Climate of security, confidence to be restored, assures Malik

The East Pakistan Governor, Dr. A.M.Malik yesterday assured the people to do everything possible to restore a climate of security and confidence in the province, report APP.

In his first policy statement in a broadcast from Radio Pakistan, the Governor declared that all those who return to their homes will be properly rehabilitated and no action would be taken against anyone for having crossed the border. Those who have lost their houses. shops or means of livelihood will be helped financially and administratively to settle down in their normal lives. Those whose properties are in unauthorised possession or have been temporarily alloted to others will get them back and any attempts to hamper this will be effectively dealt with.

The Governor said that the programme of rehabilitation was being carried out in full view of United Nations representatives and he would ensure its implementation expeditiously and satisfactorily.

Dr. Malik who assumed the office of the Governor on March 3 last in his speech charted out the policy and future programme of his government which he described as "only an interim administration." He said that as soon as full normalcy is restored and bye elections completed accordingly to schedule, power will be transferred to the elected representatives and thus sovereignty restored to the people.

The Governor while making an earnest appeal to the people to devote themselves to the task of rebuilding the economy and society of the province and "it is our own interest to do so." This is not the time to blame to find scape goats or nurse grievances. This is the time to work together for reconstruction, in a spirit of forget and forgive, so that the nation is set once again on the road of peace and prosperity.

He referred to the major economic set-back received in the province and said that Government was taking various measures to revive tempo of economic activity. He said that some improvement has already taken place and the economy is steadily moving towards recovery. Production, he went on to say had resumed in major industrial centres and the production level was rising with the return of labour to factories.

Exports

Port's have started functioning normally Exports from the ports of Chittagong and Chalna during June and July totalled Rs. 18.72 crore which compares reasonably well with exports of 24.52 crore during the same period last year.

The Governor told the people that one of the principal aims of his government would be to rehabilitate the economy of the province and revive the development activities. But, he said full restoration of economic life and growth momentum would require the combined efforts of the Government and the people. He appealed for the support of all people in the task of economic reconstruction. Although a long and difficult task lay ahead, the Government would spare no effort to speed up the process.

Full Assessment

Dr. Malik further said that a full assessment of the needs of the economy for carrying out the essential repairs and rehabilitation work was being carried out. The budget for the current year provided Rs. 15 crore for this purpose. The amount available for reconstruction has been placed in a fund which would be managed by a high powered Board located at Dacca. The Board, he said, would have full authority to approve all proposals for immediate repairs, reconstruction and rehabilitation. In addition development programme of Rs. 279 crore would continue to build the production potential of the province.

While turning to the student community, the Governor urged the youth in general and the student community in particular to remember their future role in the reconstruction and progress of Pakistan and prepare themselves for this role, through constitution and peaceful means. They must not think in terms of hatred or violence for hatred and violence do not lead a nation any where rather they bring sorrows and miseries in the society, he said.

He said that those of our youth who have gone across the border in a huff, not knowing the history of this sub continent should come back. This is their land and they must come back and help rebuild it for a better future.

Minorities Assured

The Governor also assured the minorities that their homes and other properties will be restored to them.

I know their problem and shall see that no injustice is done to any member of the minority community.

He referred to the joint efforts made by him as minister of Minority affairs with the then India counterpart Mr. C.C. Biswas to bring peace to the disturbed ares in the two countries under Liaquat-Nehru pact 1950 and said there was no reason why it should not be possible to make similar arrangement this time. He said that he would be glad to meet the Indian Minister concerned at the earliest opportunity to discuss ways and means of solving this great human problem.

The Government appealed to the labour and the employers to work together to put the economy back on the rails. To the workers he said, My appeal to you is: get back to work as quickly as possible. I will see it that there is no victimisation of the workers and that they are allowed to work peacefully to the employer, he said, that without social justice and contented labour, no industry can flourish, no economy can grow.

The Governor said that the Government had already started test relief work in rural areas consisting of simple labour intensive schemes to increase the buying capacity of the hard hit common man of rural areas. These are primarily designed to provide  employment and inject purchasing power on an emergency basis to relive distress in the affected areas.

Food supply

About food supply, Dr. Malik said that imports of 2.3 million tons of grains from West Pakistan and abroad have been programmed for the current year. The crux of the food situation in the province was not the available or no-availability of foodgrains, but the transportation gap, caused by the dislocation of rails and road communication by the enemies of the people during the recent disturbances. The movement and distribution is being regulated through a network of supply depots throughout the province under specially prepared short term plan. Careful watch is being kept on the availability in each Zone. The river transport system is being strengthened with coasters and other inland vessels. Under these arrangements, 1,50,000 to 2,00,000 tons of food grains would be moved each month from ports to the points of distribution during the next four months until the Aman crop is harvested. This regular flow of foodgrains will ensure physical availability of foodgrains in East Pakistan sufficient to meet the requirements at any given time.

5,000 DPs die of Cholera in Balat dist

New Delhi, Sept. 14 (Reuter): Three hundred people mostly refugees from East Pakistan, have died of Cholera in Balat district of Assam in the past three weeks, the press trust of India (PTI) reported yesterday.

It said the figures were from official statistics available in the Assam capital, shillong. Unofficial source put the death toll at over 5000.

Balat district, close to the border with East Pakistan has been declared a cholera infected area for one month.

60 infiltrators killed, 22 held. India attack beaten back in Rajshahi

Pakistan troops beat back an attack by about 300 personnel in Khajanpur area in Rajshahi district inflicting heavy casualties on the aggressors on Monday last, reports APP.

They killed 60 and arrested 22 infiltrators. A large numbers of arms and ammunition were also captured.

According to details available in Dacca, Indian artillery lobbed over 200 field gun and mortar shells into Khanjanpur and Saphar, two adjoining localities about one mile inside Pakistan territory opposite Balurghat (India) on the night between Sunday and Monday.

The shelling was followed a physical attack by nearly 300 armed persons including soldiers from 77 Battalion Force and their East Pakistani collaborators now in India.

The vigilant Pakistan troops guarding the border took them on as soon as they crossed into Pakistan territory. The intruders started retreating leaving behind 60 dead and 22 captured.

The arms and ammunition's captured by Pakistan troops in this action include three light machine guns with 28 magazines, 9 rifles with over 3000 rounds, four sten-guns with 24 magazines of ammunitions and 38 hand grenades.

It may be recalled that last month a company of 77 Indian Border security Force along with some revels made a similar attempt, but the aggressors were thrown back with heavy casualties. One of the Indian soldiers, sepoy Benod Kumar was taken prisoner and he is still in custody of Pakistan authorities.

100,00 tons Chinese rice of for E. Pakistan

Islamabad, Sept. 14 (APP): The People's Republic of China will supply 100,000 metric tons of rice under commodity credit for East Pakistan, this was officially stated today.

The agreement to this effect was signed in Peking on September 9, 1971.

Shipment of rice will be made during the period from September to December 1971- 20,000 tons each in September and December and 30,000 tons each in October and November.

Agriculture Ministry strengthens planning unit in East Wing

The Planning Unit of the Ministry of Agriculture and Works (Food and Agriculture Division), Government of Pakistan located at Dacca, has been further strengthened by transferring large number of officers and staff members from its Headquarters at Islamabad recently.

This will serve a liaison between the central Ministry of Agriculture and various central and provincial Government agencies concerned in East Pakistan.

In addition to the work unit will now undertake various research projects on agronomic problems relating to East Pakistan farmers for formulating of central Government policies on agricultural development.

Field investigators have been already posted in all most all the districts of the province for collection of data from the farmers and various Government and semi Government offices on specific research projects.

The planning unit at Dacca has three sections dealing with farm management, Economic studies and statistics. This farm management section is concerned with selecting agricultural project areas in the districts and collecting information from the farmers regarding various aspects of their farm operation. The Economic studies section will undertake quick survey on specific problems of agriculture in East Pakistan while the work of statistics section is to crop estimates.

Besides, the progress section concerned of the Ministry of Agriculture has been transferred to Dacca recently to review the progress of various projects financed by the world food programme (W.F.P) of the UN in East Pakistan with a view to accelerating the pace of their implementation.

Iraq gives 30,000 Dinars for DPs

Islamabad, Sept. 14: The Government of the Republic of Iraq has given Rs. 3,96,192 (Iraq Dinar 30,000) towards the relief and rehabilitation of East Pakistani displaced persons who are returning to their homes.

The Iraqi Ambassador in Pakistan. His Excellency AL-Syed Abdul Kadir AL-Gaylani called at the Foreign office here today and handed over a cheque for the said amount on behalf of his Government.

Presenting the cheque, the Iraqi Ambassador stated that this contribution was a token of the affection of the Government and people of the Republic of Iraq towards Pakistan.

The Director General concerned who received the cheque thanked the Iraqi Ambassador for this gesture of friendship and fraternal cooperation from the Republic of Iraq.

Saadi off to Karachi

Mr. A.T. Saadi, a member of Pakistan delegation to UN General Assembly session left Dacca yesterday for Karachi enroute to New York, reports APP.

Mr. Zulmat Ali Khan, another member of the Pakistan delegation will leave Dacca this evening on way to New York to attend the UN Assembly.
