Mr. Paul Mac Henri Assistant Secretary General of the United Nations in charge of relief operations in East Pakistan (UNEPRO) arrived Dacca yesterday. reports APP.

He is scheduled to stay in the province for about three weeks to assist the U.N. relief operation in this part of Pakistan.

New York, Nov. 2(Reuter) : President Yahya Khan said yesterday war between his country and India is imminent, that the Chinese will supply his army with necessary weapons and ammunition, and that he will consider freeing sheikh Mujibur Rahman, now on trial for treason, it- the nation demands his release.

President Yahya's remarks appeared in an exclusive interview in the current issue of Newsweek magazine.

I have no reason to tell you war (with India) is not imminent because it is, the Pakistan leader told Newsweek, adding at war with us. and the only reason there is no general confrontation is that are not hitting back.

Yahya says he does not want to escalate already tense situation, but notes that if the Indians escalate with a view to capturing territory and instaling a puppet Bangladesh regime, that will be war.

And if it comes to that says the Pakistani leader. The Chinese will not tolerate an attack on Pakistan. We will get all the weapons and ammunition we need (every assistance) Short of physical intervention.

He says a new constitution will be promulgated Dec. 20 and it is only normal that the Bengalis enjoy Maximum autonomy in all areas except defence foreign affairs and taxation. As for the fate of Mujib the Pakistani leader said it the Bengali leader were to go back to East Pakistan how he would be killed by his own people who hold him responsible for all the suffering. Yahya says, "I can not release him on a whim. But it the nation demands his release, I will consider doing it.

53 declared elected in PA by-elections.

In the first phase of the by-elections to 105 seats to the East Pakistan Assembly so far 53 candidates were provisionally declared elected unopposed on the basis of the informations received by the Regional Election Commission Office in Dacca yesterday.

According to information in the Election Commission Office yesterday seven more candidates were declared elected uncontested.

PPI adds : According to the provincial Election Commission, reports o1 withdrawal of candidature in 71 out of 105 constituencies were so tar received by the commission. Out of the 71 Candidates 53 were so far declared elected uncontested provisionally. In one Kushtia constituency there is not a single candidate since both the two validly nominated candidates had withdrawn their candidature and 17 seats will be contested by 46 candidates.

Till last night the party -wise break up of the elected unopposed candidates are 15 from the Jamaat, nine form the Convention league, eight front the Qayyum league, five from the Council league, seven from the PDP, five from the Nizam­e-Islam and four independents.

Following are the seven more candidates elected uncontested to the East Pakistan Provincial Assembly :

PE-268 Noakhali -II, Ibrahim Hossain (QML)

PE-269 Noakhali-III, Abu] Khayer (N-I).

PE-270 Noakhali-IV. Fhaiz Ahmed Bhuiyan. (PML Conv.) PE- 133 Tangail -IV, Shahidullah Khan Eusufzai (J.T.) ['E-1:34 Tangail -V. kim Habibur Rahman (PML Conv.) PP_'- 136 Tangail -VI Hafizuddin Ahmed (PDP). PE- 182 Dacca -XII. Serajuddin (CML).

Second Phase

APP adds : Twenty candidates out of total 127, who filed nomination to contest the by-election to the Fast Pakistan Provincial Assembly constituencies on Monday under the second phase by-election schedule. The scrutiny of nomination was scheduled for yesterday but the results are vet to be available.

The 20 candidates who are expected to return unopposed were Ion(, contestants iii their respective constituencies.

Out of total 20 candidates who are expected to return unopposed, it their nominations are found valid on scruting, seven belong to the Pakistan Democratic Party (PDP), there each to Nezam-e-Islam. Convention Muslim League, and Jamaat-e-Islam two to Council Muslim League and one to Pakistan Qayyum Muslim league. Party affiliation of the remaining candidates are not known.

"Al-Shams" wing of Razakars carry out three missions.

The "Al-Shams" wing Razakars yesterday successfully carried out three missions in Myrnensingh, Jessore and Chittagong, reports APP.

"Al-Shams" is a voluntary arm of "Razakars" trained by and working under the supervision of the Army.

In Mymensingh, they attacked a hide-out of' Indian agents. south-east of Kishoreganj and recovered 2 sten guns, 9 rifles and 5 grenades.

A report from Chittagong said that "Al-Shams" following a clue provided by Patriotic citizens, raided a private house at Hathazari. north of' Chittagong and recovered a substantial quantity of subversive literature from there. They also apprehended the occupant of the house.

In Jessore, the "Al-Shams" clashed with Indian agents at_ arpora. South-cast of Jhenidah and killed four of them. One member of 'Al-Shams' also wounded.

46 to contest PA by-elections in 17 constituencies.

Fortysix candidates will contest the coming by-elections in December to the Fast Pakistan provincial Assembly in 17 constituencies under the first phase by­election programme, according to the Election commission here yesterday, reports APP.

The Election Commission so far released the results of 64 provincial Assembly constituencies since Saturday, the last date of withdrawal of nomination out of total 105 vacant seats reports about the remaining 41 seats are yet to be available.

Earlier, the Election Commission provisionally declared 46 candidates elected uncontested following the last date of withdrawal of nomination was over. There will be fresh by-election schedule in a Kushtia provincial Assembly constituency (PE-76) where the both validly declared candidates withdrew their candidature.

Yahya due in Lahore tomorrow.

Rawalpindi, Nov. 2 (APP) : President Yahya Khan will leave here for Lahore on the morning of November 4 on a short visit, i1 was officially stated here today.

Mahmud Ali says Security Council may discuss border situation.

United Nations, Nov. 2 (APP) : The leader of Pakistan's delegation to the United Nations General Assembly yesterday hinted that the Security council may meet to discuss the worsening border situation between India and Pakistan.

He told a press conference after a 55 minute meeting with secretary General U Thant that the situation was deteriorating and might lead to a war if nothing was done to restrain India. Asked whether Pakistan would request for a Security Council meeting Mr. Mahmud Ali said the request might be made by Pakistan or the secretary General himself might call the meeting.

Asked whether Pakistan was banking on China's support in the Security Council lie said China had been constituently supporting Pakistan and would naturally continue to do so. About his talks with U Thant he said he had renewed President Yahya Khan's offer "to accept the good Offices of the secretary General to bring about peace between India and Pakistan."

Pakistan's Chief delegate said the Indian response to the Secretary General's offer was still awaited. Earlier when the Secretary General had offered to post UN observers to facilitate the return of Pakistani displaced persons. India had rejected the proposal.

Mr. Mahmud Ali said he had requested the secretary General to make contact with India and ascertain her response to his U Thant's offer of good offices. he said the Secretary General had promised to do so.

Replying to a question, he said it was possible that a meeting between U Thant and the Indian Premier Mrs. Indira Gandhi might take place during her visit to New York beginning Nov. 3.

55 declared elected to NA

The Election Commission in Dacca yesterday announced that 55 candidates were declared provisionally elected to the National Assembly in the by-elections

from West Pakistan. In the remaining 23 seats there will be contest. there are 56 candidates in the field who will be contest. Of the contesting candidates 12 belong to Pakistan Democratic party, Seven to convent-ion Muslim League, six to Pakistan People's Party, five to Pakistan Council Muslim League, lour to Jamaat-e-Islami. three to Qayyum Muslim League, two to Nizam-e-lslam and rest seven arc irzdcpendent.Jammat-e-lslami has emerged as the biggest gainer with 15 seats. The party wise position so far is as follows : Jamaat- 15.

Pakistan People's Party -6

convension Muslim League -7

Nizam-e-Islam -7

Qayyum Muslim league-5 and Council Muslim League -4.

The polling for the National assembly by-elections will he held in December.

Abbas Ali leaves on West wing tour today.

East Pakistan Education Minister, Janab Abbas Ali Khan, is leaving Dacca on a week's tour to West Pakistan today.

During his tour, the Minister will hold discussion with the education Secretaries of government of Punjab and Sind in Lahore and Karachi. respectively to apprise himself with the working of the educational set up and Text book Board there.

No talks yet on PDP-PPP alliance : Nurul Amin.

Karachi, Nov. 2(APP) : Mr. Nurul Amin, President, Pakistan Democratic Party (PUP), said her(- today that while here had not been any talks tip to now with the Pakistan People's Party on a possible alliance between his party and the P.D.P. ,15 to the future who can say."

He was replying to a questions put by newsmen on his arrival at Karachi Airport from Dacca this evening.
