A nineman joint delegation of East Pakistan Jamiat-ul -Mudarresin and Jamiatul Mashakh yesterday assured the West Pakistan brethren that they and their followers stood for unity, progress and prosperity of the country and would frustrate the nefarious Indian designs in a much bigger way than they did in 1965 war.

The delegation included Maulana Abdul Mannan, president of the East Pakistan Jamiatul Mudarresin representing 1,500 recognised religious institutions and qualified ulema and Pir Sahib of Sarsina Sharif, president of the East Pakistan Branch of the Jamiatul Mashaikh.

In a joint statement Malulana Abdul Mannan and Pir Sahib of Sarsina Sharif said that they welcomed and wholeheartedly support the army action in East Pakistan and stood behind the Armed Forces and the Government of Pakistan.

They also planned to invite leading West Pakistan's non-political ulema and address non-political meetings to counteract the venomous propaganda done by Sheikh Mujibur Rahman of the now defunct Awami League and his traitor comrades and miscreants. The people of East Pakistan, the said never voted for or authorised Sheikh Mujibur Rahman to conspire with India to divide or undo Pakistan.

Sheikh Mujibur Rahman and his followers had looted and acquired arms while unarmed patriotic ulema were left for some time at their mercy while certain Islam loving parties lost no time in acclaiming and supporting the leadership of Sheikh Mujib.

Later the delegation of Jamiaatul Mudarresion and Jamiaatul Mashaikh called on the president of the Pakistan Jamiatul Mashaikh, Pir Saheb of Dewan Sharif at Astan-e-Alia Faizabad.

During their three hour stay they discussed matters relating to security unity and integrity of Pakistan and efforts to introduce Islamic system of life in Pakistan.

Muslim League factions urged to unite

The Pakistan National Movement today urged the three factions of the Muslim League to forge unity and unitedly work for the full realisation of the Pakistan ideology and creation of a society free from all sorts of exploitation based on Islamic social justice as dreamt by the father of the Nation.

In a statement the convener of the Movement, Choudhury Akhtar Elahi said it was heartening to know that the three factions of the Muslim League were merging into a single party. He said that the united league must come out with a programme to solve people's economic problems on the basis of social justice otherwise it would fail to evoke as much of people's interest as it expected.

Qayyum differs on timing of power transfer

Khan Abdul Qayyum Khan president of the Pakistna Muslim League (Qayyum Group), said here today that he was not opposed to transfer of power to the elected representatives of the people and difference was only on when it would take place.

'When the president feels that time has come for transfer of power, we will not stand in this way, he told a meeting of the Rawalpindi Bar Association at the Bar room.

Khan Qayyum dwelt on the crisis resulting from the East Pakistan situation, constitutional problems and threats to the country's integrity from India and observed that "we are still not out of woods".

He stressed that the president give a constitution, there should be a united fight to safeguard the country's integrity and strict adherence to the ideology of Pakistan based on Islam and Quran as had been time and again stated by the Quaid-e-Azam.

He denied the statement attributed to him of having demanded acceptance of the six point programme before his departure for East Pakistan in March last and said he had been consistently opposing. His points while some other parties kept silent on this issue even in their manifestoes.

The PML chief said lessons should be learnt from what had happened in the country, and proposed that the constitution to be given by the president should be based on Islam and the Quaran, the centre should be strong enough to defend the country as well as look after its finances as well.

Earlier in his speech, the PML chief said when different parties came forward with their programmes after elections were ordered to be held in the country Awami League with six points, Wali Khan's NAP for a strong Pakistan but a week centre, people's party for removing economic disparities and several Ulema parties for Islamic way of life. The six point programme was a time bomb which, if put into practice would disintegrate the country.

Wondering why some other parties kept silent on the issue, he said either they did not realise its implications or they thought Sheikh Mujibur Rahman would change it.

He said during election campaign he had stated even in East Pakistan that Sheikh Mujib would break up Pakistan and he had links with India, adding that subsequent events proved our forecast as correct.

If the country did not have a strong centre, the situation in East Pakistan could not have been controlled, keeping in view the flow of Indian infiltrators and arms into that wing.

If armed forces had not acted swiftly, foreign paratroopers would have landed in East Pakistan and some countries might have recongised the so-called Bangladesh Government, he added.

Khan Qayyum pointed out that Pakistan came into being on the basis of the two-nation theory with even Muslims who remained in India having voted for it, and said if we are going to have socialism and secularism, then India also practices this and there would be no justifications for our separate existence.

He said every nation had its own basic ideology against which they would not allow any activity. But tolerance shown in Pakistan in this respect had resulted in the emergence of ideas like Bangladesh. Pakhtoonistan, Jaisind, Greater Baluchistan and the talk even in the Punjab by some people that six-point would be beneficial for Punjab.

He said all teachers and other persons who did not believe in Pakistan ideology should be removed from their jobs.

Constitution

On constitution, he said it should be made before the transfer of power to the elected representatives, and the centre should have defence, foreign affairs, foreign trade and power of taxation with it. He said even in India more and more power were being given to the Centre.

He said he was not in favour of talks with those had rebelled.

About relations with India, he observed that it had been said that we can make friends with India, but until Kashmir issue remained unsolved and New Delhi abandoned its designs to undo Pakistan there could be no friendship with that country.

He said: we are in a state of war with India. The Indians are still shelling our territory (in East Pakistan).

In view of the Indian Leaders' statements, he said, the Indians might escalate the war. In his opinion a civilian Government could not meet the present situation created by India.

Khan Qayyum asked how the central Government could be entrusted to the legislature as it stood today with the banning of the Awami League which had majority of the members.

Foreign Links

He said any settlement with any party having foreign links and receiving foreign money should never be even thought of.

He said he had been pointed out that even in West Pakistan there are groups and individuals who had such links.

He said prof. Muzaffar Ahmed, president of East Pakistan NAP (Wali Group), was a Minister in the so called Bangladesh Government based in India, and Khan Abdul Gaffar Khan had sent money for Mujib's followers in India.

Khan Qayyum referred to the proposed visit of president Nixon of the United States to China and said this was because of common borders with China that Pakistan had been able to play an important role in this regard.

He said there would have been no common borders between China and Pakistan if the tribal Lashkars had not been sent to Jammu and Kashmir State during his Chief Ministership of the NWFP to help liberate the present Azad Kashmir and Gilgit and Baltistan.

Asked by a bar member whether in view of the proposed merger of the three Muslim League factions, he would be able to adjust Mian Mumtaz Daultana, president of the Council Muslim League, Khan Qayyum said his differences with Mr. Daultana were not personal but on policies.

He said there was a general urge among the Muslim League workers for unity and Mr. Daultana would be most welcome.

He said, he had resigned from the Council Muslim League when Mr. Daultana made an agreement with Wali Khan.He also pointed out that Mian Mumtaz Daultana had insisted on the participation of Sheikh Mujibur Rahman in the Round Table Conference called by former President Ayub Khan.

Turkish MPs in city

A two member Turkish parliamentary delegation comprising Mr. Kasim Gulek and Mr. Mahmut Vural arrived here yesterday afternoon from Karachi on a three day visit to East Pakistan.

The Turkish parliamentary delegation was received on its arrival here by the Additional chief secretary, East Pakistan, Joint secretary, Ministry of Information and National Affairs, Government of Pakistan, Military secretary to the Governor, Director, Ministry of Foreign Affairs and principal protocol officer of the provincial Government.

Today, the visiting delegation is scheduled to visit reception centres at Jhicargacha and Chudanga set up to receive the returning Pakistani nationals who had crossed the border out of panic created by mischievous Indian propaganda.

The delegation will also call on the Governor. On July 28 the Turkish Parliamentarians will visit Chittagong. They will leave Dacca for Karachi the same afternoon.

Strong pak protest against Indian shelling of Comilla

Islamabad (APP)

Pakistan has strongly protested to India against shelling of Comilla town by Indian field artillery on July 20, it was officially stated today.

In a note sent to the Indian High Comission on July 24 the Pakistan Government described the incident as a wanton act which involved damage to life and property.

The note said that inspite of repeated protests by Pakistan, India had failed to check such unprovoked attacks on Pakistan's territory by the Indian armed forces.

The protest note said: At 1045 hours on 20th July 1971, the Indian field artillery carried out in provoked and indiscriminate shelling on Comilla town. As a result of this wanton act one civilian was killed and many injured. A number of shops were completely gutted.

The Government of Pakistan takes a very serious view of the incident and lodges a strong protest against it. It is a matter of regret that inspite of repeated protests the Government of India has failed to check such incidents of an provoked attacks on Pakistan territory by the Indian armed forces, which are increasing day by day.

In conveying its protest the Government of Pakistan reserves the right to demand compensation caused to the life and property in Pakistan as a result of the attack.

ML sub-sectors reconstituted

The Martial law sub-sectors 6 and 7 of sector 2 have been reconstituted, according to Martial Law Order No 160 issued from the Headquarters of Martial Law Administrator, Zone B, yesterday, reports APP.

Following is the text of MLO 160:- Martial Law Zone B, Order No. 150 dated 7 June 71 is further amended, as follows namely.

In the aforesaid order in Paragraph 1, under sector-2, under the sub-sectors, after Sub-sector-5 for the existing entries relating to sub-sectors 6 and 7, The following shall be sub-situted namely:

(B) Sub-sector Bogra District and Gaibanda sub-division of Rangpur district, with HQ at Bogra.

(C) Sub-sector 7 Rangpur district less Gaibanda sub-division and Dinajpur district, with HQ at Rangpur.

It was clear from his statement that a majority of the six pointers are now disillusioned of the plans, hatched by a handful of seccssionists. Now that they have seen through its game. They have been holding meetings among themselves to chalk out the new line of action.

Questioned by inquisitive newsmen Mr. Zaman left no doubt in the minds of the journalists of the Awami League ticket-holders were patriotic Pakistanis. These people were now awaiting publication of the list of disqualified members, once that is done, they would call a convention and take a decision whether to float a new political party or join the PPP enmasse.

The MPA from Mymensingh said he had already had two meeting with Mr. Zulfikar Ali Bhutto and delivered a personal message to him of Mr. Zahiruddin. There are also possibilities Mr. Zahiruddin himself, in whose leadership, the outlawed party members have reposed confidence now might soon be visiting West wing for political talks.

He ruled out chances of the East wing legislators joining the Muslim League because according to him, Muslim League had now lost the confidence of the masses, it now consisted of people who had neither the capacity nor the desire to see beyond the confines of their luxurious drawing rooms.

Mr. Zaman made it clear that members of the banned Awami League party will again bring a landslide victory in the bye-elections, proposed in the eastern wing.

He disclosed that already a large number of Awami League Assembly Members were cooperating with the Government to ensure return of normalcy in East Pakistan. But, he said, for a quicker return of normalcy, responsibilities of running the Government must be entrusted to the elected representatives of the people.

It was, therefore, all the more necessary that power should be transferred to those voted for the purpose.

Paying rich tributes to the president and the armed forces, he said the armed forces had saved the country from disintegration.

He severely criticised Maulana Bhashani, Ataur Rahman Khan and Prof. Muzaffar Ahmed, accusing them of hatching a conspiracy against Pakistan "the naxalites, anti-state elements and a handful of secessionists of the outlawed Awami League were also involved in the unfortunate events, we witnessed in March, he said.

Mr. Zaman reiterated that elected members should be consulted before the future constitution of the country was drafted and placed before the Assembly for approval. He demanded an impartial judicial inquiry, against those who supported "Bangladesh" and were involved in the secessionist's movement.

Referring to the general amnesty he said measures to ensure its implementation should be taken, he said the displaced persons including minorities need positive and practical assurance and guarantee for their rehabilitation in their homes as soon as they return.

He said peace committees be manned by persons of the character and integrity and elected representatives be associated. Those defeated in the polls should not be allowed to Poke their nose," because they had selfish motives.

He emphasised the need for frequent inter-wing visits of educationists, professionals, peoples elected members, Government servants cultural troup's and students to promote national integrity and to forget the days of bickerings, he said.

He stressed the need for forging unity between the people of East and West Pakistan so as to try and build an edifice of good will, friendship, brotherhood, economic and social justice with a view to building a strong and unified Pakistan.

He said in view of the situation in East Pakistan power should be immediately transferred to the elected representatives of the people.

The people of East wing want to live as brothers with the West Pakistanis.' he declared.

He said, "economy in East wing needs to be geared up and production in mills and factories increased," if we want to live as one nation we should remove the mistrust and misunderstanding that have been created in the minds of the people" Mr. Zaman remarked "the people of East Pakistan, he added, never voted for secession, in fact they voted for ending exploitation and for one Pakistan. He urged the elected members and people of the West wing to visit East wing to see for themselves the situation in the province and meet the people to redress their grievances.

Zaman again meets Bhutto

Karachi (APP)

S.B. Zaman, MPA-elect and a leading member of defunct Awami League, had an hour long meeting with Mr. Zulfiquer Ali Bhutto, Chairman PPP, at his clifton residence here today.

Mr. Zaman told newsmen that he discussed with Mr. Bhutto the possibilities of cooperation and adjustment between his party and MNAs and MPAs-elect of the out lawed Awami League.

He said some leaders of the PPP were also present during the discussions. He said he will have another round talks with Mr. Bhutto after he (Bhutto) had met here president General A.M. Yahya Khan.

He said he would avail the opportunity of meeting leaders of the other political parties in case they were available here and seek their cooperation solving the problems confronting the poor people in both wing of the country.

179 MNAs and MPAs to form party with Zahiruddin as leader

Some 70 MNAs and 109 MPAs, elected on the defunct Awami League ticket, have accepted the leadership of Mr. Zahiruddin and will either form a party of their own or join the peoples party to work for the glory and prosperity of Pakistan.

This was disclosed by M.B. Zaman, an MPA-elect of the defunct Awami League while addressing a press conference here today.

Karachi (PPI)

The Chairman of the Pakistan people's party (PPP) Mr. Z.A. Bhutto, has summoned 65 important leaders of his party from all over West Pakistan to reach Karachi for important discussions, party sources told PPI here last night.

The sources said an important meeting of party leaders including members of the central committee will be held in the party's secretariat tomorrow at 10 A.M. under the chairmanship of Mr. Bhutto.

The meeting will discuss the agenda of talks which Mr. Bhutto is going to hold with the president in his proposed meeting with him (President).

Plea to consult MNA's MPA's before drafting constitution

Mr. S.B. Zaman, MPA-elect of the out lawed Awami League has urged the president to consult elected representatives of the people in both the wings of the country before the future constitution of the country is drafted.

Talking to PPI here yesterday Mr. Zaman who is now on a visit to West wing said the elected representatives have got the mandate from the people for framing the constitution. He doubted if the elected representatives are not consulted the people may not accept it.

He asked the goverment to lift press censorship and restore political activity in the country to pave a way for a democratic government.

He appealed to president Yahya Khan to visit East Pakistan as soon as possible to see for himself the situation in the province. He urged the government to publish a list of those MNA's and MPA's of the defunct Awami League who are going to be disqualified immediately.

Mr. Zaman further asked the government to lift the ban on the Awami League and if it was not possible then elected MNA's and MPA's of the defunct Awami League would call a convention of elected members at Dacca and then take a decision whether to form a new party or join any other political party.

He said power should be transferred to the elected representatives as soon as possible.

Bhutto lauded

Mr. Zaman paying tributes to Mr. Z.A.Bhutto observed that undoubtedly he was the representative of West Pakistan whose cooperation was needed by East Pakistan to pull the country out of the present crisis which is the gravest in our history.

Referring to the bye-elections in East Wing he said that they could not be held before December as monsoon had already started. Moreover he added a lot of displaced persons were still in India. Answering another question he said power should be transferred simultaneously in both the wings before bye-elections are held so that confidence is restored in the people.

He asked the authorities in East wing to include elected MNA's and MPA's in the peace committees. He said there were large number of elected members who are already cooperating with the government.

Recalling the recent happenings in East Pakistan Mr. Zaman said they were created by the miscreants and handful of secessionists of the defunct Awami League.

Steps about prices

He said the Government must take steps to stabilize the prices of essential commodities as they had gone high in East Wing. The MPA elect said the people of East Pakistan voted for one Pakistan,  They voted for maximum provincial autonomy and removing of exploitation done during the last 23 years.

He said the people of East Wing are united and are already to face the challenge and threat of India. Mr. Zaman suggested that elected representatives be sent abroad to project Pakistani point of view to the outside world and to counter Indian propaganda. He said defeated candidates are not in a position to tackle this issue and it creates dissatisfaction among the minds of the people.

Ahmed Force Praised

Mr. Zaman paid glowing tributes to the Armed Forces for restoring normalcy in East Wing and dealing effectively with anti-state elements, miscreants and Naxalites. He asked political leaders and people of West Pakistan to visit East wing and remove the misunderstandings that have been created. This he said, will bring people of the two wings still closer to each other.

He said during his stay in Pindi he met political leaders who are of the opinion that power should be transferred to elected representatives as soon as possible. He said he also met few PPP leaders in Pindi.

Concluding Mr. Zaman appealed to the president that if power is not transferred soon then the elected members be allowed to serve in Government and autonomous bodies and start their business with Government. He said this clause of the Legal Framework Order (LFO) does not allow them to serve in Government offices and should be lifted as they have received no payment as elected members during the last seven months.
