There is no Lull in fighting, and the valid interpretation of the situation would be that India is now not being able to gain any territory, as it was at the start of the aggression on November. 22.
The spokesman said at Hilli, the Indians suffered 150 and lost two tanks on Friday. An Indian aircraft was active on the area, but Pakistan Air Force did not get involved in this area at that time.
Asked about the Indian Radio's claim that Indian troops were only five miles away from Jessore town, the spokesman said the commander on the Eastern Command visited the peace yesterday and moved about freely. This exposes the Indian claim.

He said : We are trying to do whatever possible to meet our own requirements.
He said Pakistan has informed all the Big Powers and friendly countries that the continued Soviet military assistance to India has encouraged New Delhi in its hostility against Pakistan, hardened its attitude and deepened its involvement in Pakistan's internal affairs.

Replying to question, the spokesman said the Soviet Ambassador in Pakistan delivered a letter for President of Pakistan two days ago. The spokesman said : Nothing prevents us. It is not very easy matter. The security council will consider it subject to certain conditions and consensus among the Big powers. These powers are continuing efforts to solve the problem.

Asked weather the British Prime Minister has made a proposal to mediate between India and Pakistan, the spokesman said I am not aware of any offer.
Replying a question on return of tea planters of Sylhet from India, the spokesman said Pakistan has welcomed all classes of displaced persons, again and again, to return to their homes and was providing all the necessary facilities for this purpose. Islamabad, Nov. 27 (APP) : Pakistan has informed the UN Security Council that the Government of India seemed to have chosen to escalate the conflict with Pakistan.
Pakistan's permanent Representative at the United Nations, Mr. Agha Shahi has, in a letter to the President of the UN Security Council last week mentioned two major attacks by the Indian armed forces supported by tanks and heavy field guns on Pakistan territory since beginning of this month.
In each case, the letter said, the Indian troops crossed international frontiers in Fast Pakistan.
Following is text of Mr. Agha shahi's letter addressed to the President of the Security Council.
I am instructed by my Government in Continuation of my letter of 29th October and 4th November 1971, to draw the attention of the security council to the fact that since the beginning of this month, two major attacks have been launched by the armed forces of India, Supported by tanks and field guns on Pakistan territory. the first one was near Kamalpur along the border of Sylhet and the second on the Village of Belonia in the district of Noakhali both in East Pakistan. In each case, Indian troops crossed the international frontiers.
The grave occurrences are to be viewed in the context of the following ominous developments :
A. The prime Minister of India has acknowledged in recent statements reported in the Press that India's objective is to bring about the secession of East Pakistan.
B. India has received large supplies of arms and military equipment from a foreign source in recent weeks.
C. India has substantially increased military assistance to the insurgent forces operating from India based and staging armed incursions into the territory of East Pakistan.
D. Indian reservists have been called :
E. Villages in Indian territory near the border have been evacuated.
F. Arms have been distributed among the population in the states of Rajasthan and East Punjab in India.
And G. Blackout exercises are being carried out in al major Indian cities and according to reports a state of emergency is to be declared soon.
It is clear from these facts that the Government of India seems to have chosen to
escalate the conflict with Pakistan. This is the only explanation of the facts that
the Government of India has rejected all constructive proposals put forward by the
secretary General of the United Nations and by Pakistan, including the proposal for
a mutual pull back of the troops on the borders which would defuse the situation
and avert the otherwise imminent possibility of large scale warfare in the India-
I have the honour to request that this letter may be circulated as a security Council document.

"This is not only true with regard to China, " he said "In Europe the Middle East, The Mediterranean, The Indian Ocean and other parts of the world the Soviet leadership considers that the final day rests only with an agreement between the Soviet union and the United states, is this not a duet?"
The Soviet delegate complained when other called Russia a super power but his speech had revealed the features of a super powers, which lorded it over and ordered other countries about.
"The days are gone when the super powers could dominate the world. An increasing numbers of medium and small countries in the world have more and more seen through your true features", the Chinese delegate said.

He declined to comment on a demand made by the two defunct Awami league leaders Messars Nurul Islam and S. B. Zaman After meeting the President at Rawalpindi that the ban on the outlawed Awami League be lifted. He said it was entirely up to the Government to take whatever action they deemed fit in this matter.
He added I do not even consider Mr. Nurul Islam and Mr. S. 13. Zaman were Lawful and legitimate leaders of the banned Awami league.
Elaborating this point, he recalled that it was not on his advice that the President had banned the defunct Awami league. As such I won't advice him (the President) on his matter because of the present critical conditions in the country.
He asked why should I at all associate myself with this.
His reaction was sought on a recent statement of Mr. Z. A. Addressing a meeting of the local Bar Association here today, he strongly suggested that counter attack from west Pakistan should immediately be launched against India. He said that offense was the best defense and there was no example in the history of any nation which survived without retaliation during war.
He said that the people of East Pakistan who believed in Islam and solidarity of the country had got themselves prepared to die as martyrs in order to inflict a crushing blow on India.

Lahore, Nov. 27 (APP) : Mr. Abdul Khaliq, General Secretary of the E. Pakistan Jamaat-
Addressing a press conference here before his departure for Karachi in route to Dacca he said People's Party chairman Mr. Bhutto was crying that power be handed over to him. But the Government must be aware that F. Pakistanis would not accept him as their leader.
If he was installed as prime Minister with a West Pakistani as President there would be doubts in the mind of the E. Pakistanis that they were again denied share in power, as existed during Ayub regime, he added.
Mr. Abdul Khaliq said People's party was not a national party. It has won majority in only two provinces of West Pakistan where it can form the Government.
How this party could claim to be a national party when it had no sign of it in East Pakistan, he asked and himself replied "its only sign board is hanging over the house of a Quadiani of West Pakistan."
Mr. Abdul Khaliq adviser Mr. Bhutto to remain calm at this critical juncture when the country was faced threats to its integrity and solidarity. It is not the time to make such demands instead "We should unitedly work or the defence of our sacred motherland, he added.
Mr. Khaliq demanded an on socialist and communist political parties like PAP (both Wali and Bhashani groups) and National Progressive league and said they too, along with the defunct Awami league, were responsible for creating the present crisis in E. Pakistan. He said one party had been banned out of four which were collaborating for anti state activities and banning separatist tendencies. He said the leaders of three parties fled to Calcutta when the army action was taken. Why they had gone to Calcutta, if they were not culprits, he asked.
He said in fact leaders of the three parties namely Maulana Bhashani, prof. Muzafar Ahmed and Mr. Ataur Rahman. were mainly responsible for dragging Sheikh Mujibur Rahman to a position of no return. Had not they been very active Sheikh Mujibur Rahman might have come to a compromise with the West Pakistani leaders. By vying with Sheikh Mujib, Maulana Bhashani, prof. Muzaffar Ahmed and Mr. Ataur Rahman had planned a clash with the Pakistan Army and separate East Wing from the West wing to the country, and thus they had forced sheikh Mujib in a situation from where they could riot retreat, he added. Mr. Abdul Khaliq paid glorious tributes to Pakistan Armed forces and the Razakars in beating back Indian aggression from East Pakistan and their combing operation against the Indian infiltrators. lie appealed to the Government to provide superor arms to Razakars.
