Pakistan stands for peace, friendship with all Yahya.

Rawalpindi. Nov. 19 (APP) : The President, General A. M. Yahya Khan. has expressed confidence that if the live up to the Quaid-e-Azam's clarion call to unity, faith and discipline, they will emerge a stronger and prouder nation from the current trials and tribulations.

In his Eid day message to the nation, the president extended fraternal greetings to Muslims all over the world and prayed that Allah might give Pakistan the strength and solidarity to continue to serve the cause of Islam everywhere.

He said Eid-ul Fitr This year finds Pakistan at the cross roads Of history. Our festivities are tempered by the gravity of the situation. The forces of disruption have caused great suffering to our people by working to break up our sacred homeland. achieved in fulfillments of our right of self determination after a struggle which forms one of the most glorious chapters of Islamic history.

The qualities of fortitude, endurance and self discipline which we have exhibited in such ample measure during the holy month of Ramazan have carried us through many a crisis in the past and I see no reason why we should not emerge triumphant, he added.

Extending greetings to the armed forces the President said "I wish to convey the nation's greetings and gratitude to our servicemen who have been compelled to celebrate Eid away from their families defending the country's unity and territorial integrity."

The President said "I also wish to extend, on this sacred occasion, a special message of greetings, hope and their to our brethren who left their homes and hearths in East Pakistan in a moment of fear and panic, I wish to reiterate withal] the emphasis my call to them to return home to rejoin their families and to the United Nations to enable them to do SO through the use of its good offices. It is my earnest hope that the Government of India would cooperate with us and the international agencies to facilitate their return.”

President Yahya Khan extending a hand friendship to India said "as I have always emphasised armed conflicts do not solve any problems. Therefore, while we remain prepared to defend our known and our territorial integrity at any cost, we stand for peace and friendship with all countries of the world including all our neighbours India and Pakistan have for long fritter away their energies and resources on arming against each other resources which would have been used to reap the real fruits of Independence for our two peoples. On this auspicious day we, once again, offer our hand of friendship to India. Invite India to grasp it and let us begin a new era of good neighbourly relations.

Following is the text of the President's message :

Eid-ul-Fitr this year finds Pakistan at the crossroads of history. Our festivities arc tempered by the gravity of the situation. The forces of disruption have caused great suffering to our people by working to break up our sacred homeland achieved in fulfillment of our right of self-determination after a struggle which forms one of the most glorious chapters of Islamic history.

The dauntless courage of our people and the fighting powers of our armed forces strengthened by Allah's help are a guarantee of our national survival.

Nurul Amin renews offer to PPP to join coalitions. (From Hasan Akhtar)

Rawalpindi, Nov. 19 Mr. Nurul Amin Leader of the United Coalition Party today reiterated his offer to the Peoples party to join him in forming, a representative Government at the centre say that reconciliation of their respective party proggrammes could be achieved by talking to each other.

Answering newsmen questions after having had an inter view here this morning with President Yahya Khan. Mr. Nurul Amin said the doors for a coalition were still open to the peoples party. He said that like the Peoples Party his own party had also certain fundamentals of their party programme. Talks could be held for reconciliation of those policy fundamentals.

Mr. Nurul Amin, however, pointed out that if the peoples party did not accept his offer in the event of UCP emerging as majority party in the national assembly there would be no alternative for him but to accept responsibility of forming a government without the Peoples Party. What else was expected of him when he demanded transfer of power. he asked.

The UCP leader, however, pointed out that it remained to be decided whether he would have a majority in the National Assembly. This picture would be complete only after tile by-elections in East Pakistan were over and when the attitude of the cleared member s­elect of the defunct Awami league had been definitely Known he said.

Mr. Amin said that during his talk today with the President he had not discussed the question of his (Nurul Amin's) association with the government. He believed that there would be no change in the President's plan to call the National Assembly late next Month and to induct a representative government in the centre after inauguration of the assembly.

Asked to comment on the Peoples Party Chief. Mr. Bhutto's statement that if the Prime Minister was to be from East Pakistan then the President should by a politician from West Pakistan, Nurul Amin said "let Bhutto fight out that with the Pakistan Yahya Khan." When asked whether he would support Bhutto in that even the UCP chief replied, "first let the fight start.

The UCP chief further said that he discussed with the President the recent rise in miscreants' activities in East Pakistan and demanded that the strength of the Razakars force should be raised. the President he said, informed him that East Pakistan Governor was going to raise another force by the name of Shanti Sena.

Mr. Amin said that it was important that there should be a self defence plans I or every mohallah, village and town.

He said that the President had also indicated that special drives such as recently carried out in Dacca during curfew hours to recover illegal arms and ammunition and arrest miscreants would be repeated in order to control and eliminate miscreants activities.

Asked if there had been any move from the so-called Bangladesh leaders from across the border for a political approachment Mr. Amin said no such move had been made. When asked about the possible venue of the National Assembly meeting Mr. Amin said that it might be Islamabad or Karachi because it was not possible to hole the assembly session in present situation in Dacca.

PPI adds : Mr. Amin leader of the United coalition party said that if India would commit the folly of attacking Pakistan, she would suffer a most humiliating defeat of its history al the hands of the valiant Armed forces of Pakistan and her people.

While addressing a big Jumna congregation here today at the central Jamea Mosque. lie said that Pakistan being a peace loving country did not want war. but it the war thrust on her then its resolute people and armed forces will give such a reply to India that she will forge to attack Pakistan for all times to conic.

He said that India had launched an undeclared war against Pakistan in the Eastern Wing. The Indian agents, he added, had intensified their subversive activities in that wing.

Even then, he continued, the morale of the people of East Pakistan was very high and they were determine to frustrate the evil Indian designs against Pakistan.

Indian troops, agents lured into a trap and annihilated.

The Indian troops and their agents who were lured into border areas of Mymensingh yesterday were trapped and annihilated, according to reports reaching Dacca, reports APP.

A report from Mymensingh said that about 400 Indian agents closely followed by regular troops entered during the last night into Pakistan territory near Durgapur, north-cast of Mymensingh. Pakistan troops purposely did not engage them. 

Intruders took up position and started firing at Pakistan position with three inch mortars.

The Pakistan troops surrounded them during early hours of the day and it was only then that the intruders started running toward Indian border.

Sixty of them were killed and hundred wounded. Four of the Indian agents were captured.

Another group Indian troops and their agents tried to infiltrate into Pakistan territory at Bhodapura, east of Rangamati, in Chittagong Hill Tracts area. but this attempt too was foiled.

Documents and equipment captured indicate that Indian troops belong to Sikh and Gurkha regiments. Four dead bodies of Gurkhas in uniform were also recovered from the area.

Indian regular troops and the agents made similar attempts near Muslia. east of Chowgacha In Jessore, but they could not make any headway. Diary or subedar Tarlok Chand of first Jummu and Kashmir Rifles was recovered from a haversack captured in the operation.

Another report from Dinajpur said that Indian agents supported by regular troops tried to infiltrate into Chughudanga seven miles South-West to Dinajpur. Pakistan artillery brought accurate five on the intruders. They ran away across the border in complete disarray. Thirty five Indian agents were killed and several wounded.

Indian artillery continued shelling border villages of East Pakistan, without provocation and with complete abandon, pumping 2,010 shells into rural areas. killing 16 and wounding 54 civilians.

The maximum casualty was reported from Mymensingh 18 village which have been affected area karimpur, Harimangal, Anandapur and saldanadi in Comilla. Radhanagar, Jataitiapur in Sylhet. Kamalpur and Parrihata in Mymensingh. Jatai. Jagdalhat, Amarkhana, Madhupura Damonur and Raiganj in Rangpur Chuttipur. Benapole, Majlia and chuagacha in Jessore and Bhamra in Khulna.

Indira turns down Thant's offer to help end tension.

New Delhi. Nov. 19 (APA) : Prime Minister Indira Gandhi has turned down UN secretary General U Thant's proposal that he help relieve tension between India and Pakistan and has urged him to concentrate instead on ending the civil strife in East Pakistan.

In a letter sent to Thant on Tuesday and released to parliament Thursday Mrs. Gandhi ridiculed attempts by the international community “to save the military regime” of Pakistan President Yahya Khan.

"The root of the problem is the fate of the 75 million people of East Bengal (East Pakistan) and their inalienable rights" Mrs. Gandhi wrote to Thant in response to identical letters he sent to her and president Yahya Khan on October 20.

This is what must be kept in mind instead of the present attempt to have the military regime. To side track this main problem and to convert it into an Indo -Pakistan dispute can only aggravate tensions," Mr. Gandhi wrote.

In defence India is massing troops along its borders, Mrs. Gandhi told that "Pakistan is seriously preparing to Launch a large-scale armed conflict with India and that we have there fore to take all necessary defensive measures."

"I should like to assure you" she added that we have no desire to provoke an armed conflict with Pakistan. Such measures as we have taken are entirely defensive."

In his letter, Thant had expressed his "anxiety about development on the sub­continent, which he said could easily give rise to open hospitalities" between India and Pakistan.

He offered his "good offices" to Mrs. Gandhi and President Yahya to help in "avoiding any development which might lead to disaster."

S. M. Khan in Paris.

Paris, Nov. 19 (APP) : Mr. Sultan Mohammed Khan. Pakistan's Foreign secretary told a press conference here today that the situation between India and Pakistan was "not in a state of confrontation. but a state of conflict."

Mr. Khan, who is on a two day official visit, said that the refusal of India to withdraw forces to mutually agreed zonel is indicative of India's intention to resort to force.

I hope that a large-scale conflict will be avoided." Mr. Khan said, 'If a conflict comes. we will defend ourselves with every means at our disposal."

As for arms shipments from the United States the Foreign Secretary said "we are not receiving arms supplies from the United states. They were stopped in 1965. We were receiving spare parts."

People urged to maintain internal peace for all round development of country.

Khulna, Nov. 19 (APP) : Prof Shamsul Haque Provincial Minister for Relief and Rehabilitation. Government of East Pakistan. said if necessary, proper police escort will be deployed for the safety of the relief goods so that the common people can get the relief materials sanctioned by the Government.

He was addressing the peace committee members here.

The Minister also pointed out that Government has sanctioned huge money for relief and rehabilitation and works programme. This money can be properly utilised for the benefit of the people if peace is maintained for the interest of the country and the people.

The patriotic people of Pakistan have realised that the Indian false game over the dream of so-called Bangladesh which is designed not in Pakistan but the Indian territory. If(' requested the peace-loving people of Pakistan to maintain internal peace for the all-round development of the country. Prof. Haque lauded the achievements of the Pakistan Army and said that our army was strong enough to give a fitting reply lo any Indian attack. The Minister praised the Razakars, activities in the present situation. He advised the people to form village sand committee in order to curb the activities of the Indian agents.

Earlier the Minister addressed a meeting of the teachers and students of Khulna district at the Zilla School auditorium While speaking on the occasion the Minister traced the backage ground of the creation of Pakistan and sacrifices made by the Muslims of sub-continent. Our students were not at all aware of those events. As such they had been easily misguided by the false Indian propaganda and left Pakistan. He advised the teachers to educate the students properly in the ideology on which Pakistan was created. The Minister called upon the misguided students to avail the opportunity of the President's general amnesty and to come back and have live m peace.

Pakistan doesn't want war, says London observer.

London, Nov. 19 (APP) : Pakistan does not want war and if it comes. India or an accident will have caused it, reports the observer, London.

The paper on Sunday last published a report by its correspondent from Rawalpindi. which said there is certainly a moldering fury with India which is seen to be characteristically stirring this up.

If said, indeed there is considerable military provocation already on the East Pakistan border. Indian regular artillery has pumped hundreds of shells into Pakistan territory in recent weeks.

The Indian Army has armed and trained the Bengali Mukti Bahini guerrillas whose aim is to reduce East Pakistan's administration to anarchy and kill Pakistani soldiers and officials . The report said, and added, the Indians seem to be waging a deliberate little war already.

The report said, no one denies the fighting qualities of the Pakistani Army, and it will be animated with a back to the wall ferocity if it is confronted with on-coming Indians.

According to the report Mujib's name has become a symbol for Pakistanis not only of session but of Indian aggression designed to achieve the Indian dream, the break-up of Pakistan.

This, the more Mrs. Gandhi invokes Mujib's name the harder she makes it for Pakistanis to reach a political compromise of their own, the report added. It said that Mrs. Gandhi's efforts to keep the present no-war no-peace situation bubbling along would be immensely dangerous and ill-conceived, because no one is stubborn than a Pakistani when it comes to maintain the unity of Pakistan.

It is something of a religious duty for Pakistanis to keep intact the nation of the supreme leader Mohammad Ali, Jinnah, the report added.

Death stalks DP camps in India.

The So-called refugee camps in India have been gripped by killer diseases and death is stalking the inmates in the absence of both preventive and curative measures. according to reports reaching Dacca, reports, APP.

With the passage of time, the disillusioned Pakistans, victims of blatant Indian propaganda, are finding a herculean task to escape the death trap. The children suffering from malnutrition and sick and infirm adults living perpetually on starvation rations for about nine months present a horned picture in the camps Where the inmates  are waiting for their ultimate turn to fall prey to the deadly disease caused by unhygienic living condition and malnutrition.

The out break of cholera in on epidemic form and the fatal causes have already been admitted by the Indians at an international forum recently. An Indian observer participating in the 22nd session o1 the Executive Committee of the UN High Commissioner for Refugees held in Geneva recently admitted that there were 46.752 cases of cholera among East Pakistan displaced persons in India of which 5,834 proved fatal.

Pay scale of Razakars revised.

The pay and emoluments of the Razakars have been revised upwards and brought at par with that of the `Mujahids' with effect from Ist December 1971, says a handout of the Directorate of Razakars, Government of East Pakistan reports APP.

This has been done in view of the active service that Razakars have to perform on the same basis as Muhajids for the defence of the country with prevailing conditions in the province. The Razakars will now be entitled to free rations as authorised for the army and Mujahids. Under the existing conditions of service the Razakars are not entitled to free rations and have to make their own arrangements for food.

The revised pay scale are as follows :

Razakars company commander Rs. 255 (with rations) and Rs. 300 P.M. (with rations).

Razakars platoon Commander Rs. 135 P.m. (with rations) and Rs. 180 p.m. (without rations).

Razakars Rs. 75 p.m. (with rations) and Rs 120 p.m. (with out ration).

US gives 5 lakh dollars more for relief in E. Wing.

United Nations, Nov. 18 (APP) : The United States has announced that it is giving 500,000 dollars additional aid to the United Nations Relief Operation in East Pakistan.

In a letter to Secretary General UThant. on November 15 US representative George Bush said it is understood these funds will be used to support the personnel and administrative foreign exchange costs of the United Nations operation.

The contribution he stated, was in response to the Secretary General's appeal on June 16,197 1 for contributions to alleviate the sufferings of East Pakistan people.

One of more than a dozen Government to answer the appeal so far, the United slaws had previously contributed one million dollars for the same purpose.

Sabur shocked by Bhutto's utterances.

Khan Abdus Sabur Khan. Secretary General of 'the Pakistan Muslim league (Qayyum) in a state said every genuine Pakistani is shocked and mortified at the irresponsible arid spiteful utterances of Mr. Bhutto against such respected leader of West and East Pakistan who have worked shoulder to shoulder with the father of the nation Quaid-e­-Azam for attainment of Pakistan, while Mr. Bhutto in his adolescence was ignorant about the Dynamic emergence of a new nation, reports APP.

Khan Sabur said, having made no contribution, he is but least concerned about its survival. In his pathological carze for pomp and power, he is talking of revolution it he is riot installed as Prime Minister and trying to foment fresh troubles in West Pakistan while the deeping crisis in East Pakistan having assumed catastrophic dimensions has, vet to solved.

Mr. Bhutto sprang on the political horizon of' Pakistan when Mr. Eskander Mirza picked him up to add gaiety and glamour to his presidential palace meetings. Mr. Ayub Khan lovingly nurtured him to be eventually betrayed.

Mr. Bhutto has cast aspersion on the result of by-elections in East Pakistan although by backdoor method he too has a share of six members who are not Known in their constituencies.

The Muslim league leader said situation arising out of the grave crisis in East Pakistan called for unaimity of opinion amongst the pro-Pakistan parties on the issue of by-election. The Government of President Yahya Khan could not wait for eternity for the return of rebel Awami league MNA's. The results of by-elections so tar made known indicate the success of understanding among the pro-Pakistan parties and their firm resolve to maintain unity until the ship of the nation is steered through troubled waters to safety. He said Mr. Bhutto would do well to remember that Pakistan is an ideological state and there is no room for political adventurism directed towards undermining that ideology. He said I have always asserted that the elections held in December 1971 was rigged and the militant Awami league activities had forced unway people to vote for their candidates. Some of the election members were defeated not by the people but by Indian designs and money which are now well-known.

Mr. Bhutto can maintain that less than half of Pakistan should be allowed to represent the whole of Pakistan. Mr. Bhutto must realise that we in East Pakistan are facing an acute crisis of confidence and only an effective and meaningful share of East Pakistan in the transfer of power can help resolve that crisis. Mr. Bhutto has been trying to capitalise on his visit to China. Indulging in Cheap selfpraise he asserts that while holidaying in Rome he was called by President Yahya to lead delegation to Peking. As his elder I may request him to return to his holiday.

He should bear in mind that one must first deserve and than desire.

Canadian aid for DPs in India

United Nations. Nov. 19 (APP) : The Canadian Government has decided to step up its aid for Pakistani refugees in India to 22 million dollars, Canadian representative Eric lavoic said yesterday.

He told the U.N. General Assembly's Social Committee that this was equivalent to two dollars for every Canadian.

The aid will be shared among the U.N. High Commission for refugees and Canadian relief organisations. It will include aid in kind which the Ottawa Government will place directly at the disposal of the New Delhi Government.

Mr. Layoie suggested that members of the Aid-to-India consortium should consider ways of easing India's burden of debts in order to off set the strain which Pakistani refugees were putting on India's economic development.

DPs in India need massive help : Sadruddin .

United Nations. Nov. 19 (Reuter) Prince Sadruddin Aga Khan. UN high Commissioner for Refugees, said yesterday that the East Pakistani displaced persons in India needed massive aid.

He told the General Assembly's social committed that the United Nations action concentrated on urgent relics measures for the refugees in India promotion of their voluntary. repatriation was the only way this gigantic problem can be resolved, he said.

Prince Sadruddin noted that refugees would return in significant numbers only when they were convinced that real peace and security prevailed. Until then they needed massive aid.

Words without generosity and without a permanent solution that would apply to all of them will make a mockery of their hopes. Prince Sadruddin said.

Pakistan Ambassador Agha Shahs Thanked all countries for their assistance.

He told the Committee that Pakistan had given assurance that all properties would he returned and that on one should fear reprisals.

I have no hesitation in acknowledging that only a small proportion of the refugees has returned so tar, Mr. Shahs said. Mr. Shahs said his Government agreed that repatriation was the only solution and it had taken every opportunity to appeal to the people to return home.

Bomb explodes inside DFP's city office.

The local of the central Department of Films and Publications (DFP) at santinagar was badly damaged when in bomb blasted inside the office building yesterday reports PPI.

Three people, including one aged women, wounded in the incident were treated at Dacca Medical college Hospital, according to hospital sources.

The explosion which took place at 3.20 pm. shook the entire shantinagor and its adjoining areas with a big bang.

The office furniture, file of documentary films, photographic equipment, and office record were also badly damaged. But the extent of damaged to the DFP property could not be ascertained officially.

One rickshaw standing there was also damaged in the explosion. Window panes of surrounding buildings were completely shattered.

Those wounded are street beggar Ambia Khatoon (50), passer-by Abdul Aziz (45). and Laik Ali (20). They received splinter wounds and were released after first aid.

Indian troops are in battle readiness : Girt.

Calcutta. Nov. 19 (App) Indian President V. V. Girt said Thursday "The influx of more than nine million Bengalees from East Pakistan since last March has cast on intolerable burden on our slender resources and our economic stability and viability area at stake.

In the light of Pakistan's military preparations. Giri said in a radio address here, India is fully prepared to meet any threat to the integrity of the country.

"Our valiant defense forces area in battle readiness and will give a crushing reply to any aggressor who dares violate our sovereignty." he said.

Giri, who is here on his first tour of area refugee camps said the anguish of the evacuees is "too deep for words."

Indo-Pak relations close to situation of war : SM Khan.

Ottawa, Nov. 19 (Renter) Mr. Sultan Muhammad Khan, Foreign secretary of Pakistan. said yesterday that relations between his country and India have fallen very close to a situation of war.

lie charged that India is using East Pakistani refugees as hostages in its dispute with the federal Government of Pakistan and maintained that Pakistan is close to finding a solution to its political problems.

The Foreign Secretary, here for talks with prime Minister Trudeau, and other Canadian leaders told reporters that Pakistan has the understanding and support of China in the current. crisis

He, referred to a Peking declaration some weeks ago that if Pakistan is subject to aggression, China will helper it maintain its sovereignty and territorial integrity this pledge had been reiterated when a Pakistan delegation, of which he was a member, visited Peking earlier this month Asked whether this meant that China would intervene with troops to help Pakistan fight a war against India. Mr. Sultan Muhammud Khan replied that Peking had made a fairly clear statement.

Pakistan would like to believe assurances given by Moscow that the recently signed Soviet Indian friendship treaty is not directed against Pakistan. However. Indian statements tended to rely on such assurances, he said. Some of Pakistan's own military needs had been supported by China. He refused to be specific.

Mr. Sultan Muhammud, a former Pakistan High Commissioner to Canada, said the situation on the Indo-Pakistan border represents a very serious danger to peace.

Everyday, guns have been firing and lives lost. he said. There are 50,000 Indian trained guerrillas on the Indian side of the border who make periodic in cursions into Pakistani territory.

He disputed New Delhi claims that nine million or more refugees have crossed tile border into India since March this year. Pakistani Government estimates placed the number at no more than 2,500.000. India , he said. Fights, shy of any proposal for third party verification of the size of the exodus.

Mr. Sultan Mohammad is on his way back to Pakistan, via Canada. France and Germany, from a visit to the US.

Razakars save lives. Property of citizens.

Razakars yesterday saved the lives and property of peace loving citizens in Barisal and Rajshahi districts, according to reports reaching here, reports APP.

A report from Barisal said that peace loving people of Mahendigang informed Razakars that Indian agents would be coming to their village to kill some patriotic people. Razakars rushed to the place and waited for them.

As soon as the Indian agents came, they opened fire, Indian agents put up some resistance. Six of them were killed while other ran away leaving behind 4 rifle. one shot gun, 2 sten and one mortar.

A similar report from Rajshahi said that a gang of Indian agents entered village Dhobra. 5 miles South-east of Naogaon and demanded cash and food from a Jew patriotic and influential people. ailing which they would be all put to death. Some how Razakars came to Know of it and reached the place.

Indian agents ran away in haste having behind one machine gun, with 6 magazine of ammunition, 2 sten, 5 rifles and 20 parcels of explosives.
