"But", the resolution added, "it is the conviction of the council that this can only

Civil Government
Though another resolution moved by the party's vice president Maulana Shafiqul Islam and unanimously passed by the council, the council urged for the speediest possible establishment of full democratic civil Government in Pakistan, in so far as the minimum requirements of national safety permits its practical implementation simultaneously in both wings of Pakistan.
The council appreciated the constantly reiterated pledges of president Yahya Khan in this behalf.
While recognising the complexities and perils of the present extraordinary national situation the council felt the need for the announcement of the constitution by the president of Pakistan. This consideration, however, can only acquire sanctity and democratic authority when it is is accepted and approved by the elected representatives of the nation it said.
Six principles
The Council laid down six broad principles on which the country's future constitution should be based. It should be wholly Islamic in spirit and effect basing itself on the principles of the historic objectives resolution and guaranteeing statutory implementation of the laws of the Holy Quran and Sunnah similarly in accordance with the Islamic ideology, the system of separate electorate must be introduced.
The constitution must be an unambiguous and unqualified form of parliamentary democracy, which means that all power should be derived from the people and exclusively exercised through the authority of the their elected representatives.
The constitution must be truly federal in character must guarantee the unity, stability solidarity, cultural and educational integration of Pakistan through a central Government sufficiently effective for the purpose and the facilities of the capital seat of Government shall be equally shared between East and West Pakistan.

It also appealed to the Government for a transformation in the spirit of politics. Our task is to "fortify the spirit of National unity and to continuously remind ourselves of the fruitlessness and the fatality of our past futile quarrels.
Nation Hood

It gave a clarion call to every citizen and all parties in Pakistan not only to stand resolved and united in defince of the enemy, but also and equally in defence of our faith and way of life against any effort to divert, dilute or deny it.
The council paid tributes to the people of East Pakistan and patriotic leaders and parties there who displayed super courage, heroism and a magnificent disdain for safety and self regard in facing and foiling the enemy despite the dastardly insidiousness of his tactics.
It said "Our party is of the emphatic opinion that the people who boldly stood forth to protect and defend our common nation hood at the time of the greatest peril must always be given the assured confidence that under nobler of short sighted expediency or pressure, with the stature that they have achieved in the national estimation be allowed to be diminished.
The council also passed a number of other resolutions including condolence resolutions for the party's departed leaders Mr. Ruhul Amin, Mr. Abdul Hafiz of Sylhet, Mr. Ghulam Mohammad Wasan of Tharparker and Syed Irhad Hussain Shah of Sahiwal.
Daultana
Mian Daultana while moving the resolution for the unification of Muslim Leagues and merger of like minded parties, emphasised the need for strictly following the principles and the Islamic ideology on which Pakistan was achieved.
He said that the whole nation should unite and sink all the difference for the integrity and solidarity of Pakistan. He said that the Pakistan Muslim League achieved the homeland and that it would not allow anybody to destroy it. He said leaguers were opposed to any form of dictatorship.
They opposed the dictatorial regimes in the past. They were today demanding the restoration of democracy in Pakistan as soon as the conditions permit. The transfer of power should, however, take place simultaneously in East and West Pakistan, he added.
Main Daultana said that the Armed Forces did the wonderful job in overcoming the crisis in East Pakistan who courageously faced the situation and helped in over coming the crisis deserved equal admiration.
He said that the role played by the patriotic people of Pakistan, particularly of East Pakistan had proved beyond doubt that nobody could destroy Pakistan. But he said, in order to make the country stronger the Islamic ideology and principles on which this homeland was achieved should be strictly followed.
Mian Daultana said that the present East Pakistan crisis in fact, was the eye-
He said international conspirators ganged together to take advantage of the situation in East Pakistan and disintegrate Pakistan. He said Pakistan would never forgive these enemies.
He said Pakistan would also never forget the role played by British against Pakistan. He said that the commonwealth was a symbol of unity, but it played a dirty role against Pakistan. Mian Daultana said that the USSR was ideological state and, as such, it should have supported Pakistan because Pakistan was also based on an ideology.
He also briefly touched the question of constitution, and said that the country's future constitution should be such which would be acceptable to the people of Pakistan.
Abul Quasem
Mr. Abul Quasem, General Secretary of the party, in his welcome address pleaded for one party system in Pakistan. He said; "I wish to assert with no fear of contradiction that if the ideology of Pakistan is to be nourished and sustained there is no room for a second party."
He urged that all such parties including the Pakistan Muslim League which were devoted and committed to Islam must merge themselves, into a newparty nearly the Pakistan Muslim League which spearheaded the Pakistan movement.
Mr. Quasem said in the event of our failure to take measures even at this stage, we will have no change of normal existence as citizen of the Islamic state of Pakistan, the hopes and aspirations of the world Muslims.
He also traced the history and said that Hindus had tried to destroy the Muslim League as they were confident that by destroying the Muslim League, they would be able to disintegrate Pakistan.
Mr. Quasem also accused the Muslim League who are responsible for today's malady.
He said soon after the death of the Quaid the personal, parochial and other non-
Khairuddin
Khawaja Khairuddin, president of the East Pakistan Council Muslim League, said that Pakistan had come to stay and no power on earth could destroy it. It had been achieved on the basis of Islamic ideology so that it could guide other Muslim countries of the world.
He said that whatever destruction killings and looting took place in East Pakistan, was the work of Indian Armed infiltrators and Indian agents, They massacred without distinction refugees, as well as the locals.
Khwaja Khairudddin said that majority of the people were Islam loving and they were fighting the Indian infiltrators and agents to save East Pakistan.
The Council session was also addressed, among others, by the party's vice president Maulana Shafiqual Islam, Sardar Shaukat Hayat, Mr. Shahidul Haque, Syed Shamsur Rahman, Mr. Shakil Ahmed, Mr. Mohammad Arif, Mr. G.A. Madani and Mr. Obaidur Rahman.
Mr. Mahmud Ali, Vice-
He said that Indian conspiracy to undo Pakistan with the help of imperialists had failed miserably because of the people and timely action by the Armed Forces. He warned that any attempt to revive, the conspiracy might lead to major catastrophy in the region.
Mr. Mahmud Ali was speaking at a reception arranged in his honour by the provincial PDP before a representative gathering. Mr. Mahmud Ali, who was recently on an unofficials visit to Europe and United States to project the view point of Pakistan.
Mr. Mahmud Ali said that Pakistan's case on East Pakistan crisis was largely misunderstood because of false, malicious and motivated propaganda launched by India with the help of International imperialists. The press and mass media in West instead of giving correct version of the situation in East Pakistan took upon themselves the responsibility of circulating the Indian version. He said that it was painful to find that the press in West which championed the cause of justice, totally denied justice to Pakistan.
Misleading propaganda
Narrating the story of to what extent even the enlightened people in the West were mislead by the Indian propaganda he said that chief of a ruling party in one of the European countries in a meeting told him that the two wings in Pakistan could not stay together because the people in East Pakistan were all Hindus and that in West Pakistan were all Muslims. He said that even some of the highly educated persons believed that not one single soul was left in East Pakistan.
He said that a country which played the deceive role in denying justice to Pakistan at the time of independence was deliberately trying to hide facts and giving out highly motivated and false information to its people on East Pakistan. He said this country like India wanted separation of East Pakistan leading to Indian domination over it.
He, however, said that by and large the people through the world were now getting increasingly conscious of the Indian's motive behind the East Pakistan crisis. They now realise the delicate position of Pakistan and think the Army was brought in to maintain the solidarity and integrity of the country. They have also started expressing doubt in the demand that the people of East Pakistan wanted secession and West Pakistan suppressed it by force.
Democracy
APP adds: Mr. Mahmud Ali called for establishment of democracy which he said was a must for the existence of the country.
Mr. Mahmud Ali stressed that democratic forces should be strengthened for the sake of the country for which, he said, all misunderstandings should go.
The PDP chief Mr. Nurul Amin presided over the function which was attended among
others by Major General Rao Farman Ali, East Pakistan convention Muslim League chief,
Mr. Shamsul Huda, provincial Jamaat-
Mr. Mahmud Ali said that Pakistan's diplomatic mission abroad and propaganda machinery in foreign countries should be geared up to counter false propaganda against Pakistan.
The PDP leader who addressed several meetings and met many personalities in Europe and America said he had to face many questions about present situation in East Pakistan. He said he was able to convince them.
He said some foreign powers wanted that Pakistan should have a political settlement with the elected representatives in East Pakistan. In this context he pointed out that most of the members of the now defunct Awami League were innocent and believed in integrity of Pakistan. But their leaders have built up the images for secession of East Pakistan, he questioned how a political solution could be possible with such leaders.
Mr. Mahmmud Ali said that Pakistan was a peaceful nation and it wanted friendship of all countries including India. Pakistan did not wish to interfere in the internal affairs of others and at the same time she would not allow anybody to interfere in our own internal affairs, he stressed.
Earlier, welcoming the selection of Mr. Mahmad Ali as leader of Pakistan delegation to UN General Assembly session by the president, Mr, Nurul Amin, hoped that Mr. Mahmud Ali would do justice in discharging the great responsibilities reposed in him. The PDP chief said Mr. Mahmud Ali during his tour abroad carried out a successful mission against false propaganda by India.
PPI adds: Mr. Nurul Amin charged India with launching mischievous, malicious, false and fabricated propaganda against Pakistan to tamper with her internal affairs.
The elderly statesman said that India was engaged in anti Pakistan activities which should be countered effectively.

Karachi, Sept. 12(APP): Mr. Z.A. Bhutto chairman Pakistan People's Party, said here yesterday that if the present regime was reluctant to hand over power to the PPP. let it be given to a minority political party which had captured a single seat during the last general elections (briefly reported Friday.).
He was addressing the people who went to the Quied-
Mr. Bhutto who accompanied by his party leaders came after offering fateha at the Mazar and laying a floral wreath on it, said, the game of hide and seek should end so that people should not continue to rest on false hopes and aspirations.
Mr. Bhutto said his party would continue political democratic and constitutional struggle for the restoration of people's fundamental rights.
He said he had lived for all his 43 yeas as a brave and courageous man, and not like a mouse, life and death is in the hands of Allah.
He asked the people to rise and join the struggle to break to the chains of oppression, repression and the unjust and inhuman treatment being meted out to the poor people including students, peasants, labourers and workers. Mr. Bhutto said the unemployment problem had reached its climax and that there had been frequent lockouts in the industrial sector and the forcible eviction of the peasants.
He said problems facing the country could only be solved through people's active cooperation and support as he said no country in the world had ever solved its problems without its people's support.
Referring to his speeches he had made at various places in West Pakistan he said, he had warned the nation that the conditions in the country were such as could in a civil war.
Mr. Bhutto said, he did not have a mind to make a speech today but he said as some political leaders had made speeches at the Mazar on the Defence of Pakistan Day on September 6, he thought he also did have right to address his people.
On this sacred day when the nation was paying homage to Founder to the Nation he thought the Government would not object to his address to his people.
He said all his actions were based on honesty and sincerity towards the people's cause and the integrity and solidarity of Pakistan.
He thought it was necessary for him to maintain his contact and liaison with the masses.
He said denial of opportunity to the people to participate in the national affairs would widen the gulf between the Government and the masses.
Referring to the last general election results he said the people had given their verdict in favour of the PPP as such he said the people's wishes and aspirations should be respected and honoured.
Mr. Bhutto criticised the role being played by some political leaders and said after having been defeated and rejected by the people they had hatched a conspiracy against the transfer of power to the majority party.
He said, the PPP was being denied power because it was a true people's party actively engaged to alleviate their grievances.
Amnesty
Referring to the general amnesty announced by the Government recently, he said, it is none of our business to controverse the Government actions. He however said, it would be surprising if a man branded as a traitor today was set free tomorrow.
Mr. Bhutto described the National press as a puppet and stooge and it was being dominated by the capitalist class.
It was therefore accusing the PPP of running after power.
Mr. Bhutto read extracts from the Quaid's speeches he had made on various occasions in an attempt to prove that the Quaid stood for a true democracy, sovereign powers to the National Assembly and a constitution as suited the genious of the people.
He recalled that while addressing the first constituent Assembly in August 1947 the Quaid had thanked the members of the Assembly for having elected him as head of the State.
He recalled that the Quaid had reminded the members of the constituent Assembly that they had to discharge two responsibilities. They were to frame the constitution based on Islam and the ideology of Pakistan and the delegation of full complete and sovereign powers to the Assembly.
Mr. Bhutto said that a constitution lacking people's concurrences would not last for long.
The 1965 and 1962 constitutions fell to the ground as the people's support was not sought on their framing, he added.
Criticising the role of the civil servants he said the Quaid in his address to the officers on March 25, 1948 had asked them to regulate their day to day conduct as public servants and not as officials.
While forbidding the civil servants from participating in politics, he recalled, the Quaid had said that the party securing majority would be entiled to rule over the country.
Mr. Bhutto asked if the Quaid's ideals for a true democracy in the country were being followed.
Mr. Bhutto regretted that some politicians who claimed themselves to the close associates of the Quaid were also forgetful of the Quaid's teachings in the sense that they were opposing the transfer of power to the majority party.
During his visit to the Mazar Mr. Bhutto was accompanied among others by Mir. Rasul Khan Talpur, Mr. Abdul Hafeez Pirzada Mr. Abdul Sattar Gabote, Mr. Kasim Haji Abbas Patel, Mr. Saudagar Darvesh and Mr. Mairaj Mohammad Khan.
As he arrived at the Mazar, he was greeted by the party workers with the slogans of "Jayee Bhutto, PPP Zindabad."

The reign of terror let loose on the People of northern Ireland and the Killing by the British Government through its troops stationed there are not hidden from any body today.
A few days back BBC said that a man from the Irish Republican Army was arrested at New York airport at the instance of the British Government. He had gone there to get support from America and collect money for buying arms for the Irish Republican Army so that they may free Northern Ireland.
Now let us consider the situation in Pakistan. The Pakistan Government took action
to crush armed rebelion with great pain as a last resort to save the country from
disintegration. Some of the rebels fled away to Britain. They were welcomed there.
They along with other Britishers started a campaign and collected money for supplying
arms to the rebels. They got wide publicity through facilities to bring out their

If these negotiations broke down, or failed the country would be plunged into still more serious crisis, as at present only Mr. Bhutto could steer the country clean of its present difficulties at the people's level, Maulana Kausar Niazi, however regretted that certain elements were indulging in what he called intrigues to jeopardise the talks between president Yahya and Mr. Bhutto but expressed confidence that these elements would not succeed.

Maulana Kausar Niazi, However, reiterated that his party was determined to secure the political, economic and constitutional rights of the people and said that no amount of sacrifice would be spared to achieve the objective. He was confident the people of Pakistan, who were getting restive with what he called the gradual worsening of the political economic and administrative conditions in the support of the people's party, which was fighting for the unity of Pakistan, and for the restoration of their democratic rights.
He warned that Mr. Bhutto was in fact holding the situation of the people's restiveness, from taking a different shape.
The PPP leader also urged the Government to reshape Pakistan's delegation to the United Nations, by including elected representatives of the people in it. By doing so country's viewpoint would be projected more effectively and in a better way, he said.
