Turkey asks India to withdraw troops from Pakistan territory.

Ankara. Nov. 26 (APP) : The Turkish Prime Minister Prof. Nihat Erin]. today has emphasised the absolute necessity of immediate withdrawal of India troops from Pakistan territory, of a ceasefire agreement and peaceful negotiations to solve the existing Indo-Pakistan dispute.

In an interview to Press. correspondents the report about the dangerous developments in Indo-Pakistan armed clashes and about the Indian troops entering Pakistan's territory, Prof. Nihat Erim, Prime Minister of Turkey. Made the following statement :

"Turkey Firmly and sincerely believes that the principles of respect for independence and territorial integrity and non-interference in internal affairs of others should constitute the basis of international life: the development of Indo-Pakistan dispute into an armed conflict is causing grave anxiety in the world as well as in Turkey. Furthermore, the fact that the country the territorial integrity of which is threatened and violated is so close a friend of Turkey as Pakistan, has considerably aggravated this anxiety in our country.

We are following the developments and assessing the situation with utmost vigilance. It is our sincere hope that the common sense prevails and as stressed in our Government programme, principles enshirened in the UN charter predominate in order to prevent a war which will be to the determent of all in addition to the hardships it will entail. For achieving this objective, I would like to emphasize our firm belief in the absolute necessity of immediate withdrawal of Indian troops from Pakistan territory they have occupied, of a cease-fire to solve the existing, dispute.

All groups and factions of National Awami Party banned.

Rawalpindi, Nov. 26 (APP) : The President today Banned all groups and (actions Of the National Awami Party.

The President in a statement issued here today said he had already ordered the detention o1 some of the leaders of NAP.

However, the persons elected to National and provincial Assemblies on its tickets will retain their seats, the statement said.

The statement said (text) : The National Awami Party has for a long time been acting against the interest and security of Pakistan. Some of its leaders fought against the creation of this country, did not reconcile to its existence and never misled a chance of harming it. Now when Pakistan is engaged in dealing with internal Wing and when Indian forces have attacked Pakistan territory and its leader are talking of capturing and retaining our territory. Some leaders of the party are plotting and planning to dismember and destroy Pakistan in collusion with its enemies.

Professor Muzaffar Ahmed is at present leading a rebellion against the country. Bhashani was amongst the first to propagate secession of East Pakistan and is now living amongst our enemies. And Abdul Ghaffar Khan, the most inveterate of' all the opponents of Pakistan, never relented in his now acting in open alliance with its enemies. Some of its other leaders are conspiring to start insurrection in parts of West Pakistan. I have been patiently hoping that in this hour of peril when we are fighting for our existence, good sense will prevail and leaders of this party who are still in Pakistan will join us against a common enemy or at least desist from active hostility.

But when external aggression has taken place. We can no longer take the risk of allowing the continued existence of a political party whose aims are similar to those of our enemies, who are in constant touch with them and are engaged in preparing plans to actively assist them in achieving those aims. It is necessary, there fore that this threat from inside the country is removed.

I have, Therefore. decided to ban all group and factions of the National Awami Party I have already ordered the detention of some of its leaders. In spite however of the ban on the party, those who were elected to the National and the Provincial Assemblies on its ticket will retain their seats.

It is expected that they and other members of the party, freed from the influence of those who have been indulging in anti-state activities. will play their party fully and unreservedly in the defence and for the betterment of the country.

Indian troops intensely involved in fighting against Pakistan : BBC.

London, Nov. 26 (APP) :"The BBC reported last night that the latest development on Indo-Pak borders have clearly established that Indian troops are intensely involved in fighting against Pakistan along its East Pakistan borders.

In a commentary from its correspondent Jim Biddulph, the radio said Indian Government had so far been trying to convince its people that only guerrillas were participating in the fighting. But, in the latest developments the credibility of its claim had lessened considerably.

The correspondent said India had so far been avoiding international action by asserting that east Pakistan is an internal problem between the Pakistan Government and the Bengali rebels.

Now that Indian troops have also joined in it can no longer remain an internal problem, he added.

On Wednesday, the British Press gave detailed reports on Indo-Pak. fighting.

Guardian

The Gurdian correspondent Herald Jackson in a despatch from Delhi reported that there may be very few experienced observers in New Delhi who do not believe that Indian troops are practically assisting the guerrillas.

Times

The times correspondent Peter Hazelhurst reported from New Delhi that there were very clear indications that Mrs. Gandhi had finally decided to take military action, and said that India was also reported to have prepared a plan for the naval blockade of Pakistan. He said that at the moment India does not want to make formal declaration of

war and usually sends her troops across the border in the guise of guerrillas so as to provoke Pakistan into taking such an action which may result in war.

The President was addressing the annual conference here of the governors of India's 18 states.

Observers saw the Presidents's assertion that Indian forces might move in self defence as a further reinforcement of Prime Minister Mrs. Indira Gandhi's statement earlier this week that troops were now permitted to cross the border into Pakistan in self defence.

Earlier, the Indian Government claimed that Indian forces were under strict instructions not to cross into Pakistan under any circumstances.

The President said events in Pakistan were a challenge to world opinion and those who guide the destiny of nations.

The President said involvement in the problem was not of her own seeking. India had no quarrel with the people of Pakistan and "We recognise we have to live in peace and friendship with each other."

He further said he was always in the favour of transfer of power through National Assembly thereby hopping to unite as many political parties as possible to form a government to resolve the present crisis.

Replying to a question, he said December 27 was not a sacred day for the united coalition. He did not, mind it the schedule of transfer of power was advanced. However, he said this dependent totally on the chief Election Commission.

He told a questioner it was quite necessary for President Yahya Khan to call a meeting of al political parties following the proclamation of emergency for consultations and for taking them into confidence.

When a correspondent asked whether he held the military government responsible for this war launched by India, categorically said `no'.

War could start even in the presence of democratic government, he remarked.

Rawalpindi, Nov. 26 (APP) :"The East Pakistan Governer, Dr. A. M. Malik said here today that after a full scale war launched against Pakistan by India, the people of East Pakistan excepting the few diehard rebelled Indian agents, had by now realised that the whole "Sadhin Bangladesh movement is a stunt.".

In an exclusive interview the Governor said that even some important leaders of the defunct Awami League now in India had reached the conclusion that they had been beguiled by their leaders.

Replying to a question Dr. said that he had definite information that those disillusioned leaders and workers of the defunct Awami league were anxious to return to East Pakistan, but they were so strongly guarded that they could not move a single step without guards and Indian police and military security personnel.

This, he said, became crystal clear with the fact that many of the frustrated youths who had come to East Pakistan after being properly trained by India for sabotage activities, under the guise of "Mukti Bahini" had surrendered.

The East Pakistan Governor highly eulogized the gallant armed forces and expressed the hope that with the active cooperation of the people Razakars, police and Mujahids, the armed forces would inflict a crushing defeat on the enemy.
