Emergency proclaimed.

Rawalpindi, November 23 : The president, Gen. A. M. Yahya Khan, has issued the proclamation of emergency in the country today.

The following is the text of the proclamation of emergency published in the Gazette of Pakistan extraordinary today.

Proclamation of Emergency.

"No. 45/1/71-P and C : whereas the President is satisfied that a grane emergency exists in which Pakistan is threatened by external aggression :

"Now, there fore, in pursuance of the proclamation of the 25th day of March, 1969. read with the Provisional constitution Order and in exercise of all powers enabling him in that behalf, the President is pleased hereby to issue this proclamation of emergency."

Two IAF Gnats destroyed in air battle.

Rawalpindi, Nov. 23 (APP) : Pakistan Air force destroyed two Indian Air Force Gnat in an air battle which took place after the Indian ground and air attack on Monday, a spokesman of the Government of Pakistan said here this evening.

The air battle took place over the Pakistani territory of chaugacha - five to six miles inside the Pakistan border. He said three sabre jets of the Pakistan Air Force on a routine patrol mission over chaugacha well with in Pakistani territory, were suddcly attacked on Monday by eight to ten GNAT aircraft of the Indian Air Force. The attack took place at 1535 WPST. In the ensuring air combat the PAP' though heavily outnumbered, destroyed two Indian Gnatso. Two sabres of the Pakistan Air Force failed to return.

Replying a question the spokesman denied Indian allegation that the Pakistan Air Force Sabres were downed over the Indian territory.

No air combat took place today - Tuesday, the Spokesman added.

He said in another attack on Monday. Indian Air Force aircraft strafed Maguna at 4 p.m. Magura is 30 miles inside Pakistani territory. A number of Pakistani civilians were killed as a result of the Indian straffing.

According to the latest reports, the spokesman said, Indian 130 milimeetre artillery guns shelled the Jessore airport on Tuesday. The guns which had a range of 30.000 yards, are of the Soviet origin, the spokesman said, in reply to another question. The Jessore airport is operating, in spite of Indian shelling, he said.

Small Pockets.

The spokesman said the Indian troops are holding "Small pockets of' Pakistani territory in Jessore and Sylhet, but some of the areas have been recaptured from the Indians." He said the Indians are still holding a Pakistani border outpost of Chaugacha in the Jessore area, and Algram in Sylhet area, after Indian troops overran these posts on Monday.

Asked by a correspondent about the significance of proclamation of a state of emergency by President Yahya Khan today, be spokesman said it gave the Government certain powers in addition to those it already had under the Martial law. He said it did not mean a formal declaration of war. "We have been attacked by Indian and we are fighting back." the spokesman said and added that the proclamation should be seen in this context.

Question : Are you confident of your capability to hold back East Pakistan, in face of the severity of the Indian aggression?

Answer : "We are going to stick to own guns. We are going to fight for each inch of our territory. We are outnumbered, but our strength lies in the tact that we have been aggressed."

Question : Is Benapole with you?

Answer : "Yes, it is very much with us."

Question : What type of terrain is there in which India is deploying its tanks ? Answer : In Jessore sector the area is tankable and it is a fairly open country.

Question : Where are the 18 Indian tanks, Pakistan troops have destroyed ?

Answer : These were in the Chauagacha area which is now under Indian troops. The Indian might have removed the damaged tanks.

Question : Would you say there is imminent trouble on the West Pakistan brokers from the Indian side?

Answer : I low can we tell you about Indian intentions. It depends on India.

Question : Was there any trouble in the Sialkot sector?

Answer : No not to own Knowledge nowhere in West. Pakistan, or Kashmir. Question : has Pakistan called its reservists ? Answer : No so far.

Question : What does the state of emergency mean?

Answer : It gives certain powers to the Government in addition to those it already has under the Martial Law. The new power include, among other things. Press censorship. and calling Pakistanis to participate in the war effort etc.

Question : Will it affect the by-elections in East Pakistan?

Answer : The President's plan to transfer power to the elected representatives of the people is unchanged and intact.

The spokesman said Pakistan will take all necessary steps in the United Nations as well as on other international forums to expose the Indian aggression. He said the Government today informed all the major powers in the world about the Indian aggression in East Pakistan. Asked whether Pakistan will appeal to the UN security Council to discuss the situation arising out of Indian aggression, the spokesman said "we will take all appropriate measures" at all levels.

Ties not snapped.

The spokesman replied in the negative when asked whether it will snap diplomatic relations with India. He said, "not yet" when asked about such a possibility.

Asked whether Pakistan troops will engage in hot pursuit of the enemy across Pakistani territory, the spokesman said. "We reserve the right to do so, any such action depends on circumstances."

He said Pakistan troops are still under orders not to shoot across the border.

He replied in the affirmative when asked whether the fighting was still going on. lie said there was no air action today (Tuesday).

The spokesman said the PIA has suspended its domestic flights within East Pakistan only, and all other flights are normal.

The spokesman said the Government had no information so far on any latest moves by the Indian Navy in the Bay of Bengal. He said the Indian Navy at present continues a threatening posture."

According to the spokes, the only border crossing point between West Pakistan and India-Huesseiniwala -remains open.

The Spokesman, while replying to another question said that he was not aware if the Indian Air Force planes attacking Pakistan also bore the marking of the so-called "Bangladesh".

The spokesman said the rebels of the so-called Bangladesh may be lighting along with Indian troops in the acts of aggression against Pakistan but the attacks made yesterday were by the Indian regular army, which has the heavy military hardware, riot owned by the rebels.

Replying to a question from a foreign correspondent, the spokesman invited the Pakistan and foreign press to go and see the areas which have been subject to the Indian aggression. He said necessary facilities will be provides to them by the government.

Yahya's message to Heads of States : Indian aggression.

Islamabad, Nov. 23 (APP) : President Yahya Khan has sent message to I leads of states and Governments apprising them of the situation arising in the sub-continent as a result of the Indian aggression in East Pakistan, it is learnt.

Similar message has also been sent to the United Nations Secretary General UThant.

Pakistan troops annihilate regular Indian battalion.

The Pakistan troops yesterday annihilated one regular Indian battalion in Comilla sector, reports APP.

According to the details received here, Indians opened another front yesterday. Preceded by intense artillery shelling. 311 Mountain Brigade of 57 Indian Mountain Division yesterday attacked the Pakistan territory north of Kashba in Comilla district which was beaten back after fierce fighting. In this attack 19 Punjab of 57 Mountain Division was badly mouled and completely wiped out. Leaving 197 dead bodies, this Indian battalion ran out of Pakistan territory in complete confusion and panic.

Sixty dead bodies have been removed by our troops for burial while scores of them are still to be seen littered all over the border area in spite of the fact that the Indian have been trying to retrieve them under the cover of their heavy shelling. Six machine guns, 22 light machine guns, 46 rifles and huge quantity of ammunition of all categories, grenades, mortar, bombs and explosives have been captured. More details are still coming.

Jessore sector.

In spite of desperate attempts made repeatedly by 9 Infantry Division and 45 cavalry Regiment in Jessore sector the Indian Army could not make any headway. The valiant troops of the Pakistan Army repulsed all attacks during the night inflicting more casualties upon the enemy. It is obvious that having failed to make any headway through the defences of Pakistan Army. The Indians are now maneuvering in other areas. Heavy concentration of Indian troops and armour is taking place in the Districts of 24 Parganas, Nadia and Murshidabad were curfew has been imposed by the Indian authority, in order to facilitate quick build up as well as to conceal the shame faced Indian aggression.

In the north. 6 Montain Division of the Indian Army which has been recently moved from Bariely has been deployed against Dinajpur and Rangpur borders and 9 Mountain Brigade and 71 Mountain Brigade of this division have concentrated against Patgram and Bhurungamari borders.

Reports from Sylhet said Pakistani troops yesterday launched a counter offensive in the eastern borders to throw Indian intrusion affected by surprise attack by 8th Mountain Division on Monday.

After the fierce fighting which lasted for about three hours, The Indian troops were forced to withdraw, enemy suffered 25 killed and about 80 wounded. Four Pakistani soldiers laid down their lives and 10 were wounded.

In Chittagong area 23 Mountain Division made further attempts to infiltrate into the jungles of Chittagong Hill Tracts but could not make any headway. However The pressure continues to mount and the Indians are expected to make desperate attempts to advance into Pakistan territory. Indians have been seen paradropping supplies to their troops along the northern and eastern fringes of the district of Chittagong 11i11 Tracts.

Monday and yesterday a number of foreign journalists were flown to Jessore where, they saw the effects of Indian shelling. The Indians have been intermittently shelling Jessore air field, hospitals and other areas by 130 milimeter heavy Russian , guns in order to prevent the visit of foreign journalists to the area, Indians are deliberately shelling Jessore civil airport.

Meanwhile the reports of fighting are still being received from Sylhet and Comilla.

Curfew in 24 Parganas

Curfew has been imposed in the border areas of 24 Parganas in West Bengal. according to All-India Radio, reports APP.

This tactics has been adopted, according to observers, to cover up fresh movement of' Indian troops to East Pakistan borders to bolster up India's already heaving built up army concentration in the area.

Aggressor to meet doom.

Karachi, Nov. 23 (APP) : Mr. Zulfikar Ali Bhutto, Chairman, Pakistan People's Party today condemned Indian aggression against Pakistan and said that the aggressor would find his doom on the territory of Pakistan.

Talking to newsmen at the Karachi airport before leaving for Lahore Mr. Bhutto said that by attacking Pakistan, India had attacked the 'resolute and brave' Pakistani. nation of 120 million people.

Mr. Bhutto said that the people of Pakistan were fully prepared for war if India wanted it.

Later on arrival at Lahore Mr. Zulfikar Ali Bhutto said that the armed forces and the whole nation of brave people were looking forward to taking on India aggressors.

In an interview at the airport Mr. Bhutto said that the Indian aggression would be like opening of the flood gates and the resultant deluge would sweep the entire sub­continent the valiant people of Pakistan would never let India to come out a beneficiary out of a war, he said.

He said that Pakistan had been trying to avoid war for the simple reason that people here wanted to pay their full attention to the solution of the internal crisis and wanted peace to uplift the country politically, socially and economically. This should not be taken to mean that the people of Pakistan were in any way deterred by the Indian threats.

Offensive Urged.

A Lahore message states : Professor Ghulam Azam, Amir of' the Jamaat-e-Islami in East Pakistan today urged the people to unite and eschew party politics to enable the nation face Indian aggression effectively.

He was talking to newsmen on arrival here to attend the meeting of' the central Working Committee of the Jamaat-e-Islami. He was accompanied by Maulana A. K.M. Yusuf, East Pakistan Revenue Minister and Maulana Abdul Rahim Nail) Amir of Jarnaat-e-Islami.

Commenting on the latest Indian attacks on East Pakistan, Prof. Ghulam Azam said that this was not a new development. Only the attack this time was bigger in magnitude. He said that Indian was desperately trying to capture an airport inside East Pakistan so that it could unleash an all-out war in the name o1 Bangladesh.

He said that the best defence for the country was to take an offence. He had said so on many occassion and this was never more true than now. He said that defensive strategy only helped the enemy to become more enthusiastic and energetic. Pakistan, headed, seemed to have been left with no other alternative than to take an offensive if it wanted to live as a dignified country.

The present situation could not continue in any case he added. He said that the main purpose of the formation of United coalition Party was to promote national unity. Without naming Mr. Bhutto he said that only one political, who wanted to become the Prime Minister of the country was promoting party politics in the country.

He said that personally he was in favour of a national government in the country so far as the threat of Indian aggression existed. He would also move the central working committee of his party to consider this suggestion.

Answering a question he said that the position of cleared MNAs and MPAs of the defunct Awami league would become clear only after the completion of the by-elections. Such MNAs and MPAs would surface only after this.

He said that the people in East Pakistan were greatly disturbed because of the happenings on the border during the last eight months. He said that miscreants were very active. India was openly helping them and supplying arms to them.

He said that terrorist activity was going on the actual polling might be a difficult procedure to follow. He said that many more candidates were expected to withdraw from the remaining constituencies in view of the new ordinance allowing a retirement by a candidate till four days before the polls.

He demanded that all patriots members of the Peace Committee and Razakars should be armed with superior and automatic weapons for the maintenance of peace in East Pakistan.

General Amnesty.

Asked to comment on the effects of the general amnesty. he said it was party correct that the miscreants increased their activity after this step had been taken.

He said that the people hailed the recent imposition of curfew in East Pakistan but doubted whether all the Indian agents were hauled-up in a short period of 15 hours.

A large number of PPP workers who had assembled at the airport to welcome Mr. Bhutto. raised vociferous slogans against Jamaat-e-Islami and its leaders when professor Ghulam Azam came out of the VIP lounge. The Jamaat, workers also raised counters slogans: Prof Ghulam Azam also addressed the workers amid great noise of slogans and counter slogans and appealed for national unity. Any one trying to disrupt national unity at this stage was only helping India. he added.

Qayyum.

A Peshaware message states : Khan Abdul Qayyum Khan. President of the Pakistan Muslim league, here today endorsed President Yahya Khan's decision to declare emergency in the country.

In a Press statement, Khan Qayyum said that it was the direct result of the action of the enemy-India-who had been carrying on an undeclared war against Pakistan since March 1.1971.

Khan Qayyum said that India today stood fully exposed in its heinous intentions to destroy Pakistan and had made a start by throwing over whelming forces against the Eastern wing of Pakistan.

He said that he had no doubt that the nation would rise to the occasion, forgetting all internal differences.

"We must stand united with our armed forces to defeat the designs of- our enemy and defend our sacred soil," he said.

He had no doubt that with a just cause, Pakistan would emerge victorious from this ordeal.

Mr. Mohammed Yusuf Khan Khattak NINA elect and a former leader of the opposition in the National Assembly, said that the nation was prepared to make every conceivable sacrifice to protect the independence and integrity of' Pakistan when Pakistan was on(,(, again faced with war from our perfidious enemy India which was yet to reconcile to the existence to Pakistan.

The nation and the armed forces are one in this sacred resolve of' protecting the smiling land of Pakistan from aggression". He said adding "we are prepared to accept sweat, toil and blood."

In a press statement, Mr. Khattak said that the nation would stand by the armed forces and support any action taken by the President. for the defence of Pakistan and to inflict crushing and lasting defeat on our enemy number one.

Pindi Bar

A Rawalpindi report states : Member of Rawalpindi Bar Association today offered their services for the defence of Pakistan.

The offer was made through a resolution adopted at a meeting of the bar which was addressed by Mr. Nurul Amin, President of the PDP.

The resolution against East Pakistan and said the Bar members placed their "life and all resources at the feet or our motherland" to safeguard its independence, integrity and sovereignty.

It described Pakistan as "sacred trust of the millions of shaheeds."

State Bank takes steps to meet emergency needs.

Karachi, Nov. 23 (APP) : Immediately after the declaration of emergency by the President today the state Bank and the Pakistan banks Association took number of decisions to gear up the national banking system to the requirements of the situation.

Instructions have been issued to ensure the safety of cash and valuables and essential records have been duplicated. All necessary measures relation to local and foreign currency reserve have also been taken in hand. Instructions have gone out to all the banks branches throughout the country to establish first aid centres in coordination with the local civil defence authorities. Emergency centres have been established at the central directorate of' the state bank to operate sound the clocy and security measures have been further reinforced at all the banks.

It is also reported that essential state Bank staff have been recalled from leave and a number of transfers have been held in abeyance in view of the situation. When contacted a spokesman of the state bank said these were normal measures to meet the requirements of the present situation.

UN told of Indian thrusts in East Wing.

United Nations, Nov. 23 (Reuter) : Pakistan told the United Nations last night that 12 regular Indian Army divisions, numbering more than 100.000 men, had attacked in four sectors of East Pakistan and that fighting was continuing.

A Pakistan delegation spokesman said the situation was "serious" and instructions on what action should be taken in the U.N. were being sought from Islamabad.

The spokesman said officials in Islamabad contacted of telephone from New York, confirmed the strength of the attack against Jessore, Chittagong sylhet and Rangpur.

Intervening in the debate in the General Assembly's social committee on the refugees problem last night, Pakistan Ambassador Agha Shahi said "Members are aware of the major attack launched yesterday by Indian armed Forces on Pakistan territory."

In reply Indian Ambassador Samar Sen spoke of "accusations not related to reality."

Mr. Shahi said he had last week offered Pakistan's at most cooperation with India and the United Nations. It was for India to reciprocate.

He said "Pakistan would not want to delay two months, we are ready today, now to imitiate speedy repatriation for the displaced persons."

It was not for India or others to "judge, the best way for the problems to be resolved so that the refugees could return.

Because Secretary General UThant is in hospital, Under Secretay General Robert Guyer received the Pakistan delegate Mr. Hayat Mehdi.

The delegation spokesman said. Mr. Mehdi had informed Dr. Guyer of the information received from Islamabad.

The spokesman told reporters that two of the Indian division involved were experienced mountain troops from Nagaland and that other divisions were troops with similar experience from the China-Indian border.

A tank regiment with battalions of the border security force also were involved. the spokesman said.

A spokesman for the Indian delegation called the Pakistan reports provocative.

There was no immediate information from U.N. officials engaged in relief operation in East Pakistan on the military situation. The Pakistan spokesman said the first penetration from India occurred on the night of Saturday-Sunday.

There was speculation in the U.N. that Pakistan might ask for an urgent meeting of the Security Council.

India sinks Greek ship carrying food for E. Wing.

A Greek ship criso Vo lando carrying foodgrains for East Pakistan was shot and sunk by Indian gun-boats on November 22 while the ship was in Indian waters. Reports APP.

The ship was on its way to Chalna.

It may be mentioned here India has been constantly violating the freedom of high seas and indulging in such provocative acts.

A Pakistani merchant ship 'M. V. Bhairab' was harassed by Indian navalcraft in October last.

A British cargo ship 'City of st. Albans' travelling from Calcutta to Chalna recently to pick up a jute cargo was tired at on international waters.

After firing at the British ship, the boats had sped towards. Calcutta.

The latest act by India clearly shows her utter disregard for the freedom of high seas and international maritime conventions.

Amin stresses need of national unity to face Indian threat.

Rawalpindi, Nov. 23 (APP) : Mr. Nurul Amin, leader of the United Coalition party (UCP), today stressed the need of national unity to face the Indian threat.

"Notwithstanding which part of the country is in danger of attack or aggressed, the entire nation should stand united to face the enemy," he said while addressing a meeting of 'Rawalpindi Bar Association at the Bar Room.

He said Indian Premier Mrs. Indira Gandhi's replay to the offer of friendship made by President Yahya Khan in his Eid message to nation and the allout offenssive by Indian forces against East Pakistan yesterday had expossed New Delhis sinister designs against Pakistan.

It is clear that India has expansionist move and she is determined to undo Pakistan, he observed.

"Although she has not recognised `Bangladesh', but Indira Gandhi is acting as a guarding of "Bangladesh' like a court appoints guardians for minors."

Mr. Nurul Amin, who is also President of the Pakistan Democratic party said Mrs. Indira Gandhi's conditions for understanding with Pakistan, release of Sheikh Mujibur Rahman, stoppage of by-elections in East Pakistan and a settlement with 'Bangladesh guerrillas' was on open dictation which no self-respecting government or individual could accept.

He said high morale of the people at large in East Pakistan, in spite of Indian attacks and sabotage activities of miscreants, was a great support of the Jawans facing the enemy the border.

"We can't be fought by jawans alone. It should have support of the peoples," he said.

Diving a background to the present East. Pakistan situation, he said the genuine grievances of the People resulting from their feeling of lack of participation in national affairs and economic disparty had been highly exaggerated by some leaders to misguide the masses. In this, the enemy, who always. tried to undo Pakistan found a "golden opportunity."

Mr. Nurul Amin said economic disparity between the two wings of the country had been changed during the ten years of a "dictatorial regime."

Some handful of people from West Pakistan, he said, might have been responsible for the economic disparity, but some leaders unleashed a hate campaign against the people of West Pakistan and a long rope was allowed for such a propaganda."

Pointing out that Pakistan was achieved through the unity of the Muslims of the sub-continent brought about by the Quaid-e-Azam, he regretted that after the emergence of the country this principle had been "forgotten."

"Instead of finding a common factor between a Punjab and a Sindhi and so' on, we tried to find out difference between them." he commented.

Mr. Nurul Amin expressed his belief that no power on earth could harm or efface Pakistan and it would "exist till eternity" unless "we ourselves do not do any harm to it."

He pleaded for avoiding mud slinging against each other by politicians.

The PDP chief said he was happy to be among members of his fraterninty at the "tag end" of his life and expressed the hope that their "encouragement and love would sustain me to serve my country till death."

He said he had been doing his duty "according to my conscience" and never wavered although "a large number of people" went against him in his own province. Running after popularity and playing to the gallery would have amounted to deceiving the people, he added.

Indian troops movements at Jessore border indicate who is aggressor : S. M. Khan.

Bonn, Nov. 23 (APP) Pakistani Foreign Secretary Sultan Mohammed Khan told a Press conference here on Monday that the Indian troops movements at Jessore order on Monday "clearly indicate who is the aggressor" in the Indian sub-continent.

"What happened in Jessore showthat the situation between India and Pakistan is getting increasingly critical, he said.

The foreign Secretary refused to comment further on Monday's invasion, but warned that a conflict between India and Pakistan would "result in untold sufferings on both sides."

"The consequences would be terrific not only for both countries but also for the whole part of this region of the world," he said.

The Foreign secretary accused India of "sabotaging" the "appeasement of- the conflict" between the two parts of Pakistan through" political interference in Pakistani internal affairs."

He said that India had deliberately sunk ships carrying food to the "refugees of East Bengal" and that border incidents were constantly occurring before Monday’s invasion.

Referring to his afternoon meeting with German Foreign Minister Walter Scheel, Sultan Mohammad said that he found a great concern For the preservation of peace.

"We think that any country has the possibility to make a contribution toward peace," he said "The community of nations can now put pressure on India, who appealed so much to world opinion in the past."

Indian offensive (Editorial)

India of ten invokes international conventions but only when it suits her. She has scant respect for them. In utter disregard of all international conventions she launched an all out offensive against East Pakistan in the Jessore sector without a declaration of war. This is keeping with her treacherous methods and comes as a culmination of months of pinprick attacks, minor and major Skirmushes and a painstaking build up Of 12 Indian infantry divisions all around East Pakistan. lf the Indians were able to make some dents across international borders, it is simply because they throwing all international conventions to the winds, launched an all out offensive they used as many as nine infantry divisions, four mountain divisions and two tank  regiments for their thrust on the Jessore sector. However, notwithstanding their perfidy and concentration of might they Were not only checked out suffered heavy casualties.

Once again our valiant armed forces have shown the fighting qualities for which they are famed all over the world. They are not the ones to be daunted by numerical superiority. The number of tanks that the Indians have lost and the heavy casualties they have suffered would, we hope, Knock some sense into them. But this is to hope against hope. Indian Gnats and MIGs also took part in the action at Jessore and 'succeeded' in killing 79 civilians and injuring 130. They may be proud 01' their success against civilians. In spite of their treacherous and cowardly onslaught they had t0 1,101) for fear of losing mere of their armour when 18 of their tanks were damaged. their hatred and evil dreams seem to have completely blinded them, but their hopes will be dashed even as their tanks were knocked out.

In this India's answer to the offer of friendship made by president Yahya Khan in his Eid message? It is India’s misfortune that she did not appreciate the magnificent , gesture. Did the Indian Premier undertake her tour of Western capitals to prepare the way for this, offensive? Is this what she had in mind when she spoke. of a solution in one or two months? India's sinister designs are manifest. she should know by now that Pakistanis would rather make the supreme sacrifice than yield they are united in their determination to undo Indian designs, pull out the eves of those who took covetously at their homeland.

Malik off to Karachi on way to Pindi .

East Pakistan Governor, Dr. A. M. Malik left here yesterday morning [Or Karachi oil way to Rawalpindi, reports APP.

During his stay there, the Governor is likely to meet president General A. M. Yahya Khan.

AIR report on Sheikh Mujib rediculous.

Karachi, Nov. 23 (PPI) : Mr. A. K. Brohi today described as "ridiculous" the Indian reports that Sheikh mujibur Rahman, leader of the out lawed Awami league "may not be alive."

When asked by PPI correspondent to comment on these reports, Mr. Brohi said "it is ridiculous Am I defending a dead man? Mrs. Gandhi Knows my character. I have served as my country's High Commissioner in India and she sought to be able to say whether or not I would lend my name to be exploited by anyone for the purpose of having a dead man appear as thought he was alive.

Mr. Brohi declined to say when the proceedings of the trial would conclude.

He said he was under on oath of Secretary. "My lips, so far as the trial is concerned are sealed he observed.

The eminent lawyer also declined to say anything relating to the present grave situation in the country.

Mr. Brohi said it was a matter of Shame that Muslims were killing Muslims in East Pakistan. No problem, he pointed out, can be solved through violence and destruction.

He appealed to the people of East Pakistan to take effective measures to frustrate attempts at ruining the economy of the country through senseless acts of sabotage.

Asked whether he felt that a high-level commission should go into the events in Fast Pakistan, Mr. Brohi replied, this is for the Government to decide. I am too much identified with Sheikh Mujibur Rahman by reason of the fact that I am defending him to make any suggestion one way or the other.

Commenting on the Indian Prime Minister's assertion that Bangladesh has conic to stay Mr. Brohi said so far as he was concerned with that Mrs. Gandhi must realise that the process of session, if it starts will not remain confined to Pakistan. It will ultimately extend to the entire subcontinent and even to other areas of the region If India and Pakistan, Mr. Brohi said, could cooperate they could save the subcontinent from plunging into chaos and anarchy. Why can not India grasp this simple truth. he asked.

Indian move to exploit DP issue at UN frustrated.

United Nation, Nov. 23 (APP) : The third Committee (Social Humanitarian and. Cultural) last night adopted a resolution under which the General Assembly would urge member states to intensify efforts to bring about conditions necessary for the speedy and voluntary repatriation of the Pakistani displaced persons to their homes in East Pakistan.

The resolution sponsored by the Netherlands and New Zealand was a unanimous approval after its sponsors agreed to delete the paragraphs to which Pakistan took strong exception.

The resolution was drastically altered under pressure from Afro Asian members who said that the United Nations had no business to tell Pakistan what steps to take for over coming the problem.

Observers here noted that India's bid to institutionalize the East Pakistan problem and to exploit it politically had failed.

At the same the third Committee unanimously agreed to recommend the President of the General Assembly to make a statement which among other things, would indicate the concern of the international community over the problem of East Pakistan refugees.

The recommendation was moved by Tunisia Thursday when the third Committee began debate on the question of East Pakistan displaced persons as an alternative to the politically motivated-Netherland New Zealand draft resolution. However moved by Somalia and Nigeria and an intervention made by Ambassador Jamil Baroody of Saudia Arabia, the sponsors of the draft resolution Submitted to the strong Afro-Asian Pressure and agreed to accept the amendments. In the process its complexion so changed that it become more or less the sames the Tunisian proposal and therefore the Committee decided to adopt both.

The resolution adopted by the Committee recommending the Assembly President to make a statement on East Pakistan refugees reads as follows :

The third Committee "Having listened attentively and with appreciation to the report of the United Nations High commissioner for Refugees His Highness Prince Sadruddin Aga Khan on the activities of the Coordination centre and the report of Mr. Paul Marc Henry, representative of the Secretary General of the United Nations East Pakistan Relief Operation (UNEPRO). 

Recognition the largescale efforts undertaken to humanitarian reasons to meet the unprecedented problems confronity, 'aware of the urgency and extreme seriousness of the situation of the refugees which is assuming dangerous proportions." Recommends that the President of the General Assembly should make a statement indicating.

1. The concern of the international community, which has seldom been confronted with a refugees problem of such enormous dimension as that of the refugees from East Pakistan in India

2. That the voluntary participation on of Governments and organizations should be continued and intensified with a view to assisting the secretary General and his, representative, the High Commissioner for representative. the High Commissioner for Refugees acting as focal point in their meritorious humanitarian action for the relict of the suffering of the refugees and of the population of East Pakistan.

3. That the only solution this grave refugees problem the safe return of the refugees to their homes and that this required a favourable climate which persons of goodwill should work to bring about in a spirit of respect for the principles of the charter of the United Nations.

The draft resolution to be submitted to the General Assembly in its revised form and as unanimously adopted would have the assembly :

1. Express its profound sympathy with those who have suffered from the situation in the area.

2. Endorse the designation by the Secretary General of the United Nations High Commissioner for Refugees to be the focal point for the coordination of assistance to East Pakistan refugees in India from and through the United Nations system as well as the Secretary General's efforts in establishing the UN East Pakistan Relief Operation.

3. Appeal to Governments inter governmental agencies and non-governmental organisations to intensify their efforts to assist directly or indirectly and in collaboration with governments concerned in relieving the suffering of the refugees in India and of the people of East Pakistan.

4. Urge all member states in accordance with the purposes and principles of the charter to intensify their efforts to bring about conditions necessary for the speedy and voluntary repatriation of the refugees to their homes.

5. Request the Secretary General and the United Nations high Commissioner for Refugees to continue their efforts to coordinate international assistance and to ensure that it is used to the maximum advantage to relief the suffering of the refugees in India and of the people of East Pakistan.
