Happenings in E. Wings result of master plan launched by India

Lahore, Sept. 11 (APP): Khan Abdul Qayyum Khan, president of the Pakistan Muslim League said here yesterday that what had happened in East Pakistan in the recent past was the result of a master plan prepared and lunched by India to undo Pakistan.

Addressing a gathering of his party workers at a local hotel soon after his arrival from Rawalpindi, the khan said Pakistan had come out of the worst catastrophe of its history and the armed forces and the patriotic people had to tide over internal and external difficulties of a high degree magnitude to frustrate the enemy's evil designs. The task of the nation, he added, was not yet over as it had to ensure that such a crisis did not recur in future.

Khan Qayyum said the only check against secessionism and regionalism, lay in the sustenance and strengthening of the ideology on the basis of which Pakistan was achieved.

He suggested revolutionary changes in the educational syllabi as to make the younger generation fully aware of the basis of the two-nation theory, genesis of the Pakistan movement and the circumstances that led to the establishment of Pakistan.

He said the present system of education was not befitting in an independent Islamic State and it was due to this system that a part of the youth in East Pakistan were swayed by the slogans of regionalism.

Khan Qayyum said that he had told president Yahya Khan that the people not believing in Pakistan ideology must be kept away from the universities and the educational and cultural institutions and that the sooner it was done the better it would be for the nation. He had also suggested to the president that the educational syllabi must be uniform in the country and it ought to be planned and prepared by the Central Government.

Later the Khan addressed the mass contact committee of his party for the Panjab.

PDP's condition for participation in power transfer (By our staff Reporter)

The President of the Pakistan Democratic party, Mr. Nurul Amin, yesterday said that "Our participation in the transfer of power will depend on the constitution which is said to be on anvil as to whether it enjoins the points included in PDP manifesto."

Speaking at a symposium on the Quaid-e-Azam on the occasion of observance of his 23rd death anniversary, Mr. Nurul Amin said that his party had a detailed manifesto which after considering the necessity of maintaining the existence and integrity of Pakistan had recorded the demands of the people of East Pakistan. "I press this manifesto for inclusion in the constitution for satisfaction of the demands of East Pakistan," he added.

The symposium organised by the PDP at Mainuddin Memorial Hall was participated by Mr. Mahmud Ali, Senior vice president of the PDP and leader of the Pakistan delegation to ensuing UN General Assembly session, Mr. Zulmat Ali Khan a member of UN delegation and Mr. A.K. Rafiqul Hussain of PDP. Other PDP leaders including Mr. Shamsur Rahman and Fazlul Huq also spoke on the occasion.

Mr. Nurul Amin in his presidential address said that there were reports that power was going to be transferred and a constitution was under preparation. "I do not know what sort of power is going to be transfered? And I have not seen the constitution and I do not have the idea of what is going to happen?" But the PDP chief said that he would expect that whatever might be that constitution it would include the reasonable demands of East Pakistan. Demands elaboration on the demands of East Pakistan the PDP leader said that they were all told in his party manifesto which, he noted. was still valid. He said that the PDP which firmly believed in the integrity of Pakistan had demanded that all subjects other than those relating to defence, foreign and interwing trade, foreign affairs, currency and taxes on provinces for running these subjects should be handed over to the provinces. We have demanded that economic disparity should be removed within 10 years. We would be happy if it could be done earlier, he added.

He said that his party would be ready to consider the question of sharing power only when the demands including in the manifesto were met under constitutional provisions.

Mr. Nurul Amin said that he is a realist and is not guided people not to be sentimental and called upon them to take a fresh vow to realise the demands of East Pakistan within the framework of one and United Pakistan.

The PDP chief paid homage to the memory of the Quaid and urged the people to follow his ideals and dreams in thought and spirit. He said that Pakistan during the last 23 years had to face a number of crises most of which were due to our neglect to and deviation from the path shown by the Father of the Nation.

Strong Pakistan

The PDP chief called upon the people to make endeavour for developing the beloved home land Pakistan as a strong, self-reliant, democratic and welfare state in order to show proper respect to the Quaid. He said the entire economic structure of the country should have to be changed and reshaped, because, he said, his party did not support the great difference between the poor and the rich. The Quaid-e-Azam had never wanted that such a difference should be there in Pakistan. He added.

Mahmud Ali

Mr. Mahmud Ali paid rich tributes to the memory of the Quaid-e-Azam and said he believed that the Quaid-e-Azam was not happy over truncated Pakistan. He said seven and half a crore of people were living in an area of 54 thousand square miles in East Pakistan. This area, he said was not sufficient for such a large population and "We need more land for our economic prosperity."

Mr. Mahmud Ali, Leader of the Pakistan delegation in the forth coming UN General Assembly session said Pakistan wanted peace and never wanted a war but, he said it was India which was always trying to undo Pakistan. He told his audience that Pakistan never wanted a war and if a war was thrust upon us "we will fight the enemy and would come out victorious."

Mr. Zulmat Ali in his speech said that the Quaid-e-Azam wanted a happy and prosperous Pakistan. He said if the people follow the massage and teachings of the Quaid and materialise dreams, it would be his proper way to show respect to the father of the Nation.

Mr. Rafiqul Hossain said Pakistan came into being through democracy and it would stay through democracy.

Call to uphold Quaid's principles

Lahore, Sept. 11 (APP): Khan Abdul Qayyum Khan, president of the Pakistan Muslim league said here today that the only way for the nation to pay homage to the Father of the Nation was to uphold his principles, preserve the ideology of Pakistan, and to struggle relentlessly to actualise the objectives, of Pakistan movement. He was speaking at a party workers meeting held at the YMCA to observe the death anniversary of the Quaid-e-Azam.

The meeting presided over by Mian Abdul Khalid, Salare Ala Pakistan Muslim league National Guards was also addressed by Syed Mustafa Shah Khalid Gilani, Mr. Muhammad Hanif Khan MNA-elect and Khan Ghulam Muhammad Khan lundkhawar.

Khan Qayyum said the nation in the wake of the East Pakistan crisis had been the result of deviating from the high principles of the Quaid-e-Azam and allowing the Pakistan ideology to weaken and the Islamic spirit dampen.

The nation, he added, should be grateful to almighty that the majority of the people in that wing had love for Islam and still believed in the national ideology and with their help the armed forces rooted out the secessionist and armed Indian infiltrators. Some elements in West Pakistan he said, also tried to create such conditions here as were in East Pakistan in that recent past, but timely action of the Martial law authorities and efforts of the parties believing in integrity of Pakistan foiled their attempts. Such elements, he added, might raise their heads agains but Pakistan Muslim League and other patriotic parties would crush them.

Power transfer

Khan Abdul Qayyum Khan said he was not opposed to the transfer of power to the elected representatives of the people, but his party would resist at all cost saddling into power of those parties which did not have faith in the Pakistan ideology and were hobnobbing the enemies of Pakistan for personal ends.

Those who were thinking of using threats and violence to get power must know that they would met the same fate as that of miscreants in East Pakistan, the Khan said.

Criticising the protagonists of the joint electorate system in the country, he said such a system was the negation of the two-nation theory which was the bases of the whole struggle for Pakistan.

It were the joint electorate that provided the opportunity to the one crore Hindus of East Pakistan, to get secessionists elements elected in the last years elections, he added and said had the election been held on the basis of separate electorate the result in that wing would have been different.

PML will not allow any party to resort to violence: Qayyum

Peshawar, Sept. 11 (APP): Khan Abdul Qayyum Khan, president of the Pakistan Muslim League has deprecated the threatening posture of certain politicians, and warned that his party would not allow any party to resort to violence, for securing political power.

Addressing party workers at Mardan about 40 miles from here, Khan Qayyum said that in case any political party resorted to violence, his party would extend the fullest co-operation to the Government and the Armed Forces to deal with the situation.

His party believed in peaceful transfer of power and was equally prepared to confront others having violent tendencies, he added.

Referring to the reported formation of the United Front by the people's party, Jamaitul Ulema-e-Islam and the National Awami Party, in NWFP Khan Qayyum accused the people's party of inconsistency and of changing positions for the sake of power.

He said that it was Mr. Bhutto, the peoples party chief, who repeated the existence of the London plan on March 20 last, in Hyderabad and had elaborated it on April 5 in Karachi and had described it as a "conspiracy to undo-Pakistan."

According to the London Plan, Khan Qayyum said, Khan Wali khan, president of the NAP is to be the foreign Minister, but now Mr. Bhutto was obliged to form a united front with the same people.

Khan Qayyum wondered as to how Mr. Bhutto had deemed to fit to form the United Front with the NAP whose president, Khan Wali Khan, had allegedly made an anti-Pakistan statement which had been broadcast recently over All India Radio, whose vice president, Professor Muzaffar was a member of the so-called 'Bangladesh," Government in India whose General Secretary. Mr. Mahmudul Haq Usmani, had been arrested on the charge of anti Pakistan leanings, and whose patron Khan Ghaffar Khan, was busy hurling venomous anti-Pakistan propaganda through the Indian and Kabul Radios.

Khan Qayyum also accused the Jamiatul Ulema-e-Islam leaders, Maulana Mufti Majmud, Maulana Ghulam Ghaus Hazarvi and Maulana Abdul Hakim of having opposed the creation of Pakistan. Even after the establishment of Pakistan, these leaders had sided with those parties and individuals, who had no love for Pakistan like the defunct Awami League and Sheikh Mujibur Rahman. These leaders he alleged, had summoned the meeting of the smaller parliamentary groups in the National Assembly in March last to persuade them to insist on transfer of power to Sheikh Mujib.

Khan Qayyum regretted that Mr. Bhutto should have chosen such political elements in a United Front. His party preferred to forego the Ministeries, rather than linking itself with such political parties, he added.

The PML chief also gave the background of the difference with Mr. Bhutto and said that the fundamental difference was over the system of electorate in the country. He said while his party insisted on the separate electorate system, in consonance with the two-nation theory, on the basis of which Pakistan came into Mr. Bhutto's party stood for the joint electorate.

Mr. Bhutto did not subscribe to the idea of strong centre as demanded by the PML, he said.

Khan Qayyum asserted that the difference were not out of a personal reasons but were based on principles and in the interest of the integrity and solidarity of Pakistan.

The chief, however, emphasised that he had been and would continue to oppose everything which was against national interests.

Khan Qayyum also discussed the issue of merger of three factions of the Muslim League and said that his main objective was nothing but unity of the Muslim Leagues. He urged the people to join the PML to make it a strong, active and effective political organisation, He also emphasised that the students and labourers should be given their due rights in the reorganised Muslim League.

Quasem stresses need for merger of ML factions :

Mr. Abdul Quasem, Secretary General of the Pakistan council Muslim League, said in Dacca yesterday that no technical procedure stand in the way of merger of the three factions of Muslim League.

Talking to PPI here before his departure for Karachi to attend his party's council session opening there today Mr. Quasem stressed the importance of unity for overcoming the present national crisis, and said that no technicalities should be allowed to crop up in the matter of national solidarity and people's unity.

He said, "Never before in the history of this nation, the importance of our this nation, the importance of unity in our rank and file had been felt as at present. Everybody should rise above petty personal agrandisement and join hands together to safeguard the national integrity from enimical forces, he said.

Mr. Quasem declared himself seriously in favour of the merger of three factions of Muslim League a purpose for which his party chief Mian Mumtaz Mohammad Khan Daultana has convened he extraordinary council session to discuss and take a decision.

He said this was the time for unity among the people to safeguard and protect our national integrity and character.

Merger of the Muslim Leagues would definitely be a bold step towards that ends, he added.

Sylhet hails Malik's appointment :

Sylhet, Sept. 8 (APP): The appointment of Dr. Abdul Malik as Governor of East Pakistan has been generally hailed by all the leading citizens and the people at large in the district.

PPP leaders oppose demands for fresh polls

Karachi, Sept. 10 (APP): Mr. Mairaj Mohammad Khan and six other Pakistan People's Party leaders yesterday asked the Government to prevent rejected "so-called" leaders from creating confusion and disruption by making "vogue" and 'uncalled for demands" for fresh elections in the country.

In a joint statement they said that the Government should also come out with an unambiguous and a categorical statements in continuation of an earlier statement that no fresh elections would be held in the country.

They said, that it was an irony that in spite of the Government announcement that no fresh election will be held, these leaders were demanding fresh elections.

They said, it was surprising that Khan Abdul Qayyum Khan and Mr. Mahmud Ali of the Pakistan Democratic party had started supporting the candidates who had got their security deposits forfieted during the last elections.

Pakistan an impregnable fortress against Brahmin colonial expansion

TraQkhel (Azad Kashmir): Sept. 11 (APP): President of the Azad Government of Jammu and Kashmir, Sardar Abdul Qayyum Khan, has said that Pakistan was an impregnable fortress against Brahmin colonial expansion in Asia besides being the centre of gravity of the Muslim World.

This lasting memorial to the dynamic leadership of the Quaid he said, stood out as a living proof that the dream of the Brahmin empire by subjugating the peoples of Asia had been frustrated once for all. Not only the hundred million Muslims of the subcontinent, but the people of Asia stand in debt to the Quaid for saving them from this nightmare.

Sardar Abdul Qayyum said in a recorded message from Azad Kashmir Radio on the eve of 23rd anniversary of the Quaid that his sharp analytical mind, his deep insight into the historical forces and his knowledge of the machinism of the Brahman mind had foreseen that the monster of a Brahmin empire would not only devour nations living in the sub-continent but would menace the whole of Asia.

Sarder Abdul Qayyum made a deep analysis of the historical forces in the sub-continent and said that the biggest contradiction in the subcontinent spreading over more than a thousand years was the basic clash of two nations, the Hindus and the Muslims. The Brahmans conspired to resolve this contradiction by destroying the distinct national entity of the Muslim nation, but the inner dynamism of Islam resisted and fought back. This great struggle, he said finally resulted in the defeat of Brahmin plans and Pakistan emerged as a home land of the Muslims symbolising the determination of the Muslims to live an honourable life according to their cherished teachngs of Islam, he said.

Two wars

He warned that the Brahman, was smarting under this defeat and had not given up the plan of building a formidable empire, It was because of this obsession that India had waged two wars against Pakistan and had recently made a another abortive attempt to undo Pakistan by sending armed infiltrators in East Pakistan.

Sardar Abdul Qayyum expressed the oppinion that the Indo-Pak tension would continue to remain a major threat to peace in Asia as long as India remained obsessed with the Idea of becoming the policeman of Asia. He said that those power who helped India in her military adventurism should realise that they were only aggravating the situation and they were doing no service to peace, he added.

Sarder Abdul Qayyum Khan said that the nation was observing the 23rd anniversary of the Quaid against the backdrop of  a very intricate and explosive situation. The president of Pakistan, General Agha Mohammad Yahya Khan, had explained the situation in detail.

He made a special appeal to the younger generation to draw inspiration from their past history, particularly the Pakistan movement and move forward with courage as the defenders and future custodians of this country.

He remind them that the Quaid had enjoined upon them to fight for Pakistan's solidarity in hills and ravines, in jungles and mountain tops, in the cities and villages. This the Azad Kashmir president concluded, is the motto and a manifesto of the entire Pakistani nation.
