league of Red Cross societies and voluntary agencies.

The High commission will co-ordinate the transport schedules for relief supplies with the airlines. The first sitem being flown to India under the offer will be a consignment of .5 tons of blankets from Switzerland, to be followed by a shipment of shelter material from Copenhagen.

The airlines are: Air France, Air India, Alitalia, British Overseas Airways Corporation, Iran Air, Lufthansa, Sabena, Scandinavian Air Service, Swissair, and Transworld Airlines.

Sufi Ahsan coming to Dacca.

Mr. A.K.M. Ahsan, Secretary Ministry of Agriculture and Works is leaving here tomorrow for Karachi.

He will proceed to Dacca form Karachi on August 27. He will come back to Islamabad on August 3.

Mr. M.H. Sufi, Adviser Ministry of Agriculture and Works and Kashmir Affairs Division is leaving here tomorrow for Karachi. He will proceed to Dacca form Karachi on July 27.

After five days stay in Dacca, he will return to Islamabad on August 2.
