Razakars rout two gangs of Indian agents. 

Razakars yesterday routed two gangs of Indian agents in separate encounters in Rajshahi and Kushtia, according to reports reaching Dacca, reports APP.

Reports from Rajshahi said that Razakars were on patrol duty in area Kaikuri, 5 miles north-east of Naogaon, when they saw about 30 Indian agents approaching) towards them. Razakars immediately took up position and fired at them. Indian agents tried to resist the Razakars but their accurate firing pinned them down. After exchange of fire for about one hour, Indian agents ran away leaving behind 2 killed and 4 wounded.

A similar report from Kushtia said that Razakars encountered a bond of Indian agents who were trying to blow up a bridge near chauadanga. Razakars killed 3 of them and recovered 3 rifles, 12 mortar bombs, 18 grenades and over 100 pounds of explosives.

Pakistan troops foil five Indian infiltration bids.

The Pakistan troops yesterday foiled five attempts at infiltration into East Pakistan by Indian troops and their agents, according to reports reaching Dacca. reports APP.

Attempts at infiltration were reported from Chittagong Hill Tracts, Noakhali. Comilla. Rangpur and Jessore.

A report from Rangamati (Chittagong Hill Tracts) said that Indian troops from Jat Regiment and their agents, who made an approxiniate force of over 800, tried to infiltrate into o Pakistan territory, north-cast of Rangamati during early hours Of Tuesday morning. They were supported by Indian artillery. Pakistan troops who were keeping a vigilant watch on the border threw them back. Indian artillery, Pakistan troops who were keeping a vigilant watch on the border threw back. Indian troops made another attempt after about 3 hours in the same area but if met the same fate.

India suffered 15 killed and about 40 wounded. Pakistan casualties were 2 killed and 6 Wounded.

Indian troops also made an attempt to infiltrate into Pakistan territory in Belonia bulge of Noakhali district. They were checked and thrown back with heavy casualities.

Similar attempts at infiltration were reported from Comilla. Rangpur and Jessore districts. All these attempts were frustrated and Indian troops along with their agents were to retreat to their sanctuaries across the border, with heavy loses. Pakistan troops recovered 2 rifles with 9.500 rounds of ammunition, 40 mortar bombs. 2 machine guns with 27 magazines of ammunition, 2 stenguns and 5 bayonets.

In the meanwhile Indian artillery continued shelling, without provocation, border villages. Yesterday they shelled 19 villages lobbing 2,900 rounds of field guns, medium guns and heavy mortars. Fifteen villages including women and children fell victim to Indian shelling.

The affected villages are Mandabagh, DaudKandi, latumura. Arganga. Harimangal and Barajala in Comilla district, latu, Jantiapur. Karamatnagarin Sylhet district, Kamalpur in Mymensingh district. Amtali, Amarkhana, Barakhala and Bhurangamari in Rangpur distict. Bhomra, Basantapur in Khulna district, Benapole and Raghunathpur in Jessore district.

London, Nov. 16 : To equip Herself to take unilateral action of attacking Pakistan. Mrs. Gandhi, according to Times report today, has done two things.

Firstly, she has told the hawks with in her cabinet and outside that India should given international leadership "Last chance to resolve crisis in Fast Pakistan" by persuading Yahya Khan "to infiltrate with in next week or so realistic political solution in his Eastern wing."

Failing that, Times report said. "India would he justified in taking steps to resolve the crisis to safeguard her national security."

Times report said "its quite obvious by Mrs. Gandhi's tone and from sudden theory of political and military activity in India that times is running out and war is looming closer." Its expected she will declare emergency with in next week the report said.

secondly. there is talk of Indo-Bangladesh friendship treaty being prepared amounting "in short to defence pact." Tajuddin Ahmed, Prime Minister of the so-called provincial Government of 'Bangladesh is reported to be in Delhi on secret mission.

If this is true, times report said, "Its obvious that India intends to recognize the provisional Government in near future and under provisions of treaty India would feel justified in marching into East Pakistan on invitation of elected representatives of Fast Pakistan. This treaty will be signed, Times said "If India finally decides to embark upon military action."

Pakistan facing a state of war, says S. M. Khan.

Washington, Nov. 16 (Reuters) : Pakistan foreign Sultan Mohammad Khan said here yesterday that his country was facing a state of war on the Indo-Pakistan border.

Speaking to reporters after a meeting with secretary of State William Rogers he blamed the tension on incursions into Pakistan by Guerrillas Supported by Indian forces.

What we are actually facing is a State of war, the foreign secretary said.

It was only Pakistan's restraint which has prevented the situation from getting Out 01' hand, he added.

Sultan Mohammad Khan said the situation was getting more critical on the border day by day, with increasing numbers of guerrillas trying to cross into Fast Pakistan from India.

The guerrillas had been given protection by Indian artillery and tanks and regular Indian army units, he charged. Two days ago, he said, an Indian officer and non commission officer were captured by Pakistani forces.

Pakistan's hope was that its current efforts to work out a political solution would not be interrupted by the intensification of war-like activities from across the border, he said.

The situation on the sub-continent had been the main subject of his discussion with Mr. Rogers. the foreign Secretary said.

Asked whether he requested any action by the United states he said it was not for his Government to make such requests, but added the United states, as a superpower, has influence in world affairs and can make its voice left on the side of peace.

He expressed appreciation for U. S. interest in the situation on the sub-continent Mid added we hope that the United states will continue to maintain this interest.

Discussing his visit to Peking last week, the Foreign Secretary said the Chinese leadership reaffirmed their support- for Pakistan's unity and territorial integrity.

The Foreign Secretary said Pakistan was prepared to consider only further proposals to prevent conflict.

Asked about the possibility of negotiations between President Yahya Khan and the East Pakistan leader, Sheikh Mujibur Rahman, the Foreign Secretary merely noted that the latter was on trial for tension.

Pakistan has accepted a proposal for mutual withdrawal of forces to safer distance from the border. He said if India wished reassurance that a withdrawal would be carried Out, Pakistan was willing to have U.N. observers on both sides of the frontier.

The Foreign Secretary came here after conferring in New York with his country's delegation to the United Nations.

Mahmud Ali in Washington.

Washington, Nov. 16 (APP) : The leader of Pakistan's delegation to the U. N. General Assembly Mr. Mahmud Ali arrived here yesterday after weekend trip to the West coast cities of san Francisco, Berkely and Los Angeles.

On his way from California State, he made a brief stop over in New York to address the U. N. General Assembly session devoted to welcoming the delegation of the Peoples Republic of China which took its seat for the first time. 

Mr. Mahmud Ali who flew to san Francisco on Friday night was greeted by about one hundred slogan-shouting Pakistani students and residents.

Despite interruption by the Indian supporters of Bangladesh Mr. Mahmud Ali spoke in his usual calm manner on the events which led to the Army action against the secessionist attempt by the defunct Awami league.

Berkley and San Francisco are regarded as strong hold of Bangladesh With about 5,000 Hindu residents and 600 Indian students.

Some 30 Indians and about twenty hippies shouted anti-Pakistan slogans when Mr. Mahmud Ali arrived at the Hall to address the meeting.

Pakistani students gathered round Mr. Mahmud Ali and shouted a procession. Mr. Wasimullah Khan post-graduate student and president of Pakistan students Association Berkley introduced the Pakistan delegation leader to the American audience.

Shanti Sena to be formed at all levels.

A voluntary Organisation Known as "Shanti Sena" will be formed at all levels mahallah village and thana etc in the province, reports APP.

This was decided here this evening at a meeting of the Council of Ministers presided over by the Governor of East Pakistan, Dr.A.M. Malik.

The main function of the organisation will be to maintain peace and amity in their respective jurisdictions.

E. Pak solution in a month or two-Indira.

New Delhi, Nov. 16 (Reuter) : The Indian Prime Minister Mrs. Indira Gandhi today, gave an assessment that the East Pakistan crisis would be resolved in a month or two or even earlier informed sources said.

Speaking to Executive Committee of her ruling Congress Party. Mrs. Gandhi said the problem was temporary and the East Pakistan refugees would go back home.

Amin warns against conspiracies by vested interests.

Lahore, Nov. 16 (PPI) : The PDP chief' Mr. Nurul Amin who has agreed to lead the rightist United coalition party sounded an alarm here today against the conspiracies of vested interests in the West directed at levelling the ground for the session of East Pakistan so that they could grab power in the West Wing.

Addressing a crowded meeting of the Islami Jamaat-e-Talaba here today he said while the enemy from across the border was planning to liquidate us, these interests inside the country were hatching a dark plot to shatter East-West unity and rule the West Wing according to their whims and caprices.

Mr. Nurul Amin warned that in case of East wing secession, the truncated Pakistan in the West could not exist as a single entity. It would be split up into smaller groups which might be forced into federation with other states for their sheer survival.

People who Thought on these fissiparous lines, he observed were indeed weakening the national will. They were only serving the interests o1 the enemy who had deployed his troops all along our borders and was right now waging on undeclared war against us. 

Pakistan likely to accept US proposal to send team.

Rawalpinid, Nov. 16 (APP) : Political observers predict that the United stales proposal for sending a six member team to survey the situation regarding displaced Persons from East Pakistan will meet with approval here.

According to reports, a six member committee will leave for this sub-continent on December 11 for eleven day trip. The members of this committee are to be picked by American President Mr. Nixon.

Observers hope that the personnel of this committee will be such as can see through the Indian guiles and ruse and reach some impartial conclusions. They reach recall the incidents which were managed at the time of the visit by American Senator Edward Kennedy when Indian officials referred local people across unknown streams hut the senator was told they were refugees coming from Pakistan.

Some other Americans have also been taken in by the Indian propaganda on this issue. Therefore, the question of Personnel of the committee assumed certain importance.

Pakistan has all along made proposals asking for some neutral or impartial observation oft he numbers of these refugees.

President Yahya Khan in one of him statements had stated that Pakistan would welcome any international agency to assess the correct number of displaced persons'. India had bloated the figures to attract maximum external aid under false pretenses.

The observers said that India is yet to give one figure for the number of refugees because Indians leaders and officials continuously increase this figure. Even when Indians have give figures, they have varied from one person to other.

Pakistan carried out a district wise survey and has started that a little over two million persons had crossed over to India for temporary refugee out of which two lakh have since returned.

The observers point out that cooperation to the American team will be in the context of Pakistan's past offer in this connection. Pakistan had agreed to the posting of United

Nations observers on both sides of the border and had sought their good offices for facilitating the return of displaced persons. The representatives of the United Nations Secretary General and the United Nations High Commissioner for refugees are already present in Dacca in connection with relief operations.

India have riot allowed so for any international agency or foreign observer to inspect their system of registration of refugees which has made their figure collection suspect in the eyes of everyone.

India circulating `Bangladesh' literature.

Singapore. Nov. 16 (APP) : The Indians are now circulating "Bangladesh' pamphlets and book lets evidenty prepared in India in the name of Bangladesh government.

In Singapore. a packet containing seven publications under the insignia of public Relations Department Government of the People's Republic of Bangladesh reached the French News agency AN P's office on November 2. Although the packet was posted in Singapore, it bare no address of the sender or of any other source.

It is interesting to note here that there is no 'Bangladesh" mission or any kind of representation in Singapore. It is, therefore, easy to guess from where these pamphlets came.

The biggest_ of the publications was a 6 3 page booklet entitled why "Bangladesh" eloquently speaking of Indian's desire to have an independent East Pakistan on its eastern border as its protectorate.

Over 65,000 tons of foodgrains imported in November.

A quantity of 65,845 tons of foodgrains was imported to East Pakistan from Canada. China and Japan during the first fortnight of November to meet the requirements of the Province.

Of this quantity 10,337 tons are rice and 46.503 tons are wheat for relief purposes. The rice come from china and Japan and the wheat from Canada.

On arrival at the Parts those foodgrains are quickly unloaded and despatched to various destinations for distribution under modified rationing, statutory rationing and marketing operation and also as gratuiteas relief.

China reaffirms support to Pakistan

Karachi, Nov. 16 (APP) : The Chinese Consul General, Mr. Miao Chiu-jui today reaffirmed his country's support to Pakistan in case of foreign aggression.

Talking to the Honorary Administrator of the Federation of Pakistan Chambers of Commerce and Industry, Mr. Ashraf W. tabani, he said, in case Pakistan suffers attack from any expassionists we the people and the Government of China will stand firmly by the side of the people and the Government of Pakistan"

Referring to the recent visit to Peking by Pakistani high powered delegation headed by Pakistan People's Party Chairman, Mr. Z. A. Bhutto Mr. Miao said it was "very successful."

lie said that the stand of the Chinese Government and the people towards Pakistan was very clear as the Acting Foreign Minister, Mr. Chipeng fei told the Pakistani delegation in Peking that China would support just struggle of Pakistani people for the defence of their national independence of their national independence and sovereignty.

Mr. Miao said that the people and the Government of China were of the firm belief that no interference should be allowed in the internal affair of any country by others. The Fast Pakistan problem was an internal affairs of Pakistan which should be solved by the country itself and there should be no interference by any country, he added.

Mr. Miao thanked the people and the Government of Pakistan for their continuous support in respect of the restoration of Chinese rights at the United Nations and the expulsion of Chiang Kai-Sheik clique from the world body.

He said that the admission of China to the UN and the expulsion of Taiwan was in fact not only the victory of China and Pakistan but also of other countries of the world who opposed the manipulation of the affairs of the world body by one or two super powers.

He said that the leader and the deputy leader of the Chinese delegation at the UN had already called on the leader of Pakistan's delegation Mr. Mahmud Ali and expressed their deep gratitude to the Government and the people of Pakistan. The Consul General said that the friendship between China and Pakistan had passed through many tests. The time has shown that this friendship cannot be destroyed by any power in the world, he added.

Mr. Miao said the admission of' China to the world body had proved beyond doubt that "the time has gone for ever" for manipulation of United Nations affairs by one or two super powers. He said majority of the UN members were not following the fine of these super power and they were against such manipulation.

Talk on projection of Pakistan viewpoint abroad.

Rawalpindi, Nov, 16 (APP) : Mr. Mumtaz Ahmed Khan, President of the Pak China Friendship Association, said yesterday that Pakistani missions abroad should work with a "missionary Zeal" to create better and correct understanding of events Lit hour(, in the Outside world.

Mr. Khan, who has undertaken three foreign tours since March last, was giving a talk on "Projection of Pakistan view point abroad" at the Pakistan Council centre here yesterday afternoon.

He felt the fact that the military action in March was taken to quell a secessionist movement was not adequately brought home to the people in other countries thus providing an opportunity to those inimical towards Pakistan to present the events as a civilwar, a struggle for emancipation or movement for greater regional autonomy.

Mr. Mamtaz Ahmed emphasised it should have been made clear to the people outside that the secessionist movement was part of an international conspiracy to destroy Pakistan and those who led the movement had "deep commitment" in the plot.

He stressed the need for imparting intensive training and orientation of those who are sent abroad to handle different jobs in the diplomatic missions outside.

Mr. Mumtaz, who also replied questions after his speech, felt that if the diplomatic personnel worked with a missionary spirit, more lack of funds could not thwart their efforts.

Al-Badr Day observed at Sylhet.

Sylhet, Nov. 16 (APP) : Al-Badr Day was observed here in Sylhet yesterday.

A symposium was held in this connection at the local sarada Hall : Maulana Shamsul Haque presided over the meeting.

Hundreds of people representing all sections of the population took a solemn vow to fight the enemy in the spirit of Badr Day and with the rockbound faith of Al-Badr where only 313 Muslims quite unarmed had given a crushing defeat to one thousand strong Mushriks.

They all took an oath in the name of Allah to revive the spirit of A1 Badr and give a crushing defeat to the enemy.

Hafiz Maulana Lutfur Rahman, Mr. Fariduddin Ahmed and other student leaders spoke in the meeting urging people to act in the spirit of Al-Badr in this hour of crisis when faith and faith alone would lead to our salvation.

UCP firm to preserve unity of Pakistan.

Lahore, Nov. 10 (APP) : The following is the text of the declaration signed by the seven political parties as released by Mr. Nurul Amin at a Press conference.

In the present grane national crisis when Pakistan is faced with a planned and perfidious foreign aggression we are resolutely dedicated and determined to preserve the freedom, ideology, integrity and solidarity of own homeland and to achieve and preserve a truly and wholly Islamic system of Government.

We are convinced that to attain these objectives it is a vital necessity that the largest measure of unity should be immediately achieved amongst like minded political parties so as to give a coherent unambiguous and effective lead in the democratic realisation of a free, secure, just and equitable Islamic future for our people and elimination of economic exploitation and economic imbalances between different classes and different parts of the country.

Consequently, we the accredited representatives of the following parties we have decided and here by announce that we shall function together as one united coalition party in the National Assembly of Pakistan under leader, Janab Nurul Amin Saheb.

Other parties will be admitted to this coalition with the unanimous approval and consent of the leaders of all the parties who have now joined together to form this coalition.

After due examination and mutual discussion on which we are already active embarked farther steps may be taken to bring about greater harmony and co-operation in the functioning and operation of our parties outside the National Assembly.

Those who attended the meeting included Mr. Nurul Amin and Nawabzada Nasrullah Khan (PDP), Mian Tufail Muhammad and Chaudhury Rahmat Ilahi (Jamaat-e-Islami), Mian Mumtaz Muhammad Khan Daultana.
