This is a day of remembrance soul-
Quaid-
History would reckon Quaid-
We must not forget that Pakistan was not gifted to us. We had to fight for it all
the way and we paid a heavy price for it, Millions of Muslims were killed, maimed
or uprooted from their homes and hearths all over Indian sub-
Remembering that Pakistan was shaped by ideology than geography let us search our souls today to find out if we have proved ourselves worthy of the sacrifices made by the millions. They made these sacrifices for the preservation of the Islamic way of life for countless countries. We cannot let this trust be jeopardise by the designs of few misguided persons —a few proteges of the forces that first resisted the formation of Pakistan and then sought to so botage it.
The People of Pakistan have faced many a crisis since independence but by the grace of Almighty Allah they have emerged stronger and more united from the crucible of sacrifice. Let us rededicate ourselves today to the spirit of Islam that gets an impetus from every tribulation. Let us pledge ourselves afresh to the ideals that brought Pakistan into being. And let us, on this solemn occasion. make a firm commitment to stand together as ...man, to foil the force that seek to weaken us.
Pakistan Paindabad.
Lt. Gen. A.A.K. Niazi commander, Eastern command and Martial Law Administrator, Zone 'B' yesterday received the first lot of ordnance stores produced by Pakistan ordnance factory, Ghazipur, about 25 miles north of Dacca.
The factory was formally inaugurated by the president of Pakistan, General A.M. Yahya Khan on April 6 last year. The factory has been established with the assistance of people's Republic of China.
The Chinese Consul General Mr. Chang Ying was also present on the occasion.
The commander Eastern command, addressing the officers and workers of the factory said that it was a matter of great pride and satisfaction for all of us to have locally produced ordnance stores. He complimented the workers on successfully producing first lot of ordnance stores in spite of uncertain conditions prevailing in the country in recent past.
General Niazi said that this defence material will be used against the aggressor for the defence of the country.
General Niazi said that Pakistan nation was made of very fine stuff and was fully competent to face even the most powerful adversary.

for their cooperation, assistance and guidance. He said that developing countries
like Pakistan can draw inspiration from the Chinese example of progress and self-

Karachi, Sept 10(APP): Mr. Z.A. Bhutto Chairman of the Pakistan people's Party said
here today that his party will fulfill the wishes and dreams of Quaid-
In a message on the occasion of the death anniversary of the Quaid-
The Quaid's dream had not been allowed to come true selfish and vested forces, he added.
He said PPP was confident that problems being faced by millions of poor people of this country could be solved through Islamic socialism.
The chairman PPP said the situation in the country had been aggravated because of the forces who had been trying to thwart the restoration of basic and fundamental rights of the people.
Mr. Bhutto recalled the advice the Quaid gave to civil servants that which ever gets the majority would form the Government and their duty was to serve the Government as servants and not as politicians.
He recalled that the Quaid had achieved Pakistan with the active cooperation and support of the masses and launched a movement for their economic happiness, progress and prosperity.
He was afraid time would be lost and it would be beyond the reach of anybody to control the situation in case further delay was caused in restoration of the people's rights.
Mr. Bhutto said that he would lay down his life to preserve integrity and solidarity of Pakistan founded by the Quaid and adhere to the Quaid's ideals and principles.
He said no power on earth could prevent him from doing so as he thought country's interests were above and supreme to other interests and considerations.
Karachi Sept. 10(PPI): The chairman of the Pakistan People's Party is likely to meet president Yahya Khan in Karachi on Sept 12, PPI reliably learnt here today.
The proposed meeting of the PPP chief with the president was earlier scheduled to be held in Rawalpindi yesterday but it was postponed due to Mr. Bhutto's indisposition.
The president who is arriving here on Sept. 11 from Pindi on his way to Teheran.
Meanwhile PPP source in Karachi claimed that the meeting between Mr. Bhutto and president Yahya Khan will take place here.
It is further learnt that a meeting of the advisers of the PPP chief and that of president would also take place in Karachi during this time.

US to supply 525,000 tons of food stuff for East Pakistan
Islamabad, Sept. 10: The Government of Pakistan and the Government of the United States of America signed today an agreement under which the Unites States will provide food stuffs valued at US 40.3 million dollar (Rs. 19 crore) for use in the international relief effort in East Pakistan.

This agreement, made possible under US public law 480, reflects the concern of the
people of the United States and the US Government for the needs of the people of
East Pakistan. The United States is providing food under this agreement in response
to secretary General U Thant's appeal for assistance from all the countries of the
world to help in the humanitarian relief effort being co-
Under the terms of the agreement, the United States will provide 500,000 metric tons of wheat and 25,000 metric tons of vegetable oil supplementing the more than 400,000 tons of food supplies already provided by the United States for relief in East Pakistan. The United States also agreed to make the sale of these commodities for rupees rather than dollars as is now normal for PI 480 agreements.
In addition to the provision for food, more than 90% of Rs. 19 crore resulting from the sale of these commodities to Pakistan will be returned to the Government of Pakistan as an aid grant by the United states for use for relief projects in East Pakistan. The assisted projects will improve the production, processing and distribution of food supplies to ensure that food will be available where it is needed through East Pakistan.
On its side the Government of Pakistan is taking all necessary measures to ensure that needed food, including commodities, supplied under this agreement, is transported to consumption. centres, and that programmes are carried out to ensure that the people of East Pakistan have sufficient purchasing power to buy needed food.
The United States has already committed US 7.5 million dollars in aid for projects to damage caused by the cyclone in East Pakistan last November. That assistance, in addition to providing emergency food relief, was used to improve and supplement East Pakistan's food distribution system and will allow these additional quantities of food to reach those in need in East Pakistan.
Mr. Iqbal Hossan thanked to US ambassador on behalf of the Government of Pakistan for the timely and valuable assistance made available by the US Government. He further stated that in this period of difficulty which Pakistan is facing, the US Government has played useful role and has not only provided substantial quantities of food required but has helped with the means of transporting this food from the ports to destinations in the country.
Faridpur, Sept. 10(APP): Dr. A.M. Malik Governor, East Pakistan, today called upon all sections of people to coordinate their efforts towards providing immediate relief and succour to the needy and distressed persons in the flood affected areas.

In an army helicopter the Governor flew as low as possible to assess the extent of damages caused to houses, crops and other properties, He saw flood water receding very fast in most of the areas and those evacuated to safer places started coming back to their home gradually.

Detailing steps taken by the government in this direction the Governor told the people that top most priority had been given to maintain regular supply of foodgrains despite communication difficulties created by Indian agents and it would be the duty of the Government to see that People did not suffer or die for want of food. In this connection, he reminded the people about their obligations towards helping the Government in tiding over the difficult situation and foiling the evil design of the enemies.

The Governor enquired about the damage of crops and the arrangements for undertaking cultivation of rabi crops after the recession of water. He was informed that 20 P. (C. Aus) crops and 40 P.C Amon crops were damaged in the district. Arrangements were being made to undertake wheat and IRRI cultivation for which necessary power pumps and other inputs were ready for distribution among the agriculturists. District authorities had also requisitioned for supply of more pumps for the district.
The Governor was apprised by the members of the peace committee about the law and order situation in the district. It was reported that attendance in the educational institutions was gradually improving but there was a temporary setback in this sphere due to flood. The need for granting more aid to educational institutions was emphasised by the members of the peace committee.

He pointed out that Pakistan Army had saved the country and it was the duty of each one of us to see that Pakistan emerged stronger out of this crisis.
The Governor also noted down several important suggestions made by the members of the peace committee towards restoring full normalcy.
Addressing the Razakars the Governor asked them to be imbued with the spirit of Islam
which, he recalled, was best displayed by the East Pakistanis in particular at the
time of the achievement of Pakistan. He advised them to strictly adhere to example
of great leaders like Quaid-
Jessore, Sept. 10(APP): Members of a fake British relief team were arrested here the other day for entering into East Pakistan from across the border without valid documents.
Some time back, the same team consisting of four persons crossed into East Pakistan from Benapole border in the grab of a relief team. They had only two packets of biscuits in their posession. They were there foretold to go back and that if they had any relief material to distribute, they should channelise it through the United Nations.
Again they entered East Pakistan early this week without valid papers on the same pretext of relief work, This time they possessed nothing by way of relief material. It is learnt that these "hippy" looking "relief workers" are infact narcotic addicts being used by Indian authorities and certain elements in the United Kingdom for subversion and illegal activity in East Pakistan. The Indian authorities are also using their illegal entry into East Pakistan as a publicity stand against Pakistan.
Soon after their entry they were arrested by the local authorities. They will be tried under the normal law of the country for illegal entry into Pakistan.
Reuter adds from London: A representative of the British Deputy High Commission in Dacca on Thursday visited three members of the London based "operation omega" relief team who entered East Pakistan on Sunday and are detained in Jessore, a Foreign office spokesman in London said on Friday.
The spokesman said that the representative had reported that the three members who are Britons are safe and well.
Peshawar, Sept. 10 (APP): Khan Abdul Qayyum Khan, president of the Pakistan Muslim League (Qayyum Group) said here today that the QML would be able to form a Government in NWEP, despite the Jamiat, PPP—NAP alliance.
Asked to comment on the reported decision of the three parties to form a united front in the NWFP Assembly, Khan Qayyum told APP that the QML was not at all worried over the united front. "If and when the Assembly meets, true picture will become clearer," he said.
He asserted that the QML would be able to form the Government in NWEP, in spite of the propaganda stream of the "secessionist and their allies" and in spite of their "inflated claims" regarding their strength.
Khan Qayyum said that his party held national integrity and solidarity supreme over everything else and could not possibly have any truck with any party or group which was bent upon breaking the unity of Pakistan.
The QML chief said that the Jamiatul Ulema-
Khan Qayyum claimed that the Jamiat leaders had opposed the creation of Pakistan and had not since changed their attitude. They held negotiations with Sheikh Mujibur Rahman and had urged the president, Gen. A.M. Yahya Khan, to handover power to him, he said.
Similarly, he said Khan Abdul Ghaffar Khan, who he alleged was the real leader of
the NAP had been giving out anti Pakistan and pro-
Khan Qayyum said that the NAP which was in fact Abdul Ghaffar Khan's party, had pinned its hope for the creation of Pakhtoonistan, on the Sheikh Mujib movement. Their alliance with Mujib was also well known. They had been disappointed over the success of the Military action in East Pakistan, he said.
They QML Chief also said that the people's party had been shifting their position in the matter of alliance, in their desire for power. He was personally assured by Mr. Bhutto that a small group PPP elected members in NWFP Assembly would support the QML. Now there was a complete somersault, he said adding that their object was only power. Even in the last general elections, the PPP had been working hand in glove with the NAP.
Later, Mr. Bhutto had also held prolonged meetings with Khan Abdul Wali Khan in order to gain political power. The people's party had also claimed that it was in contact with the 88 cleared MNA's elect of the Defunct Awami League, even though most of them were invisible, he said.
Khan Qayyum said that it was a matter of great regret that the people's party should have on alliance with Ghaffar Khan's NAP, which he alleged was a secessionist party, and was working hard for Pakhtoonistan.
Karachi, Sept. 10 (APP): The president of the council Muslim League, Mian Mumtaz Mohammad Khan Daultana, said here today that his party was not keen in interim arrangements but wanted that restoration of "straight and unadulterated" democracy as soon as the conditions permit.
Replying to questions on arrival at the cantonment Railway Station from Lahore he said that the transfer of power to the people's representatives should take place in both the wings simultaneously.
Mian Daultana said that if the Government thought that through interim arrangements the pace of normalcy could be accelerated in East Pakistan it was all right.
He said that the moment conditions in East Pakistan normalised, straight and unadulterated democracy should be restored.
He agreed with a correspondent that unless the legislative was completed restoration of democracy through the people's representatives was not possible.

A contingent of 16 members of the central council of the Pakistan (Council) Muslim League belonging to East Pakistan; led by party senior vice president: Mr. A.Q.M Shafiqul Islam; left Dacca yesterday for Karachi to attend the party's council session opening there on (Sept.) reports PPI.
Among others including in the team were another vice president of the party; Mr. Shahid Ali; Mr. Ataul Huque central joint secretary Alhaj Abdus Salam and Dr. Mufazzal Ali; two provincial General Secretary.
Party's Secretary—General Mr. Abdul Quasem and other participants from East Pakistan are due to leave Dacca for Karachi today to attend the meeting.
Party chief Main Mumtaz Mohammad Khan Daultana has convened the council meeting to discuss and take decision of the merger issue of the three factions of the Muslim League.
The National Executive of the Pakistan Democratic party is yet to meet to decide if the party could join the proposed East Pakistan Cabinet, reports PPI.
Stating this, a member of the National Executive of the PDP said the organisation had not yet taken any decision in this respect. If any member of the party joins the cabinet prior to such a decision by the National Executive, it would be purely personal, he added.
He maintained that PDP contested the last general elections of the country for implementing the party's programmes which however, he added, were not accepted by the people. Under the present circumstances, he continued the PDP would not be able to implement its eight point formula.
He observed that power should be transferred to the elected representatives of the people just after framing a constitution as designed in the legal Frame work order of 1970.
Rawalpindi; Sept 10(APP): One of American's leading newspapers the Christian Science Monitor editorially welcomed the appointment of Dr. A.M.Malik as Governor of East Pakistan.
In a September 8 comment entitled' A new man for East Pakistan' the Monitor described Dr. Maliks appointment as an "encouraging move, a deliberate attempt to reassure the Bengali people and to encourage the refugees in India to return home."
The editorial said 'Dr. Malik certainly enjoys president Yahya's good graces; but that does not necessarily mean he is the president's man. He has considerable stature in his own right. Undoubtedly he supports the president's policy of keeping the two wings of Pakistan together and therefore disapproves of the Bangladesh separatist movement. But at least is a Bengali a highly trained one."
