London, Nov. 25 : India is preparing to launch a full scale attack against Pakistan on November 28th Sunday, disclosed the Associates Editor of the London Times, lois Heren. today quoting reports from Delhi.
Pakistan are confident he said that its forces will not be defeated as "assurances have apparently been given that Chinese aid will be considerately more (hall was generally assumed after Bhutto's recent visit to Peking" Heren wrote.
"Apart from arms deliveries the Chinese forces are expected to assert hold down Indian Mountain Divisions" The very presence of Chinese troops on the Frontier he said "is expected to deter India from large scale incursions into east Pakistan."
Heren also disclosed that the Pakistan Army is poised to attack in Kashmir where about six weeks of good campaigning weather remain before show and cold make fighting difficult.
Taxila, Nov. 25 (APP) : President Yahya Khan described the heavy machinery complex today as a symbol of "China's continued interest in Pakistan's economic development.
"It was an auspicious day for the friendship between Pakistan and China and a day of anguish for others." You know who are the others, he added.

The occasion had its political dimension. The President referred to the existing
situation by saying, "Peace in our region is gravely threatened by the Indian armed
aggression in the eastern wing of our country. We wish to avoid a conflagration in

Minister Li Shuiching, who spoke on the occassion declared amidst cheers that the people and the government of People's Republic of China resolutely supported the people and Government of Pakistan in their just struggle against expansionism and imperialism.
China supported Pakistan in their fight against aggression and interference in their international affairs. The strong friendship between Pakistan and China was based on respect for five principles.
"We are firmly convinced of the justness of Pakistan's cause. We are certain that the just cause of Pakistan is bound to be victorious," he added.
The President in his speech later said, "I want to express the appreciation and gratitude of the Government and the people of Pakistan to the Government and people of China for renewing the assurance that should Pakistan be subjected to foreign aggression, the Chinese Government and people will, always. resolutely support the Pakistan Government in their just struggle to defend their state and its sovereignty and their national independence."
Welcoming the Chinese delegation present on the occasion, he referred to the change at the
United Nations and said, "1 take this opportunity to express our happiness in seeing China talking its rightful place in the United Nations."
Heart Gladdened.
After the formal inauguration, The President went round Various shops of the factory.
It was a hurried visit but the President climbed on to a road roller made at the
plant and drove it a few yards. The Chinese Minister Mr. Li-
One of his remarks was, "It has gladdened my heart. It is a very versatile set up."
The President had gone to the site by a helicopter and returned by the same helicopter.
But other guests drove to the factory from Rawalpindi and saw on their way a big
welcome arranged for the visiting Chinese delegation. There was a profusion of' Chinese
and Pakistan's national and the People's party flags . There were arches and gates
with streamers of long live Pakistan-
Inside the factory also there were scenes of enthusiasm the factory itself was decorated with banners and buntings.
Chinese aid.
The Minister said that they have also cooperate with each other in the economic field and in technical development.
The WPIDC Chairman had praised China for the assistance given for this project Mr. Li thanked him for this kind.
China, he said, had extended help with in her capability. The economy of China was still backward. Therefore this aid was limited. But he was sure certain things will grow in due course of time they supported the effort of the people of Pakistan to develop their economy on independent basis.

Following is the text of the President's inaugural speech.
Your Excellency Mr. Li-
I am happy to inaugurate the heavy mechanical complex and to lay the foundation of the heavy forge and foundry project. These two projects, the first of which has already been completed are being set up with the generous assistance of our great friend and neighbour, the people's Republic of China.
I congratulate the Chinese technicians, officers and staff of the West Pakistan Industrial Development Corporation, and all other workers who helped in completing the heavy Mechanical complex in a relatively short period of time.
We are confident that China's voice will continue to be raised in the councils of the world in the interest of the promotion of peace and welfare of mankind.
Peace in our region today is gravely threatened by the Indian armed aggression in
the Eastern Wing of our country. All our attempts to settle our disputes through
peaceful means have so far been frustrated by Indian Intransigence. We wish to avoid
a conflagration in the sub-
Before concluding I want to express, once again, my thanks to the Government and the people of China for the generous and timely assistance given to us. Our two peoples remain united in their resolve to uphold the principles of good neighborliness, noninterference in one another's internal affairs and cooperation in the cause of peace and justice. Excellency's ladies and gentlemen, I have great pleasure in declaring the heavy mechanical complex open.
Taxila, Nov. 25 (APP): President Yahya Khan told press men here "India lias aggressed against us. We will beat them back keep your morale high."
The President declined to answer any political question. He was in high spirits and seemed to have been greatly impressed by the Heavy Mechanical complex which he had earlier inaugurated.
Washington, Nov. 25 (Reuter) : Secretary of state William Rogers has summoned senior Pakistani and Indian diplomats to the state Department to ask for a military disengagement and withdrawal of their forces from the India Pakistan border.
Mr. Rogers said such a pull back was necessary to prevent the situation from worsening further.
The State Department spokesman said they were called in yesterday on very short notice amid growing reports of military clashes between the two countries.
Mr. Rogers told the diplomats that the United states recognised the seriousness of the situation and what could happen if hostilities continued.
Meanwhile, leaders of both parties in the US Senate warned against the US becoming directly involved in the Indian Pakistan fighting.
Senate Republican leader Hluagatt, in issuing the warning, said US could 11c1p become involved with a little aid here and a little aid there.
Senator Mike Manstield, leader of the majority Democrats, echoed the Republicans' warning : "I hope we will not be come involved in any more vietnams anywhere at any time. The price is too high," Senator Mansfield added.
London,Nov. 25 (APP) The BBC has rejected India's contention that in the major clashes on the borders of East Pakistan only East Pakistani guerrillas are involved.
In its "Newsreel" Tuesday the BBC broadcast a report from its special correspondent in Calcutta which said : "If, as has been reported tanks and air craft on both sides have been involved, then it is not simply a case of guerrillas.
The guerrillas the "Mukti Bahini" as they call themselves are not combat troops. they cannot sustain an unsupported confrontation with Pakistan army units in such a terrain the report added.
The guerrillas customarily receive Indian army support for their attacks across the border, the report said and added : "The likely explanation of the Jessore flare up is that one such attack developed into a straight fight between the two regular armies."
The report further said that "There has been considerable Indian troops movement along the frontier north of Calcutta for some days and might curfew has been introduced."
Islamabad Nov. 25 (PPI) British High Commission in Pakistan Mr. Humphrey is understood to have delivered a communication from his Prime Minister to the Foreign office today.
The communication was presumably in reply to President General Yahya Khan's letter to all important countries in regard to Indian aggression along East Pakistan borders.

A London message states British Premier Edward Heath is in continuous contact with Mrs. Indira Gandhi, Prime Minister of India and Pakistan President Yahya Khan and ready to mediate in the crisis at any time, it was announced here.
Joseph. Goober, Minister of S1 ate told Parliament hare that Britain way also in close touch with the United States and other Governments.
He said "The possibility of a Security Council meeting in the conflict is constantly in our minds."
"1 think the very high level of approaches being made to both sides. not only by ourselves, are the best way at the moment to try to defuse the situation." Godber added.
Peaceful manner.
A Neuter report from Tokyo adds : "Japan has urged Pakistan and India to settle their problems in some peaceful manner, without specifying which side should do what, the Foreign Ministry said today.
The Ministry chief spokesman, Mr. Tsutomu Wada, told reporters the Japanese plea had been sent to India Prime Minister Mrs. lndira. Gandhi and Pakistan President Yahya Khan.
"We are very concerned about the problem that has arisen on the East Pakistan border between Indian and Pakistan, but all we can say is that we are hoping this can the solved some how in a peaceful manner," Mr. Wada said.

In the sylhet area, the attack which was launched by 5th Gurkha Regiment, at Jantiapur on Wednesday was repulsed successfully. The area is littered with bodies of the Indian soldiers.
In Kasba and Comilla sectors all Indian manoeuvres have failed and they have riot succeeded in gaining even an inch of Pakistan's territory.

The spokesman said the regular Indian troops and Border Security Forces continue to aggravate pressure along the East Pakistan border under armour and artillery cover.
The Indians have, however, been made to pay heavily in terms of both men and desperate haste to gain and consolidate enough ground inside East Pakistan for imaginary "Bangladesh" Government.
In other areas like Sylhet. Chittagong and Jessore, fighting is still continuing along the borders.

Lieut General A. A. K. Niazi. Commander Eastern Command and Martial law Administrators, zone `B' yesterday visited Kusthtia and Pabna reports 11111.
In Kushtia, Gen. Niazi visited the situation with the local Commander, who informed him that since Dharmadaha action on November 13, the Indian troops have not dared to cross into Pakistan territory in his sector.
The Commander, Eastern Command, inspected the defensive deployment of troops along the border. He also met the troops who had taken part in Dharmadaha action and talked to them informally. He found the troops in very good shape. They were confident and fully prepared to meet the aggressor.
Gen. Niazi also visited Pabna where the GoC Briefed him about the latest situation along the border. The GOC informed him that in spite of many attempts Indian troops have not succeeded in making any headway in Hilli area. He also narrated the heroic action of a handful of Pak troops at a small post which withstood the Indian troops attack against heavy odds.
later Gen. Niazi met the members of the Public who rushed to shake hands patriotism and confidence. The public assured him that if required. they would sacrifice their lives for the integrity and solidarity of Pakistan.

Sylhet vows.
A Sylhet message states : About fifty thousand people paraded the streets of Sylhet this afternoon in one of the biggest processions held so far demonstrating their anger and wrath against India's naked aggression and cowardly killing of our people.
The sky was rent with thundering cries of "crush Indian aggressors," of "crush Indian expansionism" and hailing the state of emergency declared by the President.
'File procession, about one million length, carried placards inscribed "Down with Indian agents," "we shall fight India in her own land" and "long live our armed forces. "The procession after parading the streets terminated in Registrar Ground where a historic meeting was held.
Sylhet people observed complete hartal yesterday. All vehicles were off the roads and all shops were closed as a mark of protest against India's cowardly attack.
Thousands of people from the remotest corner of the district thronged Registrar Ground where they took a solemn oath in the name of Allah to crush Indian aggressors and their agents with their blood. At the outset people joined prayer led by Maulan Abdul Latif Fultali for "Shuhda" and for downfall of Indian aggressors.
The procession and meeting were organised by the Sylhet District Peace CommitteeMr.

The Student community also participated in the meeting talking a solemn vow to shed their blood for Pakistan. Mr. Ajmal Ali Chowdhury. formar central Minister. warned India of disastrous consequences of her action and said if nothing but war could satisfy Indian warlords they would have it at their own land.
He praised the armed forces who were passing their Eid days in Bunkers under enemy lire only to defend our freedom.
Mr. Gulam Jeelany Chowdhury, member, Central Peace Committee. Urged Muslims and our leaders to forget their differences and stand against their enemy like one man. He said today when Indian forces are openly fighting us, there should be no doubt in anybody's mind that it was India who is fighting us to make us slaves.
Mr. Najmul Hussain Khan, Peace Committee member, and Mr. Shahid Ali, Convener, Peace Committee, also spoke in the meeting.

A Chittagong report adds : A crush Indian procession was brought out in the city on Tuesday under the auspices of Muslim Chatra Parishad.
The processionists while parading the main streets of the city raised slogans of crush India. They also carried placards pleding to maintain the unity and solidarity of Pakistan.
The processionnists distributed leaflets and badges appealing to the countrymen to stand unitedly to frustrate the Indian attack on "our sacred motherland."
As the procession was passing the passers by joined all started raising the same slogan.
Gujrat, Nov. 25 (APP) : Mr. Zulfikar Ali Bhutto. Chairman of the Pakistan People's Party, yesterday reiterated his claim that only a truly representative government could handle the present crisis in the country.

Mr. Bhutto said he had been warning since March last that if any delay occured in the transfer of power to people's representatives, the situation would further aggravate. Time had proved him right.
Mr. Bhutto said Indian leaders had dared to start on offensive in East Pakistan and adopted an arrogant posture only because of the absence of a people's government in Pakistan.
Only a strong government consisting of people carrying weight with the people could pull the nation out of the present quagmire of difficulties.

Mr. Bhutto said that he could well understand the Indian game and strategy iii opening four fronts in East Pakistan. The Indians wanted to spread this Pakistani forces there to reduce their strength.
Mr. Bhutto said Indian might start peace negotiations with Pakistan alter capturing some area in East Pakistan and trick Pakistan into signing another declaration of Tashikent type. The people of Pakistan would not accept such an agreement under any circumstances.
Mr. Bhutto said Pakistan would never tolerate Indian interference in its internal affairs It was not the business of Indian leaders to demand the release of anybody in Pakistan, he added.
He said that Pakistan aspired for peace to consolidate the country apart economically and socially, but it' India ever dared to start an all out war, then it would have to pay a very heavy price for its mad adventure. Pakistan was on the righteous path and never in history forces of through and justice had been defeated.
India, Mr. Bhutto said, would have to reconcile herself with the existence of 12 crore brane people of Pakistan as a separate nation.
Mr. Bhutto criticised the leaders of the United Coalition Party and said that his party had never been deterred by such opposition and had stead lastly continued its struggle for the introduction of Islamic socialism in the country. Mr. Bhutto said the country was passing through grave crisis. In spite of all these difficulties his party was ready to shoulder the responsibility of the government to introduce for reaching reforms and to remove injustice from the country.
Mr. Bhutto said his party was a revolutionary party and was so because of the knowledge that no nation in the world had been able to proper unless through a revolution.

London, Nov. 25 (APP) : India's war Minister Mr. Jagjivan Ram has admitted that the Indian army was extending all help and assistance to the "Bangladesh" guerrillas.
In an interview with the Financial Times correspondent, he said : "It was possible that individual Indian army soldiers had helped to train or supply the guerrillas and even that some soldiers might have fought with the guerrillas."
We have instructed our troops not to cross the border" he claimed. and added, "I do not rule out officers giving sporadic assistance".
Commenting on the views of Mr. Jagjivan Pain, the correspondent said :"It seems unlikely that members of the Indian army would dare to assist the gurreillas without the consent of the Indian authorities."
He said that "the guerrillas have laid claim to trackts of East Pakistan but with the Pakistan Army on the alert and confined largely to the border and the capital Dacca, if would not be too difficult for guerillas to occupy sympathetic areas on the principle that while the cat is away the mice can play. Whether they could retain possession in battle is another matter.
The correspondent pointed out that the "Bangladesh' capital Mujibnagor is a mobile caravan which has so far remained within the safe confines of Calcutta."
Karachi, Nov. 25 (APP) : In view of the proclamation of the state of emergency in the country, the Director of Civil Defence sind , has advised the public to adopt the following precautionary measures to ensure.
(1) Air Raid warnings :-
(2) Lighting Restrictions : All windows, sky lights, glazed doors and other openings will have to be screened with dark blinds, blankets or brown paper pasted on the glasses so that no light is visible from outside.
3. Air raid shelters or refugee room : The following precautions should be taken against air raids.
(a) Earmarking of a basement in public and commercial buildings for the shelters of' the immates of the concerned organisation and for the public.
(b) Earmarking of ground floor rooms of buildings made of concrete, bricks or stones. As refuge rooms for the inmates of the establishment concerned and for the public as well.
(c) Certain ground floor rooms selected as shelters and refugee rooms may be needin,e~ baffle walls outside or all around the rooms, add.
(d) Selecting of sites in open spaces. along the road sides in parks and by the sides of play ground etc. For digging slit treanches for technical advice the citizens are required to contact their area warden.
4. Fire Precautions : The top floor and the premises be cleared of all inflammable material in order to lessen the danger of fire and also prevent the fine from spreading hence, some buckets of water and sand be kept handy for putting out the tire.
5. Vehicular Traffic : Owners of all types of vehicles have been advised to screen the headlights of their bicycles in the required manner. There will be no vehicular movement at the time of actual air raid.
Canberra, Nov. 25 (APP) : Government has chartered three Boeing 707 air craft to fly 32.000 woolen blankets to Indian for East Pakistani refugees.
Foreign Minister Nigel Bown said yesterday a Further 8,000 blankets would be flown direct to Gauhati, Assam, by Royal Australian Air Force Hercules and a further 10.000 would be transported by othere means as quickly as possible.

Paris, Nov. 25 (Reuter) : The French Government yesterday called on India and Pakistan to avoid increasing frontier tension and to abstain from military acts.
Referring to the armed confrontation on the borders between India and Pakistan, Government spokesman leo Hamon told reporters after a weekly cabinet meeting yesterday that the Ministers expressed "serious concern over the recent deterioration in the situation."
French President Georges Pompidou has repeated Frances belief that East Pakistan crisis must be solved politically, Mr. Hamon said.
"The cabinet appeals to the Governments of' India and Pakistan to avoid any more action which is likely to increase tensions and abstain from any action of a military nature" M. Hamon said.
Kualalumpur, Nov. 25 (APP) : The Malaysian Prime Minister. Tun Abdul Razak: has appealed to India and Pakistan to exercise "utmost restraint" and settle their differences peacefully.
In a statement issued here on Tuesday, he pointed out that a conflict between the two countries would not benefit anybody.

East Pakistan information Minister, Mr. Mujibur Rahman said here yesterday that 120 million people of Pakistan would stand like one man to frustrate Indian aggression and maintain integrity and solidarity of Pakistan, reports APP.
In a statement the Minister said India in her latest bid to impose upon us a dictated political. Settlement in the East Pakistan has in a most unconventional and dastardly manner mounted an all out offensive on the borders of East Pakistan. She has resorted to armoured onslaught and pressed her aircraft into action against our territory without even formally declaring a war.
Our valiant armed forces have repulsed all the attacks fighting bravely and resolutely.
The flagrant violation by India of all canons of international law followed the failure to mislead the world opinion over the East Pakistan crisis by bending all her propaganda machinery.
Pakistan had been trying all through for speedy repatriation of the displaced persons, the victims of India's our machination and held out every assurance for their rehabilitation.
It is most unfortunate that India frustrated all efforts of Pakistan to resolve the issues peacefully and had with at most intransignence rejected all U.N, and international moves to defuse the tension in the border and arrange return of the displaced persone to their home.
I may warn India that her efforts to disintegrate Pakistan would recoil on herself. Her military adventurism this time also would meet the same fate as in 1965.

Peshawar, Nov. 25 (APP) : Khan Abudul Qayyum Khan President of the Pakistan Muslim league, Monday called for strict enforcement of the legal Framework order in order to ban propagation of alien ideologies, opposed to the ideology of Pakistan, iii the country.
Speaking at an Eid reception arranged in his honour by the party workers, Khan Qayyum pointed out that under tolerance of the violations had caused havoc in East Pakistan and gave vise to secessionist tendencies.
If tolerance forwards those who professed other ideologies than that of the Islamic, was continued to be shown, the west wing would also be plunged into similar conditions witnessed by East Pakistan recently.

In this connection he particularly mentioned the NAP (Wali group) and the Pakistan Peoples Party, and said while the former had links with India, the other professed socialism which negated Islam and the Holy Quran.
Continuing Khan Qayyum said that the programme of both these parties hit directly at the basic spirit of the LFO. Tolerance towards them was fraught with hazardous consequences for the country, he asserted.
The PML had forwarned against the "conspiracy" behind the six points of the defunct Awami league, and again we call upon the Government to take notice of the apprehensions about such parties in West Pakistan. "We must learn a lesson from the happenings in West Pakistan. "We must learn a lesson from the happenings in East Pakistan", he emphasised.
The PML chief said that the last elections in East Pakistan were won with the moral. material and financial help of the Hindus and the Government had to crack down on that majority party because it professed a programme which aimed at destroying Pakistan.
Criticise Bhutto
Khan Qayyum bitterly criticised the PPP Chairman Mr. Bhutto for his claim that this (Bhutto's) was the majority party of the country, and said that a party which enjoy no support in Baluchistan. Frontier and East Pakistan could not be termed as majority party.
He said that the PML's opposition to the PIT was based on principles. The People's party stood for theistic socialism where as it was our faith that strict adherence to Islamic ideology could safeguard the integrity and solidarity of the country. He alleged that Mr. Bhutto in an interview with an Iranian news paper Kayhan International had stated that Islam was silent on many a problem of Humanity.
Khan Qayyum also took exception to Mr. Bhutto's threat that his party would topple a government formed by majority parties in the National Assembly within forty days, and urged the Government to clarify its position on it.
He said under the parliamentary system, it was accepted principle that parties in majority formed the government. If the PPP succeeded in mustering majority it would be entitled to from the ministry, he said He, however, added that would never happen.
Khan Qayyum, however warned that if timely action was not taken to check such tendencies the United coalition party would fully resist them as on one could be allowed to dislodge an elected government by force.

Khan Qayyum said that it was the only UCP which could establish Islamic order in the country. If the JUI leaders were sincere in their pledges, then they should cooperate with the UCP, because only through such cooperation the issues about "power" could be thrashed out. he added.

About the formation of the UCP, he said that it was the need for unity which prompted the seven constituent parties to get, together. Only through such a unity the threat of socialism could be weeded out, he added.
Referring to the abduction of a student from Mardan recently, Khan Qayyum said it should be enquired if it was a conspiracy to pitch the student community against their tribal brethren. He said that students and the tribesmen were linked in the unbreakable religious, cultural and historic bands. They were brothers and to think them it] their individual identify would be mistake.
He called for strict vigilance on elements who wanted to create internal strife in the NWFP by fanning hatred between the students and the tribesmen,
Khan Qayyum also reiterated his demand for separate electorate, and noted that the constitution to be given by President Gen. A. M. Yahya Khan, would not only ensure seperate electorate for the country but would also protect the Islamic ideology of the motherland.
Emphasising the need for unity in the rank and file of the Muslim League. Khan called upon the party workers to sink their differences. when seven parties, which were once opposed to each other bitterly, could unite there was no justification as to why the unity in the league could not be brought about, he added.

as, he added, there existed a party whose leader met the Military Attache of India

Prof. Ghulam Azam said the Pakistan Army Jawans has been resisting repeated Indian attacks on East Pakistan for the past months or so, but her latest four pronged attack amounted to a full scale war against Pakistan with out formal declaration. Pakistan should not be content with resistance but must launch a counter attack from West Pakistan of similar magnitude. If this was not done India would take it as Pakistan's weakness and cowardice, he added.
He said if no counter offensive was launched the enemy would achieve his purpose of disintegrating Pakistan slowly and steadly.
He said East and West Pakistan was one country and if one part was attacked it was on attack on the whole country.
To launch a counter attack from west Pakistan would thwart the enemy's evil designs, he added.
Referring to the law and order situation in the Eastern Wing, Jamaat leader said that after the army action in March last the activities of the miscreants had almost ended but they had recently raised their heads again.
He said the Ayub regime had been tolerating subversive and unpatriotic activities of Bhashani and Mujib for long and the result was before the nation.
