China expose so-called DPs problem at UN.

United Nations, Nov. 22 (APP) : The way China exposed the so-called problem of East Pakistani refugees Friday appears to have broken the back of the draft resolution before the General Assembly third committee on social, humanitarian and cultural affairs.

Introduced by the Netherlands and New Zealand on Thursday when the committee began discussions on the East Pakistani refugee problem. The completely onesided draft resolution was immediately rejected by Pakistan.

The Three-minutes speech by the Chinese delegate fu Hao, his first in the committee, listed to with rapt attention and in pin drop silence, appears to have made a deep impression on the delegates. Diplomats here believe that the Chinese analysis of the problem would greatly influence the course of discussions in the committee.

It is understood that some delegates who accepted the new Delhi line on the issue, were having second thoughts after the Chinese delegates reference the cou acm nS5 at aconti to the Indian manipulated Tibetan refugees.

"Pakistan's stand that the Indians were behind the crisis in east Pakistan stands vindicate as they did the same to China to hoodwink the world," an observer remarked.

Another said that the strong defence of Pakistan's position by China before 13 1 members of the United Nations Knocks the bottom out of the western propaganda that the Chinese attitude towards the East Pakistan problem had changed.

Fu Hao's Speech was the main headline in American radio and television systems and was front paged in morning papers.

The New York Times headline was "China leriounces India."

Even before the Chinese delegate who was the last speaker Friday, many countries opposed the draft resolution and urged the Committee against taking a "political" position. Afro-Asian countries particularly emphasised the need for maintaining the unity and territorial integrity of Pakistan.

Nigerian Ambassador Adam Mohammad led the opposition to the draft resolution. He said he viewed the refugee problem in "entirely and absolutely a humanitarian way." and urged that political interventions be omitted. He outlined the matters that must be taken into account in any discussion of the problem. Among these were the fact that Pakistan was a sovereign state and was recognised as much by all present and that Pakistan had an internal problem. Also that the refugee problem in India was an urgent one "The biggest and worst ever in the world.

We recommended that all states should endeavor to contribute even more to help India." He started adding but in the problems between India and Pakistan, we do riot need any international action."

"So long as were spect the sovereignty of any country all internal problems within ii are riot the business of the United Nations," he continued.

Concerning the draft resolution, he recommended that the paragraph calling on Pakistan Government to Taken certain steps should be defected and in the other paragraph the words "good neighborliness would diminish tensions" should be dropped. Instead the paragraph should be read : "Appeals to the Governments of India and Pakistan to continue to promote on atmosphere which would encourage the speedy. return of the refugees to the homes."

Algeria, Morocco, Austria, Ghana, the Philippines, Kuwait, Libya, also advised against passing any controversial resolution and most of them lent their support to the Tunisian

proposal which would have the committee recommend that the president of the General

Assembly launch an appeal "calling upon the governments concerned to cultivate the spirit of cooperation and understanding which along can help to reduce tensions in that region of the world and intensity their efforts to bring about a climate of confidence favourable to the voluntary return of tire refugees to their homes."

The united states and soviet Union stated their well-known positions on the question with out making it clear whether they would vote for the draft resolution which was supported by Sweden Italy and Ireland.

Meanwhile intense behind the scene consultations aimed at persuading the sponsor of the draft resolution to withdraw it were going on and a clear picture would emerged on Monday.

The Committee will meet in the afternoon on Monday and it is not _yet known whether India would exercise its right of reply to the Chinese statement.
