Stick seriously to Pak ideology appeals Azam

The Amir of East Pakistan Jamaat-e-Islami, professor Ghulam Azam yesterday appealed to fight any internal leader, in a statement on the eve of Defence of Pakistan day recalled the valuable sacrifices made by the brave Jawans while safeguarding the honour and prestige of our beloved homeland against Indian evil designs six years ago.

Prof. Azam said "the great martyrs who laid down their lives in the jehad of 1965 for defending our ideological homeland can only be honoured if the pristine principles of our national ideology are translated into action. If we revive the spirit of Islam amongst us no power on earth can do any harm to our national entity." He asked the people to observe the Defence Day in a befitting manner.

Malik's appointment as Governor hailed

Maulana Siddique Ahmed and Maulana Ashraf Ali, president and secretary respectively of the East Pakistan Nizam-e-Islam Party in a joint statement said that the appointment of Dr. A.M. Malik as Governor of East Pakistan gave evidence of sincerity of the president to the people's representatives.

They said that Dr. Malik was associated with the Pakistan movement and as such had full knowledge about the basic ideology which brought a separate homeland for the Muslims.

We offer him and unstinted support in the belief that the new Governor would adhere to the basic ideology of Pakistan and would strive hard to build upon economic and social structure based upon Islamic principles of Justice and fairplay.

Defend sovereignty resolutely: Bhutto

Sukkur, Sept. 5 (APP): Mr. Z.A. Bhutto Chairman of the Pakistan People's Party issued the following statement at Lakana tonight:

Since July I have been persistently calling for a policy of national reconciliation. The Government has extended this position by announcing general amnesty to promote a feeling of fraternity in the country. We accept this change of policy provided it does not extend to those limited persons who master minded the destruction of Pakistan and plunged the nation into bloodshed.

We assume that this change will foster national solidarity and not undermine. Today on the 6th of September, on this memorable day, when six years ago our brave people and valiant armed forces upheld the state sovereignty against the retaliatory aggressor it is all the more necessary to defend resoluted state sovereignty and to be prepared for every sacrifice to prevent the imperilment of the national sovereignty. It is our supreme duty to make it clear that we simply cannot negotiate the sovereignty of Pakistan under any policy be it that of force or politics, dictatorship or democracy.

"Bangla Desh Mission in Delhi, strong protest lodged with Indian Government

Islamabad, Sept 5 (APP): Pakistan today lodged a strong protest with the Government of Indian against the establishment of so-called BanglaDesh mission in New Delhi.

The acting Indian High Commissioner here, Mr. A. Chibb was summoned to the Ministry of Foreign Affairs this morning and handed a note which said that by this act the Government of India has provided yet another evidence of its open collusion with the secessionist elements to undermine the territorial integrity of Pakistan.

The Indian envoy was apprised of Pakistan's serious concern over the facilities granted by the Indian Government to rebels and renegades for carrying out anti Pakistan activities from the Indian soil.

He was also told that the various provocative acts of the Indian Government and statements by Indian leaders against Pakistan's integrity a serious threat to the peace and security of the sub-continent.

In the note Government of Pakistan expressed the hope that the Government of India would see the dangers in a continuance of this policy of confrontation in the sub-continent. Following is the text of the protest note.

Text

The Indian newspapers have reported that a so-called Bangladesh Mission was formally opened in New Delhi on august 30, 1971.

With the hoisting of its national flag, it is further mentioned that the mission will be manned by some dismissed employees of the Pakistan High commission in New Delhi and that one Mr. Babul Kanti Das had been deputed to look after the mission.

Clarification sought

The Government of Pakistan takes serious view of the facilities and the permission granted by the Government of India to rebels and renegades for carrying out anti-Pakistan activities from Indian soil. The Government of India is fully aware that the avowed aim of the protagonists of the mission is to bring about disintegration of Pakistan. By this act the Government of India has provided yet another evidence of its open collusion with the secessionist elements to undermine the territorial integrity of Pakistan.

The Government of Pakistan has further noted with much concern that Dr. D.P. Dhar Chairman of Policy Planning in the External Affairs Ministry, has had a series of meetings with the so-called Bangladesh leaders in Calcutta. More over, the Prime Minister of India is reported to have stated at a press conference in Calcutta on September, 1, 1971 that an independent Bangladesh was one of India's objectives.

The Government of Pakistan would like to seek clarification of the implications of this statement which is tantamount to an attack on the territorial integrity of Pakistan.

The Government of Pakistan regrets to point out that the pronouncement and deeds of Indian leaders and officials leave no doubt about the Government of India is continuing support to and complicity with the secessionists who are trying to undermine the sovereignty and territorial integrity of Pakistan.

These action constitute not only violation of the provisions of UN charter but also defence of the Banding principles for respecting the sovereignty and territorial integrity of other countries and from abstaining from intervention for interference in their internal affairs.

Unprovoked actions

In this connection, the attention of the Government of India is also invited to the protests lodged by the Government of Pakistan against border violations and unprovoked firing and shelling of Pakistan's territory by the Indian armed forces resulting ingrievous losses of life and property.

The Government of Pakistan regrets that these unprovoked actions have aroused and aggravated the prevailing tension along India Pakistan borders.

While strongly protesting against the above mentioned provocative actions of the Indian Government and the statements of Indian leaders, the Government of Pakistan sincerely hopes that the Governments of India would see the dangers in a continuance of this policy of confrontation which poses a serious threat to the peace and security of the sub-continent.

Qaiyum asks Bhutto to make public his stand on constitution

Rawalpindi, Sept. 5 (APP): Khan Qaiyum Khan chief of the Pakistan Muslim league (Qaiyum group) today called upon Mr. Z.A. Bhutto to take the people into confidence and make public his stand vis-a-vis the future constitution of Pakistan.

Addressing the Muslim League workers here, Khan Qaiyum said that during his meeting with president Yahya Khan at Peshawar last week he put forth before the president some concerete suggestions for the future constitution now under way.

Khan Qaiyum said that publicly too, he had made the stand of the Pakistan Muslim League very clear about the future constitution of Pakistan. One of the fundamentals sought by him he said was a strong centre with full powers to levy taxes, complete supremacy over the economic development programmes, finances, currency besides foreign affairs defence foreign trade and foreign aid.

Mr. Bhutto, Khan Qaiyum Khan said had held several meetings with president Yahya Khan in the recent past but had so far not taken every the members of his party into confidence about the suggestions or demands he has been putting forth before the president for the future constitution of the country.

Khan Qaiyum Khan said after every meeting with the president, the PPP chief uses evasive terminology to hoodwink the people, whose sole representative he claims to be, about his suggestions in respect of the future constitution.

This attitude of Mr. Bhutto khan Abdul Qaiyum Khan said, has been creating misgivings and apprehensions in the minds of the people particularly keeping in view the silence of Mr. Bhutto on the six points of the Awami League before the elections.

Khan Qaiyum said that this was a historic fact that Mr. Bhutto had not said a single word in opposition of the six points before the elections. Rather Mr. Bhutto was on record to have said publicly after the elections that he conceded to five out of the six points of Sk. Mujibur Rahman. On the remaining sixth, Mr. Bhutto had said that it could also be resolved after discussion with the defunct Awami league chief.

On the other hand, Khan Qaiyum Khan pointed out that he had been opposed to the six points right from the beginning, had always pleaded for a strong centre with full financial powers. He took strong exception to the statement of Mr. Bhutto that the later had been in contact with the Awami League MNA's who have been cleared of charges.

"This statement of Mr. Bhutto", he said, "has given rise to further doubts because most of these MNAs are said to be in India."

Bhutto's threat

Khan Abdul Qaiyum Khan deplored the threats given by Mr. Bhutto for transfer of power and said that the Government should not be browbeaten or intimidated by that. He said he was not opposed to the transfer of power but the process should be peaceful and amicable.

The Pakistan Muslim League he said would not allow any one to create turmoil and chaotic conditions in West Pakistan like East Pakistan. The threats of blood-bath' in west Pakistan were not in the interest of anybody particularly the big Jagirdars and Zamindars dominating the People's Party.

Khan Qaiyum khan regretted the tendency of the PPP workers to disrupt the meetings of other parties and condemned the hooliganism at the press conference of Mr. M.R.Qasuri at Peshawar last week.

He said that it was a pity that the party advocating lifting of press censorship did not tolerate the view point expressed by their own party members.

Referring to East Pakistan situation, he said that he was pained to read Mr. Bhutto's Statement in which he said that leftists' were being killed by the 'rightist's razakars' in East Pakistan. There were no rightists or leftists in East Pakistan, Khan Qayum Khan said. There were only secessionists and patriots.

Similarly in West Pakistan the conflicts was not between 'leftists' or 'rights' but between the believers of Pakistan's ideology and those opposed to it. He said that he and his party consider the concept of Pakistan as an article of faith and firmly believed in the two nation theory, this was why he had been demanding separate electorate and fresh elections on its basis, Mr. Bhutto and had been opposing the separate electorate, he said.

Khan Qayyum Khan declared that Pakistan Muslim League when came to power would do more to ameliorate that lot of the poor people than claimed by the 'leftists' who do not practise what they profess.

He was addressing an audience here Friday last.

Maulvi Farid said that the present parochial and provincial prejudices prevalent in certain parts of the country are the result of the Indian sustained efforts to shatter our unity and weaken Pakistan.

He said that India was fully confident that she had battlefield against Pakistan and now she reverted to negative tactices to exploit one section of the people against the other so that Pakistan could be discounted and disintegrated.

Maulvi Farid Ahmed appealed to the people of West Pakistan to come forward  to extend their helping hand in mitigating the sufferings of the people of East Pakistan. He said his council would shortly set up branches in various parts of West Pakistan collect aid both in cash and kind for the East Pakistan people.

He accused certain leaders and capitalists of West Pakistan for supporting the defunt Awami League and pumping in huge sums of money which further strengthened the secessionist movement. He demanded that action should also be taken against such elements in West Pakistan who were in collusion with the outlawed Awami League.

He also appealed to the people living in East Pakistan to forget the bitterness of the past and forge unity, remove misunderstanding against each other and join hands to work with rededication to safeguard the territorial integrity of Pakistan.

He said those who indulged in murders, loot, atrocities and let loose a rein of terror in collusion with the Hindu and Indian instigators have fled away to India. Now the remaining East Pakistani's were true Muslims and loyal Pakistani's and should live hence with each other in complete peace and harmony to thwart Indian aggressive designs.

ML faction leaders urged to take unification steps

Mr. Abul Quasem General secretary, Pakistan council Muslim League, on Wednesday made a fervent appeal to the chief of three factions of the Muslims League and party workers to take concrete steps for the unification of the organisation, reports, APP.

In a statement of Dacca he said that the unity among the Muslim League was the need of the hour, the party responsible for the creation of Pakistan, must once again make sacrifices to save the country from Indian onslaught, he added.

He observed "History will not forgive us if we fail to unite for united struggle against enemies of Pakistan, both internal and external.'

He said, My attention has been drawn to a press statement purported to have been issued regarding his decision against unification of Muslim League. I am greatly distressed to see the statement by such a senior top ranking political leader like Khan Abdul Qaiyum Khan who hurled abuses against Mian Mumtaz Mohammad Khan Daultana and Fazul Quader Chowdhury at a time when Pakistan is passing through the gravest crisis in her history.

The unity amongst the Muslim Leagues is the supreme need of the hour. The party respensible for creation of Pakistan must thwart Indian onslaught. We must find solution by any means. The difference in the procedure for unification cannot be a bar if there is will.

I would earnestly appeal to my friends Khan Abdul Qaiyum Khan, Mian Mumtaz Mohammad Khan Daultana Mr. Fazlul Quader Chowdhury and all the Muslim League leaders and workers in Pakistan to consider the danger ahead of us and unify the the Muslim League organisation without least delay. History shall not forgive us if we fail to unite for united struggle against enemies of Pakistan both internal and external. May Allah help us.

Maulana Siddique

PPI adds: Maulana Siddique Ahmed General secretary of Pakistan Nizam-e-Islam Party called for the grand merger of all the Muslims to foil the evil designs of the enemies of Pakistan and Islam.

In a press interview on Tuesday, Maulana Siddique said that the nation was passing through a critical Juncture which offered very little scope for mud —slinging among those who believe in Islam and the integrity and sovereignty of the country.

He described as "unfortunate" the reported Peshawar speech of Khan Abdul Qaiyum Khan in which he had bitterly criticised the leadership of other two factions of the Muslim League on the question of merger.

Maulana Siddique said that Qayyum Khan should not have done so at a time when the question of unity in rank and file of all patriotic elements was running supreme to defend the nation and its integrity form the evil designs of enemies. Without making this unfortunate move against unity Qayyum Khan could have played a vital role in effecting the unity of the Muslims, he added.

Maulana Siddique Ahmed said we are in favour of the merger of Muslims in this critical juncture of the national history.

He denied any rift in his party's rank on the merger issue with like-minded parties and said 'What we wanted was that the merger be brought in a democratic process we are not going to merge ourselves with anybody else under the influence of any leader or personality but our merger will be the unity of the Muslims in a democratic process.

Elaborating his point the Nizam-e-Islam leader said that if the leaders of the like-minded parties could agree on a grand meger in their preliminary discussions, they should fix up a common date for the meeting of their respective party council to seek its approval.
